MORNINGTON PENINSULA
JUNIOR FOOTBALL LEAGUE
BY- LAWS
CODES OF CONDUCT
1.
The MPJFL Inc. and affiliated clubs are to adopt codes of conduct, which will apply to coaches, players,
parents and spectators. VFCL Ruling adopted 18/2/1996.
SMOKING
2.
No Smoking is allowed on the playing arena or buildings during Junior Football Matches. Adopted 1998.
Penalty for smoking as set out in By-Law 53 $20.00 fine per person.
ALCOHOL
3.
No Alcohol is permitted at any Mornington Peninsula Junior Football League Event without the sanctioning
of The League Executive. Amended September 2001.
COMMENCEMENT OF SEASON
4.
The football season shall not commence later than the last Sunday in April.
4a. The League will from year to year set a minimum membership fee for all clubs to adhere to. The fee from
Season 2005 will be as follows: $90.00 – Single Player, Family membership to be determined by the club.

AGE GROUPS
5.
The League shall comprise of age groups as determined by the league from previous calendar year
registrations. The age group in which a male/female is eligible to play shall be determined by his/her age as at
midnight on December 31st of the previous calendar year.
5a. The starting age for under 10’s, the player must have turned 7 years old.
5b. A player may not play out of his/her own age group permanently without a written authorisation of
The League Executive.
5c. Clubs must not play under aged players ahead of aged players. Adopted September 2001.
REGISTRATION OF PLAYERS AND PROOF OF AGE
6.
A completed Registration Card together with an Official Documentation of Date Of Birth such as Extract of
Birth, Birth Certificate, Baptismal Certificate, Welfare Centre Book, Immunisation Certificate stuck to the
back of the registration card must be included in the paperwork to reach the Football Secretary by last mail
Wednesday following the match. If the registration is not in the paperwork, the current playing of an
Unregistered Player rules apply. This registration card also has to have a completed VCFL Player
Registration Form attached.
6a. Statutory Declarations will not be accepted as proof of age.
6b. Clubs playing unregistered players will be fined $100.00 per player and will lose all match points and
percentage in the game in which the unregistered player takes part in. Under 10s will only incur a fine of
$20.00.
6c. Players playing without filling out a VCFL Player Registration Form will not be covered by insurance.
This is the clubs responsibility to make sure all players are VFCL registered. Adopted 2005.

6d. Transfer of players – Local Clearance Rule – Under 10 through to under 15s
Any player who wishes to transfer from any Mornington Peninsula Junior Football League club to any other
Mornington Peninsula Junior Football League club can only do so by obtaining a League Transfer Card
signed by both club Presidents or Secretaries and then approved by the League Football Secretary. Clubs
receiving a Transfer Card have a 48-hour period in which to respond.
All completed Transfers, signed by both parties, must be lodged with the League Football Secretary no later
than 4pm Thursday prior to the match day commencement.
If clubs cannot agree, the player may then appeal to the League Executive whose decision shall be final.
Players chosen to train for Interleague teams will be ineligible to transfer until the completion of the
Interleague Carnival.
6e. Player Clearances
All clearances must be hand delivered, posted to the Football Secretary separately from any other
paperwork. At no time is a club allowed to take it upon itself to get a clearance signed by a club not
affiliated with the MPJFL, all clearances are to be carried out through the right procedure.
Any player who has played football with an affiliated club at any time must obtain a clearance from the club
and League with which he last played before playing with his new club. Any player not having played during
the previous 24 calendar months shall receive an automatic clearance provided he is not under
disqualification or indebted to his former club in any way and this clearance may be granted at any time
during the season
If a player has not attained the age of 12 years as at the 1st January in a given year such player is entitled to an
automatic transfer.
A player who is under the age of 14 years as at the 1st January in a given year and has not previously
participated in a third eighteen or open age match, such player is entitled to an automatic clearance provided
that the clearance application is lodged with the Former Affiliated Body between February 1st and March 31st.
As from the 1st of April in any given year a player under the age of 14 as at the 1st January is subject to VCFL
clearance and permit regulations.
Each player automatically transferred under the above regulations must complete a Junior Transfer Form.

6f. Penalty for playing without a clearance
Any VCFL registered player playing with any club affiliated or unaffiliated with the VCFL without having
first been granted the necessary clearance and/or permit required under these Rules shall be automatically
disqualified for such period as shall be determined by the League with which such player is registered or its
Tribunal, as the case may be. The VCFL club with which the player concerned played shall also be subject to
such a penalty as determined by its League or its Tribunal, by the way of reversal of match results, fine or
censure as it shall consider appropriate.
Definition of an unaffiliated club – An unaffiliated club shall be defined for the purpose of this Regulation
as a club whose controlling body does not require production of a clearance for a VCFL player.

6g. Clearance Procedure
Each clearance application shall be signed in his own handwriting by the applicant player and if such player
be under the age of 18 years the clearance application shall be endorsed by the players parent or guardian and
lodged with the Secretary of the League of the club with which he desires to play, that Secretary shall
forthwith date the application and forward it to the Secretary of the League (by hand, post, fax or
electronically) of the club from which the clearance is desired. Within seven days of its receipt by him/her the
Secretary of the League from which the clearance is desired shall have the application completed with all the
necessary endorsements and returned to the Secretary of the League of the club to which the player is being
cleared.
Once a player’s application for a clearance and/or registration has been granted:
– The player shall become registered with the club to whom he has sought clearance registration and
–
The League in which the club plays shall register the player as a player of that club and permit him to
play
A player whose application for a clearance has been lodged, as provided for under these rules, shall not be
permitted to lodge an application to play with another club until finality has been reached regarding his

