met several 4 wheelers from Canada to
the East Coast. It’s so fun to meet and
visit with other motorized recreationalists
and share information about our area.
On March 22nd, the PNW4WDA lost an
icon, Don Prine passed away at the age
of 97. Don owned and operated Prines
Jeep Service in Tillicum and during
WWII drove a jeep up the capitol steps
in Washington DC to show President
Roosevelt what it could do. Those who
had the pleasure of meeting with Don
are richer for it.
I hope each of you had a great Easter
and I look forward to seeing you at one
of the upcoming events.

This month I’m so filled with appreciation
for our 4 Wheeling Family. As this is
being written Dan & I are in Yuma,
Arizona visiting with my parents Dale
& Sandy McKee from the Evergreen
Conestoga’s Jeep Club. On January
1st my mom fell and severely broke her
leg. To make a long story somewhat
short, after surgery in Phoenix she was
transported back to Yuma to spend the
next three months in a nursing facility.
She was released a couple of weeks
ago and after a few days at home was
hospitalized again with a ruptured
artery in her stomach. She is now out
of the hospital and they are planning to
travel back to Washington in May after
the doctor says it’s okay. During this
whole time so many of our 4 Wheeling
friends stepped forward and offered
their support. Whether it was a phone
call to say hi, a visit in the nursing
home, dinner for my dad or running
errands their friendship has meant so
much.
Those of you who are on the
PNW4WDA Facebook page most likely
saw a post about a fellow 4 Wheeler
by the name of David Adams. Dave is
very active in Easter Jeep Safari and
Utah land matters. Dave has never
let his disease hold him back. As
one of his friends said “It makes him
who he is, it does not take away from
him”. Due to the generosity of many
wonderful people, enough money
(over $19,000.00 in just a few weeks)
was raised to purchase a Trackchair.
This will allow him to participate even
more and trek through Moab with his
family and friends. One of my club
members wheeled with Dave during
EJS and attested to what a great guy
he is. We are very excited for what the
future holds for them. It’s an honor to
be associated with so many caring and
generous people.
Our Jamboree chairman, Ed Weber
said he had a great time at Moab and
came back with some ideas for Trail
Jamboree. Can’t wait for July when we
get to play over in the Naches area.
With such a mild winter some of the
trails may be opening earlier than
normal. To make that happen please
help with the trail work parties when
you see them posted. The more that
help out, the better it goes. Also, when
you are out wheeling this summer
don’t forget to leave the trail in better
shape than when you came. If you
see trash please pick it up and pack
it out for those people who are less
considerate.
As I said in the beginning of the article
we got to travel to Yuma. While on a
short trip into Algodones, Mexico we

opens near
Cody, Wyoming

An area that has been used unofficially
by off-road recreationists near Cody
is now enrolled in the Wyoming State
Trails Off Road Vehicle program. It will
be enhanced and improved beginning at
an event May 9.
The Northwest Wyoming Off Highway
Vehicle Alliance led the effort to work
with local and state officials and the
landowner. The nearly 3,000-acre
area is one mile from downtown Cody,
adjacent to lands managed by the
Bureau of Land Management and land
owned by Wyoming State Lands and
Investments.
Two open riding areas totaling more
than 400 acres and more than 60 miles
of trails, including a single track, will now
be available for legal off road use.
Volunteers can help clean the trails
from 9 a.m. to noon May 9. Expect a
free barbecue and door prizes from
local businesses. Riding areas will open
officially to the public at 1 p.m.

Grand County and
the Utah Public
Lands Initiative
The federal government owns nearly
57% of the land in Utah. How that land
is designated and managed has been a
source of contention, uncertainty and
lawsuits for decades. Since 2012, Rep.
Rob Bishop and Rep. Jason Chaffetz
have been leading an effort to bring
all the stakeholders together to reach
agreement on a final status for the land.
Eight counties in eastern Utah are now
participating in the "Utah Public Lands
Initiative" (PLI). Grand County and
Moab are a focal point. To follow is the
current status.

ORBA is working closely with
Rep. Rob Bishop, Rep. Jason
Chaffetz and others in pursuit
of a successful PLI.

