am pleased to announce that on Nov. 20, 2010, the Department was
formally recognized as an accredited law enforcement agency by the
Commission on Accreditation for Law Enforcement Agencies. In
receiving this honor, the Department becomes the largest accredited law
enforcement agency in the nation. This prestigious award, which was the
culmination of two years of hard work,
is a confirmation of our professional
excellence and adherence to sound
policies and procedures.
Accreditation would not have been
possible without the high level of
professionalism exhibited by our employees on a daily basis. I
remain extremely proud of this organization and the hard work of
our employees, past and present, who have built and maintained our
excellent reputation. I would like to thank each and every one of you

Officer Thomas Adams (19365) was killed
in a collision Feb. 15, 2011, on a rain-slicked stretch
of U.S. 101 just south of the
town of Piercy in Mendocino
County.
says he had been recognized as a role model for high
school students and players, someone who made
good choices and was able to succeed. “Adams was
always working hard and always with a smile on his
face,” Benbow said.
Adams, 24, was born in
San Francisco. His parents,
Bruce and Karen Adams
(A8584), moved the family to
Fortuna in 2000. A dedicated
football player, Adams
maintained a 3.5 GPA at
Fortuna Union High School
before graduating in 2004.
His passion for the sport

star in the making.
he continued playing at College
of the Redwoods and Humboldt State University
before attending the Academy. When Adams joined
the Department in 2008,
he told his dad that he
still got to play football
because every once in a
while he got a chance to
tackle someone.
Adams’ work ethic carried over into his career;
he was described as a hardworking and enthusiastic
officer. Garberville Area Lt. Commander Adam Jager
(11809) said earlier in his shift on the day Adams
died, he had helped
a woman and her
son. The woman
wrote Jager a letter
commending Adams.

Hundreds Mourn the Death and
Celebrate Adams’ Life
Hundreds of family and friends gathered to
celebrate Officer Thomas Adams’ life, filling the
rafters of St. Bernard’s Catholic Church with the
sound of light laughter as commanding officers and
friends spoke about the fallen officer’s hardworking
and courageous spirit. Their stories of his playfulness
had many in attendance laughing through their tears.

became known for his sense of humor and funloving demeanor within the ranks.
“When they did Taser training, Adams said he
didn’t need a Taser because he had muscle,” Farrow
said, drawing chuckles from the pews. “After he was
Tasered a few times he learned his lesson. To those

to this community where he grew up — to serve, give
back, and to be home again.” n

his parents and his brother,
Sean. His mother is a public
safety dispatcher for the CHP,
assigned to the Humboldt
Communications Center.

An Officer at War
Dustoff 24 had just reached
home base after a 48-hour
medical support mission. Sweat rolled off the faces of the exhausted
crew. It was July in the northern mountains of Afghanistan, 2009.
“Nine line, nine line, nine line”. When the call comes, the Black Hawk
helicopter is in the air again in less than four minutes. They go by the
call sign Dustoff, a term coined during the Vietnam War for “dedicated
unhesitating service to our fighting forces.”
“It’s hot, you can’t hear anything, you can’t feel anything, and at
night you can’t even see anything,” said flight medic and CHP Officer
Emmett Spraktes.
Once they reached the hot zone, the crew members realized how
precarious the situation was: There was no landing area and they would
have to hover, taking enemy fire, while they lowered Spraktes to the
ground.
“I really didn’t want to go out,” Spraktes said. “But I thought, ‘Hey
man, you know what’s down there. Guys like your son are down there,
and they’re hurt and they’re scared, and there’s probably no way out for
them.’ ”
“I couldn’t not go,” Spraktes insisted. “How could I talk to the mother
or father of one of these boys and say, I was just too afraid to go?”
As he readied for the drop, carrying his medical bag, evacuation
litter, M-4 rifle, M-9 pistol and other gear, frightful thoughts rushed in.
“This was really the most afraid I was,” Spraktes said. “I thought to
myself, ‘This is all my children are going to know of me – everything
we’ve had up to this time. The rest is going to be a memory.’ ”
“At that moment I felt completely empty. There was a nothingness
about it and, for the first time in my life, I had to let go and put my faith
in God’s hands.”
Moments later, when the cable stopped moving only part way to the
ground — making Spraktes, in his own words, “a freakin piñata” above
the battlefield — it was his own children who came to mind.

“When I was hanging, I thought I would never get out of there. I was
convinced this would be the end of me,” he said.

He called up to Crew Chief Staff Sgt. Thomas A. Gifford: “Tell my
children I love them.”
“You love me?” came the confused response.
“Not you, you idiot!” Spraktes yelled. “My kids!” The men shared
a momentary laugh amid the gunfire, and then the cable started
moving again.
Spraktes is hoisted to the ground to assist soldiers whose
vehicle had been hit by an improvised explosive device in
Afghanistan.
Spraktes was fired upon as he was lowered, but the bullets missed
him. Once down, he quickly saw the squad was “in a pretty bad
position.”
He worked on a young infantryman with an abdominal injury first,
and it was evident the soldier could not survive without quick surgical
aid. He secured the man to the litter and then gripped the guide tether
to keep the hoist from spinning out of control.
By the time the Black Hawk returned, there were two more for the
injury hoist: one soldier with a broken ankle and another who had
been shot in the hip. The rescues were risky undertakings. The combat
hoists were aided by cover firepower from OH-58 Kiowa Warrior
helicopters and an Apache helicopter.
Meanwhile, Spraktes saw that two infantrymen were beginning to
dry heave from dehydration. He called for water and ammunition.
When the crew brought that back, he treated the men for heat
exhaustion and arranged for them to be lifted out.
During its 10-month tour in Afghanistan, DUSTOFF 24
Spraktes, by then, was committed to helping defend the remaining 11 treated 3,400 patients, flew 2,200 missions and

When Spraktes speaks of that hot day in July he is modest and
pensive, deflecting all praise, insisting the crew of DUSTOFF 24 were
only doing their job, doing what the soldiers on the ground depended
on them to do — doing what any other DUSTOFF crew would have

CHP Formally Recognized as an Internationally
Accredited Law Enforcement Agency

The California Highway Patrol was formally recognized as an accredited law enforcement agency
in November 2010 by the Commission on Accreditation for Law Enforcement Agencies, Inc.
Accreditation means that the Department is recognized on an international level for its
high standards and sound policies and procedures.
The Department received the award on
Nov. 20, 2010, following an accreditation
conference in Garden Grove, Calif. This
announcement culminated a two-year
pursuit for this highly prized recognition
of public safety and professional
excellence.
“I wholeheartedly congratulate the
CHP, Commissioner Joe Farrow and the
exemplary statewide law enforcement
agency.”
This award made the CHP the largest
law enforcement agency to achieve
such an honor. The accelerated, twoyear accreditation process required a
tremendous amount of collaboration
between all Divisions and all Area
offices. This reflects the dedication and
reflects the professionalism of the CHP.”
The CHP applied for CALEA
accreditation and was formally accepted
in the enrollment phase on Dec. 12,
2008. A team of CALEA assessors visited
CHP Headquarters in August 2010 and
examined all aspects of CHP policies,
procedures, management, operations and
support services.
The CALEA Accreditation Program
gives law enforcement agencies
throughout the United States an
opportunity to voluntarily demonstrate
how well they adhere to professional
standards; this includes an external,
objective evaluation of departmental
operations. This process consists of five
phases: enrollment, self-assessment, onsite assessment, Commission review and
decision, and maintaining compliance.