6h. Closing Date for Clearances
The closing date for clearances is July 1st of any season. No clearances will be accepted after this date.
POACHING
7.
No Mornington Peninsula Junior Football League Club/Team Official, Parent, Player or Representative
thereof shall offer inducement and/or incentive of any description to entice a player or players registered with
another Mornington Peninsula Junior Football League Club to join their club.
INSURANCE OF PLAYERS
8.
The League will not accept liability for any injury to any player. All Affiliated clubs are required to have
their players and Officials insured by the recommended Insurers
CLUBS WITH 2 OR MORE TEAMS IN THE ONE AGE GROUP
9.
In the advent of a club entering 2 or more teams in the one age group, players may only transfer between
these teams on permit approved by the League Secretary. No player may transfer between teams after the
clearance closing date of the 1st July each calendar year.
COMPULSORY TEAM OFFICIALS
10. Each team must have a Coach, Team Manager, Timekeeper, Trainer, Interchange Steward and an Adult Goal
Umpire in a white coat with a set of white goal flags, and at least one properly attired Boundary Umpire,
except under 10s who are not required to have boundary umpires and Interchange Stewards.
Penalty - $20.00 fine for each non-compliance.
10a. All Coaches, Team Managers, Trainers and Runners have to be VFCL registered. Adopted 2005
RESPONSIBILITY OF TEAM OFFICIALS
AFL Rule 6.1 - Controlling Body to Regulate
A Controlling Body shall adopt rules which:(a) specify the times and occasions when an Official and Team Runner may enter the Playing Surface; and
(b) identify the tasks or duties which such persons may perform when on the Playing Surface.

11. Coaches
Coaches must promote the game, develop player’s skills and ensure the Codes of Conduct are obeyed.
Coaches must assist Umpires to ensure that games are played in the right spirit. Instances of unduly rough
play will not be tolerated and the Coaches of teams concerned must take action to discipline the offending
player or players. At no stage is the Coach allowed to approach an Umpire during the game.

11a. Team Managers
Team Managers must ensure that all team paperwork is completed and correct. Team Managers are to get the
Field Umpires names before the commencement of the match. Team Managers are allowed to give umpires
water at quarter time breaks. At no other stage is the Team Manager allowed to approach an Umpire during
he game.
Penalty – Refer to By-Law 36
11b.Goal Umpire
Goal Umpires must be a minimum of 18 years of age. The duties of a goal Umpire include:(i) judging whether a Goal or Behind has been scored;
(ii) signalling that a Goal or Behind has been scored upon being given the All Clear or Touched All
Clear by a field Umpire ;
(iii) recording the Goals and Behinds scored by each Team during a match.
In accordance with VCFL Rule 8.2.3c Goal Umpires must at the end of each quarter meet in the Centre
Square to compare scores and initial each other’s scorecards. At the half time break and at the completion of
the game Timekeepers shall meet at the Centre Square with the 2 Goal Umpires to compare scores and initial
each other’s score cards.

11c. Boundary Umpire
Boundary Umpires must be a minimum age of 14years. The duties of a boundary Umpire include:i) judging whether a football is Out of Bounds or Out of Bounds on the Full and signalling to the
field Umpire when that has occurred;
(ii) throwing the football back into play if it has gone Out of Bounds, when directed to do so by a
field Umpire;
(iii) Bringing Football into Play When the boundary Umpire signals that the football is Out of
Bounds, the field Umpire shall immediately sound a whistle to indicate that the football is out of
play. When directed by the field Umpire, the boundary Umpire shall bring the football into play by
throwing the football over his or her head towards the centre of the Playing Surface.Adopted September
2001.
11d. Timekeeper
Each Club must appoint a timekeeper for each match. The timekeeper shall keep time and record scores for
each quarter and sound the siren for the commencement & conclusion of each quarter. Scores must be
compared with the Goal Umpire at the half time break and the conclusion of the game in accordance with By
– Law 11b.
Penalty – Non-compliance of By-Law 11d will result in a $20.00 fine. Adopted July 2000.
11e. Interchange Steward
The Interchange Steward shall be positioned throughout the Match at or near the Interchange Area. Monitor
the interchange of players made by each Team during a Match and report to the League any infringement of
the interchange rules by a Team. Adopted AFL rule 2005
11f. Runners
Runners shall deliver messages from the coaches to designated players, after delivering the message the
Runner is to return immediately to the coach’s box. The only exception is under 10s competition whereby a
runner may provide direction to the players.
At no time shall a Runner speak to an opposition player or Umpire. Runners are permitted to give umpires
water at quarter time breaks.

11g. Trainers
All clubs to provide at all home and away & finals games, a currently qualified accredited sports trainer with
a level 1 First Aid Certificate and basic Trainers accreditation. Trainers shall provide medical assistances to
players, officials or spectators when required. A trainer will provide medical assistance to opposition players
as required. A trainer may only speak to an umpire if it is to request a stop in play either because an injured
player is placed at further risk or the injured player cannot be moved.
A game will not start unless a qualified medical trainer is in attendance. The trainer must be in a position to
be able to supervise the match at all times. If a game is played without a medical trainer a fine of $50.00 will
. apply to both clubs. Trainers are allowed to give umpires water at quarter time breaks.

11h.Water Person
The Water person shall not be younger than the age group in which he/she is officiating.
The water person is only allowed to run water to players and immediately after return to the coach’s box.
Water persons are not allowed to be on the boundary line around the ground.
Penalty - $50.00 fine for each time the water person fails to return to the coaches box or remains on the
field too long. Invoked 25/7/2004 constitution rule 35a.
Water persons are allowed to give the umpires water at quarter breaks but not allowed to approach an
umpire at any other stage of the game.
Penalty – Refer to By-Law 36.

