Dear Friends,
June will be a month to remember for Michigan with the economic development
equivalent of back-to-back home runs. General Electric Chairman and ceo Jeff Immelt
traveled to our state to announce that the global giant has chosen Michigan for a
new advanced manufacturing and software technology and r&d center in Van Buren
Township in western Wayne County. While here, he singled out Michigan’s secondto-none engineering and technical talent for high praise, adding that proximity to
world-class engineering schools in Ann Arbor and East Lansing was a factor in the
selection. He also paid tribute to public officials in Michigan who understand that
investing now will create tomorrow’s leading positions in information technology,
clean energy and transportation.
On the same day the ge decision was revealed, General Motors announced it will
invest up to $700 million to build its future small car at the assembly plant in Orion
Township and stamping plant in Pontiac over competing sites in Tennessee and
Wisconsin. This news reaffirms our standing as a global automotive powerhouse.
I’m confident the days ahead hold great things for gm, and we in Michigan look
forward to playing a major role in the company’s future success.
Michigan’s aggressive strategy to grow and diversify the economy resulted in 15
job-creating projects in June expected to generate more than 11,125 new jobs, retain
another 846 and give rise to more than $247 million in new investment. New business
activity spanning the upper and lower peninsulas includes aerospace, automotive
and wind-turbine manufacturers; one of the nation’s largest insurance management
service companies; and brownfield redevelopments that will revive abandoned and
contaminated sites in two communities. Based on the medc’s recommendation, the
Michigan Economic Growth Authority (mega) board approved state tax credits valued
at $248 million overall to help win these investments and expansions for Michigan over
competing sites in other states or countries.
To close off the month, Forbes magazine ranked Pure Michigan one of the 10 all-time
best travel campaigns in the entire world. Outstanding!

21st Century Investment Fund Helping to
Fuel Michigan’s Diversification Efforts
Area Development magazine has awarded the state of
Michigan and the medc a Silver Shovel in the magazine’s
Gold and Silver Shovel awards. The annual competition
recognizes state economic development agencies
that drive significant job creation through innovative
incentives, infrastructure improvements and programs
to attract new employers and investments in expanded
facilities. States were rated on five weighted jobs and
investment factors and ranked in three population groups.
Michigan was among the top states with population over
10 million, and one of only 10 states to receive a Silver
Shovel. Only those projects that began to materialize in
2008 were considered.
Alternative energy-related corporate locations and
expansions in Michigan in 2008 include: Hemlock
Semiconductor, Saginaw County; United Solar Ovonic,
Battle Creek; Dow Chemical and Evergreen Solar,
Midland; and Global Wind Systems, Novi. Among the
year’s top defense and manufacturing projects are: Kaiser
Aluminum and Graphic Packaging, Kalamazoo; General
Dynamics and bae Systems, Macomb County. Others
are North American Bancard, Troy, and Sequenom,
a San Diego-based life-science firm with facilities in
Grand Rapids.
Area Development is a leading trade publication
covering corporate site selection and location. The bimonthly magazine, founded in 1965, has more than 45,000

The Michigan Strategic Fund (msf) board in June
approved investments totaling up to $35.5 million in
three venture capital funds and one mezzanine fund
through the Michigan 21st Century Investment Fund.
The board’s action authorizes up to $5 million for
Arsenal Venture Partners; up to $10 million for Early
Stage Partners l.p.; up to $10 million for Triathlon
Medical Ventures; and up to $14.5 million for Detroitbased Peninsula Capital Partners, Michigan’s largest
mezzanine fund manager.
The 21st Century Investment Fund is a major
component of Governor Granholm’s 21st Century Jobs
Fund, a $2-billion, 10-year initiative to diversify the state’s
economy and grow high-tech companies and jobs.
To date, the msf has authorized up to $109 million
investment in venture capital, mezzanine, and private
equity funds, as well as co-investments in individual
companies alongside these funds through the 21st

