This Directory has been commissioned by the six
unitary councils in Berkshire. It provides
information about the care homes that operate
locally.
It provides information and advice to help you if you
are thinking about moving into a care home or
looking for a care home for a relative or friend.
It contains:
• information about the different types of care
homes provided and how they are regulated
• advice on choosing the right care home
• information about the financial help available
from Social Services
• a list of homes and the needs they cater for
• other sources of information and advice.
The decision to move into a care home can be
difficult and distressing – we hope that you find the
Directory helpful.

Making a decision
about care
If you feel you need help with your everyday living
arrangements, you should ask your local Social
Services to assess your care needs. You are entitled
to a Needs Assessment however much money you
have. It is essential to have one if you think you may
need financial support from Social Services.

Alternatives to going
into a care home
To qualify for help from Social Services you have to
meet our eligibility criteria. Our services are
prioritised so that those whose safety and
independence is most at risk get services first.
Moving into a care home is not always the only
option. It may be possible to get care and support
in your own home, or move to sheltered
accommodation.
Some community care services are free, some have
a fixed charge and some have a variable charge
which is based on your ability to pay. We can help
you check that you are receiving all the state
benefits you are entitled to. There are also
independent organisations which specialise in giving
free legal and financial advice on paying for the cost
of living in a care home.
If you ask Social Services for help we will talk to you
about your situation so that we can fully understand
your needs and identify what sort of support will
help you best. Our aim is to provide or arrange
support and services to enable you to stay living in
your own home for as long as you can and to help
you stay as independent as possible. The sorts of
things we can organise include:
• help at home with your personal care (such as
getting in and out of bed, washing, dressing etc)
and practical tasks (such as shopping or paying bills)
• meals – (through the meals on wheels service or
lunch clubs)
• adaptations and equipment or daily living aids to
help you cope with a disability
• activities and friendship through day centres or
other community activities
• information, advice and help on a range of
practical issues such as claiming benefits, moving
into more suitable accommodation and
emergency alarm services.
If you don’t qualify for financial help from Social
Services there are many private agencies that offer
home care and support services.
You can ask Social Services for information about
Home Care agencies available locally.
Paying for your care
If you are thinking of moving into a care home and
think that you need help with paying for your place
there, you must first ask Social Services to assess
your needs. If your assessment shows that your
needs can be met by help at home, we will explain
the sorts of help we can arrange to help you stay
living at home.
If your assessment shows that you need residential
or nursing care, we will carry out a financial
assessment to see if you are entitled to help towards
the care home fees. If you qualify, we will tell you
how much funding you are likely to get and
how much you will have to pay yourself towards
your care.
Who qualifies for financial help from
Social Services
The rules about who can and can’t get help with
care home fees are set by the Government. If you
have less than £21,000 (as at 2006), including the
value of your property (and you meet our priorities see earlier) then you may be entitled to Social
Services assistance with your home fees.
If you have more than £21,000 (as at 2006)
including the value of your property, you will have
to pay the full negotiated fee for your
accommodation yourself, until your capital reduces
to this amount. It is important that you check your
capital regularly so you can seek Social Services'
assistance before it reduces to £21,000 (as at 2006).
If you can’t afford to pay for care until your home is
sold, we can assist with the fees, but the money
loaned to you will have to be repaid after you have
sold your property.
If you qualify for financial help
If Social Services give you funding towards your care
you can still choose your own care home, but it
must meet the following conditions:
• the home must be able to meet all the care needs
identified in your assessment (we will advise you
which homes are suitable)
• the home must be willing to enter into a contract
with us and meet our terms and conditions
• the home must not cost more than we normally
pay* unless there are no vacancies in suitable
local homes which do accept our normal price. If
there are alternative homes which accept our
normal price, you may still choose to go to a
more expensive home but only if you have a
relative or friend who is willing to pay the extra
cost (top-up) for you. You cannot legally make
these top-up payments from your own funds or
resources, so they are known as ‘third-party
top-ups’.
*Each year Social Services works out how much it
needs to pay for different types of care within its
own area. These amounts are known as the
“normal prices”. You can find out what they are
by contacting Social Services.
We will tell you which homes are suitable.
If you pay for yourself
If you don’t qualify for help with care home fees
from Social Services you will have to pay for your
own care – we can give you advice about ways to
manage this.
In this case of course, you can choose any home.
However, you should bear in mind that, if you are