Both Congressmen are longtime champions of keeping
public lands open for public
usage, including motorized

Previous versions of the
Grand County proposal were
far more balanced especially
recreationally but not
approved by the previously
elected Commissioners.
All eight county proposals
sent to Washington will be
reviewed and subject to
revision.
ORBA will be working with
the lawmakers to address
any onerous closures during
the review process. We ask
that you contact us now if
you have specific closure
concerns so that we can
help coordinate the effort
and work in a collaborative
process. Toward that goal,

April 15th, 2015
The meeting was called to order by
Angie Holm at 7:01pm, a moment of
silence for the ill and departed. There
were 7 delegates present, representing
4 clubs.
Guests: Rod DePaul from Arlington
found us online and came to our
meeting to get more information. He
currently has 2 land rovers.
Correspondence:
Angie received
a telephone call from in individual
inquiring on costs of events. She
explained that each event is different
and gave him the PNW website to get
more information.
Membership/PR: If you’d like Angie at
a PR event please give her at least 2
weeks’ notice.
Sunshine: If you would like a sympathy/
get well/best wishes type of card sent
to another club, please contact Jennifer
at [email protected] with all
the contact information, including the
address on where to send it to.
Club Report: Thanks to the Timber
Tamers for hosting the meeting. They
have been a club for 36 years, have 40
families and are heavily involved in trail
running, trail maintenance. They are
located out of Lynnwood, WA
Food Drive: Don’t forget to bring any
canned food or blankets for the Maltby
Food Bank and Maltby Women’s
Shelter to a meeting or to Luke’s shop,
Quality Foreign Auto on Bothell Everett
Hwy, in Mill Creek.
Teddy Bears: Don’t forget to bring any
stuffed animals for Grace to take to her
contact at Monroe Hospital.
OSP: Angie verified that the camping
fee will be same as last year. She has
also secured the spots directly behind
the community fire pit (for those of you
that attended last year will know) but
for those that don’t know it is spaces
61-77. We can register individually or
as a group. For those that have trailers,
they can be placed next to your RV/
trailers – unlike last year they were put
at the end of the lot away from where
you were camped. Timber Tamers
confirmed that they will put on the
steak dinner on Saturday night. They
are still working out fees, but it’ll be
pre-register only. The resort is called
Sunrise Resorts and the # is 360289-4278, please talk to Sharon, her
husband doesn’t know anything about
our event.
Northwest Off-road Expo: September
26, 2015 - Thomas Family Farms! The
committee had a site meeting to layout
the courses and make sure everything
is all set. Thomas Family Farms is
going to donate a PA System and Sani
Cans. Every course but the barrel
exhibition will need to be street legal.
They have 2 new sponsors. There will
be dry camping available on Friday
and Saturday night for PNW members
only and you can arrive starting after
3pm. Vendors will be in the barn since
it’s secure. The event will open at 10:
00 and run until 4:00. Food Vendors
and Beer Garden will stay open until 6:
00. There will be a good variety of food
vendors for everyone to enjoy. The

This should be a fun event!

Secretary Report: Theresa Taylor,
Outdoor 4x4’s, made a motion to accept
the minutes as written in Tri-Power and
distributed to Yahoo Groups, second
by Dave Taylor, Outdoor 4x4’s, passed
with no objection.
Directors Report: Currently there
isn’t much going on.
The next
board meeting will be in June via
teleconference. If you have anything
that you’d like Angie to bring up to the
board please let her know.
Treasurer’s Report: There was a
written report. Receipts were turned
in for the Hefty Haul Out work party at
Walker.
Land & Legislative:
Walker: There is a work party every
2nd Saturday of each month. Walker is
heavily used which leads to more work
that needs to be done to maintain the
trails. Planned maintenance projects
are for the skills area, work is being
done at Eggrock to close off the bypass road on Ron’s run. DNR said
the work so far has been great. The
next step will be to put up signs for rig
recommendations on each trail so you
know going in if your rig can do the trail
or not. They are no longer handing out
warnings, you’ll be getting a citation
and it sounds like you can get one for
pretty much anything, so if you go up,
please make sure you and your rig are
trail ready. Timber Tamers have been
working on the E&E grant hours and
we should have met our obligation
soon. The M&O grant hours are close
to being met as well.
Reiter: They have monthly meetings
and there is still money that is available
to use for Reiter. Next trail is the
yellow trail that’ll be ¾ mile long with
terrain that is not a lot of rocks. It’ll be
more natural terrain but at the same
time be harder. They want this trail
open to everyone, but so far that is
not approved. The new E&E person
started in April as part time for the next
6 months. The new motorized trail has
been flagged and is approved. The
non motorized is complete but it has
2 very nice large bridges that doesn’t
have any roads leading to them.