U-M Small-Tech Spin-Off Forms
Partnership with Swiss Firm
Integrated Sensing Systems (issys), the Ypsilanti
Township company that created fluid-sensing technology,
has formed a partnership with Endress+Hauser Group
to help distribute its technology worldwide. The Swiss
company has more than 8,000 employees and annual
net sales of more than $1.4 billion supplying sensors and

measurement instruments to the fuel, food, life science
and paper industries.
Issys is a micro-electronic mechanical systems
company that has created products to measure everything
from the performance of the human heart to the quality
of jet fuel by measuring density, flow and concentration of
different fluids. It currently has more than 30 employees
with plans to add more in engineering and electronic
assembly. Company officials said Endress+Hauser plans to
bring several engineers to Michigan.
New $23.5 Million Cellulosic Biorefinery
Slated for Renewable Energy Zone
in Alpena
State approval of Michigan’s newest Renewable Energy
Renaissance Zone (rerz), a 28.6-acre site in the city
of Alpena, opens the way for the Alpena Prototype
Biorefinery (apb), a partnership of Atlanta-based
American Process Inc. and San Antonio-based Valero
Energy Corporation, a Fortune 500 company and the
largest refiner in North America.
The rerz designation allows a company operating
within the zone to operate free of virtually all state
and local taxes for 15 years effective January 1, 2010.
The pilot scale biorefinery, expected to create 10 new
jobs, has potential for replication across the state in
other biorefineries, pulp and paper mills, and food and
agricultural processing plants.
The Alpena Prototype Biorefinery alternative energy
partnership was named one of the state’s six Centers of
Energy Excellence in November 2008, and will receive
$4 million from the program to establish the new biorefinery adjacent to the Decorative Panels International
hardwood plant in Alpena. The facility will convert waste
materials into cellulosic ethanol and sodium acetate
(a de-icer). The msf in June approved the city of Alpena’s
request for the zone, with the final decision on the new
designation expected soon from the State Administrative
Board. If approved, apb will be the state’s third rerz,
preceded by Biofuel Industries Group in Adrian, and
Heat Transfer International, Kentwood, a company
manufacturing custom biomass gasification electrical
generation systems.
Two Alternative Energy Companies
Shine at GLEQ Business Plan Competition
Midland-based companies made a strong showing at this
year’s Great Lakes Entrepreneurs’ Quest (gleq) annual
statewide business plan competition. Advanced Battery
Concepts won three prestigious gleq awards totaling
$27,500 in prize money, and Kinetic Wave Power took
the $25,000 grand prize in the Emerging Company

category for its unique technology to use renewable
energy contained in ocean waves. Advanced Battery
Concepts has developed battery electrode technology
enabling dramatic improvements in battery performance
while lowering costs.
Participant entrepreneurs in gleq’s twice-yearly
competition have received $32.1 million in funding from
Michigan’s 21st Century Jobs Fund and millions more
in private investment. Past winners and participants
include: Velcura Therapeutics, t/j Technologies, Adaptive
Materials, SensiGen, Accuri Cytometers, Compendia
Bioscience, ElectroJet and Envigia. Registration for the
next competition opens August 24 with awards to be

Manufacturing Diversification Summits
Helping Suppliers Find New Markets
The medc partnered with mid-Michigan economic
development organizations in June for the Automotive
Diversification Summit held at Saginaw Valley State
University. An audience of more than 150 learned about
strategies for converting capacity to advanced energy
technology, medical device, aerospace and homeland
security/defense manufacturing. It was the seventh of 13
statewide summits targeting more than 2,500 companies
with a goal of $150 million in contracts, outreach to 300
companies to be serviced by industry experts and 25
companies receiving certification assistance from the
Michigan Manufacturing Technology Center. The next
Forbes Ranks Pure Michigan as One
of All-Time Best Tourism Campaigns
The award-winning Pure Michigan tourism campaign has
received another accolade, this one from Forbes, naming it
among the 10 best travel campaigns of all time. On the
heels of an incredibly successful national cable television
campaign that launched March 30, this recognition
is another reminder that when it comes to travel and
tourism, Michigan is making its mark.
Forbes ranked the Pure Michigan campaign sixth best,
saying, “this campaign sells with its simple and universal
message: that sometimes we all need to get away from
life’s stresses and relax a bit.” Clearly, the three judges
agreed. Ranking the campaigns were Peter Greenberg,
travel journalist; Rudy Maxa, contributing editor with
National Geographic Traveler magazine; and Tom
Parsons, publisher of BestFares.com.
The Pure Michigan tourism campaign went national
for the first time this year and ran through June on 15
cable channels: Golf Channel, Travel Channel, a&e, Bravo,
Style, Fine Living, hgtv, Food Network, tlc, e!, diy
Network, cnn, msnbc, cnbc and Fox News. For each
dollar Michigan spent on out-of-state advertising from
2004 through 2008, new visits to Michigan stimulated
by that advertising created more than $40 of spending
at Michigan businesses and generated $2.86 in new state
tax collections.

