Hobsonville
Point Residents Society
WELCOME BOOKLET:
AN A-Z GUIDE FOR NEW
HOMEOWNERS
2015-2016
Welcome to Hobsonville Point!
So very pleased to meet you!
First of all, congratulations on your new home! The Hobsonville Point
Residents Society committee welcomes you to one of the friendliest
communities in New Zealand!
Inside this booklet you will find information on many of the services and
activities now provided both within Hobsonville Point and the
surrounding areas. Its rich historic past is certainly not forgotten either
– with a special tribute paid to its past life as a Royal New Zealand Air
Force (RNZAF) base.
So come on in and look around!!
First, a bit about the HPRS!
The Hobsonville Point Residents Society is run by a committee which is
elected by its members. When you buy at Hobsonville Point you
automatically become a member. You pay an initial fee of $300 and then
an annual fee set by the committee (currently set at $150 a year). The
Society helps to support community/resident led events and activities to
welcome new neighbours and offers opportunities for all to connect.
The Society also has another very important role. This is to protect your
investment and provide for the continued enjoyment of your property.
The Residents Society has a set of rules based on common sense and
courtesy. You are expected to keep your property and landscaping well
maintained. You also agree to honour the rules regarding noise, vehicles
and behaviour. If you are concerned about an issue in your
neighbourhood, you can raise it with the Society and they will work
towards resolving it. You can download a copy of the rules in full from
www.hobsonvillepoint.co.nz.
If your new home is on a shared driveway, the laneway is also managed
by a laneway society made up of residents. Again, this means that there
are rules and processes for making decisions for the benefit of all the
owners on the shared laneway.
Belonging to the Society provides you with peace of mind because if
there is an issue or dispute in your neighbourhood that needs sorting out
there are people and processes already in place to help.
Hobsonville Point is a rapidly expanding community and it is our goal to
help make it one of the best residential communities in New Zealand. To
aid in this goal, the committee meets once a month to discuss matters
concerning residents and the wider community.
2

Making Additions or Alterations to Your
Home
If you want to make an addition or alteration to your home you need to
make sure the work complies with the rules set out by Auckland City
Council and the Hobsonville Point Comprehensive Development Plan
(CDP) and Design Guidelines. Both the Council rules and the CDP/Design
Guidelines have a similar purpose; to protect your investment in and
enjoyment of your home by preventing neighbours building new homes
or altering existing ones in a way that would have a significant negative
impact on your property. Likewise you are expected to refrain from
making changes that would affect your neighbour’s enjoyment of their
property in a significant way. As a homeowner and member of the
Hobsonville Point Residents’ Society you agreed to follow the
CDP/Design Guidelines when making changes to your property.
What is the Comprehensive Development Plan (CDP)?
This is a statutory planning document that ensures consistency of urban
form and character, and sets out controls for buildings, streets and open
space.
What are the Design Guidelines?
The Design Guidelines control architectural and development quality,
including front yard landscaping. By interpreting the CDP they provide a
degree of certainty to the ‘look and feel’ of Hobsonville Point, while also
encouraging variety and interest within the buildings and landscape.
Copies of these documents can be found in the Publications section at
www.hobsonvillepoint.co.nz. Under that section you will also find an
excerpt from the CDP, titled ‘CDP Extract’, which just covers alterations to
front yard landscaping and fences.
4
How do you know whether your Planned Alterations/Additions will
comply?
Step 1
Firstly, check with Auckland Council if your proposed alteration requires
resource consent. You can phone the Council Duty Planner on 09 301 0101.
If your alteration requires consent then it will first need to be approved by
the Hobsonville Point Design Review Panel. The Design Review Panel
ensures that designs put forward follow the CDP and Design Guidelines.
Please refer to Part A 1.0 – 1.4 of the Design Guidelines for a more detailed
explanation of the Design Review Panel and the process involved. If you
have queries relating to the panel please contact HLC on 261 5054 or
[email protected]. Once you have approval from the Design Review Panel you
can apply for resource consent from Auckland Council.
Step 2
If your planned alteration doesn’t require resource consent, then read the
Design Guidelines and ‘CDP Extract’ to make sure it complies with the
rules/guidelines. You’ll find these documents in the Publications section at
www.hobsonvillepoint.co.nz. If it does comply you can go ahead.
Auckland Council will also be able to advise if building consent is required.
Step 3
If still unclear whether your planned alterations/additions comply, the flow
chart from the Design Guidelines may be of assistance (found also at
www.hobsonvillepoint.co.nz). Finally, if you have any questions concerning
your proposed works, email [email protected].