likely to need financial support from us at any stage
in the future, your home will have to meet the
conditions outlined previously. If it doesn’t, you may
have to move to another home.
Choosing a
suitable home
Three months property disregard
If Social Services decide that you should move into a
care home, and you agree, you should get
information from as many different homes
as possible.
If you enter permanent residential care you will have
the value of your property disregarded from your
financial assessment for the first twelve weeks of
your stay. Therefore, you will only have to make a
contribution towards the cost of your care from your
other capital (as long as it is less than £21,000 (as at
2006). However, if your capital, excluding the value
of your property, is greater than £21,000 (as at
2006) then you will have to pay the full cost of care.
Once the three month disregard period has ended,
the property value is once again included in the
financial assessment.
Charges
There is no charge for having your needs assessed or
a care plan drawn up. However, there are services
for which we do make a charge. The amount will
depend on your income and your ability to pay. As
mentioned above, we can help you check that you
are receiving all the state benefits you are entitled
to. If you receive Attendance Allowance or the care
component of the Disability Living Allowance you
may have to contribute up to 50% of the allowance
towards the total cost of the care. If you are on
income support there will be no further charge. We
will offer you a financial assessment to help us
calculate the charges.
Types of care homes
Homes are no longer categorised as “residential” or
“nursing” – under the Care Standards Act 2000 all
homes are now registered as “care homes”. To be
registered they must meet the requirements laid out
in the National Minimum Standards. If a home
wishes to offer specialist services (such as nursing
care) they must be registered for this.
Homes registered as care homes
Homes which are registered as care homes only, are
for people who cannot manage to live without the
help of other people.
They provide
accommodation, meals and help with personal care.
Healthcare needs are met by community
health services.
Care homes that are also registered to
provide nursing care
Some care homes are also registered to provide
nursing care. This type of home can cater for
people who have ongoing health needs that require
the skills of qualified nurses. A qualified nurse must
be on duty at all times.
Specialist care homes
Other homes are set up and registered to provide
specialist care for other types of needs such as
physical disabilities, learning disabilities, mental
health problems or dementia. They do this by
providing appropriate services and facilities to meet
these special needs.
Many homes are also registered to meet the needs
of particular cultures or religions – they do this by
employing staff who speak appropriate languages or
by delivering services in a sensitive way.

What to ask/look
for when you visit
a care home
We have put together a list of the sorts of things that
you may want to look for and ask. You may find it
helpful to photocopy this list so that you can keep a
separate record for each home you visit. This will
help you remember what you liked or disliked about
each home when the time comes to make a decision.
Homes vary enormously in the services and facilities
they offer. Although you will get some idea of what a
home is like from its information, there are lots of
details that you can only find out by visiting the
property and asking questions.
We recommend that you arrange a trial stay at the
home you are thinking of moving to before you
commit yourself to a permanent move. Homes
should be able to offer you a short stay from a few
days up to a few weeks.
First impressions
Were you met when you first arrived?
Do staff seem friendly and polite?
Does it feel homely and welcoming?
Do the residents seem active, sociable
and happy?
Is it fresh, clean and well decorated?
Are the clothes people are wearing clean
and ironed?
Are the furnishings in good condition?
Personal care
Can the home provide personal care sensitively to
meet your personal preferences and cultural needs?
What additional personal care services are
provided (e.g. hairdressing, chiropody)?
Can your relatives be involved in your care?
Can you get up and go to bed when you want?
How often can you have a bath? Can you choose the
day and time? Can you choose a bath or a shower?
What would happen if your care needs change
and you become more dependent?
Will you have a nominated carer?
What would happen if the home felt it could
no longer cope with your needs?
Are there bathrooms & toilets near to the
bedrooms?
What are the arrangements for laundry?

Is there a telephone where you can take calls
in private and comfort?
Are there any restrictions on making or
receiving calls?
Is alcohol served or permitted?
How are residents involved in decisions about
life in the home?
Are there any rules or restrictions (e.g. going

Can you handle your own money? If not, what
arrangements are in place?
What arrangements are there for religious
observance?
Accessibility
Does the home have the right adaptations and
equipment to meet your needs?
Does the home have extra wheelchairs and
walking aids available?
Is there adequate provision for people with
sight or hearing difficulties?
Are all areas accessible for wheelchair users?