Angie also brought up the
idea of having Region 1 trail runs
and invite all the clubs to participate.
- Andy is going to look into dates and
come back next month with ideas.
Andy has come up with a possible trail
run to Naches but isn’t sure of dates.
Will discuss at next month’s meeting.
Yahoo Groups: Do we need
it? Angie is going to email the current
distribution list and let them know that
this might be going away in a few
months. – Angie has created a new
yahoo group and as of May 1st will no
longer use the current Region 1 yahoo
group email. If you would like to sign
up for the new yahoo group, contact
Angie directly.
Counters: What are the
procedures to get them to trails in our
area?
Tire Raffle: BF Goodwrich
donated 2 sets of tires, 1 set will be
given away at the swap meet and
the 2nd set will be given away at
Jamboree. Tickets are $1.00 each.

the meeting to order at 7:02pm.

OFFICER REPORT
REGION DIRECTOR Marty TilfordHe received an email concerning the
Forest Service Listening Session.
There will be two upcoming sessions,
the first will be April 28, 2015. It will be
held at 1835 Black Lake Blvd Olympia,
WA. The second session will be
May 11, 2015, held at the Columbian
Gorge Hotel , 400 West Cliff Dr.
Hood River, OR, from 6-8. Marty
encourages Region 3 to attend.
Next month there will be a raffle at
Region 3 meeting. It is a donation
from Art Waugh. Ground Hog Rock
Crawl admission and a Creek and
Trail admission will be raffled. The
proceeds will be donate to the Yacolt
Burn Trails fund.

not in attendance. Marty read the
treasures report. Don Jensen made
a motion to accept the Treasurers

PUBLIC RELATIONS Teresa SullivanAttended the LaDee cleanup, the
attendance was good. Nicolai trip
was a good trip. The SOLV cleanup
went well. She is still working on the
Region 3 sticker idea. She would like
to see Region 3 with trash bag that
had the Region 3 logo. Also she had
an idea of a Region 3 Facebook page.
Marty will look into why PNW4WDA
has 3 Facebook pages. Sand Flea is
April 25th, she will attend and she will
be at Pick Up the Burn on May 2nd.
She discussed the upcoming event

Fast Specialties has decided not to
host the event in the future. Pistons
Wild as agreed to take the event this
year with the financial backing of Fast
Specialties and in the future turn over
the event to Region 3. Marty would
like it written down the complete plan
for the event before this could happen.
He encouraged the clubs to take the
information back to see who would be
willing to help with the event.
COMPETITION Kyle Wiebold-He was
not in attendance. Marty announced
the Barrel Extravaganza has been
cancelled.
OREGON LAND MATTERS Greg
Haigwood-Greg and Teresa Sullivan
with others went to the Nicolai OHV
area. He said there were lots of trails,
but they did not encounter extreme
trails, but most trails are good for
stock rigs. There will be upcoming
trail work, contact Greg for more
information. LaDee Flats all the trails
will be opened April 25th. The cleanup
at LaDee went well. He attended a
trail planning meeting at LaDee. At
TSF, the University Fire Power gates
are now open.

complete the Yacolt Burn Trail punch
list to get the Yacolt trails open for
Pick up the Burn on May 2nd. Meet
at Jones Creek Trail Head between 8
and 9am. The trails are now named,
Mountain View (formally known as
C1), Deer Pen Trail (formally known
as C2) and Hagen Creek Trail
(formally known as C3 and C4).

Midnite Mudders present, they are
working on getting their paper work
in order to re-join the PNW. Their
club was a member of the PNW
sometime ago. We look forward to
renewing a relationship with them
again.
Skip Frans is still trying to make
contact with Justin Smith who lives
in Wenatchee and had expressed
interest in joining the PNW. For
several months Skip has been
trying to contact him with no avail.
Skip will keep trying for awhile
longer.

