Morinville ranks best in province for
its business-friendly taxes, says CFIB

Morinville holds a virtuous first place among
Alberta municipalities for fair business tax rates, according to the Canadian Federation of Independent
Business.
The CFIB released (Dec. 7) Entrepreneurs Deserve Property Tax Fairness, a report targeting the
“property tax gap,” the difference between residential owners pay and what commercial property
owners are paying.
Its findings indicate that on average commercial
property owners in Alberta pay almost two and a
half times as much, based on the same assessed
value of property.
In 2014, the differential between commercial
and residential property tax mill rate was 2.43 in
2014, down slightly from 2.45 in 2013.
However, in Morinville there is no tax gap, as the
rate of tax on residential and commercial properties
is the same. That results in a rating of 1.00, which
it shares with High River.
“Many local governments are currently deliberating municipal budgets and the property tax hikes
that seem to inevitably come along with it,” stated
Amber Ruddy, CFIB’s Alberta provincial affairs director.
“Unfortunately, far too few municipal governments seem to be taking Alberta’s current economic
climate into consideration. There is only so much
independent business owners can take on the chin
before they reach a breaking point.”
The report analyzes residential and commercial
property tax rates levied by Alberta’s 86 municipalities with populations greater than 5,000 from
2003 to 2014, the most recent data available province-wide.
Morinville neighbour Sturgeon County has a tax
gap of 2.79, while St. Albert is at 1.42.
Among Alberta’s 18 cities, Calgary and Edmonton have gaps of 3.73 and 2.65 respectively. According to the CFIB, while Calgary has a bigger gap,
Edmonton residents and businesses pay substantially more on the same assessed value.
The County of Wetaskwin is identified in the
report as the worst property tax offender in the
province, with a gap of 6.75, which is actually down
1.69 points from the previous year
A county residential tax bill on $100,000 of
assessed value would be $193, while businesses
would pay $1,305.
The CFIB is recommending that provincial and
municipal governments take steps to make the
property tax system “more balanced” over time:
Introducing legislation to put a cap on the maximum tax gap allowed;
• Reduce the tax gap through restraint in operating spending; and
• Hold operating spending growth to no more
than the rate of inflation and population growth.
“Mayors and councils must hold to line on property taxes. Anything short of that demonstrates
their priorities don’t align with the current challenges entrepreneurs are facing,” stated Ruddy. The
property tax report is available at www.cfib.ca/
ab.
This past September the CFIB issued a report
denouncing what it called municipal overspending in
Alberta, said to amount to $13.8 billion since 2003,
and $2.9 billion in 2013 alone.
The report gave the province’s municipalities a
numerical ranking from 1 to 180. The higher the
number, the worse the municipality is considered
to be overspending. Morinville received a score of
90, compared to 78 for Redwater, 67 for Sturgeon
County, 57 for Gibbons, 53 for Bon Accord and 38
for Legal.
These ratings are based on the concept that
sustainable government spending involves holding
operating spending in line with population and inflation growth.

Distracted drivers - get ready

Updating your Facebook status behind the
wheel could net you three demerits in addition to
the current $287 fine after Jan. 1.
The province announced the increase in penalty Dec. 10, citing research they say suggests
driver distractions contribute to 20 to 30 per cent
of all collisions. Further, distracted drivers are
three times more likely to be involved in a collision than attentive drivers.
Minister of Transportation Brian Mason said
there were 87,000 distracted driving convictions
from September 2011 to March of 2015.
The government says male drivers accounted
for two-thirds of all convictions between 2014
and 2015 with male drivers aged 22 to 34 years
having the highest convictions. “Despite our best
efforts, distracted driving remains a real danger, with convictions increasing year over year,”
Mason said in a release. “Given these numbers,
we are following through on Albertans’ wishes for
stronger penalties for distracted driving.”
Deputy Commissioner Marianne Ryan, Commanding Officer of the Alberta RCMP, was
pleased with the government news.
“On behalf of all police and emergency services in Alberta – don’t drive while distracted,”
she cautioned. “Distracted driving can be deadly,
and although police will be enforcing distracted
driving laws, all drivers can make Alberta’s roads
safer.”
The new rules take effect Jan. 1; however, any
driver charged with distracted driving before that
date will not be assigned demerit points, even if
the $287 fine is paid in the new year.

