Rain Day fun!
"Some kids have all the fun." That's Commissioner Blair
Zimmerman sitting on the bench in the dunk tank during
the Rain Day festivities on July 29, downtown Waynesburg.
Even though it didn't actually rain that day, Blair was
enjoying the water in the hot temperatures. Sunshine
drenched the festival and brought a steady crowd to High
Street to enjoy the annual street fair. The Rain Day
committee had plenty of “fun in the sun” activities planned
for the day with several vendor booths' of food, crafts, facepainting,
and
many
activities
for
all
ages.
As of midnight on July 30, no rain was recorded in the
borough, which would make it just the 28th time in the
142-year history of Rain Day there was no rain, and the
first time since 2012. FMI, check out the Rain Day website

Nine selected to receive county scholarships
Nine Greene County high school graduates have been selected as the recipients of the 2015 County of
Greene/West Penn Power Scholarship. The scholarship is awarded annually to eligible graduating seniors
who plan to attend Waynesburg University and represents a $1,000 award to be used toward each student’s
first year of enrollment. All nine students began courses at Waynesburg University on August 24.
The scholarship recipients are:

Caitlin Brooks, Waynesburg Central High School. Brooks, the daughter of Valerie and Carl Brooks of
Waynesburg, will study mathematics.

Allie Christopher, Carmichaels Area High School. Christopher, the daughter of Tamara and Kenny
Christopher of Carmichaels, will study exercise science.

Matthew Desrosiers, Waynesburg Central High School. Desrosiers, the son of Danielle and Michael
Desrosiers of Waynesburg, will study criminal justice.

Devan Doman, Carmichaels Area High School. Doman, the daughter of Patricia and Thomas Doman,
Jr., of Carmichaels, will study biology.

Madison Dupont, Jefferson-Morgan High School. Dupont, the daughter of Helen and Duane Dupont
of Clarksville, will study nursing.

Taylor Horr, West Greene High School. Horr, the daughter of Nancy and Mark Horr of Holbrook, will
study human services.

William VanNorman, West Greene High School. VanNorman, the son of Darlene and David
VanNorman of Wind Ridge, will study athletic training.

Emily Wagner, Mapletown High School. Wagner, the daughter of Jennifer and Donald Wagner of
Garards Fort, will study English-secondary education.

Meghan Wolfe, Jefferson-Morgan High School, Wolfe, the daughter of Suzy Trueblood of Waynesburg,
will study business.
“Congratulations to the recipients for all of their hard work throughout their academic careers,” said
Commissioner Chuck Morris, chair of the Board of Commissioners. “We wish them the best in their future at
Waynesburg University.”
The nine recipients met the scholarship’s criteria, which included a cumulative high school GPA of at least
3.0 and acceptance to Waynesburg University entering as a new, non-transfer student for the Fall 2015
semester. Applicants also had to submit a list of honors and activities and responses to two essay questions.
Scholarship applications were sent earlier this year to high schools in the county’s five school districts –
Carmichaels Area, Central Greene, Jefferson-Morgan, Southeastern Greene and West Greene.
Funding for the scholarship was made available through Allegheny Energy, Inc., as part of an agreement
reached with Greene County in 2008 related to the Trans-Allegheny Interstate Line (TrAIL) project. In the
agreement, Allegheny Energy subsidiary Trans-Allegheny Interstate Line Company (TrAILCo) agreed to
contribute $750,000 to the county for educational, environmental, public health and community
infrastructure projects.
In June 2009, the Greene County Commissioners and officials from Allegheny Energy, Inc. – which
subsequently merged with FirstEnergy Corp. – presented Waynesburg University with $100,000 to start the
scholarship, and a second $100,000 gift was presented in 2010. In 2011, the commissioners and officials
from FirstEnergy made a final donation of $50,000 to the scholarship fund, bringing the total to $250,000
and ensuring the scholarship’s permanent endowment at Waynesburg University.

Formerly known as the County of Greene/Allegheny
Energy Scholarship, the merger necessitated a slight
change in the scholarship’s name to include West Penn
Power, FirstEnergy’s Pennsylvania subsidiary.
During the scholarship’s inaugural year, five 2010
Greene County high school graduates each received
$1,000 awards. The number of recipients increased in
2011, allowing multiple students from each high school
to receive $1,000 scholarships. Nine students received
scholarships in 2011, and 10 students were awarded in
2012, 2013 and 2014.
Applications for the 2016 County of Greene/West Penn
Power Scholarship will be available this winter for
members of the 2016 graduating classes.