LAND MATTERS:
Dave Walters (Peak Putters)
asked if anyone was working on
the Cooperation vs. Coordination
between the Forest Service/ DNR
(Department of Natural Resources)
and BLM (Bureau of Land
Management). Earl said yes some
of it had been addressed at the
Trails Wilderness Interest Groups
(TWIG) meetings. Dave asked if
anyone was talking with the county
commissioners
because
they
have to get involved. Discussion
followed on why this is important.
Coordination is a mandate set
forth by Congress to ensure that
the local position is taken into
account before actions are taken.
Cooperation is where they are at
the table and can have input but
the agencies don’t have to pay
any attention to them. This is
happening in states around us
and will be coming to Washington
very soon. We need to get involved
or we won’t have any say in what
happens to our land.
Earl said the TWIG meetings are
the first Tuesday of the month at 7
PM at the Naches Ranger Station
and are open to the public; they

November, February, March, April
and May. Logging is going on in
the Glass Angel and the Nelli and
should be finished by Memorial
Day.
We have some new leadership
in the Naches and OkanoganWenatchee Ranger Districts and
we are looking forward
some
positive changes. They are in the
process of hiring 8 new trail crew
members.
The new establishment wants to
repair things - not close them; so
we are excited about that.
Jeff Leisy (Forest Service) is
working on setting up a Trail
Management Partner program that
will create ownership of the trails
where we can make decisions on
what happens on everything except
legal issues.
Jeff is trying to set up partnerships
with the hikers, back country
horsemen, quads, motorcycles
and 4X4’s. He is hoping to have
a manager for each group that he
can work with for several years.

The first work party will be on the
Naches May 30 & 31. The Forest
Service got a grant from Polaris for
Ten Thousand dollars that will be
used for the Naches Trail work.
Kaner Flats campground will have
24 of 42 sites as reserved camp
sites. Trails are closed right now,
but the determination is that they
will open when conditions allow.
Travel Management
on the
Okanogan-Wenatchee
National
Forest scoping period has closed.
It’s only been in the works for 10
years. Cathy Dowd Public Affairs

Naches Collaborative Group is
a steering committee that was
given the task of coming up with
a consensus on how to manage
the Little Naches Watershed.
They have been at this for a year
now and aren’t anywhere close
to reaching a decision. The new
ranger came in and said this won’t
work and she cut the project in half
and we now have the Little Crow
Restoration Project. They plan to
close 35 miles of roads which are
mostly skid roads and we don’t
have a problem with that. The
scoping period is open on this now;
comments will be taken until the
end of the month. You can find
information on it on the web site
at www.tapash.org.
This group
will make a recommendation on
this restoration project, however,
the ranger will have the final say
on it. If you don’t make a written
comment you have no grounds for
an appeal.
Trail Counters were purchased by
the PNW and have been placed on
trails to show how much use our
trails are getting. This is something
that we can use to show the Forest
Service just how much use our
trails are getting when they try to
tell us they need to shut that trail
down because it’s not getting use.
Because of the report at Winter
Convention several more counters
have been purchased. The Forest
Service has been very interested in
seeing the results. Because of this
they requested us to put one on the
1900 Road this winter to see how
much use it gets during the winter.
Earl said he didn’t have a report on
that yet. We believe these counters
will be a very valuable tool for us.
Earl said he had attended the
Franklin County Commissioners
meeting last Wednesday April
8 where they were talking about
Juniper Dunes. They have picked
alternate #2 for the location of the
new access road. The new road
will be 4.2 miles and cost 3.8 million
and should be completed in 2017.
The Nature Conservancy purchased
48,000 acres from Plum Creek,
they have been having public
meetings gathering information on
how to manage these acres. They
say they are working on putting
together a management plan and
hope to have it in place by June or
July. Our big concern with this is
ten sections are in the Little Naches
Water Shed and our Naches Trail is
in two of them.
Teanaway
Community
Forest
historically has been a working
landscape providing timber and
rangeland for cattle and sheep.
The DNR and WDFW (Washington
Department of Fish and Wildlife)
are working together to carry
out the Legislature’s directive to
maintain working lands for forestry
and domestic livestock grazing
while protecting key watershed
functions and aquatic habitat. More

May 23 they will have a fun run for
everyone who is still at the work
party.

