operation late night of Apr. 2,
2016.
Anthony Lapag, 33, was
arrested in his rented house at
Escarilla Subdivision, Airport
village, Mandurriao.
Also collared were Jose
Lagos, 50, of Binabaan village, Lambunao, Iloilo; Elmer
Sangil, 47, of Alfonso, Cavite;
and Gene Mandadore, of Taft
North village, Mandurriao.
Lapag’s brother, 24-year old
Windy, escaped.
The arrest was made after
a police poseur-buyer bought
a sachet of suspected shabu
from Lapag.
Recovered during the operation were 22 plastic sachets of
suspected and assorted shabu
paraphernalia.

Mandurriao police chief, said
the Lapag brothers are on their
watchlist of suspected drug
peddlers in the district.
“We made a quite long surveillance on Anthony before
we did the operation. He was
slippery,” Florea added.
Flora said they received
numerous complained against
Anthony, whom he claimed to
be a “notorious drug addict” in
the village.

Biron scion outlines
plans for hometown

A MATERNITY and diagnostic center will
soon rise in the town of Barotac Nuevo,
Iloilo.
Braeden John “BJ” Biron, mayoralty
candidate of Barotac Nuevo, said the
twin projects are some of his priorities to improve health services in their
town.
“It will be equipped with an x-ray
machine, ultrasound, chemistry and hematology centers. The maternity hospital
will be constructed using the funds of the
municipality but the equipment will be
personally donated by the Biron family,”
Biron told The Daily Guardian on Air,
Apr. 2, 2016.
The 22-year-old son of former 4th district congressman Ferjenel Biron said he
will also work on putting up a mother and
child facility.
“It will have a total delivery room
solution with a modernized incubator and
infant warmer. It will also have an air
conditioner and modern clean facilities to
give convenience to those who are giving
birth,” he said.
The young Biron also vowed to continue
free medical missions and distribution of
maintenance drugs for hypertension and
diabetes to the elderly.
“We will have a paramedic team composed of volunteers who will have their
own ambulance with complete medical
equipment,” he said.
His other programs include putting up
of barangay health centers, public transport
terminals for tricycle drivers, public cemetery, and a new trade center to boost the
town’s economy.
“Being immersed in an international
school, I have a lot of connections with
businessmen. I can encourage investors
to come here and invest to help build the
economy and lifestyle of the town,” Biron
said.
Hailed as the football capital of the
Philippines, Biron said he will also put up
a world class football stadium and football
museum in Barotac Nuevo.
“Understanding that Barotac Nuevo
is the football capital of the Philippines
we cannot neglect our athletes. We will
renovate our field and our plaza and we
will have the first ever football museum
which will house the memorabilia of our
former athlete Chieffy Caligdong and all
our Azkals,” he added.
Part of his grassroots sports development program is the conduct of a yearround football and basketball clinic as well
as fitness program for the elderly.

Jetty port, airport in island-resort

A JETTY PORT and an airport
being constructed in Sicogon
Island in Carles, Iloilo will be
completed in the first quarter of
2017, according to a top official
of Ayala Land Inc. (ALI).
In partnership with Sicogon
Development Corp (SIDECO),
which owns more than 800
hectares on the island, ALI
plans to develop the island into
a tourism destination.
The land developer plans
to put up residential and commercial establishment, port, airport, and diving spots, among
others.
Development of the island
began after the Department
of Agrarian Reform (DAR)
approved Feb. 29, 2016 the
reclassification of 335 hectares
of agricultural land in Sicogon
for commercial use.
In a letter to Gov. Arthur Defensor Sr. dated Mar. 15, 2016,
Jose Emmanuel H. Jalandoni,
ALI senior vice president,
said the recent conversion
of the island for commercial
use opened the door for their
planned project to develop
Sicogon.
“Following this milestone
for Sicogon Island, we will now
be able to build key infrastructure within the island, such as
the jetty port and 1.3-kilometer
runway and airport, which will
ensure convenient access and
the steady flow of tourists to
Sicogon with targeted completion on the first quarter of
2017,” Jalandoni said.
Jalandoni said they also plan
to start selling the lots to investors
and locators within the year.
The ALI official added that
the project will employ 20,000
people in the next five years.
“Livelihood and business
opportunities resulting in construction and commercial activities in the island will not only
allow the Sicogon community
to recover faster from the aftermath of the supertyphoon
Yolanda but also contribute to
the overall economic growth of
the Western Visayas region,”
he said.