Are rooms single or shared? Is there a choice?
Are the bedrooms pleasant and properly
equipped?
Can you re-arrange your room to suit yourself?
Is there a call system for emergencies?
Are there sockets for a television or telephone
in your room?
Can you lock your room and is there a secure
place for valuables?
Can you bring in personal items such as
furniture or pictures?
Can you re-decorate or carpet to your
own choice?
Can you control the heating in your room?
Meals
How much choice do you get about meals?
Is the food varied and interesting?
(ask to look at recent menus)
Can they cater for your special dietary needs?
Is anything special organised for birthdays
or celebrations?
Can you choose what time you eat and who
you sit with?
Can you have meals in your room?
Can you have snacks or drinks any time of the
night or day?
Can you help with ordinary daily activities,
such as making a cup of tea?
Communal facilities
Are there communal sitting rooms, both with
and without TV?
What are the shared living rooms like?
Are they quiet or noisy?
Is there a separate dining room?
Are there toilet facilities within easy reach of
the communal facilities?
Activities
What sorts of activities and entertainment
are organised?
Are outings and holidays arranged? How
often? Are they additional cost?
Can you continue to pursue your hobbies and
interests?
Can you have your own flower bed or help in
the garden?
Are escorts available if necessary?
Can you stay in your own room if you want to?
Is a library service available?
Visitors
Are visitors welcome at all times?
Can visitors stay overnight?
Can visitors eat with you?
Is there somewhere private for you to talk with
your visitors?

Registration &
inspection of care
homes
The Commission for Social Care Inspection (CSCI) is
an independent body set up to regulate care services
provided by local authorities, health services and
private and voluntary agencies.
All care homes must be registered with the CSCI and
can only provide the type of care for which they are
registered. To be registered, homes must show that
they meet the National Minimum Standards
identified by the Care Standards Act 2000. Homes
must have their Certificate of Registration on display
in the home – look for this when you visit.
All registered homes are inspected regularly by the
CSCI to ensure that they continue to provide a good
standard of care. These inspections look at every
aspect of service provision, including the way the
home is managed, the quality of staff and the
training they are given, the activities and routines
offered to residents, and the facilities that the home
provides. After each inspection a report is produced
– you can get copies of these reports from the CSCI.

Your rights in
a care home
When you move into a care home you have the
right to live as normal a life as possible, as if you
were still living in your own home. You are entitled
to keep your full rights as a citizen and you have the
right to:
• choose how you wish to lead your life and to
receive suitable help to do so, regardless of
disability or age
• be as independent as you want to be and to
decide for yourself what you want to do
• go where you want as long as it is safe to do so
• be treated with dignity and respect at all times
• privacy and your own private space
• expect that the routines of the home, such as
meal times, will suit your needs
• be fully involved in all decisions that affect you,
either personally or to do with the home (your
relatives or representatives should also be
included)
• expect the home to help to keep you fit, alert and
maintain as much independence as possible
• keep in touch regularly with family and friends
and to be involved in activities taking place
outside the home
• be treated with care and sensitivity.
Complaints about
care homes
It is important that when you move into a home you
feel able to complain about anything that goes on in
the home – this could be the way you are treated by
the staff, or the services and facilities provided
within the home. You should also feel able to make
comments about the service and make suggestions
to help improve services.
Under the National Minimum Standards, homes are
required to have a simple and easy to use
complaints procedure so that you know how to
complain and feel confident about making a
complaint when, and if, you need to. The home
should give you written information about their
complaints procedure, that tells you what you can
do if you are unhappy with their services, and about
their process for resolving complaints.
It is always best to tell the staff in the home as soon
as you have a problem – if they don’t know you are
unhappy or upset they won’t be able to sort things
out. However, if you don’t feel comfortable
complaining to the home (or you aren’t happy with
the way your complaint was dealt with) you can
contact the Commission for Social Care Inspection
(CSCI) Berkshire area office. They will liaise with the
home and make sure that your complaint is dealt
with effectively. If your complaint is about a breach
of regulations they will take action against the home.