UNIFORMS – PLAYERS / OFFICIALS
AFL Rule - 6.2 Identification Each Team Official and Team Runner shall wear a uniform or other form of
identification, (such as an armband), as determined by the Controlling Body.
12. Players
Players shall wear jumpers, shorts and socks in the appropriate club colours as recognized by the League.
Players shall not wear bike shorts unless they are flesh coloured or the same colour as the club shorts.
12a. The League prior to playing a match must approve alternate uniforms or changes to club colours.
12b. Gloves
Underaged players can wear sporting gloves so long as the glove worn is approved by the MPJFL.
12c. Jewellery
No jewellery is allowed to be worn or taped it has it be removed or the player in question will not be allowed
to participate in the game. Adopted 2005
12d. Officials:
Goal Umpire – White Coat and 2 white flags
Boundary Umpire – White top with the word Boundary on the back and dark pants or shorts
Runners – Top in club colours and dark pants or shorts with a red fluro jacket with club name and
runner written on back
Trainer – Yellow fluro jacket with club name and trainer written on back and white pants
Water Person – White top with the word water person on back and white pants or shorts.
Penalty - $50.00 fine for each non-compliance.
COACHING QUALIFICATIONS
13. All coaches are to be accredited and registered with their League.
13a. All coaches are to be accredited to a minimum Level 1 Accreditation before their initial appointment. The
penalty for a coach continuing to coach without accreditation will be loss of all match points for all matches won
by the team whilst the unaccredited coach continues to coach. In the event of no match points being received the
League will impose a penalty of a fine for each match the unaccredited coach has coached.
13b. All coaches are to be registered with their League with such registration and coaching details being notified
to the League on the VCFL approved coaches’ registration form prior to the commencement of the playing
competition.
13c. No person who is a registered coach with any MPJFL team shall act as a runner in any match in which a
team he/she is coach of, is participating. Amended September 2001
13d. No coach will be deemed registered to coach within the MPJFL until such time as he / she and the Club
President have signed and acknowledged the MPJFL Coaches Code Of Conduct. This rule applies to all age
groups including Interleague Coaches. The Coaches Code Of Conduct is required to be renewed annually.

TEAMS
14. VCFL Rule – 5.1 Number of players in team
Unless the number is varied under Law 5.2 a team must consist of between 14 to 18 players, who may be on
the playing surface at any one time. The Controlling Body shall determine the actual number of players,
which may play for each team in the competition conducted by the Controlling Body.
14a. There has to be at least 14 players a team to constitute a MPJFL sanctioned game, if there is not 14 players a
side the match is to be forfeited with the offending club forfeiting the match and a penalty will be imposed, as
the League seems fit.
This penalty is not the same as forfeiting a match prior to game day; this is a deliberate forfeit, which
will incur a fine, as the League sees fit.
14b. Playing players up. A team may use players from the Clubs next age group down to supplement its
numbers. The team cannot use players from a team that is 2 age groups or more lower. The team cannot play
players up if the team has 22 players. A younger player may only take the field if there is insufficient players
or an aged player is injured, a younger player cannot take the field ahead of an aged player. If your U15s are
playing away from your U16s you can borrow from your U14s, If your U13s are playing away from your
U14s you can borrow from your U12s, If your U11s are playing away from your U12s you can borrow from
your U10s this is the only time you can borrow from an age group 2 years lower.
14c. Game Time. All players from U11s to U16s are to get 2 full quarters of the match, no player can play 4 full
quarters if there are players sitting on the bench that haven’t played 2 full quarters. Adopted 2005
Penalty: 1st Offence – Warning, 2nd Offence - $50.00 fine, 3rd Offence - $100.00 fine
FEMALE PARTICIPATION
15. Female VFCL registered players can play up to the age of 14 years. After they have reached the age of
14years they will have to play in a female competition. Adopted Football Victoria rule 2005
LOANING PLAYERS
16. Where there are an uneven number of players prior to commencement of a match, teams must share players
to ensure an equal number of players for each team, up to a maximum of 18 players per team.
16a. Teams having available in excess of the even number of players may use those players as interchange.
16b If one team has less than 18 players and the opposition team offers players and that offer is refused the
opposition team may field 18 players. Umpires must be notified otherwise a penalty may occur. Adopted
3/4/1987. Updated 21/2/1996.
16c. Players may be borrowed from a side on a bye, only after agreement between:
The Opposition Club, Team on the bye (within own division), League Secretary.
This must be completed by Friday prior to the match. This rule only applies during the Home and Away
Series. Adopted 20/5/1998
16d. If a team refuses a request to provide a sufficient number of players to ensure an equal number of players for
each team a fine of $50.00 will be imposed upon the offending club. Each offence thereafter shall attract an
additional $50.00 for each offence.
1st Offence $50.00
2nd Offence $100.00