The rich heritage of Hobsonville Point
Hobsonville Point has an interesting and rich heritage. In much earlier
times the area was a vast expanse of kauri trees. But with colonization in
the 1840’s came the need for timber to build houses, furniture and ships.
Timber mills thus occupied much of the land of the Upper Waitemata
Harbour, including the area that was to become Hobsonville Point.
Gumdiggers followed, with many eager men making their way to the
Upper Harbour in the hopes of making their fortune from the precious
golden resin.
In 1853, a parcel of land was bought from the Crown from Ngati Whatua.
Labelled Waipareira, it was cut into four blocks and sold off in 1854 and
1855, and later became known as Hobsonville after Captain Hobson.
Rice Owen Clark, the first European to settle at Hobsonville, purchased
Block 21 in 1854. After clearing the land, he realised it needed good
drainage and thus experimented with making clay pipes by wrapping clay
around manuka sticks, leaving them to dry and then burning them in a
hot fire.
His experimentation paid off, and he soon had 30 acres of well-drained
land. On this land, he grew and supplied vegetables both to the rapidly
growing town of Auckland and to the Army during the New Zealand Land
Wars. Clark’s drainage pipes became very popular with other settlers and
6
by 1885 it was a well-established business with an office and yard in
Customs Street West in central Auckland. By the 1890’s, Clark’s
company, R.O. Clark Limited, had become the largest sanitary pipe works
in the Southern Hemisphere.
As a man of strong Christian faith, Clark was the driving force and main
benefactor behind building Hobsonville Church and the adjoining
cemetery.
In 1925, the New Zealand Government paid Henry Clark, second son of
Rice Owen Clark Jnr., 26,000 pounds as compensation for an aerodrome
site, including a house, five cottages, a barn, shed and garage. However,
very little progress was made until 1928.
In 1927, F.D. Mill, a graduate of the New Zealand Flying School at
Kohimarama, set up his flying business (Air Survey and Transport
Limited) next to the newly established Hobsonville Station.
The small cottage adjacent to Mill House was
Mill and Audrey Mill’s family home until Mill
House (formerly known as Windover) was built.
The cottage was subsequently used for
developing aerial photographs and in later years
it was used as a guest house. Francis Chichester, before his solo flight
across the Tasman, stayed there in 1931. It was thereafter known as
Chichester Cottage.
By 1928, the construction of the airfield, slipway, jetty and some
buildings was underway. However, with the Depression looming, much
of the work was halted at the station until the mid-1930’s.
In 1939, Tasman Empire Airways Limited (TEAL) had
established a hangar at Hobsonville as the station had the only
available slipway and hard standing for flying boats in
Auckland.
With rapid expansion of the station, it then became clear that it was
inappropriate to allow Doug Mill to continue to operate his business
7
from Hobsonville. In what essentially became a forced sale, settlement
was finally reached in 1940.
RNZAF Hobsonville continued to grow and by the time World War II
broke out, it had erupted into a hive of activity. The threat of war in the
Pacific served to further underline the need to put the station on a war
footing. It played a central role in assembling new American aircraft for
use in the Pacific theatre.
In November 1952 Hobsonville was the first station to have its
badge officially approved by the Queen. Regarded primarily as
a flying-boat base, the station has an anchor and propeller in
saltire for its badge’s centerpiece. The Latin motto Fide, Fiducia
et Fortitudine may be translated as “By Faith, Confidence and Fortitude.”
In 1962, land-based aircraft replaced the seaplanes and the maritime
role of the station was over. Hobsonville became purely a land station.
The once busy seaplane apron fell strangely quiet. The Hobsonville Yacht
Club was still based there, but for most of the week activity was minimal.
In 1965, Hobsonville and Whenuapai amalgamated to make one unit –
RNZAF Auckland. Hobsonville gained a new focus as a helicopter base
with Bell Iroquois, Sioux, and Wasp helicopters making their home here.
It also became home to a number of Army units.
In 2002, Hobsonville was announced surplus to Defence needs and was
closed down. By 2005, the majority of land at Hobsonville had been
transferred to the Housing New Zealand Corporation. The Hobsonville
Land Company was charged with developing the site while taking care to
preserve its unique historical and natural features. The completed
Hobsonville Point development will have approximately 3000 homes,
along with community services and facilities, schools and recreational
reserves.
Much of the above information has been extracted from Bee Dawson’s book Hobsonville: Portrait of a Seaplane Station
(Random House, 2007).

