T
his ninth update of the KentuckianaWorks Human Capital Scorecard includes recently released
data on college attainment of the adult population, enrollments and degrees awarded by level
for postsecondary institutions, the high school graduation rate, and the number of GED
passers. In addition, we present data on educational attainment by age cohort. This release
supersedes previous versions of the Scorecard.
In this release, the data we present on educational attainment has transitioned from using the single
year results from the American Community Survey (ACS) to the three-year estimates. We made this
change primarily due to the greater accuracy of the three-year estimates, which combine three years
of survey data into a much larger sample, thereby cutting margins of error roughly in half. The
increased reliability of the estimates will mean that we can more confidently identify real trends in
the data. Previously, fairly wide year-to-year fluctuations may have occurred simply due to the
margin of error, which could either mask a trend or give a false impression of one. We now have
five consecutive three-year ACS estimates (2005-07 through 2009-11).
The Scorecard provides these key measures of educational activity in the Louisville area along with a
snapshot of where Louisville ranks among 16 comparison Metropolitan Statistical Area (MSA)
markets. The KentuckianaWorks’ board believes Louisville’s economic future hinges on having a
flexible and highly educated workforce, and that annual reports on educational attainment and
enrollment are necessary to see if the community’s improvement efforts have been successful.
Hence, the organization has commissioned this annual tracking system, so all stakeholders can
monitor the progress.
We now have data through 2011 and certain patterns are emerging in the Scorecard tracking:
It appears that there has been a real and sustained gain of about 1 percent in the percentage
of Jefferson County and Louisville metro area adults with high school degrees since 2007 or
2008. In addition, the percentage with college degrees continues to climb slowly by about a
half percentage point per three-year estimate. The overall pattern since 2000 is one of
improvement, with a slow, but fairly steady, improvement in the attainment rates for
Jefferson County and Louisville metro area adults.
Of course, the competition is not standing still. According to the Census Bureau, high
school and college attainment rates for all the 15 comparison metropolitan areas have also
risen. Fortunately, since the 2005-07 estimates Louisville’s increases in both high school and
college attainment have ranked 3rd best of the peer group of metros, and this is reflected in
most of the rankings. The rank of the Louisville MSA for both high school and college
attainment has gone up by two spots. Jefferson County’s rank among the central counties of

the peer metros also has gone up two spots for high school attainment and one spot for
college attainment. The Louisville MSA is now ahead of Memphis and Dayton in college
attainment.
The overall performance of the Louisville MSA is pulled down by the counties surrounding
Jefferson County, whose high school and, especially, college attainment rates are significantly
less than the MSA’s central county (Jefferson County).
The percentage of people who have completed high school but have no more education has
only begun to drop significantly the last few years. As late as the 2007-09 estimates the
percentages for both the Louisville MSA and Jefferson County were about equal to the 1990
Census results. Consequently, in a category where a low ranking is better (indicating
relatively more people have had postsecondary education), the Louisville MSA is still ranked
number one for the percentage of adults with only a high school education. (Jefferson
County is still fifth among the central counties.)
When we look at the educational attainment of the youngest 10-year age cohorts, those
between the ages of 25-34 and 35-44, the news is uniformly positive, especially for the latter
cohort. The percentages of 25- to 34-year-olds and 35- to 44-year-olds who have a high
school diploma or equivalent appear to have hit plateaus but are significantly higher than the
levels of a decade ago. Similarly, the percentage of 25- to 34-year-olds who have earned a
bachelor’s degree also has hit a plateau, but is much higher than the level of the 2005-07
three-year estimates and is, in fact, the largest increase among the peer metros. For 35- to 44year-olds, the percentages of those who have at least attended some college and those who
have earned a bachelor’s degree are at all-time highs. Most importantly, the percentage of
people who have a high school degree but no more education has dropped significantly for
both cohorts since the 2006-08 three-year estimates. For the 35- to 44-year-old cohort, the
Louisville MSA has dropped the largest amount since 2005-07 among the peers.
GED completions were down markedly in 11 of the 16 comparison metros. The Louisville
MSA’s 6 percent increase was third best; the other peer metros saw their GED completions
fall a collective 6.5 percent from 2010 to 2011. While the pattern is not uniform across the
peers, in many of them it appears that the recession, beginning in 2007, created the impetus
for many people to work on their GEDs. Now, with the “backlog” of potential GED
completers diminished, we may be seeing a return to more normal levels. However, the rate
of GED completions in Louisville MSA has remained relatively constant since 2003. While,
on a per capita basis, the rank of the Louisville MSA dropped to 10th at the height of the
recession, it has now rebounded all the way to 3rd place.
Postsecondary institutions in the Louisville metro area saw enrollment level off in 2011 after
three years of increases. The 1 percent drop in enrollment was due entirely to a 4 percent
drop at postsecondary institutions whose highest degree offered is an associate degree.
Enrollment at institutions granting at least a bachelor’s degree edged up slightly by 0.4
percent. Eight colleges experienced triple-digit enrollment drops, all but one a careeroriented private college: Galen College of Nursing, Jefferson Career and Technical College
(JCTC), Sullivan College of Technology & Design, Brown Mackie College, Spencerian
College, Daymar College, ITT Technical Institute and Sullivan University. Ivy Tech
Community College and the Southern Baptist Theological Seminary both saw enrollment
increase by more than 200 students. Total postsecondary enrollment is still 39 percent