Collecting toys of Christmas past

For the past five decades, Ron Cust has been accumulating toys. Whether it was small scale replicas of the
cars he dreamed one day to drive or vintage automobiles
he cruises around town, the retired fire chief has a love
for four wheels and an engine. For the past week, Cust
and some other local toy collectors have been showcasing
their vintage cars, trucks, dolls, games and unique hockey tables at Smith Music for others to enjoy.
Some of the toys Cust and his friends have brought in
are unique items made between the 1950s to the present
day.
“The interest was sparked when I was younger. My dad
always commented on how I enjoyed trying to describe
which vehicle was coming down the road and understanding which make and model it was,” Cust recalled, adding
that while he enjoyed the real cars, he also enjoyed playing with the miniature replicas his parents would buy for
him. “Also, I was sick for a bit, and as a gift they would
bring into the hospital always these Matchbox cars for
me.”
Cust’s collection includes many original Matchbox cars
in their original boxes, play toys from his childhood that
are now cherished collectibles from a bygone era.
Some of those prized possessions include a Corvette
Stingray toy made by Eldon that used air compression to
steer the car in an age where electronics were not commonplace in toys. Another highly prized item is a 1959
Esso station made in Jamaica by Lesney, as well as a few
of the company’s original hand-painted vehicles from the
early 1950s.
“Those Lesneys were hand painted by the local residents, and they were die cast and crimped on the ends
by local men that made a living with them,” Cust explained. “They’re kind of unique. We forget that Mattel
and Hot Wheels that are produced now were based on
that original design that was made by Lesney back in the
1950s.”

dolls, records, board games, video games and consoles all join some pure
Canadiana — three vintage table hockey games. The display’s original Munro hockey game was created in the Depression years by a father and his
two sons from coat hangers and a ripped apart coal bin.
That hockey game was produced in large quantity thanks to a lucrative
contract from Eaton’s. The game continued in production until 1954. The
display also includes a 1981 version of Coleco’s traditional table top hockey
game created in the 1970s as well as a 1970s Phil and Tony Esposito magnetic game, a product Cust has only seen two of, one of which was in the
Hockey Hall of Fame.
Whether it is reminiscing over hockey games of years gone by or talking
about the history of Matchbox cars, Cust believes there is a simple magic
behind looking at old toys, one that connects us to the past.
“I think people love toys because just as a good song brings back a
special memory, that toy brings back a special memory from childhood,”
Cust said. “Granted we can only live it [the memory] once for a couple of
seconds, it’s here, and it comes charging through, forward to us like a good
piece of chocolate bar. I think that toys themselves are something tangible.
You can touch and look at them, and you can share them with your kids
and grandchildren — explain to them how it was. I think that helps connect
the generations.”
The Toys From Christmas Past display runs until Dec. 18 at Smith Music
and is open for viewing 2:30 p.m. to 9 p.m. Dec. 16 and 17 and until 7
p.m. Dec. 18.

Sturgeon Sting give big over weekend

The Sturgeon Sting Midget AA gave big over the weekend both on
and off the ice. The club took on the Leduc Roughnecks Friday night at
home and earned a 4-2 win. Saturday saw the Sting drop a 3-1 decision
to the KC Colts in Legal.
Friday night’s win saw the Sting emerge from 1-1 and 2-2 first- and
second-period ties to end double their tally in the third.
Both Friday and Saturday’s home games included a food and toy
drive. Sturgeon Sting Midget AA Coach Glen Starman was the first to
hand over items for Project Christmas Drive to volunteer Megan Witter.
Non-perishable food donations and unwrapped toy donations were
accepted at both games to support those less fortunate.
One prize was presented to someone who donated to the cause
during the two games, and the winner of tickets to the Jan. 4 Oilers vs.
Colorado Avalanche game was drawn during Saturday’s game. Winners
were not available as of our press deadline.
The Sting played their third game of the weekend Sunday night on
the road against the St. Albert Blues.