Farrow was appointed as a CALEA
Commissioner. He brings a wealth of
knowledge and experience from which
CALEA will greatly benefit. CALEA
Commissioners are appointed by the
four major law enforcement executive
associations: International Association of
Chiefs of Police; National Organization
of Black Law Enforcement Executives;
National Sheriff’s Association; and Police
Executive Research Forum.
Members on the CALEA Board serve on
a voluntary basis without compensation.
The 21-member Commission is composed
of 11 law enforcement professionals and
10 representatives from the public and
private sectors. Commissioners serve
three-year, renewable staggered terms.

What We Need to Know

maintains a professional staff managed by
an executive director
Story provided by the State Board of Guide Dogs for the Blind
For someone who is blind, or visually impaired, and relies on a guide
dog to navigate both city and rural streets, a dog attack on a guide dog
can prove devastating. Not only can these attacks result in career-ending
injury or death to a guide dog, they can also result in severe injuries to the
handler. For example, recently in Australia, a guide dog was attacked which
resulted in his handler falling off a pier, putting him into a coma.
According to the website, the purpose
of CALEA’s Accreditation Program is
to improve the delivery of public safety
services, primarily by: maintaining a
body of standards, developed by public
safety practitioners, covering a wide range
of up-to-date public safety initiatives;
establishing and administering an
accreditation process and recognizing
professional excellence.
California law recognizes the importance of a guide dog as a mobility
tool to those who are disabled and rely on a canine partner. It is a crime for
any person to permit a dog
he/she owns to cause injury
or death to a guide or service
dog (CA Penal Code Section
594-625c).
Specifically, CALEA’s goals are to:
• Strengthen crime prevention and
• control capabilities;

Unfortunately, the public is
often confused about whether
to call animal control or the
police when they witness an
attack on a guide dog. While
it is up to animal control to
handle the offending dog, it is
incumbent upon police to deal with the owner of the dog and to encourage
the guide dog user to file a police report. Dispatchers handling 911 calls
should also be aware that state law requires a law enforcement response to
these kinds of attacks.
• Improve service delivery;
• Solidify interagency cooperation and
coordination;
• Increase community and staff
confidence in the agency.
Accreditation is for three years, during
which time the agency must maintain
compliance with applicable standards,
keep its proofs of compliance up-to-date,
and live by the letter and spirit of those
standards. Reaccreditation occurs at the
end of three years, following another
successful on-site assessment and hearing
before the Commission.
Approximately 1,000 public safety agencies
throughout the United States are currently
enrolled in some stage of the CALEA
process. More than 25 percent of the
state and local law enforcement officers
in the United States work for agencies
in the process. Presently, there are 24
California agencies enrolled in CALEA’s
accreditation process.
We urge law enforcement personnel to
recognize the serious nature of these incidents
and respond accordingly. The State Board of
Guide Dogs for the Blind, in cooperation with
guide dog schools and consumer organizations,
invite the law enforcement community to partner
with our ongoing campaign of public education.

On Dec. 7, 2010, a Nevada man was reunited
at the West Los Angeles Area office with his
1973 Chevrolet Camaro stolen from him
27 years earlier.

But when one driver didn’t heed
the warning from the patrol car
behind him and failed to move
out of the way, the big rig caught up, clipping
the back of Christolear’s car. “There was a
time specifically when I was up close and
personal with the semi, just a vivid image of
the tire spinning. I don’t think I’ll ever forget
it,” Christolear said.

mile farther down the highway, the semi went
off the road and overturned.

responded to a runaway Emu on state
Route 178, west of the community of
Ridgecrest. The Emu was captured and
safely returned to its owner.

On The RUN
On Nov. 23, 2010, Officers Ryan Witcher
(17016) and Jerrad McCaslin (15916) received
a call of a solo vehicle traffic collision that
occurred on state Route 166 just west of
Cottonwood Canyon. As they responded to the
collision, dispatch advised that both occupants
of the vehicle, a male and a female, had gotten
a ride from a Kenworth semi truck.
The officers located the truck heading
westbound toward Santa Maria. When
the officers attempted to get the male’s
information, he became nervous and evasive
and provided a false name. When McCaslin
attempted to perform a pat down for weapons,
the suspect took off running on the shoulder of
state Route 166.
The suspect refused numerous orders to stop
and Witcher deployed his Taser but missed.
The suspect ran down the steep mountainous
terrain, scaled a barbed wire fence and
crossed the Cuyama River. Witcher followed

suit, crossing the river and catching up to the
suspect, who attempted to strike Witcher with
his fist. Witcher utilized his straight collapsible
baton and delivered one strike, hitting him on
the upper right arm.
The suspect, ignoring orders to lie down on the
ground, again attempted to flee by climbing on
a rock and trying to kick Witcher. Witcher struck
the suspect on the leg, knocking him into the
water. Witcher utilized his pepper spray and the
suspect became incapacitated and was then
taken into custody without further incident.
Both officers pulled the suspect back through
the river, over the barbed wire fence and up
the steep, rocky embankment to the awaiting
patrol car.
The suspects identification was found in his
pants and it was determined that he was a
parolee at large with a warrant issued by the
Department of Corrections and an additional
warrant issued by the San Luis Obispo County
Sheriff’s Department.

A Kenwood man riding a lawn mower was
arrested for DUI after leaving a market. Officer
Cyril Ruffin (19862) stopped the 55-year-old
man when the man left the parking lot of the
Kenwood Market.
Stop Horsing Around
On Jan. 2, 2011, Officers Phillip Watkins
(18917) and David Crislip (19890) were
dispatched to a call of a horse running in the
roadway on state Route 111 near Vander Veer
Road in rural Riverside County.
Upon their arrival they were unsuccessful
in locating the equine. Watkins advised
Indio dispatch they were unable to locate
the animal. Watkins began driving back to
their usual beat when the officers suddenly
observed the horse running in the northbound
lane of state Route 111 directly ahead of them.
Watkins stopped the patrol vehicle in order
for Crislip to grab the vehicle’s jumper cables
out of the trunk. With cables in hand they
quickly accelerated the patrol vehicle and
caught up with the steed.

the horse as it continued
northbound. Watkins
then reached over and
grabbed the scared
horse’s halter.
The lawnmower driver, who lives within
two blocks of the market, told Ruffin he
occasionally uses the mower to drive to the
store to get groceries.
The driver had a brown bottle in a brown paper
bag, and Ruffin smelled alcohol on his breath.
He also slurred his speech and staggered. He
was arrested for misdemeanor DUI.

The Bad Guy Arrested and
$521,341 in Cash Seized
Nothing You Can bake with
Thanks to Officers Daniel Zulueta (18460) and
Clifford Bratcher (18143), an average traffic
stop turned into a major drug find. The two
officers initiated an enforcement stop on a
2003 BMW for a speed violation on Interstate
405. The officers
were alerted to
the strong smell
of marijuana
coming from
within the vehicle.
A detailed search
of the vehicle
revealed a large
sum of cash,
marijuana and a
laptop computer.
Information
gathered at the scene lead investigators to
a house in the Bay Area and subsequent
warrants resulted in the discovery of a
marijuana growing set-up in a residence
with more than 250 plants and packaged
marijuana.

A man was rescued from the California Aqueduct after he was pulled into the water while trying
to catch a large catfish. The fisherman told Officer James Dixon (18671) from the Modesta Area
office, that he had been
trying to escape the
aqueduct for more than an
hour when Dixon arrived.

the east side of the canal
with his fingertips when
Dixon arrived. Dixon ran
to his car and grabbed a
dog snare, which contains
a long pole that the man
held onto. However, Dixon
was not able to gain
enough leverage to pull

had to extract him. The man told Dixon that he feared he would have lost his grip and floated
down the canal if Dixon had not arrived when he did.