A to Z Guide of Services:
Artworks
The 4km coastal loop around Hobsonville Point has many fantastic
artworks for you to enjoy. So far these works include:
Hinaki - by sculptor Virginia King. It is inspired by the
traditional form of the Maori eel trap (hinaki). It is
also conceived as a guardian watching over and
welcoming commuters home. It is sited at the end of
the ferry wharf on the Landing.
Remnants of Flight - by landscape artist/designer Nick Eagles. It is sited
in the Linear Park plaza. Each slice of granite replicates the ‘V’ form of a
bird in a moment of flight. It references the former Hobsonville Airbase
airstrip.
The Memory Windmills - by artist Leon van den Eijkel. This sculpture
recalls the simple joy of colourful windmills on a stick you could buy from
fairs as a child. It is sited close to the Hobsonville Point Primary School.
Tiwatawata - by artist, John Reynolds. It is formed from 108 charred or
stained poles which cut a dramatic line through Hobsonville Point Park.
The Children’s Playground - was designed by
Landscape Architects, Isthmus Group, and made by
Cicada Workshop.
Estuarine – by artist Louise Purvis. The curvy form of the work references
the waterways surrounding Hobsonville Point and the early explorations
by local couple, Doug and Audrey Mill of Mill House. The red scoria is a
nod to Auckland’s volcanoes.
9
Tree Cosy – by artist Alison Milne of Knitted Graffiti and a team
of local knitters. This beautiful work of art utilises a heritage
Pohutukawa as its canvas. Tree Cosy has a limited life span, so
come and see it before it is too late!
From the Ground Up – by Tiffany Singh, Wiremu Diamond and all 97
students of Hobsonville Point Primary School. This collaborative
installation draws inspiration from the Japanese Torri gate tradition, the
purpose of which is to divide our world from the spirit world.
Clip, Tool, Heart of Stumps – by Steve Woodward. These three stone
sculptures reference the regimented nature of military life, the pre and
post-development landscape, and the ancient trees that once covered
the area.
Banks
You will find ASB, ANZ, Westpac and Kiwibank branches at Westgate
Shopping Centre. An ATM is also situated on the ground floor of
Brickworks.
Babysitting Services
If you are in need of babysitting services, please join the
Hobsonville Point Community Facebook page. Simply type in
your request for a babysitter and you won’t have to wait
long for a reply. Hobsonville Point has many wonderful and
reliable people willing and able to help!
BBQ’s/Community Gatherings
There are frequent get-togethers at Hobby Point as we pride ourselves
on being a very close-knit community. For example, the hugely popular
Christmas BBQ and fun day, welcome dinners for new residents, and
10
organised street get-togethers are events not to be missed! Funding is
also available for events such as these through the Hobsonville
Community Fund. A total of $5000 is available to community
groups/residents per calendar year ($500 per group/residents per year).
This is provided by the Hobsonville Land Company and AVJennings. To
apply for this fund, or to find out more, please call Kathleen Waldock at
09 261 5280 or email her at [email protected].
Bikes
Hobsonville Point is designed to be a bike-friendly
environment, so please be friendly to riders on the roads.
If you are not a bike owner but are keen to use a bike to get
around, there are hire bikes outside Catalina Café and outside the
Farmers Market on The Landing. They are free for the first two hours.
Before you use the bikes however, you will need to register your credit
card at nextbike.co.nz.
Boat Ramp at The Landing
The old seaplane ramp is only accessible for small
boats that can be maneuvered by hand into the water.
A decision to construct a new ramp has not yet been
made, but is being considered by the Hobsonville Land
Company. A new ramp would also have restrictions on access and would
only accommodate small craft like dinghies and kayaks.
Boys Leadership and Life Skills
ICONZ runs a values-based boys adventure and life skills
programme for ages 6-16 years at West Harbour School,
Hueglow Rise, West Harbour. They have plans to begin a
new group at Hobsonville Point, so ask for an update when you contact
them.

Youth Work/Youth Group
24-7 YouthWork – The Hobsonville Point Secondary School, Hobsonville
Point Church Family and Hobsonville Community Trust have a formal
partnership that provides 24-7 YouthWork provision to students in our
new secondary school both during and after school hours. There are 5
areas of focus: leadership development, integrating youth with out-ofschool activities, supporting students, positive relationships and
cultivating school culture. The youth worker(s) live locally and are
available to both students and their families and other youth that may
also live in the Hobsonville Point area. We are also exploring potential of
36
after school youth groups/youth communities to help meet the needs of
the youth going forward.

Resident Reminders!
Maintaining front gardens
Just a friendly reminder to all homeowners that the area from the front of the fence
outside of every home to the inside edge of the footpath remains the responsibility of
each homeowner. Please ensure that this area is kept well maintained. Many thanks!
The weeding of the flax and bark in berms closest to the roadside is HLC’s responsibility in
the short term and then will be Auckland Council’s.
Parking over footpaths
Please refrain from parking over footpaths and grass verges. If you do park your car on a
footpath you risk being served an infringement notice by the Council. The Council could
also have your vehicle towed, especially if it is parked in a way which is causing a major
problem or safety hazard.
Driving slowly in school zones
Hobsonville Point now has many school children walking or cycling to school. Please drive
slowly and carefully around school zones so that our children are kept safe at all times.
Contractors have been asked to reduce their speed also. If you see a driver speeding or
otherwise driving erratically, please call *555 and give details.
Do put Doggy Doo in Doggy Doo bins!
Please, please – if you are out walking your dog(s), remember to take a plastic bag with
you and use the special doggy doo bins that have been placed around the Point!! Many
thanks.