FORFEITING A GAME
17. AFL Rule - 10.7.1 Forfeiture
For the purposes of this Law, a Team forfeits a Match if:
(a) it is unable or it fails, refuses or neglects to commence or recommence play:
(i) at the scheduled starting time; or
(ii) within such other time period determined or specified by the Controlling Body, a field Umpire or
these Laws, or
(b) the field Umpire determines, in accordance with these Laws, that a Team has forfeited the Match; or
(c) an event occurs under the Laws which results in a Team forfeiting the Match. Adopted AFL rule 2005
17a. AFL Rule - 10.7.2 Consequence of Forfeiture
Where a Team forfeits a Match, the following shall apply:(a) the points for the Match shall be awarded to the Team who did not forfeit the Match; and
(b) at the conclusion of the Home and Away Matches:(i) the percentage of the Team who did not forfeit the Match shall be adjusted by crediting and
debiting that Team with the average number of points for the Home and Away Matches that were
scored for and against the Team who did forfeit the Match; and
(ii) the percentage of the Team who did forfeit the Match shall be adjusted by crediting and debiting
that Team with the average number of points for the Home and Away Matches that were scored for
and against the Team who did not forfeit the Match. Adopted AFL rule 2005
17b. AFL Rule - 10.7.3 Variation by Controlling Body
If the relevant Controlling Body is of the opinion that a Team will be disadvantaged by the calculation of
percentage under Law 10.7.2, the Controlling Body may, upon application by the Team, vary the points
debited or credited to the Team or the method of calculating the Team’s percentage. Adopted AFL rule 2005
17c. Any team forfeiting any sanctioned game including under 10s carnival shall be fined a minimum of $25.00 at
the discretion of the League Executive Committee.
Any team forfeiting a game must notify the League Football Secretary by 5.00 pm Wednesday prior to
the match being played. Any team deliberetly forfeiting who fail to notify the League Football
Secretary by the deadline will be fined $250.00 Adopted 2005
NUMBER OF PLAYERS PERMITTED ON FIELD
18. Any number of players maybe changed at any time during a match, but no more than 18 players a side are to
be on the field at any one time.
Penalty – a free kick and a fifty metre penalty from the centre circle will be awarded to the captain of
the team which was offended against.
COUNTING OF PLAYERS
19. VCFL Rule – 5.5.1 Request by captain
The Captain or acting captain of a team may at any time during a match request that the field umpire count
the number of players of the opposing team who are on the playing arena.
19a. VCFL Rule – 5.5.2 Procedure
Where a request is made under law 5.5.1, the field umpire shall
1. Stop play at the first available opportunity.
2. Call into line within the Centre Square the players of both teams who are at the
time on the playing arena and count the number of players. Upon completing the
count, ensure that each team has the permitted number of players on the playing
arena and then re-commence play at that position on the playing arena where the
field umpire stopped play.
3. As soon as practicable after the match, report to the controlling body that a request
has been made to count the number of players in a team and the number of players
actually counted.
The maximum number of players permitted on the playing arena at the same time is eighteen or, in
circumstances where a player has been order from the playing arena it would be eighteen less the players
ordered from the field.

19b.VCFL Rule – 5.5.3 Players Exceeding Permitted Number
Where a team has more than the permitted number of players on the playing arena the following will apply
b. A field umpire shall award a free kick to the captain or acting captain of the opposing team, which
shall be taken at the Centre Circle or where play was stopped, whichever is the greater penalty
against the offending team.
c. A fifty metre penalty shall then be imposed from the position where the free kick was awarded.
19c. VCFL Rule – 5.5.4 Correct Number and Request Without Merit
Where a count reveals that the team has the permitted number of players on the playing arena, he following
shall apply
d. A field umpire shall award a free kick to the captain or acting captain of the opposing team, which
shall be taken at the Centre Circle or where play was stopped, whichever is the greatest penalty
against the offending team.
e. A fifty-metre penalty shall then be imposed from the position where the free kick was awarded.

TIME OF COMMENCEMENT OF MATCHES
20. The League Executive shall determine times yearly.
LENGTH OF QUARTERS AND TIME ON
21. The League Executive depending on age group shall determine the Length of quarters and time on.
21a. Except where an unusual incident causes any undue delay during a match extra time maybe added to that
quarter at the discretion of the Central Umpire. The Central Umpire must personally notify the timekeepers of
the extra time to be played.
INTERVALS
22.
The quarter time/half time and three quarter time break shall be 5-minute duration, this maybe reduced at the
discretion of the Central Umpire. Adopted 1999.
PROVISION OF EQUIPMENT
23. A match ball and sounding device to announce the start and finish of each quarter must be supplied by the
team named first in the draw.
23a. The Interchange Steward from the home team must have a spare match ball with him/her from under 13s up.
Adopted September 2001.
CENTRE SQUARE RULE
24. The Centre square rule will not be enforced during the home and away games due to non-official boundary
umpires.
24a. The Centre square rule will be enforced in the final Series.
INTERCHANGE RULE
25. The Interchange rule will be adopted for all sanctioned MPJFL matches and will be enforced by an official of
the club. Interchange area is to be clearly marked on the ground.

25a. Procedure for Interchange
The following procedure shall apply to the interchange of Players during a Match:
(a) Players shall leave and enter the Playing Surface through the Interchange Area;
(b) a Player who does not leave the Playing Surface as specified is unable to re-enter the Playing
Surface for the remainder of the Match.
(c) where a player does not enter the playing surface as specified, the interchange steward and/or a
field umpire shall report the circumstances to the League, including the scores at the time. The
League may determine the matter by way of, fine, reversal of match result or other sanction as it
deems appropriate. Adopted VFCL rule 2005
UNDER 10S MODIFIED RULES
26.
Modified Rules to be adopted for Under 9 & 10’s competition in the Mornington Region as form Season
1991. Adopted 5/6/1990 Mornington Region Junior Board.
PREMIERSHIP POINTS
27.
Under 9 & Under 10 competitions in the Mornington Region will not play for premiership points from
Season 1991. Adopted 5/6/1990 Mornington Region Junior Board.
CONDUCT OF MATCHES – CONTROL OF GAME
28. All games must be under the control of a Central Umpire who shall be a member of an Umpires Association
appointed by the MPJFL, except Under 10’s where the Clubs shall provide the Umpires.
28a. All matches played outside the home and away season, including practice matches must be approved by The
League Executive. Applications must be in writing to the Football Secretary 7 days prior to the event. Adopted
September 2001.
28b. The League will have a member of the executive (an observer) randomly attend venues where matches are
being played to observe the following aspects:
a. The Conduct of Officials
b. The Conduct of spectators and the response by Club Officials to unbecoming conduct by Officials,
Spectators and Players.
c.
28c. ‘ Unbecoming Conduct’ in this instance is defined as Officials (i.e. Club Committee Members/Coaches and
all other personnel undertaking any on or off field duties for their club), or Spectators encouraging, inciting
or instructing Players/Officials/Spectators to behave in a manner that will bring the game of football into
disrepute. It also includes abuse of League Officials/Umpires or officials of the opposing teams.
28d. Officials/Spectators
An incident of Unbecoming Conduct observed by or reported to the League in the first instance it is to be
referred to the Club Executive in question for resolution. In the second instance the League Executive and the
Club Executive are to meet and if all allegations are founded a bond of $500.00 will be put in place. If there
were no further reports for that season the bond of $500.00 would be refunded at the end of the season (End
of Season is the date of the Annual General Meeting). Repeated offences would incur the loss of the $500.00
bond together with an additional fine of $200.00 with each offence thereafter attracting an additional
$200.00 fine.
28e. As a result of any Ground Invasion/Melee on or off the field occurring in or at any MPJFL sanctioned game
or practice matches by any Officials/Parents/Players/Spectators and Non-Players the clubs involved will be:
a. Club/Clubs will be fined $1000.00.
b. Person/Persons involved will be automatically suspended for 2 years, if taken to Tribunal and found
guilty the 2 years will be added onto the sentence handed down by the Tribunal.