Peak Putters - Dave Walters
reported Camp Shamp was a winch
fest. He said they participated in
the March of Respect with the Arc
of the Tri-Cities the last of March.
They will be joining the Midnite
Mudders at Juniper on April 25 for

their work party. They participate
with the Arc of the Tri-Cities in
July at their soap Box Derby for
disabled kids. They are working on
putting together something for their
50th anniversary.
Wenatchee Mountain Masters Skip Frans reported two weeks ago
they had a run to the Colockum in
the snow. They had 3 new people
with them and 2 are considering
coming back. They are busy fixing
their Jeeps; 2 are going to Trail
Jamboree and Skip was asked
by Ed Weber (Trail Jamboree
Chairman) to put on a Ham Radio
seminar. Ed is wanting to have
some better communications at
Jamboree other than CB radios.
Skip is a licensed instructor for
Ham Radios.
Midnite Mudders - reported they
are working on getting their paper
work in order so they can join the
PNW. They are having a clean-up
at Juniper Dunes April 25th. The
Sand Scorpions from Moses Lake
are coming down to lend a hand,
on Sunday they are putting up
drag lights and having sand drags.
They participated last weekend in
the Mountain Mania Mud Sports
event at Valley, WA.

Quadrapaws 4WD Club FunRun
Now is the time to register for the best event of the summer, put on by the QuadraPaws 4WD
Club . The event takes place June 13, in the Tahuya State Forest, just outside of Belfair, WA.
Take your 4-wheel-drive rig on a secure off highway trail, play games, have fun, and win great
prizes. The whole family will have a blast.
The main event is the “Poker Run” (it is only loosely related to poker,
there is no betting, smoky rooms, or exchange of money). You drive your
vehicle over a marked off road trail to 6 different Stages. At each Stage,
you’ll draw a random playing card to add to your poker hand; Answer a
random question to score up to 50 points; Play a game to earn up to 25
points; And play a bonus game to earn up to 50 more points.
Scattered along the course will be “Paws” that have a single letter in the
paw print. Mark down all the letters and correctly unscramble the two
words to earn 50 points.
At the end of the day, we’ll hold drawings for raffle prizes, and announce
the winners who racked up the most points on the Poker Run. There will be many prizes including an ARB On-board
Air Compressor, Winches, and many cash prizes. We’ll collect donations for a food drive for the local Food Bank and
your food drive donations will add to your total points. And you can enjoy the fresh air, scenery, and natural wonder of
the Tahuya State Forest.

RECREATION GROUPS DECLARE
VICTORY ON RECOMMENDED
WILDERNESS CLAIMS
BOISE, ID (April 21, 2015)--A federal
court has accepted the settlement
agreement that resolves a lawsuit
claiming that the Clearwater National
Forest illegally closed recommended
wilderness areas (RWA) to motorized
use. The agreement, between the
Forest Service and lawyers for the
Idaho State Snowmobile Association
and BlueRibbon Coalition, requires
the agency to conduct a new analysis
and issue a new decision to evaluate
"motorized and over snow access
management" in the areas. The Forest
Service "dispute Plaintiffs' claims"
but acknowledged "that regional
issuance of documents described as
guidance for forest planning, including
planning for RWA management, has
led to confusion and misperception
regarding the role that such
documents serve ...."
The areas in dispute were decades
ago recommended for wilderness
designation by the Forest Service,
but Congress has not acted on these
recommendations. The areas have
always received motorized use, and
more recently mountain bike use,
that would be prohibited in formally
designated wilderness. Neither
the initial ratings nor the present
wilderness suitability have been
diminished by these uses, and the
"wilderness character" of the areas
has remained the same under Forest
Service evaluations.
The agreement, initially filed in
October, 2014, contemplated a Forest
Service effort to complete the new
analysis prior to the start of the 20142015 winter snowmobile season. In
the absence of a new decision, the
agreement provided for management
to revert to the 1987 Plan, which
would allow snowmobile use. The
Court did not complete its review of
the agreement until the 2014-2015
winter use season had largely passed,
and declined to vacate the challenged
plan's prohibition on motorized
access. The Court "conditionally
approved" the remainder of the
agreement, and the Forest Service
and Recreation Groups accepted the
Court's interpretation. The agreement
also provides for payment of $30,000
toward legal fees incurred by the
Recreation Groups.

