The following changes and/or clarifications are made to the Specifications and Contract
Documents of Invitation to Bid for the Mill Bay Road Pavement Rehabilitation FY2017 PN 1702/5036 project:
A. Mill Bay Road Pavement Rehabilitation: CONTRACT DOCUMENTS AND
SPECIFICATIONS
1. Section 402 – ASPHALT CONCRETE PAVEMENT, Article 402.2 - Composition of
Mixture – Job Mix Design
Replace subsection “C” from Addendum No1_Mill Bay Road Pavement Rehabilitation
FY2017 PN 17-02 dated July 22, 2016 with the following:
C. Course Aggregate (retained on the No. 4 sieve): Crushed stone or crushed gravel
consisting of sound, tough, durable rock of uniform quality. Free from clay balls,
vegetative matter or other deleterious matters. Not coated with dirt or other finely
divided mineral matter. The asphalt aggregates shall meet the following requirements
according to station range:

2. General Questions/Answers;
a. Question: “The original Bid Proposal for the basic bid had a Leveling Course
quantity of 277 TN. The revised Bid Proposal for the basic bid, issued with
addendum #1, has a Leveling Course quantity of 166 TN and a RAP quantity of
166 TN, which totals 332 TN. Why did the quantity change if the digout typical
still shows 3” of D1 or RAP below the new pavement? Also, it doesn’t seem
necessary to have a D1 and RAP item. In situations like this, the D1 spec
generally allows us to use RAP in lieu of D1 as long as it meets the specifications.
Basically, the contractor decides which method he would like to use and prices
the work accordingly. The issues outlined above also apply to the alternative #1
and alternative #2 bid schedules.”
i. Answer: The revised quantities of RAP and D1 included in Addendum #1
dated July 22, 2016 have been determined to be more accurate than the
previous estimated quantities included in the original Contract Documents
and should be used in determining the bid amount. The Bid Proposal
included in Addendum #1 for the Basic Bid, Add Alt #1 and Add Alt #2
will not be revised and will include both Bid Items 205(1) Borrow
Leveling Course, D-1 and 205(2) Recycled Asphalt Product (RAP).
b. The revised Bid Proposal does not include a Traffic Control item paid on a
contingent sum basis. That item seems like a must since the contractor does not
have an approved TCP to tell him/her how many devices, flaggers, etc. are
necessary for determining a bid price. Without this information the contractor can
only make risky assumptions about what is necessary. High risk items generally
have a great deal of contingency to help account for the unexpected. It would be

in the best interest of the city to have a contingent sum traffic item to pay for
devices and hourly flagging as needed.
i. Answer: Using the two attached approved Traffic Control plan example
from the 2015 Mill Bay Road Pavement Rehabilitation work, provided by
the City of Kodiak, and the Contractor’s estimated project schedule it is
anticipated that a Lump Sum value for item 802(2) Traffic Maintenance
can be determined.
c. The Erosion and Pollution Control item paid on a contingent sum basis was also
removed with addendum #1. This also seems like a necessary item to pay for
Erosion and Pollution control work on a Time and Materials basis as the need
arises.
i. Answer: Within the project limits all stormwater runoff is captured in the
existing storm drain system. Assuming the use of standard BMPs and an
estimated project schedule it is anticipated that a Lump Sum value for item
803(1) Erosion and Pollution Control Plan can be determined.
There are no changes to the Bid opening Time and Location.

*Safeway Traffic Use Von Scheele Entrance from Selief Rd. for Access.
*Walmart Traffic Use Island Lake Rd. Entrance for Access.