OFFICIALS INSIDE THE FENCE
29. Only the Coach, Team Manager, Runner, Trainer and Water Person and Interchange players shall be
permitted inside the fence.
29a. Assistant Coaches are not a recognised Official of the MPJFL they are not allowed to be inside the fence.
Penalty for Assistant Coaches being inside the fence $100.00 per offence.
29b. Only Officials wearing an Official MPJFL emblem will be permitted onto the playing arena whilst a match
is in progress.
MATCH PAPERWORK AND REPORTS
30. Notification of Results
Scores of all games are to be telephoned to the Football Secretary no later than 6pm on the day of the games
by the Club Secretary of the home team. This includes reporting send offs and reports.
Penalty for scores being phoned in late $50.00 fine.
Penalty for not reporting send offs or reports $20.00 fine.
31. Submission of Team Sheets
Team Managers must submit a signed team sheet, listing all players actually taking the field during the game.
The League Football Secretary must receive the list no later than the Tuesday after the match. It is the
responsibility of the home club to have these lists to the Football Secretary on time.
Penalty for late paperwork $50.00 fine.
32. Reports of Players by the Field Umpire
Any reports made by the field umpire, the original white copy, together with the team sheets of the match
must be hand delivered to the Football Secretary by 7pm on the day of the match by the offending players
club.
UMPIRES
33. Players as Umpires: A registered player will be permitted to officiate as an umpire in any affiliated League
or association where there are insufficient umpires available from the local registered umpires association
provided approval has been granted by the League concerned, provided the player is not under
disqualification. Leagues must liaise with umpires associations in cases where this rule is applied.

34. Over Ruling of Goal or Boundary Umpire
Central Umpires have the power to over rule Goal or Boundary Umpires where necessary.
35. Protection of Umpires
During the Home and Away and Final Series it shall be the responsibility of both clubs to protect all Umpires
from unnecessary abuse or violence on and off the field of play. Failure to do so will incur such actions as
the MPJFL Executive deems fit to maintain the well being of field officials of the League.
36. Approaches to Umpires: Only the team captain shall be permitted to speak to Field Umpire during the
progress of a match at intervals. Any player or official in breach of this rule shall be reported by the Umpire
and the matter referred to the league independent tribunal and if found guilty their club shall incur the
following maximum penalty:
1st offence $100.00
2nd offence $200.00

37. Escort of Umpires
The Officials from both teams shall escort umpires from the field to their dressing room when leaving the
ground, during the Home and Away and Final Series.
Penalty- Non Escort of Umpires $100.00.
SEND OFFS
38. Umpires Empowered to Order Off
Field Umpires are empowered to order off any player/official for any set misconduct, or for one of the
following offences which will result in a Red or Yellow card only.
a. Striking
b. Charging
c. Unduly Rough Play
d. Intentionally Kicks Another Player
e. Disputes The Umpires Decision
f. Abusive/Obscene Language
g. Fighting
h. Boot Stops In A Dangerous Condition
Any player/Official ordered from the ground shall not be replaced. A Red Card indicates the player/official is
ordered off for the remainder of the match and is reported. A Yellow Card indicates the player/official is
ordered off for 15 minutes of elapsed playing time
38a. Players and On Field Officials.
If a player or an on field official is sent off during a game through the season they lose points for a Yellow
Card and a Red Card. If a player receives a yellow card he/she has been ordered off the playing arena for 15
minutes of playing time this does not including quarter breaks, the player ordered from the ground cannot be
replaced, if a player has been sent off with a Red Card that player has been reported and cannot take the field
for the remainder of the match, this player also cannot be replaced.
Yellow Card – 10 points
Red Card – 20 points
If a player or Official reaches 40 points in one season (including Practice Matches and Final Series), an
automatic 2-week suspension will be enforced. This would be in addition to any other Penalty imposed i.e.
Tribunal Verdict or Prescribed Penalty or Club Penalty.
If a Player or Official is sent off 2 weeks running (including Practice Matches and Final Series), an automatic
2-week suspension will be enforced. This would be in addition to any other Penalty imposed i.e. Tribunal
Verdict or Prescribed Penalty or Club Penalty.
First Offence (40 points) a club fine of $50.00 for each individual player/Official.
Second Offence (40 points) and subsequent offences by an individual player/Official a club fine of $100.00
will be imposed.
SUSPENSION OF ORDERED OFF PLAYERS/OFFICIALS
39. In the event of any player/official ordered from the field in consecutive games that he has played in or
officiated in an automatic 2-week suspension will be enforced.
39a. Any player/official who is sent off twice in the same match or the same day will receive an automatic 2-week
suspension.
39b. Every player/official who is suspended under rule 39 and 39a has the right of appeals to the MPJFL
Independent Tribunal. This appeal must be lodged in writing within 48 hours to the League Secretary
accompanied by a cheque of $50.00, which will be forfeited by the club if the Tribunal deems it to be a
frivolous appeal.
39c. All Tribunal Decisions are Final there is NO APPEAL.