Man dead in road mishap

ROXAS CITY, Capiz – A 22-year-old
man died after he was ran over by a car
of Capiz Electic Cooperative (Capelco)
Apr. 2, 2016 at sitio Lawis in Baybay
village here.
The police identified the victim as
Rizaldo Lobo of Culasi village.
Initial police investigation indicated
that the victim was on his way home
place when accidentally hit by a car
driven by Garry Delmo, 36, of Poblacion Tabuc in Panit-an town.
It is believed that the victim
was drunk when the accident happened.
Delmo surrendered to Roxas City
PNP while the victim was declared dead
on arrival at the hospital here.
US, PH hold war games as China flexes muscles
MANILA – Thousands of US and Filipino soldiers will
on Monday launch annual war games that this year are
being seen as a show of strength in the face of China’s
increasing assertiveness in the region.
The 11-day Balikatan (shoulder-to-shoulder) exercises are expected to show how the Philippines, though
severely outgunned, can counter China with the help
of the United States, its longest-standing ally.

lines continued to disgruntle

International Airport Terminal
3 (NAIA-3) Sunday, Apr. 3,
2016, after a five-hour power
outage hit the terminal Saturday night.
According to the Manila
International Airport Authority (MIAA), a substation of
Meralco at NAIA tripped at
8:40 p.m. Saturday, causing
Terminal 3 to lose power.
The power supply went back
at 9:25 p.m., only to be cut
again at 9:47 p.m.
Amid the brownout, thousands of passengers were
stranded while some claimed
losing some of their valuables.
All doors at the terminal
were also closed, preventing
anyone from getting in or out.
Some of those stranded outside were forced to use comfort
rooms at the parking area,
located far from the terminal
entrance. Many also spent the
night slumped on the floor,
seeking whatever little rest or
comfort they can.
Passengers complained that
the NAIA management did not
offer them immediate explanation of the incident.
Russ Russel, who was bound
for Australia, said he has been
traveling for years and this is
the first time that he encountered such inconvenience.
Also among the stranded
travelers was famed musical
director Louie Ocampo who
pointed out MIAA’s seem-

ingly lacking concern for passengers.
The power outage also delayed several flights.
The substation was able
to relay stable power to the
terminal at 12:30 a.m. Sunday,
but it took another hour and half
before terminal facilities were
partially functional.
MIAA spokesperson David
De Castro said they had to
recharge generator sets before
terminal facilities could be
used.
“Noong nag-trip iyung energy, na-drain iyung batteries
natin sa ating stations dito sa
Terminal 3. That is why we have
to fully restore them again to full
power when the power came
back at 12:30 a.m.,” he said.
De Castro apologized to
vexed passengers, but stressed
that personnel from airlines
and MIAA did their best to
accommodate travelers during
the “unprecedented” power
outage.
But despite the return of
power, passengers were only
allowed to enter NAIA-3 at
7:18 a.m. Sunday.
A dzMM report quoted airport police explaining that
another blackout struck the terminal at around 5 a.m., leaving
check-in counters unusable.
As of press time, only gates
1 and 4 of the terminal were
open to passengers.