Recreation offering women’s introductory sporting clays class
Just before the Labor Day holiday weekend, the Greene County Department of Recreation will
offer a free three-day introductory sporting clays class for women. “Women’s Intro to Sporting
Clays” will be held at 5:30 p.m. Monday, Aug. 31, Wednesday, Sept. 2, and Friday, Sept. 4, at
Hunting Hills in Dilliner.
Classes are free for women ages 15 and older who have not previously taken the classes, which
began in 2011. The deadline for pre-registration is Thursday, Aug. 27, and class space is limited.
Each student must submit a signed waiver.
Certified National Sporting Clays Association Level 1 instructors Chuck Mallory and Randy Coss
will lead the classes, which will cover the fundamentals of clay target shooting. Students are
expected to become familiar with different types of guns, techniques of stance and how to mount
a gun. Students will also view a variety of trap positions and clay speeds and sizes, and try
shooting targets.
Students should bring their own 12- or 20-gauge shotgun, over-and-under or semi-automatic, as
well as eye and ear protection. Loaner guns, shells, and eye and ear protection will also be
provided on site.
The “Women’s Intro to Sporting Clays” classes are sponsored by the Greene County
Commissioners, CONSOL Energy, Hunting Hills, Friends of the National Rifle Association and

New assistant district attorney hired
County officials welcome Andrew Lock who was hired in July as a Greene
County Assistant District Attorney. He was chosen by District Attorney
Marjorie Fox for many reasons; one being his military background. "His
military experience translates into dedication that will serve us well," Fox
said.
Lock took the oath of office on Friday, August 7, while his wife stood by his
side for the ceremony that was held in the county courthouse.
Andrew is a native of Bethlehem. He attended Carnegie Mellon University
on an Army ROTC Scholarship. After graduating in 2007, he continued his
education at the University of Pittsburgh School of Law and graduated in
2010.
Later that same year, he was admitted to practice law in Pennsylvania. After only a year of practicing
law, Lock decided to serve in the U.S. Army as an Explosive Ordnance Disposal Officer assigned to the
Yakima (Wash.) Training Center. After completion of his military duties, including a tour in Afghanistan,
he returned to Pennsylvania.
Lock stands prepared to serve the people of Greene County with the same vigor as he demonstrated with
the U.S. Army, ensuring that their community remains a safe place to live, work, and raise a family.

“New faces in the Conservation District”

The Greene County Conservation District welcomed their two summer interns for 2015, Alex Rush
and Travis Basinger. Both are Greene County natives and are students at California University of
Pennsylvania, where they study environmental science and geology, respectively.
Alex and Travis have been working on various projects with the Conservation District since midMay, and have been instrumental in installing in-stream data loggers at various locations across the
county. These devices allow for continuous monitoring of the water quality in streams. This data is
being used to develop a baseline of water quality and to detect changes that may occur over time.
The pair has also been completing stream habitat assessment at various locations within the South
Fork Ten-Mile Creek Watershed as part of the larger assessment project.
In addition to their work on the Conservation District’s water quality monitoring projects, they have
been trapping mosquitoes as part of the West Nile Virus monitoring program. They trap mosquitoes
at various locations across the county and send them to a state laboratory for testing.
Throughout the summer, Alex and Travis have continued working on these projects as well as other
conservation and environmental education projects. Their time at the Conservation District will
provide them with valuable experience that will help them in their careers. In addition to that, their
diligent work as part of the Conservation District is making a difference in Greene County.