On Jan. 8, 2011, deputies from the Riverside
County Sheriff’s Department, Cabazon Station,
responded to an armed robbery at the Valero

In March 1973, Gerald Youngberg murdered
Officer Larry Wetterling (5966).
While out of prison and on parole, Youngberg
drove along the Interstate 15 Freeway in the
Cajon Pass.
Youngberg admitted to Wetterling he was
on parole and had a gun in the glove box.
Wetterling reached inside the car to remove
the gun and a struggle over the gun ensued.
During the struggle, Youngberg shot Wetterling.
Youngberg then fired two additional rounds
into the helpless officer as he lay on the
pavement, killing him.
On June 16, 2010, Gerald Youngberg’s parole
was denied and his next hearing has been
deferred for five years.
A patrol car collided with a big rig carrying 20,000 pounds of flour in February 2010. Officer
Dave Jimenez (16244) was responding to a report of a collision on Highway 99 and was entering
Interstate 5 when his car slid on a slick patch of road and collided with the big rig. Jimenez had
major injuries but has since returned to duty.

Officer Thomas Herve (19092) responded to
reports of a single-car crash on Spring Hill Road
east of Pacheco Avenue in Petaluma. The officer
found a 1996 Ford Mustang in a ditch but no
one inside.
Herve then saw a backhoe coming down the
road. The driver told Herve that the Mustang
was his. He explained that he had driven the
Mustang into the ditch because of the rain and
had walked home to get the backhoe, which he
intended to use to pull the car free.
Herve came to suspect that Hernandez was
not completely sober. A field sobriety test was
administered and the driver flunked.
The driver was arrested on suspicion of two
counts of driving under the influence, one for
crashing his Ford, and the second for returning
to the scene in the backhoe.
Crime doesn’t Pay
Youngberg had broken down with a flat tire in
the stolen car he was driving. Wetterling saw
the disabled car on the side of the freeway and
stopped to “assist a stranded motorist.” This
act of kindness would cost Wetterling his life.

brandished a revolver and forced the clerk to
hand over an undisclosed amount of currency.
The suspect then fled out of the store and
disappeared on foot. Deputies searched the
area, but were unsuccessful in locating a
suspect.

Evidence located at the collision site and
in the Honda Civic, along with clothing and
physical descriptions of the ejected passenger,
implicated the pair as the suspects in the
Valero Gas Station robbery from the night
before. A revolver was located at the collision
scene matching the description of the weapon
used in the robbery, as well as currency
thought to have been taken from the gas
station.

exchange.”
The child had tried to swallow a big bite of
hot dog and was in trouble. Arrabit says he
experienced tunnel vision and immediately
ran to the girl, performing the Heimlich
maneuver.
It’s a Sobering Thought
In April 2010, the Rancho Cordova Area office
captured, on camera, sobering life moments
during a sobriety checkpont.
The series of abdominal thrusts didn’t work,
and a minute had already passed. Arrabit said
he fought down panic and decided to try a
new approach.
“This is not working and I’m not prepared to
let this little girl die,” he said.
He used his years of training and work as a
paramedic to improvise a revised version of
the Heimlich typically reserved for toddlers.
“I was able to pick her up with her head lower
than the rest of her body and perform a series
of vigorous back blows,” Arrabit said.
A suspected drunk driver is placed in the back of a
patrol car after being arrested for DUI.
After nearly two minutes, with the young
girl almost losing consciousness, the large
piece of hot dog flew out of her mouth. As
the girl recovered the family breathed a
huge sigh of relief and couldn’t say thank
you enough.

On Sept. 30, 2010, Crescent City
Area Officer Rick Davis (11916) was
responding to a report of a pedestrian
walking in the road on Highway 101
in the unincorporated area of Del
Norte County. Davis was traveling at
approximately 65 mph when a large
elk ran suddenly out from the center
median into the roadway. Davis didn’t
have time to take evasive action and
collided with the elk. Although the air
bags deployed, he managed to drive the
vehicle to the right shoulder and advise
the Humboldt Communications Center
of the collision. Davis was not injured;
the elk did not fair as well.
Davis managed to safely drive the vehicle safely to the right shoulder.

Crescent City Area Officer Ernest R.
Felio (3202) was honored in December
2010, posthumously, with a California
Medal of Valor for his valiant efforts to
save a teenage boy from electrocution.
Officer Ernest R. Felio It was March 1969, Felio, who was offduty, came upon the scene of a traffic
collision. A vehicle had collided with a power pole that was
carrying several 12,000 volt electrical lines. As a result of
the collision, several live wires were hanging across the
roadway. A teenage boy who lived across the street from
the collision came out to see what was happening. Due to
the darkness, the black power lines, and no street lights,
the boy walked inadvertently into an energized line. Felio
looked up and observed a bluish flame leap from the boy’s
head and shoulders upon contacting the wire and then saw
him fall to the ground. Realizing the possible consequences
of what he had just witnessed, Felio, without regard for his
own safety, ran through and around the energized wires to
render aid to the teenager.
Felio was also honored in 2010 with a highway dedication.
On Sept. 7, 1980, Felio responded to what was then referred
to as a “routine stop” on the stretch of Highway 101 near
the Oregon border. The same stretch of highway that is now

dedicated in his honor. The man Felio pulled over fatally
shot him twice and fled. The man was later apprehended
and sentenced to death before committing suicide while in
prison. After the incident, by request of then Commissioner
Glen Craig, officers began referring to the pull overs as
“enforcement stops.”

Officer Saves Suspect’s Life
On Wednesday, Jan. 7, 2009, El Dorado
County Sheriff’s Deputies Matt Harwood
and Damian Frisby were dispatched to a
report of family violence. Upon arriving
at the address, the deputies heard an
argument inside the house between the
mother and son. Deputies entered the home
and attempted to quell the situation. The
son, seeing that law enforcement was at
the door, fled upstairs and leaped from a
balcony to evade arrest.
The Woodland Area squad decided to do something to honor
the officers who had made the ultimate sacrifice and died in
the line of duty. Donations were collected and badges were
ordered for each officer with their ID number and the words
“Fallen Brother” on the ribbon portion, which would normally
have “Traffic Officer” or “Sergeant.”
Retired Officer Matt Stuller (10905) constructed a shadow box
to display the badges. The shadow box was mounted on the
wall in the lobby of the Woodland Area office for all to see.

The deputies ran outside in an attempt to
locate the subject. Officer Paul Smyrski
(14302) arrived on scene to assist in
establishing a perimeter. The son was
located on a deck of a nearby residence. In an attempt to elude the officers, the
son had crawled across the neighbor’s deck on his stomach and tried to slip
between the railing of the deck and the floorboards. His body fit through the small
opening, all except his head, which now was supporting the weight of his body
dangling almost 6 feet off the ground (essentially hanging himself).

If not for the fast thinking and actions of the deputies and Officer Smyrski the
man would have surely succumbed.

Mayor Pays Tribute
When the officers got to the man he was motionless and appeared not to be
breathing. The three officers immediately reacted in a lifesaving capacity. Frisby
and Smyrski each grabbed one of the subject’s legs and pushed him upwards,
while Harwood climbed to the top of the deck and pulled the subject up. These
efforts relieved the pressure around the man’s neck and allowed for blood and
airflow to resume. The three held the subject for a prolonged period of time until
fire personnel were able to respond to the scene and help with a safe extraction.