“What does the PNW4WDA mean to me and how would this scholarship help”
The Pacific Northwest 4-Wheel Drive Association (PNW4WDA) means many things to me. When I think of this organization,
many pleasant thoughts begin racing in my mind. Where to start within these memories, I cannot easily decide. One thing
is simple enough for me to process however, it is that to me, this is more than just an organization, it is my family.
My family and I have been members of this organization for as long as I can personally remember. Dating back
to my grandfather, Brownie Zentner, and my grandmother Mary Zentner, the Zentner’s have been proud members of the
PNW4WDA. This tradition was passed down to my father by birth, and with the passion in his veins passed down to him
by his mother and father, my father continued and expanded his involvement within this organization; as many now know,
my father is the Competition Chairman. His passion for the PNW4WDA combined with his drive for helping people led him
to take the position with honor, doing what he can to keep this organization afloat, and with hope, eventually leading it to
thrive. His passion inevitably was handed down to myself, and I wouldn’t have it any other way.
Starting back in the early 2000’s I fell in love with racing. Racing slowly engulfed my summers and I couldn’t get enough. I,
along with my peers, couldn’t get enough. The thrill of going fast - although I might not have been going all too fast – took
over in me, and then I knew that I loved this sport. As the years went on, my passion for racing grew. I was soon able to
successfully drift corners, play on two wheels, and scare my father and his wallet altogether. I didn’t realize it then, but
looking back now, I see that as my passion for racing grew, so did my love for the people. When I was younger, I never
seemed to grasp the concept that these people of completely different upbringings, heritages, and qualities of life could
accept one another as family; but age and wisdom soon succeeded in showing me that it is not only possible, but has been
accomplished. When I go to a race or a meeting I look around and see that I am surrounded by people I care about, and I
hope the opposite is true as well. I look at these people that, if not brought together by the PNW4WDA, wouldn’t look twice
at each other on the street. People that are willing to slave under a burning-hot race jeep for hours on a July day, people
that throw around thousands of dollars in parts to others just so they can continue having fun for a weekend, people that
will sit on a track for hours on end and in turn receive nothing but a “thank you” and a (sometimes) cold beer; think about
what these people are really offering. It may be parts, assistance, or money, it may be a lot of things, but on a deeper level,
they’re offering their companionship, their friendship, their love. These completely different people are reaching out and
connecting with others, becoming family, all due to this little organization, the PNW4WDA. I now understand that, and that
is what this organization means to me. It means a family, it means loving others based not on their social-standing, their
skills, or what they have to benefit me, but because others deserve to be loved.
The Pacific Northwest 4-Wheel Drive Association has given me the opportunity to connect with so many people
on such a deep level, and that is why I will never leave. Upon writing this, one person continually comes to my mind; that
person is Wayne Laurent. Hoping that this is appropriate for the subject matter of the scholarship, I would like to write a
few things about this man. I first formally met Wayne a few years ago when I was around the age of 12. When I looked
at Wayne, I saw a gruff, loud, obnoxious, and antagonistic man. I had heard the way that he was perceived by certain
people, and I felt as if though he was a person of which I would never grow extremely close with. This all soon changed.
I developed a friendship first with his niece, Anna, and her older brother, Allan. I was fond of these two as they were witty,
caring, and overall fun to be around. Spending time with Anna and Allan lead me to be around Wayne more often. What I
grew to understand was that this gruff, loud, obnoxious man was one of the most genuine and caring people I have ever
met, and their positive qualities were a direct product of the environment laid out to them by their Uncle Wayne. He may be
all those things, but he knows exactly what he is, and he is proud of it. Wayne has helped me or offered me help (even if I
didn’t want it) more times than I can count. He has stuffed me in his jeep when mine wasn’t operating, he has thrown parts
at me when I was hesitant to take them, he has stood up for me in times of argument, and he has become an influence
in my life more than I know. No matter what people say, Wayne Laurent is an amazing human being and I will cherish his
companionship for the rest of my life, I love him as if he is my own uncle. Now Wayne is just one of many and there are
pages more I could write about him, but there have been so many other powerful connections in my life that I will never
forget, and this is entirely due to the PNW4WDA. This organization has made an impact on my life as large as any, and
means too much to me for me to abandon it; and for as long as it stands, I will be a standing member.
This scholarship will help go to my tuition as I will be attending Portland State University (PSU), a credited 4year public institution located in Portland, Oregon. There I will be working toward a Bachelor’s Degree in Science, and
completing the Pre-Dental undergraduate program. After completing my degree at PSU, I hope to be admitted to Oregon
Health and Sciences University (OHSU) where I will complete the 4-year General Dentistry program in which I will obtain
my Doctorate in Medical Dentistry (DMD). These years of schooling will be very expensive and I will undoubtedly be
swamped with student loans for decades upon graduation. My immediate and extended families both cannot bear the
financial burden given by the schooling, so I will be paying for my schooling solely on my own. That is why I hope the
PNW4WDA accepts me as an applicant for the annual scholarship. I understand any decision that will be made and thank
the PNW4WDA for reviewing my application. I would also like to thank the organization for the years of joy it has brought
to me, and hope there are many more to come.

