Purpose
The County of San Diego launched Live Well San Diego in July 2010, a strategic vision to help residents
attain healthy, safe and thriving lives. Live Well San Diego is comprised of three components: Building
Better Health, Living Safely, and Thriving. Soon after the initiative was launched, the Health and
Human Services Agency began working with community partners to develop a plan that would guide
action toward achieving the goals within this framework. The Live Well San Diego East Region
Leadership Team is one of five across the county that has been tasked with implementing the Live Well

This Food Resource Guide was developed to accomplish the Live Well San Diego East Region
Leadership Team’s Healthy Eating Workgroup goal of promoting healthy eating in East County
through education and outreach.
The information in this publication is current as of January 2014; however please note that various aspects
of food assistance programs change frequently. Case managers and individuals should contact an agency
directly and in advance for program information, including service days/times and capacity. Please
contact an agency prior to making any referrals. If you are an agency that provides food resources, please
contact us to be added.

EAST COUNTY FOOD ASSISTANCE PROGRAMS
Food assistance programs reduce hunger and increase food security by
providing needy families and individuals with access to food. Individual
food programs vary in eligibility criteria, residency requirements, types of
food, and distribution methods/schedules.
CalFresh Program
CalFresh is a program that reduces hunger and increases access to
food for eligible families. Known federally as the Supplemental
Nutrition Assistance Program (SNAP), this program allows families
to shop for their own food with use of an electronic debit card
referred to as Electronic Benefit Transfer (EBT).
CalFresh EBT cards can be used to purchase most foods at many
markets and food stores. To view street level grid maps showing
the locations of retailers who accept electronic benefit transfer
(EBT) cards within San Diego County, visit

Eligibility is based on household size, income, and certain
living expenses. For more information, visit:

CalFresh Benefit Applications can be completed over the phone by
2-1-1 Enrollment Specialists. Applications are submitted electronically
to the County through use of the applicant's telephonic signature.

Call ACCESS to request a CalFresh Benefit Application and learn
more about the CalFresh Program at: 1- (866) 262-9881
Visit a San Diego County Family Resource Center: Apply in person
at one of the local Family Resource Centers. Speed up the process by
bringing verification of income, bank accounts, assets, birth
certificates, social security cards, etc.

Women, Infants and Children Supplemental Nutrition Program (WIC)
The WIC program offers nutritious foods to supplement diets of pregnant women and children up to age 5 years
who meet income requirements. Participants also receive information on healthy eating, breastfeeding support and
referrals for care.

Children who qualify can get low or no cost meals at participating schools. These federally-assisted meal
programs operate in public and non-profit private schools and residential child care institutions to provide
nutritionally balanced, low-cost or free meals to children. Programs include:

This program works to improve the health of income-eligible pregnant and breastfeeding women, new mothers
up to one year postpartum, infants, children up to age six, and elderly people at least 60 years of age by