showcasing Michigan’s greatest assets, activities and

GE Bringing Technology and Training
Center to Western Wayne County
The General Electric (nyse: ge) Advanced Technology
and Training Center coming to Michigan, as announced
in June, will be located at Visteon Village in Van Buren
Township (western Wayne County). The company plans
to make a significant financial investment in the new
center expected to create 1,200 direct jobs and more
than 1,600 indirect and spin-off jobs.
The tech center, expected to open later this year, will
focus on development of advanced manufacturing technology and software and serve as a training hub for GE
information technology professionals. A 100,000-squarefoot research center to be established at the site will
be part of GE’s Global Research network. It will house
scientists and engineers engaged in development of nextgeneration manufacturing technologies for GE’s leading
aircraft engines, gas turbines, renewable energy and other
high technology products.
Mega approved a state tax credit valued at
$73.9 million over 12 years to help win the tech center
over competing sites in other states. Wayne County and
Van Buren Township worked closely with the medc to
win GE’s investment and have committed to support
the project.
GM Picks Michigan over Tennessee,
Wisconsin for New Small Car Production
General Motors’ decision to invest up to $700 million
to build its future small car at its assembly plant in

Orion Township and stamping plant in Pontiac will
restore approximately 1,400 jobs in total—1,200 at Orion
Assembly and 200 at Pontiac Metal Center, Building
No. 14. Retooling of both plants is expected to begin in
late 2010. The Orion plant currently makes the Chevy
Malibu and the Pontiac g6 sedans and was scheduled for
standby idling in September.
Mega approved a $779-million, 20-year state tax credit
package. Orion Township offered a 25-year, 100-percent
personal property tax abatement valued at $100 million
over 25 years to win the investment for Michigan over
competing sites at Janesville, Wisconsin, and Spring Hill,
Tennessee, Oakland County offered $136.5 million in job
training funds.
Alma Products Expanding,
Relocating Operations from Illinois
The 65-year-old subsidiary of ETX Transmissions
Inc. started life as a remanufacturer of clutch and disc
assemblies for manual transmissions for Ford Motor,
later expanding to production of original equipment
assemblies. Now the remanufacturer of air conditioning
compressors, torque converters, clutch and disc assemblies and transmissions plans to invest $1.9 million in
relocating the remanufactured transmission operation
of etx Transmissions Inc. from Mundelein, Illinois, to
Alma. The company currently has 187 employees in
Michigan. The move is expected to create 158 new jobs,
including 76 directly by the company and 82 indirect

L.A.-Based Insurance Management
Services Firm Expanding in Kent County
Farmers Group Inc., an insurance management services
provider, plans to invest $84.4 million to expand their
operating capabilities on the grounds of their existing
Caledonia Township location in Kent County. The
Farmers Insurance Group of companies, headquartered
in Los Angeles, is the third-largest writer of both personal
private lines of automobile and homeowners insurance.
It currently has 2,014 employees in Michigan. The
expansion includes a print and distribution center, call
center growth space and a training facility, which is an
expansion of the University of Farmers Grand Rapids,
to provide training for approximately 5,000 employees
and company agents each year. The project is expected
to create 2,727 new jobs, including 1,600 directly by the
company, with the increased economic activity generated
by the project producing an additional 1,127 indirect
jobs. State incentives $62.5 million helped convince the
company to expand in Michigan over competing sites
in other states, in addition to job training funds of up to
$335,000 through the economic development job training