On June 10, 2010, kindergarten students from the Lake
Tahoe Environmental Science Magnet School enjoyed a
field trip to the South Lake Tahoe Area office. Students and

Officer Rod Rocha (13881) received a
commendation from the mayor of Grass Valley
on Sept. 9, 2010.
While on routine patrol, Officer Rod
Rocha observed smoke coming from
inside a residence in Grass Valley. He
entered the residence and found an
elderly couple that was disoriented. He
assisted the couple to safety, then reentered the residence and extinguished
the fire in the kitchen.
Thanks to Officer Rocha’s quick
thinking and attention to detail, the
couple received only minor injuries and
made full recoveries.

Off-Duty Officer Saves a Life
Joshua Raver, a 16-year-old from Orangevale, and his
11-year-old brother, were riding their bicycles on Nov. 17,
2009, when Joshua fell off his bike and landed in the westbound lane. A citizen, Laura Gerard, stopped her vehicle in
the lane to protect Joshua from being struck by other vehicles. Off-duty Officer Martin McQueen (17121), and another
citizen Pam Elliott, also stopped at the scene and rendered
aid to Joshua. Joshua was unresponsive; McQueen and Elliott began CPR on the teen. They continued CPR efforts until
Sacramento Metro firefighters arrived.
North Sacramento Area Commander Capt. Cary McGagin
(12678) stated, “Without their valiant efforts and quick
decisive action, Joshua would not be here today. I am proud
of their actions and the service they provided to the Sacramento community.”

Luncheon.
The luncheon, whose theme was
“Writing Women Back into History,”
celebrated the achievements of
the event’s honorary chairwoman
and keynote speaker, Assistant
Commissioner Ramona Prieto (9009).
While addressing the crowd, Prieto
reflected on a few of the many
milestones in her career, including
becoming the first female motorcycle
officer in CHP history, an achievement
which required close to three years of
practice and ended a 51-year tradition
of male-only motorcycle enforcement.

personnel in 21 counties. Some 700
Special Olympic athletes from all over
Northern California converged on the
UC Davis campus, June 25-27, to
participate in a remarkable competition
and celebration of physical achievement
at the 2010 Summer Games.

On Sept. 3, 2010, Commissioner Farrow (9486) presented Field Support Section,
Drug Enforcement Unit, with a Commissioner’s Unit Citation. The Drug Enforcement
Unit, over the past year, had provided initial training to 18 new CHP and three
allied agency canine teams in either narcotic or explosive detection. The Drug
Enforcement Unit staff hosted two California Narcotic Canine Association training

Helping to Heal
Redwood City Area office extended a kind hand to Belgium
Police Officer Robert Gricha Dejardin and his family on
Aug. 10, 2010. Dejardin’s parents were killed on Sept. 15,
2009, in a tragic collision on Interstate 280. Area command
met with Dejardin and his family at the Area
office to offer their condolences. The Dejardin family was
then escorted to the collision site by officers Carl Wiss
(11931) and Art Montiel (18798) where the family placed
flowers in memory of their loved ones.

In an effort to increase the safety
of commercial vehicles and the
motoring public, Santa Clara County
law enforcement agencies joined
together on July 14, 2010, to conduct
strike force in the city of Cupertino. A
strike force set up an inspection site at
an unannounced location and checked
both vehicles and drivers. As a result of
this strike force, a total of 43 citations
were issued and 60 inspections were
conducted. BACON rotates monthly to
different cities to conduct commercial
vehicle strike forces.

On Sept. 29, 2010, Dax (KS08129),
whose human partner is Officer
Gregory R. Eddy (17538), received a
Commissioner’s K-9 Commendation
for his outstanding work in capturing a
suspect on Jan. 16, 2010.
Dax helped capture an armed man
who led officers on a high-speed chase
from Emeryville through the city streets
of Oakland. The suspect ditched his car
and was trying to force entry into an
Oakland home when Dax chased him
down and held him until his fellow officers arrived. The commendation mentioned Dax’s hard work and dedication
to the Department and in Commissioner Joe Farrow’s (9486) own words,
“Dax, you’re a good dog!”
With a news correspondent close by, Dax, with
the help of his partner Eddy accepts the
commendation for outstanding work from

Offier Alex Edmon (19238) is
recognized as “Officer of the Year” by
the Knights of Columbus St. Ignatius
of Antioch Council. Edmon, along with
other law enforcement personnel, was
recognized on Sept. 18, 2010, at the
Lone Tree Golf Course in Antioch.
Five Paulsons Serve
In July 2010, two Oakland
Area officers made an
enforcement stop on a
suspect who was armed
with multiple weapons and
ammunition. The gunman was
on his way to San Francisco to target
several groups. One of the groups
identified was the Tides Foundation.
When the gunman stopped for the
officers, he opened fire. Additional
officers and sergeants arrived on
scene to assist. The exchange of
gunfire between the officers and
sergeants lasted for 17 minutes before
the gunman was taken into custody.
During the course of the investigation,
the Tides Foundation was informed
that they were a target of the gunman.

of the courage and heroic actions of
the CHP that they wanted to express

Competition Winners
The Explorer competition was held in
Paso Robles, Sept. 24-26, 2010. Solano
Explorer Post No. 365 received second
place overall in the competition. There
were 52 different posts consisting
of CHP, police departments, sheriff’s
departments and the U.S. Border Patrol.

Program Lives On
As part of the competition, Explorers are encouraged
to compete in a scholarship program. This year, more
than 50 Explorers from across the state applied.
The 10 best were chosen; each received a laptop
computer. The top 10 were each given an oral
interview and, based on the interviews, were ranked
and awarded between $500-$1000. Visalia Area
Explorer Magnolia Rincon placed third overall.

Back on the Job
Sgt. Lincoln McKenna (17185) returned to the Central Division office on
Jan. 4, 2011, to welcoming hugs and salutes from friends and colleagues. He lost
part of his leg in a hit-and-run
motocycle crash in northwest
Fresno last September.
McKenna had undergone
12 surgeries prior to his
return.

He has worked at various offices
throughout the state.

Officer of the Year award from the Elks
Lodge. The event was held on Jan. 20,
2010, in Thousand Oaks. Officer Wood
arrested 102 DUI drivers in 2009.
On Nov. 06, 2009, the Rancho
Cucamonga Area office hosted an
event to honor fallen Officer John
Bailey (14664) who was killed in
the line of duty on Feb. 25, 2006.
Bailey’s act of ultimate sacrifice
was memorialized by the unveiling
of highway dedication signs in his
honor. Interstate 15 between state
Route 210 and Interstate 10 was
renamed the “CHP Officer John
Bailey Memorial Freeway.”
Temple spent the last four years as a
sergeant at the Hollister-Gilroy Area
office where he was known as the
“Road Sergeant.”

Mojave Area and Antelope Valley Participate in the
General’s Ride at Edwards Air Force Base
As one of a series of motorcycle safety events on Edwards Air Force Base, the
commanding general hosted a motorcycle ride. Seventy-two bikers participated
in the 80 mile ride. Officers Brian Orcutt (16659) and Chris Borne (18058) in
addition to the Mojave Area Commander Lt. Andria Witmer (11451), on her
personal motorcycle, participated in the ride.

Assistant Commissioner Commendation Awarded
At the Inland Division Area Commander’s Conference on Aug. 4, 2010, three
Inland Division Area commanders received an Assistant Commissioner
Commendation. Receiving the commendations were: Capt. Wayne Bridges

Capt. Esmeralda Falat (12533), San
Bernardino; and Lt. John Antillon
(9638), Inland Division Communications
Center. The commanders received their
awards for outstanding work with the
Department’s Cultural Diversity Training
Program.
where Norman initiated a traffic stop
on a motorhome for a mechanical
violation. In the course of the stop,
Norman developed information that
led to finding the victim of a serious
assault inside the motorhome. Two
occupants of the motorhome were
arrested, and it was determined the
victim had been kidnapped, robbed
and assaulted. Norman’s work most
definitely saved the victim’s life.
“I’m chasing a fast one,” that was the last transmission Officer Richard
Duvall Sr. (2683) made 50 years ago, shortly before he was shot and killed
by an escaped felon driving a stolen vehicle along state Route 66 on Feb.
23, 1960. Duvall was murdered, the only Victorville officer to die in the line
of duty. His murderer was captured six days later after a gunfight with San
Luis Obispo County deputies at a motel. He was convicted of first-degree
murder and put to death in 1961.