DISQUALIFIED, INELIGIBLE OR UNREGISTERED PLAYERS/OFFICIALS
40. Should any overage, unregistered or otherwise ineligible player/official take part in any Official game the
offending team will automatically lose all premiership points gained for that game in which the
player/official in question took part. Points and percentage will be awarded to the opposing team. A fine of
$100.00 for each ineligible player/official will be imposed and further more should any registration be found
to be falsified by the clubs a fine of $100.00 will be made against the club in addition to the aforesaid
penalties.
40a. Any Player/Official/Parent/Spectator suspended will not be permitted to enter the playing arena or act in any
official capacity whilst any MPJFL sanctioned game is in progress until the suspension has been lifted. This
applies at all Home and Away, Practice Matches and Final Series.
Any club breaching this rule will be fined $500.00 and the points/percentage awarded to the opposing
team. The MPJFL Sub Disciplinary Committee will deal with any further breaches of the above rule.
Adopted July 2002.
SET PENALTIES
41. As per VCFL Rule 12.0
REPORTING PLAYERS AND OFFICIALS
42. An Umpire shall report to the Controlling Body any Player or Official who commits or engages in conduct
which may constitute a Reportable Offence:(a) during a Match; or
(b) on the day of the Match and within the immediate proximity of the Arena where the Match is
conducted.
"Within the Immediate Proximity of the Arena" Without limiting their ordinary meaning, the words "within
the immediate proximity of the Arena" shall include any area within 500 metres of the Arena where the
Match is conducted. AFL Rule 19.1.1 & 19.1.2
42a. AFL Rule - 19.1.3 – Other Appointed Persons.
In addition to an umpire a controlling body may authorise a person or persons to report any player or official
who commits or engages in conduct which may constitute a Reportable Offence. Any person so authorised
shall have the same powers and duties imposed upon an umpire under Law 19 in Law Of Australian Football.
Authorised personnel to report are ALL MPJFL EXECUTIVES. Adopted VCFL rule 2005
KICKING IN DANGER
42. Coaches must acquaint all players with the Dangers Of Indiscriminate Kicking and the Umpires will at all
times ensure that a free kick is awarded against the offending player for Kicking In Danger.
VIDEO EVIDENCE
43. If a club wants to lodge a complaint of video evidence, the video must be viewed by a member of the League
Executive to see if such a complaint is sustainable within 30 hours of the completion of the match in
question.
TRIBUNAL HEARINGS
45. Clubs will be responsible to have players or officials involved in any report to be in attendance at the
Tribunal Hearing on the following Tuesday night or any other night decided by The MPJFL Executive.
45a. A club advocate should represent players, officials and witnesses players or officials.
45b. It shall be the responsibility of the Club to have its players or witnesses summoned present before the
Tribunal.

45c. If neither player/official nor witnesses are in attendance, the Tribunal has the power to fine the offending
club and or suspend the offending player or official.
45d. Each affected party shall have the right to be represented at the hearing by an advocate as per VCFL Inc
Rules.
45e. Refer to VFCL Inc Rules under Tribunal Procedures.
PLAYING CONDITIONS
46.
If doubt arises about the playing of matches due to weather or ground conditions a direct decision as to
whether the match will be played or not, relocated or deferred to another date will be made by the Presidents
of both clubs (or Presidents representative) and a member of The League Executive. Amended January 1996.
46a. Lightening Policy
In the event that there is a threat from lightening which may effect the heath and well being of players, and
deemed as being within 10 kilometres of the ground, the distance can be established by the time from flash of
lightening to the sound of thunder not being less than 30 seconds. Play will not resume until 30 minutes after
the last decision by both Presidents made in regard to the continuance of play.
A threat of lightening will be flash of lightening was sighted (30 minutes allows sufficient time for the
lightening to move beyond the 10 kilometres safety limit). If play is suspended and cannot resume then the
following will apply:
a. If 2 or more quarters have been played and completed then the score at the time play was suspended
will be deemed to be the final score.
b. If less than 2 quarters have been played and completed then with agreement from The League, the
teams will either split the points or defer the game to another date.
46b. Heat Policy
In the event of hot or humid weather conditions clubs may choose to have 2 water persons to deliver water to
players and umpires during play. The home team must ensure that water is supplied to all umpires at the
quarter time breaks. A decision to shorten quarters by 5 minutes must be agreed to by both Club Presidents
after which the umpires and timekeepers must be informed of the change. A game will not be suspended due
to heat or humidity without seeking prior approval from The League. Approval will not be given unless the
temperature exceeds 35C or 80% relative humidity.Adopted 2003
TEATMENT OF BLEEDING PLAYERS
47. No player shall participate in any VCFL or MPJFL match or continue to participate for as long as such player
is:
1. Bleeding or
2. Has blood on any part of his/her person or uniform
3. Without limiting the generality of the above a Player by notification to the field umpires from a
registered Team Official, leave the playing arena where such Umpire is of the opinion that the
player is bleeding or has blood on any part of his/her person or uniform. Upon being directed to
leave the playing arena, a player shall not return or take further part in any match until and unless
4. The cause of any such bleeding has been abated
5. The injury is securely covered to the extent that no visible blood shall emanate therefrom
6. Any blood stained article of uniform has been removed and replaced and
7. Any blood on any part of a player’s person has been thoroughly cleansed and removed.