Not a lot of State business happening
but I sure have been busy. We attended
our first ever Easter Jeep Safari and
I’m hooked for sure. Spent two weeks
there and did most of the difficult rated
trails and a lot of the named obstacles.
The highlight of the experience was
the people we meet and wheeled with,
folks from all over the country and even
some from Canada and one couple
from Europe. The best scenery was
Onion Creek and Elephant Butte trails
but there wasn’t a place I wouldn’t go
back to. The most difficult trails were
Lock Jaw in area BFE, Rusty Nail
and the Pickle. The only obstacle we
pulled a line on was Micky’s Hot Tub on
Hells Revenge.
People are what makes this sport
worth doing. We wheeled with people
from all walks of life, young and older,
in new Jeeps and old. Flat Fenders, a
few CJs and more four door unlimiteds
than I knew existed. Couples with kids
and toddlers, singles of both sexes and
even an odd couple or two. We all had
one thing in common, a love of the
outdoors and the thrill of being there
in a four wheel drive. One couple we
meet from Canada are now full time
RVers and Jeepers which put the idea
into our minds to do something similar.
Our Jeep of choice is a Rubicon
LJ and has served us very well for
the past ten years. The two weeks
we spent in Moab was problem free.
When we returned from Utah we
went up to Baker Oregon to wheel
with some folks from Region 5 and
put some effort into getting that area
refired. I have driven past Virtue Flats
several times but never raised any dust
on the trails it has to offer. The short of
it, on the third trail my trusty jeep failed
me and I snapped a rear Alloy USA
axle. My second, or actually my initial
failure was to ignore Warns advice to
go prepared, I left my trailer home.
Thanks to friends I made it back to
Burns, picked up the truck and trailer
and my Jeep is now in many parts on
the shop floor. The axle damaged the
locker and now all must be replaced.
As the saying goes, build, run, break,
fix, repeat. The worst part is I’m going
to miss the Yacolt Burn opening.
So what’s next? The McGrew trail
clean up Mothers Day weekend and
a Region 6 meeting Memorial Day
weekend at Christmas Valley Dunes.

weekend, registration is open now.
Ground Hog Rock Crawl competition is
June 27th and we could sure use some
help.
What’s news, Malheur and Wallowa
Whittman National Forests are putting
formal travel management plans on
hold until the forest plan has been
revised. I have been replaced on the
Steens Mountain Advisory Council after
serving for 6 years. Mona Drake has
also been replaced on the Southeast
Oregon RAC. We are not sure if we
made too much noise or what, but
rest assured we are not going away,
just changing the direction we are
coming from. We’ll keep em guessing.