endure long lines at the arrival
area because security checks

Malabor case
HAD VIEWED the murder of the Board Member Renato
Malabor last year as a criminal case better left to the expertise
of our police force. Indeed the arrest of the suspects indicates
that the police are on the right track.
However there is one nagging question that the arrests did
not answer, in fact, only created more questions: What is the
motive?
Governor Alfredo Marañon initially reacted by saying that the
crime was motivated by political
rivalry. He was not clear whether
this rivalry is in Isabela or the 5th
Congressional District or anywhere.
As the investigation progressed this
initial motive was abandoned as no
relationship was found between the
murder and politics. I believe howModesto P. Sa-onoy ever that the governor’s suspicion
has certain value that is not directly
related to the politicians involved but
with political implications.
Indeed the death of a politician in
such a dastardly manner has political color, not necessarily by or
among the rivals but what the death can result like influence on
the balance of political power in the town.
While the suspects were arrested and charged, the motive
remains elusive. The suspects are silent on this subject and yet
we know that they cannot be killing people just for the sake of
killing or for fun. They did not even say that they shot the board
member and his companion due to a mistaken identity. Moreover
the suspects had also been tagged to be involved in other crimes,
including the robbery in nearby Magallon.
The police seem to have rested the case with the arrest and
filing of the case in court. However they have not given us the
reason for the murder. No murder is without motive. Of course,
the accused can keep secret the motive even to their death. They
could also be afraid of retaliation in case they squeal. In this case
the mastermind can be in position to keep them eternally silent.
We must note that the Malabors are building a political dynasty
in Isabela. This nascent hierarchy will have great influence in the
town. If the Malabors won in their quest of control in Isabela and
keep their foothold in the Sangguniang Panlungsod, they will
become a political force in the 5th district. In effect they can be a
threat to any political or economic interest.
Political power breeds economic power and economic power
enhances and strengthens political power.
Preventing the rise of the embryonic political power of the
Malabors is not the sole object of politicians that will be adversely
affected but by other economic interests. A powerful Malabor
clan will mean difficulty for some economic interests. They will
eventually clash.
In sum it is not only political interest but also economic interest
that a powerful Malabor clan in power will deter or obstruct. Here
then is another motive that the police should pursue.
Last week Isabela Mayor Enrique “Quito” Montilla urged
the police to look deeper into the ambush of a tricycle that
killed a woman passenger and hurt others. The suspect admitted killing the woman because he said he thought the woman
was the leader in a conflict related to agrarian problem in
the town.
The suspect in this ambush is a watchman in the Malabor
property. He claimed he had mistakenly shot the victim thinking
she was a certain “Gemma” who is “a leader of agrarian reform
beneficiaries who are at odds with the family of the slain Malabor
on the ownership of land in Hacienda Bacan…”
According to the police, the watchman, Ramoning Estevez
claimed that he had been “threatened by Gemma that he would
be killed.”
Who is this “Gemma”? Is she backed up by a group capable

Ground water – out of sight, out of mind

These are very nice theories but the reality of it is that we are not really an expert
on this mysterious water resource: how to
look for it, how to exploit it on a sustainable
basis and most importantly, how to manage
it. In Panay for example, no one who is an
expert in the exploration, exploitation, and
management of underground water.
Even the USAID Water Security for
Resilient Economic Growth and Stability
(Be Secure) Project during a series of Water
Demand Management (WDM) trainings in
Iloilo doesn’t even have a deep technical
grasp of ground water resource.
Its team leader former Environment
Secretary Bebet Gozun said: “Imagine,
10,000 houses with deep wells consume
more water than a big company. It’s about
time we also regulate residential water use
from ground water”.
This is really an “ignoramus” statement
on ground water, for how can the USAID
help in our water crisis when their technical people doesn’t even have the basic
knowledge on ground water?
First, a deep well is drilled beyond 60
feet (ft) and uses a submersible pump to

see it, we don’t value and care about
it. It is a common perception that ground
water is always there waiting for us and
that we can draw on it anytime we need.

wells is the PERCH WATER TABLE,
NOT AN AQUIFER! Apparently USAID
water “experts” don’t know the difference
between an aquifer and the perch water
table.
Perch water is the local (not regional)
water resource from below ground surface
up to maybe 50 ft depth whose source is
the local rainfall. During this El Niño
times when there is almost no rain for the
past five months, ground water from local
rain stored in the perch water table is almost depleted so that some shallow wells
have now dried up.
But deep wells some up to 300 ft deep
still yield water because its recharge or
supply comes from faraway places, mostly
from the mountains because its elevation

2016, we continue to be a divided
nation.
The gaping
wounds of hostility and conflict will
continue to exacerbate and won’t heal
for a while, because
of cascading passion and emotional
bickering brought
by heated partisan