On Oct. 23, 2010, officers from the East Los Angeles Area office conducted a
successful bicycle safety rodeo at Eastman Avenue Elementary as part of the
“Share The Road” pedestrian/bicyclist
safety grant. More than 200 children
and their parents attended the rodeo in
which the importance of safe bicycle
riding practices was stressed. The
event consisted of a one-hour traffic
safety presentation for kids and their
parents, followed by the furnishing
and fitting of bicycle helmets, bicycle
flashlights, reflective armbands, bicycle
reflectors and traffic safety literature
geared toward young bike riders and
pedestrians.

selected as the Officer and Dispatcher
of the Year for the Indio Area. The Indio

Special Olympics Torch Run

In June 2010, after almost 30 years with the Department, including the past decade
as the commander of the
Temecula Area office,
Jungers retired.
On Board the Barstow Christmas Train
This last Christmas, Barstow Area CHP officers were invited, once again, to assist with Burlington Northern Santa Fe
Railroads Annual Christmas Train run. The Barstow Area CHP and Police Department officers rode the Christmas Train on
three separate days.
During these three days, 600
children and 400 adults rode the
train as guests. The Christmas
Train focused on needy children,
disabled children, military children
and terminally ill children. Officer

police explorers and McGruff the
Crime Dog were afforded the
opportunity to ride all three days.

to captain in December
1999, and took command
of the Temecula station in
December 2000.
The train was the highlight of many
of the children’s Christmas. Not
only enjoying a once-in-a-lifetime
ride on a real train, but sitting side
by side with an officer who told
stories of their respective careers
added to the excitement of the day.

A Tribute to Benavides
On Nov. 27, 2010, fallen Officer Dan
Benavides would have celebrated
his 40th birthday. On that day his
widow, Megan, and about 20 friends
program. Each year, officers from the
Temecula Area office take part in the
Temecula Valley Torch Run. They have
raised about $250,000 in the last 10
years through the run and other events,
such as “tip-a-cop” fundraisers for
Special Olympics of the Temecula
Valley.”

In November 2010, the Visalia
Area Senior Volunteers decided
to help out local children in
Tulare county. The volunteers
took money from their own
fund and bought toys for
various age groups. On Dec. 1,
2010, the toys were delivered
to Groppetti Automotive
in Visalia. Groppetti’s is a
collection point for the U.S.
Marine’s Toys for Tots.

On Dec. 14, 2010, Border Division, Otay
Mesa Commercial Vehicle Enforcement
Facility, Border Communications,
San Diego, El Cajon, Oceanside, and
Temecula offices participated in the
San Diego County Teddy Bear Drive
to benefit Rady Children’s Hospital.
Throughout the Division, over 500 teddy
bears were collected and handed out to
children spending time in the hospital.

Shop with a Cop
Howell and Connie Hoy have lived in
Woodland since 2000. Each year the
family donates more toys to CHiPs for
Kids than Santa could fit on his sleigh
and the shopping starts early. From
the day after Christmas until the day
after Thanksgiving the Hoys shop for
the best deals on toys, bikes and video
games. This year they contributed over
150 toys including eight bicycles and
helmets, several Nintendo Wii games,
multiple Nintendo DS games and a
wide range of other toys for kids all
ages.
Academy South Gives Back Sacramento CHiPs for Kids
A Huge Success

On Dec. 9, 2010, Capt. Dale Cannon (11879)
presented the Hoys with a Certificate of
Appreciation award for their generous and
continued support of the CHiPs for Kids Toy
Drive.
Santa Sighting for Dunsmuir
Santa Claus and an elf named Mary were
seen just before Christmas in the vicinity
of the Dunsmuir Grade Commercial
Vehicle Enforcement Facility.
A Victory for Smokn’ Guns
Alturas Area office participated in the
First Annual Guns vs. Hoses Charity
Basketball event. The Smokn’ Guns,
formally known as the Alturas Area
office, were victors over their local
fire department the Extinguishers.
The final score was 62-44. Besides
extinguishing the competition, the Area
office collected $365 in cash and over
150 toys for needy families.

Adams, Phillip (A03061)
Phillip Adams died on Oct. 10, 2010,
at the age of 65. He spent his entire
career at Monterey Communications
Center serving from July 1974 until his
retirement in April 2000.
Adams, Richard L. (2647)
Retired Sgt. Richard L. Adams passed
away on June 27, 2010. He graduated
from the Academy in 1958 and was
assigned to the El Monte Area office. He
also worked in Baldwin Park, Hollister,
San Francisco, Concord and then in
Oroville until he retired in 1988.
Ahlborn, James (8962)
Retired Sgt. Jim Ahlborn passed away
on Sept. 29, 2010. After graduating
from the Academy in 1978, Ahlborn
was assigned to the Redwood City Area.
He later transferred to Hayward before
promoting to the rank of sergeant. He
retired in 1993.
Allen, Rodney D. (6194)
Retired Officer Rodney D. Allen passed
away on Aug. 27, 2010. Allen graduated
from the Academy in 1968 and began
his first assignment in Barstow. He
transferred to Hanford in 1970 and
worked there until he retired in 1995.
Ammerman, Eugene R. (A4083)
Motor Carrier Specialist I Eugene R.
Ammerman passed away on
Nov. 11, 2010. He began his career
as a commercial vehicle inspection
specialist I in Castaic. He moved to
Central Division and was promoted to
motor carrier specialist I. He retired
after 24 years of service in 1989.
Arani, Sivakumar “Siva” (A13798)
Sivakumar Arani passed away on
July 22, 2010. He was 41 years old.
Arani had been with the CHP since July
2006. He is survived by his wife and two
sons, ages 6 and 9.
Atchison, Randy
Cadet Randy Atchison passed away
Nov. 3, 2010. Ever since he was a
child Atchison wanted to be in law
enforcement. It was no surprise to his
family when he applied for the CHP. He
is survived by his parents, James and
Andrea; brothers, Zachary and Chad;
sister, Alissa; his girlfriend, Kimberlee
Andrada; and his daughter, Kaylee.

Retired Officer Bruce D. Ayers passed
away on March 27, 2010. Ayers
graduated from the Academy in 1966
where he was assigned to the Norwalk
Area. He worked in Santa Fe Springs,
Tracy and Truckee where he stayed
until he retired in 1982.
Baker, Joseph A. (2946)
Retired Officer Joseph A. Baker
passed away on Nov. 26, 2010. Upon
graduating from the Academy in
1960 he was assigned to Ventura. He
worked in Placerville, Lake Valley and
Woodland before settling in Oroville,
where he stayed until he retired in 1988.
Barringer, Steven E. (3432)
Retired Officer Steven E. Barringer
passed away on May 31, 2010. He
graduated from the Academy in 1964
and was assigned to San Leandro. He
also worked in Auburn and Hayward.
Benavides, Dan (15193)
Officer Dan Benavides died in the line
of duty on May 7, 2010. For unknown
reasons his CHP patrol plane crashed
in a remote mountain area near state
Route 78. Benavides was a member
of the Department for 13 years. He
is survived by his wife, Megan; and
daughter, Madeline.
Benton, William E. (4556)
Retired Capt. William E. Benton
passed away on March 21, 2010, at
the age of 72. Captain “Bill,” as he was
affectionately known, began his career
with the CHP when he reported to the
Academy on April 25, 1966. He retired
after serving as commander of the
Merced Area from Jan. 1, 1984, through
July 11, 1994.
Berry, Dolly N. (A1076)
Radio Dispatcher Dolly N. Berry
passed away on Feb. 11, 2010. Berry
began her career at the CHP in 1958
as a dispatcher clerk in Chico and then
became a radio dispatcher in 1963 until
she retired in 1973.
Bevers, Luverne O. (1965)
Retired Officer Luverne O. Bevers
passed away on Nov. 4, 2010. Bevers
graduated from the Academy in 1956
and was assigned to the Newhall Area.
He worked in Willows and Red Bluff
until his retirement in 1971.

away on Aug. 5, 2010. Bianchi was a
dedicated CHP volunteer for over eight
years.