Tourism Office Intern
Anna Artkowsky of Waynesburg recently completed her third summer
interning with the Greene County Tourism office. Anna is currently
heading into her junior year of college this fall at John Carroll
University in Ohio, where she studies journalism and integrated
marketing. She is a 2013 graduate of Waynesburg Central High School
and began working for Tourism right after she graduated.
As an intern, Anna’s work included answering the phone, creating
spreadsheets, posting events on Facebook, setting up for and working
events, updating the Tourism website, organizing and inventorying all
of the brochures and items sold in the office, soliciting ads for the
Greene County Visitors Guide, and creating surveys, among other
duties.
"Working in the Tourism office the past three summers has been a blessing," Anna said. "I have learned a
great deal of public relations work as well as improving my communication skills, learning how to keep
things around the office in order, and how to work events. I have discovered what I am interested in within
the communications field, as well as what I am not interested in.
"Also, throughout my experience as an intern, I have gained two role models, Liz Menhart and Candace
Tustin. They have been a very big influence throughout my time working in the office. I have looked up to
their discipline, dedication, and hard work they put into their jobs as well as the community. I am grateful
for being able to learn from them over the years."
In her spare time, Anna loves being involved in activities and events at school, playing soccer, and getting
to know new people every day, a skill she put to great use in the Tourism office.
"I have enjoyed my time at the Tourism office and have learned a great deal about myself and the office, as
well as things you can do in Greene County and around the area,” Anna said. “From the start of that first
summer till the end of this summer, I have learned a lot about myself and the office."
Chelsea Wood Wedding

Landing were married on August 8th, 2015 at 3:00 pm at
Thistlewaite Winery in Jefferson by The Honorable District
Judge Lee Watson. The reception was held at the

Department Social Hall. The Woods went to Punta Cana in
the Dominican Republic for their honeymoon the week of
August 16th thru the 23rd.
Chelsea began working for the county in 2008 as a daycamp counselor for two summers. She then went to college
at Cal U and graduated with a Bachelor’s in Gerontology. In
February of 2014, she was hired as a CYS Caseworker.
Andrew has worked for C&J Welding and Construction for
the last 6 years and is currently a General Foreman for C&J
at Consol Energy-Bailey Mine, Dry Ridge Portal.
The Woods currently live in Rices Landing in the home they
bought together with their boxer, Roxy. They plan to expand
their family within the next few years.

Human Resources/ Payroll Intern
Katherine (Katie) Shaffer is one of our many summer employees working on
an internship during her college break. She grew up in Rices Landing and
has lived in Greene County her entire life. Katie will be a junior this fall at
Thiel College, Greenville, PA, majoring in business/marketing. She is on both
the basketball and track teams at Thiel, and is a member of the Chi Omega
Sorority.
She has helped in payroll this summer by scheduling interviews for summer
hires and helping seasonal hires fill out new-hire paperwork. Summer hires
this year also had to have 3 clearances before they could work, and Katie did
a great job of keeping track of everyone’s clearances and paperwork in order.
HR processed approximately 175-190 seasonal employees this year.
She also helped Cara Cox, our HR Specialist, in payroll with implementing
the new parking passes; and with other office duties such as filing and
sending out benefit packets. Katie was a great asset to the office and was a
great example of an intern with respect, a good attitude, and gratitude for
being hired.
The Commissioners want to thank Katie for her dedication and hard work,
and wish her the best in her future endeavors. Katie's last official day of
working here was August 14.

Sheriff for our Greene County Sheriff, is
so very proud of his little angel, who is
growing up too fast he says. Ryannah
Lynn Koffler was born last November 26
and now weights 18 lbs. She is so
special to Ryan and has made his life
complete.
Nicole Fullen became Mrs. Matthew Roberts on June 6 at the
Carmichaels First United Methodist Church, where they are
both members. The reception following the wedding was held
at the Rices Landing Fire Hall.
The couple was high school sweethearts, and dated for a
couple more years during college. Then they went separate
ways, but resumed their relationship in the fall of 2013.
Nicole is a Social Service Aide with our Greene County Human
Services/ Family Center, while Matt is a certified welder with
Conomos (industrial painting, construction, and sandblasting).
Keshia Weaver Wedding
Keshia Shellot married Jeremy Weaver on June 27, 2015,
at the Greene Valley Church of God in Crucible. Their
reception was held at Pumpkin Run Park in Rices Landing
(it rained the entire morning and she was terrified that
they wouldn’t have a reception but around 1:00 pm the
rain cleared up and they ended up having a wonderful
day!), Keshia’s parents’ are Eugene Shelott and Crystal
Neil and Jeremy’s parents are Jeff and Tracy Weaver.
They went to Kill Devil Hills in the Outer Banks, NC, for
their honeymoon.
Keshia is a Caseworker Supervisor in CYS.
Excitement for the Menhart's
Dreams do come true, if you're patient and
want it badly enough! Liz Menhart is our
Greene County Tourism Director and has
worked for the county for several years.
Her husband, Ben, also worked for the
county in our IT Office, before moving on to
other endeavors. They now have a 2-1/2
year old son, Elijah (who is out there on
the construction site helping out!). Ben and
Liz purchased the land for their new house
last winter, and have finally broken ground
and are building their new house, located
out in Franklin Township.