Some friendships will suffer-or have already
suffered--from
mortal blows and may never be repaired
again.
Even family members have their own
share of hellish moments because they

have their respective bets for certain elective positions--the father for Vice President
Jejomar Binay because of fraternity ties;
the mother for Sec. Mar Roxas because of
business attachment; and daughter and son
for Grace Poe because of Eat Bulaga and
Heart Evangelista.
CHANGE
We can’t change the reputation of our
leaders and the circumstances that made
them famous and infamous – what and
where they are now in the periphery of
political hierarchy.
But we can change the way we think,
how we behave, and how to deal with these
leaders or aspirants for higher public office,
if given the opportunity to go along with
any of them in a real or imagined world.
For instance, if I saunter in the lairs
of the underworld, the beasts and the
cannibals, I will ask Rodrigo Duterte to
accompany me.
If I want to personally meet showbiz
characters, ask autograph of Susan Roces,
gyrate on noontime shows with Tito, Vic,
and Joey, and get to know more about sob
stories involving foundlings, I want Grace
Poe to be on my side.
FREE
If I want to watch free movies in the
country’s premier city and enjoy other
pelf and privileges, dabble in construction
business, corner rich contracts without
the benefit of a bidding process, enlist as
adult commander in the Boys Scouts of the
Philippines, and open more than a dozen
savings accounts, I will befriend Jejomar
Binay.
If I want to have a “selfie” with Korina
Sanchez without having to form a beeline
in a Quezon City mansion and learn Economics 101, I will ask Mar Roxas to be my
guidance counselor.
If I want to meet Superman, Spiderman, Bionicman, Batman and Robin,
Wonderwoman, join the Star Wars, and
to have a Close Encounter with the Third
Kind, I will stay beside Miriam DefensorSantiago.
After all we are in a free world.
Why federalism wins
I
HAVE HEARD the apologists of tangled, old systems say:
“federalism will not find its way in congress, and if adopted,
will produce warlordism.”
These apologists, however, did not realize that federalism as
a vision for a president is the Philippine’s chef d’oeuvre. I see
the other contending visions as either hypes “crafted” for selfpromotion or are “band-aid” solutions at best.
First to note: changing the form
of government into a federalist
arrangement is actually almost a
substitute for leadership that can
account for more than 60% of the
country’s development (although
researchers need to validate this
idea).
Management experts understand my contention in the context
of island and regional barriers.
Lucell Larawan In a pluralistic, multi-cultural
society, no leadership qualities
can change the persistent conflicts
between Muslims and Christians
in Mindanao using old systems;
but true empowerment and cultural
sensitivity can.
Moreover, if unity is an important factor; there is no other
unifying force that achieves more in making the government
more responsive and efficient. This is better than the example of
Mindanao that contributes 60% of the exports to the national coffers, but only gets back a puny share for infrastructure and other
needs. What an injustice.
But the major islands, with the federalist nature, can leverage
their respective resources—natural and intellectual—and carve
their paths towards building competitive advantage using their
native wisdom. They will no longer become victims of their central government that always brush them aside in favor of “suicide
express train”—a phrase to describe the likes of MRT failure,
comparing it with the media’s description of employees suicide
at Foxconn (China) a few years ago.
For a long time, the old centralized government has hijacked
the visions of local regimes. The local government units could
have grand plans; but sad to say, these are subsumed to the mercy
of crumbs from the negligible internal revenue allotments.
So what development can we expect from the old system that
prolonged the imprisonment of indigenous regional ideas? What
can we look forward to from the old alternative that has become
a “suicide express train” as corruption is centralized?
The argument about warlords that can result from federalism
is a hoax. Simply put: are we still living in the era of ignorance

What apologists could be said to argue is that if the old system
is retained, national warlords hold on to their much-coveted ivory
towers for self-enrichment. National warlords are around us, don’t
you think? They are preying on their oppositions. They succeeded
in centralizing their regimes so they can lord over unjustly.
And how can we limit ourselves with just passing the federalism
bill in congress? Is it not workable through a plebiscite?
We are aware that the form of government is only part of the
ingredients for successful governance. With the leadership of

wells to serve the mushrooming of subdivisions in those

thousands” residential homes
pumping their own water
from shallow wells underground?
The Municipality of Pavia
passed an ordinance, SB 201507, the first of its kind in the
country, regulating the extraction of underground water in
the municipality. The essence
of the ordinance is that the
perch water resource is for the
exclusive use of the common
tao whose residential homes
can only afford an open shallow well or a “tasok” with a
of murder? Was Estevez so afraid he had
to take the first step of killing her before
he is killed? Are the Malabors aware of
this threat? Was this threat reported to the
police considering that it arose from their
conflict with the agrarian reform beneficiaries in Hacienda Bacan?
The report also said the conflict of the
ARBs with the Malabors involved land
ownership. The report is not clear on the
nature of this conflict. Did the Malabors
forcibly take over the land claimed by the
source Board (NWRB) is supposed to regulate, control and
approve these deep wells but
they have only four people
based in Manila to do this for
the whole country, hence here
in Metro Iloilo any Tom, Dick
and Harry can have its own
deep wells.
Most of these wells are
not standard in construction
to seriously affect the perch
water resource reserve for the
common tao.