greater than it was a decade ago, with full-time enrollment up an even more impressive 56
percent.
The enrollment figures seem to reflect the effects of the economic recession and now the
recovery. But while the Louisville MSA did have a decrease in enrollment, only Jacksonville
among the peer metros experienced an enrollment increase of greater than 2 percent. As a
result, Louisville’s rankings for enrollment per capita remained largely constant.
The big enrollment increase in the latter half of the last decade continued to translate into
more degrees awarded by Louisville area institutions. They awarded over 1,400 more degrees
in 2011 than in 2010, an increase of more than 9 percent. Nearly 1,000 of those degrees were
either awards below the associate level or associate degrees (a nearly 14 percent increase), of
which 475 were given by either Ivy Tech Community College – South Central or Jefferson
Community & Technical College. The increase in bachelor’s degrees was 7 percent, more of
which was evenly divided between Indiana University Southeast, Bellarmine University and
the University of Louisville. First Professional degrees rose by about 19 percent, half of
which can be accounted for by the first graduates of the pharmacy school at Sullivan
University.
In terms of the number of postsecondary degrees granted on a per capita basis, the
Louisville MSA edged up one rank for associate degrees, bachelor’s degrees, and First
Professional degrees. However, in each case Louisville was just returning to a spot it
occupied a couple years earlier. With no increase in graduate degrees, Louisville dropped two
spots to 11th in the rankings among the peers.
Despite another year of award increases, Louisville’s overall rank for awards, degrees and
certificates per capita remained at 9th place. Louisville has been narrowing the gap between it
and the metro areas just ahead of it in the rankings in all of the degree categories. The
Louisville MSA has seen the 4th best increase in total degrees awarded per capita since 2000
among the comparison group of metros, ranking at least 6th best in each of the individual
degree categories. In addition, Louisville is the only one of the 16 peer metro areas that
moved up since 2000 in the degrees awarded per capita rankings in every category of award,
from below-associate certificates and diplomas to graduate and First Professional programs.

year and place. Because information was not available for all MSAs for the years 2001 through 2004, comparisons were made among central counties. For the
decennial census and 2005-07, the central county of the Richmond MSA is considered to include both the City of Richmond and adjacent Henrico County.
However, the 2001-2004 American Community Surveys (ACS) did not include the city of Richmond VA within detailed Virginia city and county breakdowns;
therefore Richmond is not included in the central county rankings for years 2001-2004. Calculations of educational attainment in the ACS did not include the

♣ Source: Eighth Grade(t-4) Graduation Rate is calculated from enrollment and diploma data in the Common Core of Data collected by the National Center for
Education Statistics. The rate is constructed by taking the number of diploma recipients for a given school year divided by the fall enrollment for grade 8 from
four years prior. Thus the graduation rate for 2006 is number of diploma recipients for 2005-06 divided by the number of eighth graders in the fall of 2001-02. This
figure has been shown to be very close to and track well over time with Decennial Census data calculations of the percentage of adults who have received regular

