Why retirement village operators
should consider accreditation
In today’s complex and compliance driven environment, retirement
village owners and operators can seek comfort knowing that their
village is operating at a safe and optimum level, compliant with an
industry recognised accreditation scheme.
Retirement village accreditation provides independent confirmation,
known and reputable awareness that a set of industry Standards are met,
focusing on:
• positive resident outcomes
• effective risk management and accountability
• good governance
• high levels of safety and quality
• environmental sustainability, and
• a commitment to continuous quality improvement.
Achieving accreditation also provides a competitive advantage over
non-accredited villages. The achievement of accreditation can assist potential
residents to make an informed purchasing decision by demonstrating the
village’s commitment to quality accommodation
and services.

The need for an industry recognised
and independent accreditation scheme
Australia’s ageing population means retirement villages are and will continue
to be a sought after living option. Australia’s leading aged care peak bodies, Aged and Community Services
Australia (ACSA), Leading Age Services Australia (LASA), and Leading Age
Services Australia - Queensland (LASA Q), identified the need for
a contemporary accreditation scheme.
Measured against a set of ten Standards, IRCAS’s industry-focused
accreditation ensures that the needs and concerns of retirement village
owners and operators, as well as residents and the wider community, are
taken into account. Recognising the importance of independent assessment,
IRCAS has engaged Quality Innovation Performance (QIP), an experienced and
internationally certified accreditation provider, to manage the Scheme.

Quality Innovation Performance (QIP) is a certification and accreditation
organisation dedicated to supporting health and community services to
manage risk and quality through the provision of:
• Accreditation, certification and quality assurance services, and
• Accreditation and quality improvement related training and capacity
building.
QIP delivers accreditation and support services across the entire health and
human service continuum from community services and primary care to
secondary and tertiary health organisations.
QIP has been engaged by IRCAS as an independent accreditation provider,
to deliver and manage retirement village accreditation in Australia.
Consistent with QIP’s commitment to quality improvement
and accreditation, QIP is accredited by the International
Society of Quality in Health Care (ISQua).
QIP ensures appropriate independence is maintained in the provision
of retirement village accreditation support, assessment and accreditation
decision making.

QIP Accreditation Pathways
Quality Innovation Performance (QIP) offers retirement villages the choice between two unique
accreditation pathways - Accreditation and Accreditation AdvantagePlus.

Accreditation AdvantagePlus
• Accreditation is an entry level approach
• Accreditation AdvantagePlus is a higher level of recognition
which supports villages to establish
contemporary management and quality
management systems aligned to the
requirements of the IRCAS Standards. • Accreditation may be appropriate for
small villages, villages in regional or
remote areas, villages that have not
previously been accredited or those
that are at the beginning of their
quality journey.
• Accreditation is awarded on the
basis of a desktop audit in year one
of the accreditation cycle, followed
and involves a more rigorous assessment of a village’s
management and quality systems.
• Villages are assessed against all ten of the IRCAS Standards
and are required to show achievement against Standards: 9 (Innovation) and 10 (Environmental Sustainability).
• Accreditation AdvantagePlus may be more suited to those
villages that are already accredited, larger villages, corporate
providers and those with mature management systems.
• Accreditation AdvantagePlus is awarded on the basis of a
desktop audit in year one of the accreditation cycle, followed
by an on-site survey in year two and submission of an Annual
Quality Improvement Progress Report in year three.