USE OF A STRECTHER
48. VCFL Rule – 7.3.1 Health and Safety of a Player.
Any player who is injured during a match and who, in the opinion of a trainer requires the assistance of a
stretcher shall be attended by the teams training staff and a stretcher as soon as possible so as to ensure the
health and safety of the player.
48a. VCFL Rule – 7.3.2 Procedure.
Where a stretcher is required the following procedure shall apply.
a. Upon being advised or noticing that a player requires a stretcher, the field umpire shall stop play at
the earliest opportunity and unless a trainer considers or it is apparent that it is unsafe to do so, the
player must be removed from the arena on the stretcher or otherwise leave the arena as soon as
possible and by the shortest and most direct route.
b. A team may replace the injured player with a player listed on its team sheet, who must enter the
playing arena via the interchange area.
c. The interchange steward may allow the player who is replacing the injured player to enter the
playing arena before the injured player is removed from the arena.
d. Once the injured player has been removed from the arena, the field umpire shall recommence play
by either bouncing the football or allowing a player who had been awarded a free kick or a mark at
the time play was stopped to dispose of the football.
e. A player for whom a stretcher was called shall not resume playing for a period of 20 minutes
(excluding intervals between quarters) from the time when the player left the arena. After the 20
minute period has expired, the player may be interchanged in accordance with the procedure set out
under Rule 25a provided the player is able, having due regard to his or her health and safety, to
resume playing in the match.
Any player or injured player leaving the playing arena other than through the interchange area will not be
permitted to enter the playing arena for the remainder of the match.
Any player doing so their team will forfeit any score up to the time the offending player entered the playing
arena. Field Umpires cannot order an injured player off the playing arena at the nearest point unless the
injured player is on a stretcher. Adopted VCFL rule 2005
ELIGIBILITY OF PLAYERS FOR THE FINALS
49. Players will not be permitted to play in any finals games unless he/she has played a minimum of one third of
matches played in that age group for the club he/she represented during the season.
49a. Clubs must submit a list of eligible players to The Football Secretary at least 6 days prior to the first Sunday
of finals; they must be in number order. Adopted September 2001.
FINALS VENUES
50. The League Executive has the power to move Finals games if the venue is unsuitable, provide notice of at
least 72 hours is given.
FINALS SERIES SYSTEM
51. The MPJFL Final Series will be played under the Final 4 System over a period of 4 Sundays, with a 5th week
held in reserve for weather conditions. The above is to be amended to a Final 5 should there be 10 or more teams
in any one age group in that division.
1st Sunday – 1st Semi Final – 3 v 4 – Loser Eliminated
2nd Sunday – 2nd Semi Final – 1 v 2 – Winner straight into Grand Final
3rd Sunday – Preliminary Final – Winner of 1st Semi v Loser of 2nd Semi
4th Sunday – Grand Final – Winner of 2nd Semi v Winner of Preliminary

51a. Each club represented in the Finals Series in the first 3 weeks to nominate 2 Ground Marshals per match in
which their club is participating whose duties are to control parents & spectators.
Grand Final Day each club in The MPJFL will supply 1 Ground Marshall for the Under 14s, Under 15s and
Under 16s games. This gives us 16 Ground Marshals to control the parents and spectators and to ensure that
no spectators enter the playing arena after the final siren has sounded for each game.
Under 11s, Under 12s and Under 13s on Grand Final Day, the clubs participating in the games are to supply 2
Ground Marshals each to control parents and spectators.
The Ground Marshals shall report to The League Executives should any problems arise.
The Ground Marshals shall wear a MPJFL Official Fluro Jacket.
Penalty – Clubs not abiding by By-Law 51a will be fined $20.00 per game that they haven’t attended.
Repeat Offenders will be fined $50.00 per game they haven’t attended. Adopted September 2001, Amended
July 2003.
VOTE COUNT
51. Votes shall be counted in round order on Vote Count Night.

RIGHT OF APPEALS ON FINES
54. All clubs have the right of appeal against fines set down in By-Law 53. That appeal must in writing to the
Football Secretary within 7 days of receipt of fines notice. The League Executive will give consideration to
withdraw the fine.
RACIAL AND RELIGIOUS VILIFICATION
55. VCFL Rule – 10.0
a. No player in his capacity as a player of a club or, in the course of carrying out his duties or functions
as or incidental to a player of a club or any director, officer, servant or agent of a club (including
without limitation any coach, assistant coach, trainer, medical officer, runner or person entitled to
enter the arena during the course of or prior to or during any break in play in any match) shall act
towards or speak to any person in a manner, or engage in any other conduct which threatens,
disparages, vilifies or insults another person (“the person vilified”) on the basis of that persons race,
religion, colour, decent or national or ethnic origin.
b.
In the event that it is alleged that a person has contravened Rule (a) an umpire, club or player may
by 5.00pm on the first working day following the day on which the contravention is alleged to have
occurred, lodge a complaint in writing to the person appointed from time to time by the League as
the Complaints Officer for the purposes of this rule.