KentuckianaWorks Human Capital Scorecard
Postsecondary Degree Report
June 2013
I
n this supplement to the KentuckianaWorks Human Capital Scorecard, we present data on
postsecondary degrees awarded in certain fields that are seen as being the most directly related
to long-term economic development. These strategic fields are the STEM disciplines of Science,
Technology, Engineering and Mathematics, and all healthcare-related fields. The former include
agricultural & plant sciences, environmental science, computer & information sciences, math,
science & technical teacher education, engineering, engineering technology, biology/biological
sciences, mathematics and all the physical sciences. The latter include health occupations, teacher
education, clinical and counseling psychology, chiropractic medicine, dentistry and related fields,
medical doctor training, pharmacist training, nursing, and related health services, allied health and
health sciences fields. The data come from the Integrated Postsecondary Education Data System
(IPEDS) administered by the National Center for Educational Statistics.
This report covers data from 2004 through 2011, and certain trends and recent developments are
highlighted below:
In 2011, the overall number of degrees awarded in the STEM fields in the Louisville
Metropolitan Statistical Area (MSA) increased nearly 14 percent. The gain occurred along a
wide spectrum of degrees, fairly evenly split among associate, bachelor’s and master’s
degrees. Most of the increase in associate degrees occurred at ITT Technical Institute in
three majors - Computer Systems Networking, Electronic and Communications Engineering
Technology, and CAD/CADD Drafting and/or Design. For bachelor’s degrees, the increase
was evenly split between the University of Louisville and Sullivan University, which saw its
first graduates in Computer/Computer Systems Technology. At the master’s degree level,
the increase was due mostly to more graduates at the University of Louisville across several
different engineering fields, but Sullivan University also had its first graduates in Information
Technology.
Overall STEM degrees awarded among the entire group of 16 peer metros rose 11.7 percent
from 2010 to 2011. Louisville’s rankings in terms of STEM degrees per capita are unchanged
from last year, except for awards below the associate degree level, where Louisville dropped
five spots from 4th to 9th. While the number of those awards in Louisville was virtually
unchanged from 2010, six of the peer metros experienced three-digit increases in the
number of awards at this level. Three peer metro areas (Charlotte, Greensboro and
Indianapolis) have increases larger than the number of degrees earned in Louisville.
Louisville’s trend for bachelor’s degrees on a per capita basis is positive, having moved from
15th to 12th since 2004. Louisville postsecondary institutions awarded 108 more bachelor’s

degrees in STEM majors in 2011, which was the 6th best increase among the peer metros.
Only Charlotte and Columbus have increases significantly greater than Louisville’s.
On a per capita basis, Louisville has shown the second-best trend among the peer metros
since 2004 in degrees in STEM fields. Indianapolis is first. Louisville has moved up or held
steady in the rankings for total degrees and all levels of degree except for degrees below the
associate level.
Degrees awarded in healthcare-related fields increased almost 18 percent in 2011 (the
increase was just 10.2 percent for the entire group of peer metros). While there were fewer
master’s and doctoral degrees awarded, all the other levels of degree were up by at least 20
percent. The gains below the associate level were spread among several institutions,
especially Jefferson Community and Technical College and the private schools Galen
College of Nursing, Brown Mackie College and ATA College. The three private colleges,
along with Ivy Tech Community College, account for most of the increase in associate
degrees.
Healthcare bachelor’s degrees were up 11 percent, with both Bellarmine University and the
University of Louisville awarding about 20 more degrees than in 2010. In addition, Sullivan
University awarded its first degrees in Health Services Administration. The increase in First
Professional degrees was entirely due to the first Doctor of Pharmacy graduates from
Sullivan University.
In the peer rankings, Louisville stayed in 9th place for all healthcare-related degrees and
awards, but moved up two spots (to 6th) for awards below the associate level, and one spot
for both associate degrees (to 4th) and First Professional degrees (to 9th).
In terms of the percentage of all degrees awarded that are in these strategic sectors,
Louisville generally ranks in the middle of the pack of peer metros. Louisville’s percentage of
degrees in the strategic sectors is above the average for the group of peers for associate
degrees (50 percent versus 42.6 percent), bachelor’s degrees (26.7 percent versus 26.4
percent) and for total degrees awarded (39.6 percent versus 38.6 percent). It is farthest below
the average for the First Professional degree level (44.9 percent versus 56.5 percent). Overall,
Louisville ranks 5th in terms of the percentage of all postsecondary degrees awarded that are
in these strategic sectors.