Trasporto:
Born to Serve
OME PEOPLE are just born to serve. They go about their
lives counting not the money they could earn nor the material things they could amass but glorying in the joy people
they have helped, the advancement of causes they champion, and
the gratitude of hearts and souls they have enriched.
Attorney Jose Donel Trasporto, municipal councilor of Tigbauan, is one such person – so young yet and so driven, so full of
passion and compassion.
As the number one municipal councilor of Tigbauan, Trasporto
recently ascended to the post of muncipal vice mayor. He succeeded Dr. Roel Jarina who is actually set to step down from the
post and was appointed by Health Secretary Janet Garin as the
new chief of the Western Visayas Medical Center replacing Dr.
Jose Mari Fermin who retired recently. Trasporto was sworn into
office by Iloilo Governor Arthur Defensor last week.
It seems that fate couldn’t wait to put Trasporto into his welldeserved place. Trasporto is actually running for the post of vice
mayor and holds a good chance of winning despite running as
an independent. Trasporto’s decision upset some other people’s
political designs. But Trasporto has a mind of his own.
“I chose to run as vice mayor because of the call for young
and active leadership,” Trasporto explained. “The mandate as No.
1 SB member also motivated me to run
for higher post considering that our vice
mayor is on his last term.
He added: “I personally believe that
this is the right timing. I enjoy the highest
mandate and I am ready for the position.
Although I am the youngest in terms of
age I actually have the most number of
years in local legislation and governance
having served in various capacities since
Limuel S. Celebria 2002.
Indeed! Trasporto or more popularly,
Donel, started public service at the tender
age of 15 having been elected Sangguniang Kabataan Chairman of Barangay Parara Norte in 2002. He
was elected president of the Municipal SK association which
gave him a seat as Ex-Officio SB member. He was also elected
vice president of Provincial SK Federation with Board Member
Jeneda Salcedo-Orendain as President.
In 2010, Trasporto first ran for election as municipal councilor
and emerged as 5th most popular. He ran for reelection in 2013
and won again, this time as the number one. He is Chairman of
the Committees on: (1) Rules, Ordinances, Resolutions and Legal
Matters and (2) Tourism, History and Culture.
Not unlike so many typical Filipinos, Donel grew up amid
hardship and the constant struggle to make ends meet. His father
drives a public utility jeepney to feed a brood of three while the
mother would sell peanuts to augment the family income. But
this did not deter Donel from coping with the harsh demands of
life. On the contrary, it inspired him to strive for more, turning the
letters to his name (DONEL) into a powerful motivation - Dream
On Never Endeavor for Less!
Donel’s above average intelligence allowed him to enjoy
college life as an “Iskolar ng Bayan” at UPV Miag-ao where
he took up Bachelor of Arts in Broadcast Communication. He
graduated with honors (cum laude) and was chosen Most Outstanding graduate of the UPV-CAS. He was also one of the Ten
Outstanding Students of the Philippines (Region 6) - 2006 and
Ayala Young Leader in 2005. After college, he took up Law school
at the University of San Agustin graduating in 2010. He passed
the bar in 2013.
As public official and as a lawyer, Trasporto’s segues into a
seamless transition of roles to serve his constituents in various
capacities. He narrates: “Since passing the bar, I have rendered
free legal services for our people. I do not also charge consultation fees for clients. I give free legal and legislative education to
barangay officials and I serve as leadership speaker and trainer in
various schools. I was also an awardee by the Provincial Population Office as Outstanding Youth of Iloilo for my advocacy on
Adolescent Health and Youth Development (AHYD) which I
have been doing since I was in third year high school even before
I entered politics
Such kind of service, however, is not by political design but
is driven but an earnest desire to help. He would rather be called
Abyan abogado “because, even if I am already a lawyer, I endeavor to give service to the people.”
He said: “I will always look back to my lowly beginnings
because this is how I can fully relate to them, to truly understand
their needs and aspirations,” he said. “Add to that my experience
as a barangay official, being an SK, which gave me a better understanding of the most basic unit of government.”
Donel further adds: “I want to inspire people, to keep on believing in their dreams, that nothing is impossible, that we can
always aspire for more, for greatness and never settle for mediocrity especially if we can still do more thus, Dream On Never
Endeavor for Less.”
Tigbauan should consider itself lucky to have a Donel Trasporto in its midst, a guy who belongs to that rare breed of young
leaders – idealistic, intelligent, indefatigable, inspiring. Trasporto
lifted himself from the quagmire of poverty by the strength of
his own innate capacity and determination. We need more of his
kind in public office.