c.
The League shall Inform the person alleged to have contravened Rule (a) of the complaint and
provide that person with an opportunity to respond to it. Arrange for the complaint to be conciliated
and take all steps necessary for the complaint to be conciliated.
d.
Where the League is of the opinion that the matter has not been resolved by conciliation the League
shall:
- In the case of a player, refer the complaint to the tribunal to be dealt with as a reportable offence
under the Laws Of Australian Football, or
- In the case of any person, refer the complaint to the League to be dealt with under Rule 5.2 of
the VCFL Rules and Regulations.
e.
Where a person alleged to have contravened Rule (a) has previously taken part in a conciliation
(other than as a person vilified), the League may refer the complaint directly to the Tribunal to be
dealt with as a reportable offence under the Laws of Australian Football in the case of a player, or
directly to the League to be dealt with under Rule 5.2 of the VCFL Rules and Regulations in the
case of any other person.
f.
Any conciliation referred to in Rule ( c ) shall be conducted by the nominee of the President for the
time being of the Human Rights and Equal Opportunity Commission (Commonwealth) provided
that if the President is unable or unwilling to nominate, the League shall nominate a person to
conciliate, subject to the approval of the VCFL Area Manager.
g.
In the event that a complaint is referred to the League Tribunal under Rule (d), no evidence shall be
given to or accepted by the Tribunal or the League relating to anything said or done in any
conciliation carried out pursuant to Rule (c ).
h.
In the event that a Complaints Officer has not been appointed for the purposes of these rules, or if
appointed is for any reason unavailable to act under these rules, the Complaints Officer for the
purpose of these rules shall be the League Secretary/General Manager.
i.
The Complaints Officer shall make all reasonable efforts to ensure that conciliation of the complaint
under rule ( c ) is completed by 5.00pm on the fifth working day following the day on which the
incident is alleged to have occurred.
j.
In any case where the Complaints Officer determines to refer the complaint to the Tribunal or the
League, the complaint shall be referred in time for the Tribunal or the League as the case may be, to
deal with it within 48 hours of any cessation in the conciliation process.
The League may extend any time limit for the doing of anything referred to in this rule if in the
opinion of the League it is just and equitable to do so.
k.
l.
In the event that a complaint under these Rules in respect of conduct engaged in by a person is found
to have been proven by the Tribunal or where the League determines that a person the subject of a
complaint has been involved in conduct which is unbecoming or prejudicial to the interests of the
League, the club employing, engaging or otherwise associated with the person at the time of the
conduct shall be deemed to be vicariously liable for the conduct of the person and shall pay to the
League a penalty determined by the League.
m. Rule (L) does not apply to a contravention by a person if in the opinion of the League the club took
all reasonable steps to prevent persons employed, engaged or otherwise associated with the club
from engaging in the conduct which contravened the vilification rules.

RISK MANAGEMENT
55. Each club is to appoint a Risk Manager who is responsible to ensure that all risk management procedures are
in place. Each home club is to ensure that a Match Day Check List Form is correctly filled out each week, the
club is to keep the original copy and the second copy is to be forwarded to the League with all other game
day paperwork. These Match Day Check List sheets are to be kept for the duration of 7 years of date dated on
the form. Adopted VCFL rule 2005

COMPLAINTS
57. All complaints must be sent in writing to the League Football Secretary within 5 days of the alleged offence.
The Club against whom the allegation has been made will be advised that a complaint has been received and
what the allegation is. The League Executive will then determine through either interviews or witness
statements whether further action is required. If further action is recommended then one of the following will
be implemented:
(a) Matter referred to Club executive to deal with.
(b) League will issue an official warning.
(c) Instigate an official investigation (refer to VCFL rule 5.1)
(d) Refer the matter to Tribunal.
The League will address all complaints received within 72 hours of receiving the complaint. If mitigating
circumstances delay the process the League Football Secretary will notify all parties involved. All letters of
complaint will be kept in confidence until further action is recommended. A copy of the complaint will be
forwarded to the defending club only once the decision for further action is made. If the League decision is
for no further action then the complaint will be destroyed.
The club making the complaint may only withdraw the complaint before the League Executive makes a
decision. The club must put their withdrawal in writing to the League Football Secretary. The League
Football Secretary will then notify all parties involved. Adopted VCFL rule 2005
SPECIAL CIRCUMSTANCES PERMIT
58. All requests for an overage player to play in the Under 16s competition must be in writing to the League
Football Secretary with the request signed by the Club President, Player and Player’s Parent/Guardian.
The League President will assess each individual. It will be at the League Presidents discretion in
consultation with The League Executives as to whether the permit will be issued. Applications for a team that
already has 24 or more registered players will not be considered. Any applicant who is reported and found
guilty or has had 2 send offs through the season will have their permit automatically revoked. Adopted 2005.
MPJFL Life Membership
59. To be nominated for Life Membership of the Mornington Peninsula Junior Football League the
Following criteria must be fulfilled –
1. The nominee must have given a minimum of 7 full years service to junior football.
2. In the 7 years the nominee must have served a minimum of 4 years on the League Executive or
Interleague Teams.
3. The nominee must have held more than 1 official position in 7 years.
Any nomination that does not fulfill the criteria will not be considered and the nominator will be advised
in writing. If a nomination meets the criteria the following procedure will take place.
1. A written application for life membership detailing the nominee and their history must be submitted

to the MPJFL by the 31 July.The application must be signed by the nominator with contact details
and it must be signed by a seconder.
2. The MPJFL Executive shall review the application. The Executives shall vote on the application, the
application will be approved if there is a majority vote in favor of the nomination. The nominator
shall be notified in writing within 14 days of the outcome.
3. If the League Executive approves an application, it will then be submitted for approval by majority
vote from the member clubs. The nominator shall be notified in writing within 14days of the
outcome.
4. Life membership shall be presented to the recipient within the current calendar year at either the
League Dinner Dance or at the MPJFL Annual General Meeting.
5. An unsuccessful nomination cannot be appealed. A resubmission must be received by the

application closing date. Any applications or resubmissions not received by the 31 July will be held
over to the next calendar year.