Bicking passed away on Oct. 8, 2010.
Charles started with the CHP in 1969
as a automotive equipment installer
for the Motor Transport Section. He
transfered to the San Jose Area in 1975
and remained there until his retirement
in 1981.

Office Staff Supervisor Kristi L.
Blackmon passed away on July 2, 2010.
She began her career as a clerk typist II
in Bakersfield where she continued to
work until her retirement in 1995.
Blum, Donna D. (A5208)
Office Assistant Donna D. Blum passed
away on July 9, 2010. Donna started
her career at the CHP in 1983 in El
Cajon. She transferred to Caltrans in
1992 and then returned to the CHP in
1994, working in San Diego until her
retirement in 1995.

Computer Operator Kenneth F. Boltz
passed away on April 26, 2010. Kenneth
began his career with the CHP in 1982
as a teletypewriter operator in Staff
Services Section. He promoted to
computer operator and retired after 13
years of service.

Automotive Technician III Verl J. Booth
passed away on May 14, 2010. He joined
the CHP in 1972 as a passenger vehicle
inspection specialist. He promoted
to automotive specialist I in 1973.
He worked in both Oceanside and at
Border Division.

Associate Governmental Program
Analyst Barbara E. Bosley passed away
on July 5, 2010. She joined the CHP in
1958 as a stenographer and held several
positions during her 33 years of service.

graduated from the Academy in 1969
and was assigned to South Los Angeles.
He worked in San Francisco, Oakland

He began his career at the CHP as a

and retired as an automotive technician

Brown, William R. (1479)
Retired Officer William R. Brown,
passed away on Aug. 6, 2010. Brown
graduated from the Academy in 1954
and was assigned to the San Bernardino
Area. He transferred to the Fresno Area
office in 1955 and spent nearly 24 years
in Fresno until he retired in 1979.
Burns, John James (2847)
Retired Officer John J. Burns died at
the age of 79 on Aug. 9, 2010. Burns
graduated from the Academy in 1958
and began his career in Indio. He also
worked in air operations as a helicopter
observer. Burns was known as an
excellent writer and top-notch accident
investigator.
Campbell, Henry “Hank” (10785)
Officer Hank Campbell passed away
on Dec. 9, 2010. He was 57 years
old and was a resident of Mariposa.
Campbell graduated from the Academy
in May 1983. He worked in several
areas during his 26-year career
including: Fort Tejon, Clear Lake, San
Luis Obispo, Merced and Mariposa.
Campbell retired in June 2009.

Retired Officer Donald Caughey died
on Oct. 12, 2010. Caughey started
Academy training on Aug. 12, 1968
and worked in the Marin office
after graduation. He transferred to
the Alturas Area in 1980 until his
retirement in 1993.
Carter, Ralph (A5794)
Groundskeeper Ralph Carter passed
away on Aug. 10, 2010. Carter came to
the CHP in 1980 working in South Los
Angeles until he retired in 1991.

Retired Officer Charles M. Chambers
passed away on Aug. 8, 2010. Chambers
graduated from the Academy in 1965
and was assigned to Concord. He
worked briefly in Auburn and then
transferred to Gold Run where he
remained until he retired in 1987.
Chaney, Hampton “Bill” V. (825)
Retired Officer Bill V. Chaney, 89,
passed away on Feb.18, 2010. Chaney
joined the patrol in June 1948 and
worked as a vehicle theft investigator
at the Zone IV Headquarters, Central
Division, until he retired in 1977.

Stenographer Roy C. Burr passed away
on Nov. 17, 2010. Roy came to the CHP
in 1972 as a clerk typist II and was
promoted to stenographer in 1975. He
retired in 1978.

away Aug. 31, 2010. Carter graduated
from the Academy in 1964 and was
assigned to the West Los Angeles Area.
He worked in San Diego, Humboldt
and then finally, in El Cajon where he
was promoted to sergeant and retired
in 1983.
Clark, Lyle (6334)
Retired Officer Lyle Clark passed away
on Jan. 5, 2010. Lyle graduated from
the Academy in 1967. During his 27year career he was briefly assigned to
the Blythe Area before transfering to
the Needles Area where he worked in
the Parker Dam resident post and the
Needles Area office. Lyle retired on

Retired Officer Doyle Cogburn
passed away on April 14, 2010. Upon
graduating from the Academy in 1957
his first assignment was in Barstow.
He later transferred to Ukiah where he
worked until he retired in 1978.
Coleman, Tom (17338)
Officer Tom Coleman died in the line
of duty on June 11, 2010, when his
motorcycle collided into the side of a
big rig during a chase stemming from
a traffic violation. He was a member
of the Department for seven years.
Coleman is survived by his wife, Jamie;
son, Ryan; and daughter, Shaylen.
Conrad, Everett “Neil” (4123)
Retired Officer Neil Conrad passed
away at his residence in Barstow on
March 4, 2010, at the age of 73. Conrad
was hired and assigned to the Barstow
Amboy Resident Post, on Dec. 6, 1965.
After working at Amboy, he returned
to the Barstow Area where he remained
the rest of his career. He retired in 1992
after 27 years of service.

Senior Volunteer Rosemary Conway
passed away on Nov. 24, 2009.
Rosemary was 66 years old and was a
dedicated CHP employee for 12 years.

Retired Officer Francis L. Cook passed
away on Nov. 13, 2010, at the age
of 77. Cook began his career upon
graduating from the Academy in 1956
and was assigned to the Hanford Area.
He worked in Madera, Modesto and
Fresno where he retired in 1988 after
32 years of service.

old and a resident of Orland. Cook
retired from the Willows Area in 1991.

specialist in 1974. He worked in Vallejo
until he transferred to Oceanside in

graduated from the Academy in 1954
and was assigned to the West Los

away on Feb. 6, 2010. He began his

County. He also worked in Concord and
then Oakland until he retired in 1978

Counsell passed away on Feb. 26, 2010.
Counsell started his career at the CHP
in 1970 as a maintenance worker and
was promoted to automotive specialist
in 1979 and then to automotive
technician I in 1981. He retired in 1984.

Retired Officer Don Dishon passed
away on Oct. 7, 2010. Dishon graduated
from the Academy in 1966 and was
assigned to the Norwalk Area. He
worked in Anaheim, Santa Ana, Santa
Rosa and then Sonoma before retiring
in 1991.
Crafts, Charles O. Jr. (3211)
Officer Charles O. Crafts, Jr., passed
away Nov. 14, 2010. He was 76 years old
and a resident of Sun Lakes Country
Club in Banning. Crafts graduated
from the Academy in March 1962
and was assigned to the Indio Area.
Crafts left the Department to work
for both the California Department of
Consumer Affairs, and the Board of
Equalization, as a special investigator.
He retired from state service as a senior
investigator in 1991.

