Accommodation and Athletic Facilities
A state of the art sporting facility intended to attract professional and leisure athletes all year long.
The project is one of the largests being planned in the field of sports and tourist development in Greece and has
already received all the necessary approvals in order to be procured as a PPP through an international public tender
and the use of the competitive dialogue procedure from the Municipality of Naoussa.
The Project
The project relates to the Upgrade, Expansion and
Exploitation of the ski centre “3-5 PIGADIA”, as well as the
Development and Exploitation of Tourist and Athletic Facilities
in the Dordopoli area in Naoussa, through a Public Private
Partnership (PPP) for a period of approximately 40years.
Municipality of Naoussa has already prepared a master
The
plan for the development and exploitation of the area and has
initiated the process for attaining some of the environmental
approvals needed. The private partner is expected to submit
his proposal, if different from the one prepared by the
Municipality, in the second phase of the procurement
procedure.
Naoussa is a city in the Imathia peripheral unit of Greece,
located just 90 km (approx 1 hour) from Thessaloniki.
Thessaloniki is connected by air with Athens and other
European cities.
The area is characterized by exceptional cultural and physical
beauty. Apart from the ski centre, tourists may explore the
thicket of Agios Nikolaos, the School of Aristotle, the place
where Aristotle taught the sciences to young Alexander and
the Municipal Park which lies in a natural balcony in the
centre of the town.
The project will be fully self-financed by the private partner
and is estimated between EUR 25-30 mio. The repayment of
the investment will be achieved through the revenues
generated by the project itself. The Municipality of Naoussa is
expected to receive a percentage of total annual revenues, the
level of which will be determined during the competitive
dialogue procedure.
The Project will be implemented through a Public Private
Partnership under Greek PPP Law (Law 3389/2005), a clear
legal framework, basis for a smooth and successful tender
process
The private partner will be selected through an international
public tender and the contract will be awarded through the
competitive dialogue procedure.
Location
The ski centre "3-5 PIGADIA" stands at an altitude of 14302005m and is about 17km from Naoussa city on the north
slope of Mountain Vermion.

The project’s objectives are based on 3 pillars…
Development of:
1 An exceptional ski centre (expansion of ski facilities, upgrade of services)
 Additional infrastructure in ski base (reception, restaurant, cafe, ski rental and school, parking, shops)
 Installation of 4 new technology lifts of higher capacity
 Upgrade of the snow bar and chalet in the top of the mountain
 Development of 3 new ski runs in the Balkoni area of lower difficulty and renovation of the existing cafe
2 New luxury & high capacity accommodation facilities in Dordopoli area
3 A sports preparation centre of high standards for professional athletes & sport amateurs in the Dordopoli area
Current Status
The Tender
Ski centre 3-5 PIGADIA has:
 4 ski runs:
- "Aristotle" of 2km (RED) homologated by FIS International Ski Federation, for Slalom and Giant Slalom
events,
- "Philippos" of 2km (RED-BLACK),
- "Paradise" of 1.6 km (RED - BLUE) and
- "Louki" of 1.5 km plus two ski runs for beginners.

pipelines of water supply, 54 connection valves & 20 snow
cannons.
An international public tender will be launched for the selection
of a private partner through the competitive dialogue
procedure and will take place in two phases:
Some accommodation and entertainment facilities already
exist.
Since the beginning of the ‘80s it has been established as a
centre for preparation of athletic teams mainly because of its
marvellous climate and exceptional natural environment.
 Phase I: Pre-selection and
 Phase II: Competitive dialogue & submission of final bid.
Phase I is expected to be launched shortly.
The private partner will undertake the Design, Financing,
Construction, Renovation, Maintenance, Operation and
Exploitation of the infrastructures to be developed.

The Vision
Facts and Figures
After the development of the new infrastructure and the
upgrade of current facilities the ski centre 3-5 PIGADIA will be
promoted to an exceptional ski resort that will attract local and
international visitors for winter sports and a variety of other
activities.
The Dordopoli area is just 1.5km from the ski centre base and
holds a land of approx. 370.000m2 ideal for the development
of new, higher capacity and luxury accommodation facilities
and for the creation of a sports preparation centre of high
standards for professional athletes and sports amateurs.