SPEEDERS BE WARNED
If you have seen white lines popping up all over Greene
County roads and thought to yourself, “I wonder what
those are for?”, then wonder no more. In an effort to
help cut down on speeding and aggressive driving on
county roads, Greene County Sheriff Brian Tennant and
members of his office are using the lines to enforce the
speed limit.
The Sheriff’s Office currently has 2 Vascar Units
installed in their vehicles and stop watches to enforce
speeding. “Both types of devices are commonly used by
other law enforcement agencies throughout the
Commonwealth of Pennsylvania,” Tennant said. All 3
devices have been certified and are currently in service.
Tennant stated, “Law enforcement in Greene County is sparse and all agencies do as much as they can,
but the fact remains that there are a lot of roads and not enough law enforcement to go around. This is
an effort by the Sheriff’s Office to complement what other agencies are doing and to help ensure our
citizens are safe on and around the roadways.”
There are currently numerous lines which the Sheriff’s office can utilize for speed monitoring and
enforcement throughout the county with plans for more. “The lines will be from New Freeport to Rices
Landing, Dilliner to Wind Ridge and many points in between,” Tennant added. “We have tried our best to
determine where our resources and efforts will be best utilized to help keep Greene County safe.”
Redevelopment Authority — Love it or List it!
David Calvario, Executive Director for the Redevelopment Authority of Greene County, is happy to report
a few exciting happenings:



We have entered into a sales agreement on the Bunner Hill house in Dunkard Township. The
couple are in their mid-30s, have two young children, and this is the first time they have owned a
house.
We continue to look for and purchase properties to rehab.
We have entered into an agreement with Threshold Housing Development out of Uniontown to
rehab a house we recently purchased in Rices Landing. Threshold put in the new housing
development in Crucible around 2001.
This house on Bunner Hill Road in Dunkard
Township was recently renovated by the Greene
County Redevelopment Authority and now has a
pending sales agreement.
The Dunkard Township home was in foreclosure and
donated to the authority by Well Fargo Bank,
Calvario said. Wells Fargo also has donated another
house to the authority on Cherry Alley in
Waynesburg.

Dalene Watson, Director of Veteran Affairs of Greene
County, has set in motion a plan for a Mini-Stand
Down to help our Veterans. This would be a collection
of free nonperishable food, clothing (men, women,
children and babies), shoes (men, women, children
and babies), coats, household items (anything
needed to keep a household running), or monetary
gift cards to local grocery stores. These items would
be distributed to our Veterans of Greene County who
have given so much.

Greensboro handicap accessible launch
Greensboro announced their grand opening of their
Canoe and Kayak Launch (held at 1pm on Saturday,
August 22). The public was cordially invited to attend
the celebration of the Grand Opening of Potters'
Landing, its handicap accessible canoe and kayak
launch. Come and enjoy this new and beautiful site on

several of the wanted individuals have been arrested, removed from the top-ten listing, and replaced with other topten wanted persons. Anyone who uses this information to commit a criminal act against another person is subject
to criminal prosecution. Under no circumstances should anyone other than an authorized law enforcement official

Mechanical failure closes waterpark: Due to an unexpected mechanical issue, Alpha Aquatic Comm-unity
Center and Waterpark in Waynesburg is now closed for the remainder of the 2015 swimming season.
The waterpark was originally scheduled to be open this week and closed the week of Aug. 31-Sept. 4 as local
students returned to school. The facility would then reopen for the Labor Day holiday weekend and officially
close for the season Monday, Sept. 7. However, due to the mechanical failure, the Greene County
Department
of
Recreation
has
made
the
decision
to
close
the
pool
early.
Carmichaels Pool in Carmichaels and Mon View Pool in Greensboro both closed for the season Saturday,