Retired Officer Henry Doeding Jr.
passed away on June 5, 2010. Upon
graduating from the Academy in 1968
he was assigned to South Los Angeles
until 1972. He transferred to Santa Ana
and worked there until his retirement
in 1988.
Crandall, David F. (4908)
Retired Officer David F. Crandall,
died on Oct. 8, 2010. Crandall began
his CHP journey at the Academy in
September 1966. He was assigned to
the Baldwin Park Area in 1967, spent
time in the San Jose Area and the
Hollister-Gilroy Area, then made his
last transfer to the Solano Area 10 years
before retiring in 1995.

passed away on Nov. 18, 2010. He was
74 years old and a resident of Merced.
He graduated from the CHP Academy
in November 1967 and was assigned
to the Los Banos Area office where he

Retired Officer Frank Edwards died on
April 17, 2010. Edwards retired in 1972
with 30 years of service.
Ehly, Mark (10662)
Officer Mark Ehly died March 27,
2010 in Bakersfield. He began his
career with the CHP in 1983. His first
assignment was the El Centro Area,
then Bakersfield and finally Fort Tejon
where he served for the last 25 years.
Ehly is survived by his wife, Shannon;
and daughters, Morgan and Tiffany.

passed away on April 22, 2010. She
graduated from the Academy in 1974

away on July 28, 2010. Fisher started
her career at the CHP in 1969 as a

later moved to Headquarters and held
several positions until she retired in

Retired Officer Arlie E. Fisk passed
away on Nov. 16, 2009. He began his
career in Susanville in 1966. He worked
there until he retired in 1971.

passed away on April 7, 2010. Forsmann
graduated from the Academy in 1952
and was assigned to the Los Angeles
Area. He also worked in Newhall, Red
Bluff and San Diego. He retired in 1973
after 21 years of service.

Senior Volunteer Alice Foscaldo passed
away on Oct. 13, 2010, from a major
stroke. She was 83 years old, and a
dedicated CHP volunteer for 10 years
who had provided more than 1,400
hours of volunteer service.

passed away on May 14, 2010. She
started her career at the CHP in 1959
as an intermediate typist clerk and
promoted to senior clerk typist in 1971.

Frank passed away on March 25, 2010.
Frank was hired in 1979. In 1990, he
promoted to motor carrier specialist III

He began his career as an officer in

on Dec. 8, 2010. Kramer started his
career with the Department in 1948.

away May 6, 2010. Lee was a dedicated

away on July 11, 2010. Lowery

where he retired in May 1984.

away on March 5, 2010. She started
her career in 1985 as an staff services
analyst. Marubashi retired in 1995.

Retired Officer Ralph Maybee passed
away on March 10, 2010, at the age of
87. He graduated from the Academy
in 1955 and was assigned to Merced
where he worked until 1957 when he
transferred to Modesto. He retired in
1971.
Mcauliffe, Robert (9399)
Sgt. Mcauliffe died on June 26, 2010.
Mcauliffe passed away unexpectedly at
the age of 54. He began his career as an
officer in Napa. He went on to become
a helicopter pilot, Academy instructor,
and a member of MAIT. He was
working at the Placerville Area office
at the time of his death. He is survived
by his three loving daughters Kristen,
Michelle and Lauren.

Retired Sgt. Thomas J. McCabe passed
away on July 18, 2010. Upon graduating
from the Academy in 1973 his first
assignment was in East Los Angeles.
In 1983 he was promoted to sergeant.
He transferred to Capistrano. McCabe
retired in 1984.
McClelland, James B. (10548)
Retired Officer James B. McClelland
passed away on June 25, 2010. He
began his career at the CHP in 1982
after graduating from the Academy and
was assigned to the Santa Fe Springs
Area. He worked in Santa Ana and
then transferred to the Orange County
Communications Center in 1993 where
he stayed until he retired in 1995 after
13 years of service.

Public Safety Dispatcher Supervisor
Patricia McElfresh passed away on
Feb. 13, 2010. She worked in the
Eureka, San Jose and Barstow Areas as
a dispatcher. Her career began in 1953,
as a dispatcher and she retired from
the Barstow Area as a public safety
dispatcher supervisor in 1992 after 39
years of dedicated service.
McGrory, Justin (18606)
Officer Justin McGrory died in the line
of duty on June 27, 2010. McGrory
entered the CHP Academy on
April 2, 2007, and reported to the
Baldwin Park Area on Oct. 5, 2007.
McGrory transferred to the Barstow
Area on April 1, 2009, where he
remained until his untimely death.
McGrory is the son of retired CHP Lt.
Robert McGrory (12556). He is survived
by his wife, Kelly; his daughters, Erin
and Kaci; and sons, Cade and Liam.

Retired Officer Lucky R. McHenry
passed away on Aug. 1, 2010. McHenry
graduated from the Academy in 1968
and was assigned to South Los Angeles
Area. He transferred to the Gilroy
Inspection Facility in 1970 and worked
until his retirement in 1995.

Retired Officer Donald Miller passed
away on Dec. 1, 2009, at the age
of 77. Miller graduated from the
Academy in 1957 and was one of two
officers initially assigned to the newly
established Banning Area. He worked
the Banning Area until 1968 when he
left the Department to pursue a career
as a DMV investigator.

on June 17, 2010. Miller graduated
from the Academy on July 1, 1951,

after 26 years of dedicated service.

Retired Lt. Bob Mitchell passed away
on Nov. 07, 2010. After graduating from
the Academy in 1958 he worked in East
Los Angeles and Baldwin Park. He then
worked in Santa Maria, Los Angeles,
West Valley and Operations Planning
Section where he became a lieutenant.
He retired from South Sacramento in
1986 after 28 years of service.

of 67. Patterson graduated the Academy

March 2, 2010. Paustian was an 18-year
member of Southern Division MAIT.

Retired Officer Everett W. Porter
passed away on Jan. 6, 2010, at the
age of 90. Porter graduated from the
Academy in 1950. His first assignment
was in Imperial; he went on to work
in Crescent, Santa Barbara and Santa
Maria areas. He finished his career in
San Diego when he retired in 1968.

Canine Prowler passed away on
Jan. 12, 2011. Prowler’s partner, Officer
Jason Gerhardt (15150), said, “she will
be remembered for her many years
of dedicated service and as a faithful
partner and companion. She will be

Maintenance Mechanic William G.
Robinson passed away on Feb. 17, 2010.
Robinson came to the CHP in 1970 as a
skilled laborer working in the Facilities
Section until he was promoted to
maintenance mechanic. He retired in
1976 after 17 years of service.
Putman, John Lewis (1941)
Retired Assistant Chief John Lewis
Putman passed away on Aug. 20, 2010.
After graduating from the Academy
in 1956, Putman worked the Baldwin
Park, Riverside, Madera and Oceanside
Areas and completed assignments at
Headquarters and Inland Division.
Rodriguez, Jacques (11606)
Retired Officer Jacques Rodriquez
passed away on Dec. 15, 2010. He was
50 years old and a lifetime resident of
Imperial County. He graduated from
the CHP Academy in October 1985
and was assigned to the El Centro Area
office where he spent his entire career
until his retirement in November 2010.
Quiroga, Victor (15384)
Officer Victor Quiroga died April 5,
2010, from complications after a long
battle with brain cancer. Quiroga
graduated from the Academy in
September 1997. His first assignment
was in the East Los Angeles Area. He
transferred to the San Bernardino Area
in 2000.

