Manitoba becomes first province in Canada
to pass AED legislation

FALL 2011
The Heart and Stroke Foundation
applauds the Manitoba government
for passing a new law requiring public
access to AEDs (automated external
defibrillators), which help save the
lives of sudden cardiac arrest victims.
The Foundation has been in full
support of Bill 20, The Defibrillator
Public Access Act, which passed on
June 16, requiring AEDs be installed
and maintained in high-traffic public
places such as schools, recreation
centres, malls, airports and other busy
public places where cardiac arrests
are more likely to occur.
“The Heart and Stroke Foundation of
Manitoba congratulates the provincial
government and all the parties
involved for passing the Bill,” says
Debbie Brown, president and CEO
for HSFM.
“HSFM has been advocating for
the implementation of AEDs in
public places for many years. AEDs
should be as commonplace as fireextinguishers and we couldn’t be
happier about the passing of this new
law, which has the potential to save
the lives of thousands of Manitobans.”
In Winnipeg alone, 9-1-1 dispatchers
report receiving approximately three
calls a day related to sudden cardiac
arrest. The chance of surviving cardiac
arrest outside of hospital is a dismal
5 per cent, but CPR combined with
early defibrillation can increase a
sudden cardiac arrest victim’s chance
of survival by as much as 75 per cent.
For every minute delay in defibrillation,
the survival rate decreases by 7 to 10
per
cent. Every minute counts, which

is why public access to AEDs is so
vitally important.
The new law requires all AEDs be
continuously maintained, display
visible signage and be registered with
the designated registrar to ensure
they are easily accessible in an
emergency situation. HSFM will serve
as an advisor in the development of
the new regulations and as the central
registry for all AEDs located within the
province at this time.
“It is important for people to realize
that the devices are extremely safe
and easy to use – even a fourth
grader can do it,” says Zalnasky.
“The device gives bystanders stepby-step instructions on what to do
in an emergency situation and will
only deliver a shock if the heart is in
a rhythm which can be corrected by
defibrillation.”
“We have reason to celebrate. The
passing of this law is a huge milestone
for Manitobans and Canadians alike,
and something we should be very
proud of as a province. Our success
will pave the way for other provinces
across Canada to introduce this lifesaving law,” says Brown.

Ag in the
Classroom
The Amazing Agriculture Adventure
was a two-day event held in Brandon
on June 7 and 8. This was a handson, interactive event that reached
approximately 550 grade four and five
students from Brandon and the
surrounding areas. Students moved
through 18 interactive stations
covering a variety of agricultural
topics, including HSFM’s display which
connected agriculture with Manitoba
grown foods that are part of a healthy
eating plan. HSFM’s station focused
on three key messages to promote
heart health among Manitoba’s youth,
which are: “be smoke-free, get moving
and eat healthy foods.”

Manitoba Lotteries Heart&Stroke Big
Bike - The Big Bike is rolling through
communities across rural Manitoba
throughout September.
Kidsfest
HSFM was pleased to be a part of this year’s Kidsfest on June 9. HSFM’s tent
offered JUMP Rope for Heart Demo Team performances, an interactive healthy
living display, games, resource materials, free fruit (sponsored by Sobeys) and
Squiggles snacks (donated by Health Check™). Over 750 children attended

November is CPR Month
On November 1, the Foundation will be kicking off CPR Month with the biggest
CPR training event ever to take place in Manitoba. As part of the CPR Corporate
Challenge, up to 500 individuals will be invited to gather at the Winnipeg
Convention Centre to learn CPR using the Foundation’s CPR Anytime™ kits.
This massive event kicks off a number of province-wide initiatives aimed at
training more Manitobans in CPR, including:

CPR Corporate Challenge
The Foundation’s second annual CPR Corporate Challenge invites businesses to
take the challenge to encourage CPR training in their workplace.This program is
limited to the first 50 teams of 10 to register. The goal of the program is to have
each team member train at least 10 of their family and friends in CPR.By the end
of November, HSFM hopes to have 5000 more Manitobans trained in CPR.
The Heart and Stroke Foundation

Volunteering is a
work of heart
On June 20, HSFM participated in the Go4HealthEXpo at the Red River
Ex. Nutrition Managers Amanda Nash and Christine Houde (pictured above)
provided a live food demonstration, which focused on the benefits of eating
together as a family and the importance of getting the recommended daily intake
of vegetables and fruit. According to the 2009 Manitoba Youth Health Survey,
only four per cent of Manitoba’s youth get enough fruits and vegetables per day.
The nutrition display area also offered free resources, recipes and cookbooks

The ‘Tree for Life’ program
The ‘Tree for Life’ program is back for its third year in Manitoba schools. This
year, all K - 12 schools across the province are invited to take part. Participating
schools will receive a Heart and Stroke Foundation CPR Anytime™ for Family
and Friends™ Kit that teaches CPR in just 20 minutes. Each participant will aim
to train 10 other friends and family members in CPR using the kit. The goal of
the program is to have 2500 more people trained in CPR by end of November.
Rural Challenge
The first ever Rural Challenge encourages more people living in rural Manitoba
to learn and use CPR. CPR Anytime™ Kits will be provided to rural CPR
instructors and paramedics for use in rural CPR initiatives.