The family-owned supplier of croutons, cereal, snack
mixes and dry-mix products for major food companies
since 1923 has 657 employees in Michigan and plans to
invest $60.5 million to add new lines at its Kentwood
facility to make products for independent businesses.
The project is expected to create 3,168 new jobs, including 1,500 directly by the company and an additional
1,668 indirect jobs. State and local tax credits valued at
$20.1 million over 10 years helped win the project for
Michigan.

for New Phase of Growth
Axiobionics llc is a developer and marketer of new and
innovative medical devices for pain control and neuro
rehabilitation in patients with brain and spinal cord
Zeeland Company Expanding to Produce
Flexi-Tanks for Shipping Containers
Holland Awning Co. d/b/a/ Integrated Fabric Resource,
a custom designer and manufacturer of fabric-based
packaging products servicing the auto industry, plans
to invest $3.7 million to expand in Holland Charter
Township for production of flexi-tanks for bulk-liquid
shipping. The company currently has 88 employees in
Michigan. The project is expected to create 510 new jobs,
including 270 directly by the company. State and local
tax credits valued at $2.1 million over seven years helped
convince the company to expand in Michigan instead of

Aerospace Manufacturer In-Sourcing
Tech Development to Muskegon Plant
Johnson Technology is an aerospace manufacturer and
producer of jet engine components for military and
commercial operations. It was formed nearly 45 years
ago but has been wholly owned by General Electric
since 1997 and has 435 employees in Michigan. The
corporation plans to invest $15 million to in-source
tasks at its Muskegon plant instead of paying suppliers
or competitors in five states to develop a new high-tech

for the manufacture of utility-scale wind turbine blades
and other composite parts for the wind energy industry
in Holland, the company plans to invest approximately
$37 million and create 2,599 total jobs, including 1,068

years helped convince Energetx to opt for a Michigan

RS Technologies Expands
High-Tech Manufacturing Operations
The Dexter-based designer and manufacturer of infrared
sensors for automotive, medical, aerospace and security
applications has 58 employees in Michigan and is
RS Technologies Acquisition Corp. is a subsidiary of
pcb Pieztronics, which is a high-tech manufacturing
company with over $100 million in annual revenues. The
new Michigan company plans investment of $1.7 million
to expand its line of threaded-fastener torque tension
test systems at is facility in Farmington Hills. The project
is expected to create 228 total jobs, including 40 jobs
directly by the company and an additional 188 indirect
jobs. State and local tax incentives valued at $428,518 over
seven years were approved to encourage the company to
expand in Michigan over a competing site in New York.

Ralco Industries supplies welded assemblies, metal
stampings, design, prototype and tooling for the
automotive industry and was recently recognized as a
finalist for the progressive manufacturing award from
the magazine Managing Automation. Now the company,
which has 50 employees in Michigan, is preparing to
invest $6.4 million to expand in Pontiac. The project
will create 375 total jobs, including 108 directly by the
company, and also retain 50 jobs. The medc estimates that
increased economic activity created by the project will
create an additional 267 indirect jobs. State tax credits
valued at $1.6 million and $969,871 over seven years were
offered to encourage the company to expand in Michigan
over a competing site in Tennessee. For more information,

Sunroof Supplier Plans to Consolidate
Kentucky Operations to Michigan
Webasto Roof Systems, which has 490 employees
in Michigan, is the largest North American supplier
of sunroof and panorama roof systems to auto
manufacturers. Due to economic conditions, demand
is only sufficient to keep one of its three sunroof
manufacturing operations open, so the company plans
to invest $3.6 million to move two assembly lines from
Kentucky to Rochester Hills. The project will create 208
Michigan jobs, including 61 directly by the company and
retain 525 jobs, including 153 at the company. State and
local tax incentives valued at $616,630 (for new jobs) and
$1.08 million (for retained jobs) convinced the company