warned residents around Kanlaon Volcano
not to drink from open water sources such
as rivers, springs, and creeks.
Community environment resources officer Joan Gerangaya said these “open water
sources are unsafe for drinking due to the
recent ash fall from the volcano.”
Gerangaya, who is also the supervisor
of the Kanlaon Natural Park, specifically
cited rivers and creeks in Guintubdan and
Araal in La Carlota City and Wasay in
Murcia town.

Phivolcs cannot determine if the explosions were caused by fresh (juvenile)
magma that had risen or were the result of
overheated ground water flashing to steam
(phreatic explosions).
The volcano has been showing signs
of unrest for several months, including
slight inflation of the edifice and increased
earthquake activity.
Similar explosions had occurred on
November and December last year and
the likelihood of more activity in the
near future is relatively large, Phivolcs
said.

in Calatrava shooting

Occidental is trying to determine the motive and
identity of the suspect who shot dead a woman
and wounded her husband at Sitio Gabon-Gabon
in Tigbao village afternoon of Apr. 1, 2016.
Supt. Gil Flores, acting Calatrava police
chief, identified the fatality as Adelaida Lavador, 56, of Sitio Malabago in Tigbao, Calatrava.
She succumbed to two gunshot wounds on her
chest.
Adelaida’s husband Francisco, 67, was
wounded on his left foot. He was brought to San
Carlos City Hospital for treatment.
Police investigation disclosed that the Lavadors were on their way home after attending the
graduation rites of Tigbao National High School
when waylaid by a lone suspect.
In another report, the EB Magalona PNP
is also investigating the stabbing in Barangay
3,Poblacion at about 11:10 p.m. Friday.
Police identified the victim as Rio Antonano
Baleaot, 46, a bus driver and resident of said
place. He suffered a stab wound on his chest.
The suspect was identified as Bernabe Barredo
Bejar, 43, a neighbor of Baleaot. He was arrested
after the incident.
Misunderstanding during a drinking binge
sparked the stabbing incident.

community as well as their
achievement of reaching an age

senior citizens who are city

A 42-TWO-year-old runner
from Bacolod City, Negros
Occidental qualified for the
prestigious 2016 Spartathlon
Ultra Marathon in Ireland.
Negrense Rolando Espina Jr.
is the only Filipino athlete to
join the international running
tilt, the hardest in the history
of ultra marathons.
Even though he failed to
snatch the championship in
2015, Espina said he will try to
surpass his previous record.
“This was by far the most
challenging summer of my
life. It all began with some few
marathons at the start of the
year 2015 as my preparation
for the grueling events for the
summer. My first success was
finishing the 100-kilometer
(km) forest ultra marathon with
9 hours and 47 minutes clocking,” he shared.
To qualify for Spartathlon,
a runner should complete the
100-km run under 10 hours,
the standard minimum qualifications.
Despite hectic schedule
from night shift works and
family life, Espina is doing well
with his trainings.
But one day, while cycling
home from work, he was hit
by a van and ended up in the
hospital. Luckily, he did not
suffer fracture or major trauma
except for some bruising and
whip lash which required at
least two weeks of rest.