Stenographer Florence V. Rathbun
passed away on March 30, 2010. She
began her career with the CHP in 1966
and retired in 1975.
Rembert, Sharon E. (A5177)
Communications Operator II Sharon E.
Rembert passed away on Nov. 29, 2010.
She began her career at the CHP in 1978
as a service desk operator in Oakland.
She later became a radio dispatcher and
then a communications operator for
Golden Gate Communications Center
where she retired in 1994.

Retired Officer Troy Richmond passed
away on March 3, 2010. Richmond
graduated from the Academy in 1966
and was assigned to the Barstow Area.
He transferred to the Bakersfield Area
office in 1977 and stayed there until his
retirement.

Retired Officer Robert L. Riley passed
away on April 29, 2010. He graduated
from the Academy in 1969 and was
assigned to the Baldwin Park Area. He
also worked in the San Francisco, San
Jose and Truckee areas. He retired after
25 years of service.

Retired Officer Michael A. Rolan passed
away on Nov. 13, 2010. Rolan graduated
from the Academy in 1966 and was
assigned to the Pomona Area. In 1968
he transferred to Oceanside where he
worked until he retired in 1973.
Rouse, Delmar L. III­­­, (16762)
Officer Delmar Rouse passed away
unexpectedly on Dec. 16, 2010. Rouse
was born on Sept. 19, 1973, in Vallejo.
He attended the California Maritime
Academy and upon completion he
worked as a mechanical engineer at
the World Trade Center in New York
and at NASA in Houston. In May 2001,
Delmar joined the CHP. He reported
to the Barstow Area where he worked
for five years before transferring to the
Victorville Area. In 2007 he transferred
to Capitol Protection Section, where he
continued to work until his untimely
death.
Roy, Roger (5302)
Retired Officer Roger Roy died on
Jan. 12, 2010. He began his career with
the CHP in 1967. Upon graduating
from the Academy he was assigned to
the San Francisco Area. Roy transferred
to the Solano Area in 1990. He retired
in 1993.

Schwedler passed away on Dec. 28,
2009. She started her career at the CHP
in 1965 and worked until 1981.

Retired Sgt. Donald R. Scott passed
away on Aug. 1, 2010. Scott graduated
from the Academy in 1968 and was
assigned to San Diego. In 1972 he
transferred to Coalinga where he
worked until he retired in 1995.

Retired Officer Randy Shields passed
away on Nov. 27, 2010. He was 55 years
old and a resident of Anderson.

passed away on April 10, 2010. She
started with the CHP in 1973 as a
stenographer II in San Francisco, she
transferred to Golden Gate Division in
1977 and retired in 1987 after 14 years

passed away on July 1, 2010. Slover
graduated from the Academy in 1968
and was assigned to Banning, where he
worked until his retirement.

Smith passed away on July 20, 2010. He
began his career at the CHP in 1968 as
an auto equipment installer and was
promoted to automotive technician I in
1981. He retired from Valley Division in
1989 after 21 years of service.

Snipes passed away on Sept. 5, 2010.
She began her career at the CHP in
1966 in the San Leandro Area. She
transferred to the Hayward Area and
worked until her retirement in 1979.

Office Technician Michelina “Mickie”
Santora passed away on June 20, 2010.
Santora began a long and dedicated
career with the Department as a
dispatcher in April 1974 and retired
from Central Division as an office
technician in 2002.

Spike (Kl0181)
In the early evening hours of
Sept. 7, 2010, retired canine Spike
passed away. He was 13 years old.
The Department purchased Spike in
October 2001. He was certified as
an explosive detection canine and
deployed to the Marin Area and
partnered with now retired Sgt. Joseph
Nardil (11213). In October 2004, Spike
was partnered with Officer Gregory
Eddy (17002), and assigned to the
Oakland Area where he worked until
his retirement in February 2008.

Retired Officer William C. Todd passed
away on Nov. 5, 2010. Upon graduating
from the Academy in 1965, Todd was
assigned to El Centro. He worked in

where he retired in 1980.

Lead automobile mechanic for the
Academy emergency vehicle operations
course unit Blaine K. Stokes passed
away on July 7, 2010. Stokes retired in
2002 after 37 years of service with the
Department. He was 69 years old.

Office Supervisor Lorraine Thomas
Sorasu passed away on Dec. 2, 2010.
Sorasu served 28 years at the Amador
Area office and retired in October 2000.
Sullivan, Rodney D. (9019)
Retired Officer Rodney D. Sullivan
passed away on Feb. 15, 2010 at the age
of 55. Sullivan was hired in February
1978 and assigned to the Malibu Area.
He also worked in Central Los Angeles,
Malibu, Ventura and Conejo Inspection
Facility He retired in July 2005.
Talso, Walter H. (2037)
Retired Lt. Walter H. Talso passed
away on Jan. 17, 2010. Upon graduating
from the Academy in 1956 he began his
career in Ukiah. Talso also worked in
Gold Run, West Valley and Alturas. He
retired in 1978.
Taylor, Jim (2966)
Retired Officer Jim “Trooper” Taylor
passed away on Nov. 17, 2009. He was 77
years old and a resident of Fresno. Taylor
entered the Academy in 1960. His first
assignment was to the Bakersfield Area.
He also worked in Mojave, Bakersfield
and the Fresno Area, where he served
until his retirement in 1990.
Tidyman, Clayton
Senior Volunteer Clayton Tidyman
passed away on Dec. 3, 2009, at 91 years
old. Tidyman devoted his life to serving
his country and others. Tidyman joined

Toy, Charles “Chuck” (6639)
Retired Officer Chuck Toy passed away
on Dec. 4, 2010. Toy entered the Academy
in October 1968. He retired from the
Bakersfield Area office in June 1991.
Tourville, Jason S. (A11025)
Custodian Jason Tourville died on
June 3, 2010. Tourville lived in the
community of Forest Ranch, East of
Chico. He was 36 years old at the time
of his death and had been an employee
of the Chico Area office for 14 years.

M. Tucker passed away on Oct. 9, 2010.
Tucker began her career at the CHP
in 1967 as a radio dispatcher in Santa
Barbara. She worked in Ventura until
she retired in 1984 as a communication
supervisor I.

Retired Officer Robert Walker passed
away on Oct. 16, 2010. Walker retired
in 2006 after serving 28 years with the
Department.

Retired Officer Ron Wallace died
May 2, 2010. Wallace graduated from
the Academy in 1973 and he was
assigned to the West Los Angeles Area
office. He also served at the Academy,
North Sacramento and the Commercial
Vehicle Section, from which he retired
in August 2002.

Retired Sgt. Louis J. Warnick passed
away on Jan. 30, 2010. He began his
career at the Academy in 1965 and
upon graduating was assigned to West
Los Angeles. He was promoted to
sergeant in 1981. He also worked in
Central Los Angeles, Malibu and South
Los Angeles. He retired in 1994.

the CHP in June 1956 and began his
service in the Bakersfield Area. He
transferred to the Newhall Area office
until he promoted. He also worked in
the Mojave, Newhall and Bakersfield
Area offices. He retired in December
1981.

away on Dec. 9, 2009. Zink graduated
from the Academy in 1956 and was

CHP Provides Comfort and Caring,
NOT JUST ENFORCEMENT
Officer Rudy Rodriguez (14875) comforts Yareilia Hernandez while her mom and dad, who were
injured in the collision, are tended to by fire and EMS crews.
On Aug. 18, 2010, Barstow CHP patrol units were dispatched to a
collision with injuries that occurred on northbound Interstate 15,
approximately 20 miles north of Barstow.
Upon arrival at the scene, the CHP officers identified a gold 1991 Ford
Explorer which suffered tread separation to the left rear tire causing the
driver to lose control of the vehicle. The vehicle swerved to the right, and
went off of the freeway, where it collided into a tree and overturned.