Manufacturer Bids on Defense
Contracts, Plans Expansion in
S.W. Michigan
Fab Masters, founded in 1984, a manufacturer of custom
aluminum machined and fabricated parts, is bidding on
federal contracts with the u.s. Department of Defense for
various mortar and artillery components. The company,
which currently has 87 employees in Michigan, plans to
invest $8.4 million to expand its facility in Marcellus
(Cass County) if the contracts are won. The project will

Michigan, had two locations that produce acoustical
wet-felt tiles—in Mississippi and L’Anse (Baraga
County)—and chose to close its Mississippi location and
invest $7.6 million to consolidate operations in L’Anse.
The project will create 271 Michigan jobs, including
109 directly at the company. A state and local incentive
package valued at $3.1 million over 12 years helped win
the project for Michigan over a competing site in Ohio.

COMMUNITY SUCCESSES
Michigan’s brownfield redevelopment
program is among the most competitive
in the country.
Over the course of the last 10 years, Michigan’s
brownfield redevelopment program has been
instrumental in redeveloping over 500 sites throughout
the state generating an actual investment of $2.5 billion.
Brownfield redevelopment represents an opportunity
to redesign and enhance our communities and often
has a profound effect. The removal of a blighted
building, increased tax revenue, job creation, downtown
revitalization, or elimination of a contaminated site are
all benefits communities can see through the use of
this incentive. The continued investment in brownfield
redevelopment will help Michigan’s economic recovery
and benefit our communities for years to come.
Bay City Parking Lot to be Transformed
to Social Security Admin Building
Construction will soon start on the redevelopment
of .9 acres of commercial property in downtown Bay
City that has been vacant since approximately 1996 and is
currently an asphalt-paved parking lot. The property will
be transformed into a 7,900-square-foot office building
whose tenant will be the Social Security Administration.
The $1.85 million project will create 30 new full-time jobs.

Property on Holland’s Lake Macatawa
Slated for Demolition, Redevelopment
The city of Holland Brownfield Redevelopment Authority
is proposing to redevelop multiple parcels of property on Lake Macatawa. The project will include the
construction of 27 new residential town home units
and a marina. Several unused, obsolete buildings will be
demolished to allow this new construction to take place.
The companies will invest at least $10 million in the
project, which will create up to 12 jobs.
Three More Kalamazoo Companies
Receive Funding to Hire Former
Pfizer Scientists
Three more Michigan companies, all based in Kalamazoo,
will receive loans under the state’s Company Formation
and Growth (cfg) fund, an initiative aimed at retaining
Pfizer talent and assets in the state. The msf board
approved the funding that will be used by the companies
to hire former Pfizer scientists. Two were approved for
loans of $100,000 each and a third for a loan of $50,000.
To date, the cfg has approved $6.9 million in loans to a
total of 32 life-science companies in Ann Arbor, Chelsea,
Jackson, Livonia, Kalamazoo and Portage. Approved for
funding in June:
COMMUNITY SUCCESSES
ADMETRx, a contract service company supporting
drug discovery, located in state-of-the-art laboratory
space in the Southwest Michigan Innovation Center
business incubator, will use its $100,000 loan to hire two
ex-Pfizer scientists. It was approved for a $250,000 cfg
loan in November 2007.
Metabolic Solutions Development is developing
innovative therapeutics using a different pharmacological
path to treat Type 2 diabetes. Its first clinical development
candidate is now in Phase ii human trials. The company
will use its $100,000 loan to hire two former Pfizer
scientists.
Velesco Pharmaceutical Services, started in 2007 by
former Pfizer scientists, focuses on supporting the early
stage work of pharmaceutical companies. The company
will use its $50,000 loan to hire an ex-Pfizer scientist as
manager of a new clinical trial material manufacturing
facility in Kalamazoo. Velesco was approved for a
$450,000 cfg loan in May 2008.
The msf created the $8-million Company Formation
and Growth fund in June 2007 to accelerate company
formation and growth and job creation based on
employees, technologies and high-tech equipment
left behind when Pfizer closed facilities in Ann Arbor,
Holland, Kalamazoo, Plymouth Township and Portage.