After the healing period, he
was given the green light to go
back to training as long.
“This happened a week prior
to the full distance triathlon
in Northern Ireland,” Espina

Espina drove to the North for
the event.
“I was the second to the last
in the swim leg but I managed
to make time during the bike
and eventually had a good run
to finish first with a time of
11:06,” he added.

lawyer Nicasio Cabaneiro during the Tax
Avoidance Congress held at Sarabia Manor Hotel and Convention Center, Iloilo

“Estate planning is the most powerful
tool to control your heirs’ financial future,” Cabaneiro told participants, mostly
businessmen and accountants.
Citing numerous court cases on inheritance disputes, the certified public
accountant said if the estate is left unar-
ranged, “the wealth left by one, instead
of promoting love among kin becomes a
sharp instrument to cut once and for all
the tie that binds the family together.”
Estate planning avoids, if not eliminates, conflicts and lessens tax exposures

MOST FILIPINOS still look

platforms, a recent survey by
Nielsen showed.
In its Global Video-onDemand Survey, Nielsen said
59 percent of online Filipino
consumers are subscribed to a
cable provider while only 16
percent are subscribed to an
online service provider.
“With the rise of videoon-demand platforms where
consumers have the power to
select, watch or listen to video
content whenever they want,
broadcast TV still reigns supreme in the Philippines,”
Nielsen said.
The survey also revealed that
of those who are subscribed to
an online service provider, 81
percent claim they watch some
form of watch “video-on-demand” (VOD) programming
through TV, computer, tablet
or a mobile phone.
“The emergence of videoon-demand programming options is giving consumers greater control over what, when and
how they watch content,” said
Stuart Jamieson, managing director of Nielsen Philippines.
“Viewers are now expanding their range of viewing platforms as well as the amount
of media they’re consuming.
We are seeing that online is

PHILIPPINE FINANCIAL authorities are one in calling for
amending the Anti-Money Laundering Act (AMLA) to give it
more teeth, following the USD 81-million cyber heist of Bangladesh Bank (BB), part of which ended in the Philippines.
In a briefing last week, Insurance Commissioner Emmanuel
Dooc said they were considering, among other amendments,
reverting to the five-day reporting period for banks’ suspicious
transactions from the current 10-day period.
Dooc explained that in the case of the BB heist, stolen money
was received by Rizal Commercial Banking Corp. (RCBC) Jupiter-Makati branch on Feb. 5, 2016 and it was all withdrawn even
before the 10-day reporting period ended.
”I think we can consider going back to the original five days,”
he said, citing technological innovations.
Dooc also said there are pending bills regarding the cap on
suspicious transactions ranging from P2-4 million.

former officer and a major stockholder
of a closed rural bank were charged by
the Office of the Ombudsman for direct
bribery and corruption of public official.
In a statement, Philippine Deposit Insurance Corp. (PDIC) said charges have
been filed against Mary Lou Apelo, Fidel Cu, and Carmelita Zate for violating
Section 3(e) of Republic Act 3019 or the
Anti-Graft and Corrupt Practices Act.
Apelo was a former assistant manager

Ninoy Aquino International Airport was not its fault, according
to a report posted on GMA News Online.
“Medyo kailangan nating i-clarify iyan. Tulad nga nang sinabi ko noong aming i-check ay hindi na ho Meralco side iyon,”
Meralco’s spokesperson Joe Zaldarriaga told radio dzBB.
Zaldarriaga was reacting to a statement by the Manila International Airport Authority that the power outage at the NAIA Terminal 3
was caused by “a technical glitch with the airport’s electric source.”
The MIAA added: “A substation of Meralco at NAIA tripped causing Terminal 3 to lose power at 8:45 PM, Saturday. The substation
was able to relay stable power to the terminal starting 12:30 a.m.”

Dueñas summer
activities begin

A TOTAL of 40 teams in various categories are
participating in this year’s Mayor Ninoy Pelopero’s
Cup, a summer sports event of the municipality of
Duenas, which opened Mar. 28, 2016.
The midget category has 10 teams, junior category with 11 teams, open category with 12 teams
and 40 years old and above category with 7 teams.
Volleyball, another ball game, was introduced
for the first time in the sports event which is now
on its third year. Eight teams have signified to join
the game – 6 for boys category and 2 for girls category.
Softball and sepak takraw will remain to be
played and have attracted 8 teams and 3 teams, respectively, this year.
Susan Pacheo, Administrative Officer of Duenas said a workshop for culture and arts will also
open Apr. 15, 2016 through various classes.
The 2nd Hanas Kina-adman Duenasanon is
open to participants at all levels for free. Organized
in coordination with the National Commission on
Culture and Arts and Japan International Cooperation Agency, the workshop will offer Visual Arts,
Musical Composition, Folk Dancing and Loom
Weaving. Also, cultural appreciation will be incorporated with each course.