Decision
to Remove
Sage Grouse
Species from
Endangered
List
Welcome
News for
Motorized
Recreation
On April 21, the US Department
of Interior announced that it had
determined the Bi-State greater
sage grouse would not be added to
the Endangered Species List. This
particular species of greater sage
grouse inhabits the Nevada-California
border region and was placed on the
"threatened" list in 2013.
Not to be confused with the Bi-State
Greater Sage Grouse, this bill would
address a much larger habitat area
than the California and Nevada Bi State
Grouse removed last week.
Rep. Rob Bishop (R-Utah) generated
language that was included in the text of
the National Defense Authorization Act
that Armed Services Chairman Mac
Thornberry (R-Texas) released this
week.

represents one of the strongest GOP
challenges yet to efforts to bolster
protections for sage grouse across its
165 million acres of Western habitat.
The administration signed a settlement
four years ago with environmental groups
that required FWS to decide by Sept. 30
whether the bird deserves Endangered
Species Act protections. That deadline
has compelled the Bureau of Land
Management, states and landowners to
cobble together habitat protection plans
designed to avert the need to list the
bird.
Republicans have criticized the listing
deadline as arbitrary. They argue states
need more time to prove that their
own sage grouse conservation plans
can work before FWS makes its listing
determination. In addition, oil and gas
drillers, miners, and livestock grazers are
uneasy about what kind of restrictions
BLM might impose in final land-use plans
spanning 67 million acres. BLM plans are
due out next month.
The Language says Fish and Wildlife
"may not make [a] finding" of whether
sage grouse need protection under
ESA until after Sept. 30, 2025, in any
states that have crafted their own grouse
conservation plans.
The amendment would also allow
governors to halt or roll back any of the
land-use plan amendments by BLM or
the Forest Service if they don't conform
to the state plans.
Bishop is not the first to propose delaying
federal protections for sage grouse.
Colorado Sen. Cory Gardner (R) last
week filed separate legislation that would
allow states at least six years to develop
their own conservation plans for the
greater and Gunnison species of sage
grouse before either bird could be listed
for protection under ESA, among other
provisions (Greenwire, April 22).
The president would presumably
veto a bill such as Gardner's if it were
passed by itself. But tucking a similar
provision into the defense bill -- which
has passed annually for more than the
past half-century and provides funding
authorization for the military -- would
change the political calculus for the
president.
Congressman Cook's HR 1676 bill to
establish the Johnson Valley Off Highway
Recreation area used a similar strategy
to gain approval and save the Hammers.
"This further proves ORBA's position that
we must fight these attacks on Motorized
Recreation in Washington DC" said Fred
Wiley ORBA President.

According to the Department of
Interior, a key factor in not adding the
Bi-State population to the list was a
voluntary cooperative conservation
effort to protect habitat. These efforts
have proven to be successful over the
past 15 years of study.
The off-road community had raised
concerns that adding the species to
the "endangered" list would cause
more trail closures in the CaliforniaNevada region. This decision is
welcome news to the off-road industry
and enthusiasts.
A variety of sage grouse specific to
Utah and Colorado was placed on the
threatened list this past November and
the Department of Interior will decide
this fall whether or not to place the
greater sage grouse, with habitats
spanning 165 million acres in 11
western states, on the Endangered
Species List. ORBA will keep you
updated on the status as we get
information.

Daffodil
Parade
2015!!!
Most people on the day of the parade start their day leisurely waking up to the smell of coffee being made and looking forward to reading the morning paper, but
not for those who are involved in the greatest parade in the Northwest. It takes a lot of organization to make this a successful event. The Daffodil Association
organizes every step of the parade, from the float designers and decorators, school bands, the clowns and Shriner’s, to the beautiful princesses and many more
entertainers getting ready for the long day ahead.
For us as the float support we were at the float barn at 6 am assisting and getting the floats ready to be escorted to the start of the parade in downtown Tacoma.
This year we had an electric float that wanted to participate in all 4 towns, he had to be towed in between the towns, so that he would have enough power to do
the entire parade. How awesome is that! The Tacoma Webfooters have been assisting with the parade for 30 plus years. We are the float support and it is needed
in every town the parade travels through. Our duties have consisted of many things, such as, giving them a jump start, keeping them from overheating, replacing
starters, adding brake fluid, putting air in the tires, to actually towing them through the parade.
We would like to thank all of the club members for your time and efforts at the 2015 Daffodil Parade. Clubs that volunteered their time for the float support are
as follows: The Tacoma Webfooters, The Off Road Animals and 4 x 4 Search and Rescue. The quality of your workmanship and support during the parade was
exceptional and vital to the overall success of the Daffodil parade. We as jeepers are very proud to be involved with such a great event.