The Loom Weaving, Hanas Kina-adman sa Paghabol, began last month and have benefited 25
youths, all females, so far.

were organized by the local government to keep

productive and at the same time have fun this summer.
“Sports enhance the athletic skills of youth and
establish the values of sportsmanship. We also intend to divert their focus from vices like drugs to
productive and healthy activities,” said Pacheo.

ROXAS CITY, Capiz – More blood is
seen to flood during Capiztahan 2016.
This, as the Provincial Health Office of Capiz in partnership with One
Capiz Foundation Inc. and Philippine
Red Cross will hold the “First Padugo
sa Capiztahan” event, a voluntary
blood donation activity.
The activity, set on April 13 at
Robinsons Place-Roxas, is one of the
pre-Capiztahan highlights which will
showcase the concern of voluntary
blood donors for an adequate supply
of blood in the province.
More than 100 successful voluntary blood donors are being eyed during the gathering, said Provincial Coordinator Leo Biclar of the National
Voluntary Blood Services Program.
Public health workers to include
the nurses, midwives, dentists and
public health assistants who are deployed in the different health facilities in the towns are the expected voluntary blood donors, he said.
The Roxas City’s 47 barangay leaders are also expected to bring in their
respective voluntary blood donors.
Biclar said that the province eyes
7,621 blood units or equivalent to 1
percent of the province’s population.
For the first time, Capiz was able
to reach the 1 percent target for blood
units in 2015 or 7,598 blood units. The
towns of Mambusao, Dumalag, Dao,
Sigma, and Jamindan also reached
their respective 1% target.
Republic Act No. 7719, also known
as the National Blood Services Act of
1994, promotes voluntary blood donation to provide sufficient supply of safe
blood and to regulate blood banks.
The daily blood requirement in
Capiz ranges from 25 to 50 blood
units, thus one voluntary bloodletting
activity per week with 20 to 25 successful blood donors can answer said
blood requirement, according to Ketch
Armiza, Donor Recruitment Officer of
Philippine Red Cross-Capiz Chapter.
Most of the cases catered to by
PRC include maternal and gynecological procedures or operations, vehicular accidents, dengue patients and
patients who undergoing dialysis.
This year’s Capiztahan Festival on
Apr. 14 to 17 marks the province’s 115th
foundation anniversary. It also coincides
with the commemoration of the death of
the late former President Manuel Roxas,

Cough and colds are quite
common even during the summer because of erratic weather
patterns that causes a shift in
temperature.
Coughing is a natural reflex and is usually a sign that
your child’s body is trying to
rid itself of an irritant, such
as mucus or a foreign object.
The most common cause of
cough in kids is an upper respiratory tract infection from
one of more than 100 cold viruses1. Other common causes
of cough include infection,
asthma, allergies/sinusitis or
pollution.
Although cough is quite
common, having a kid with
cough is something you should
take seriously as it may easily
be passed on to other children
with weakened immune systems. Cough caused by viral
infections may result in fever,
headache, and pains.
Transmission may happen
when an individual makes direct contact with an infected
individual, or even infected
surfaces such as doorknobs,
computer keyboards, and gadgets and then touching their
nose and mouth.
There are generally two
kinds of cough; dry cough and
productive cough (cough with
phlegm)2.
For productive cough, pediatricians can recommend protussives such as Ambrolex®

Another common problem
of children during summer is
allergies. To have allergies is
to have the body’s immune
system overreact to foreign
substances or even a change in
the environment.
When the body detects a
foreign or potentially harmful substance, it produces antibodies and histamine, which
are then released into the
blood stream to fight it off. At
that point, an inflammatory
reaction happens. Some of the
common symptoms of allergy
are asthma-like symptom such
as rapid, shallow breathing,
wheezing, and cough. Other
symptoms that can be observed are sneezing, itchiness,
or development of rashes4.
Allergic reactions may also
be triggered by allergens or
substances that can be found
in food such as peanuts, milk,
eggs, seafood, etc. A lot of
children also develop allergies to plants, pets, house dust
mites, mold spores, or medications, especially antibiotics4.

limited to children -- moms
