SUMMARY/ HIGHLIGHT: The DeLand Bike Rally Event sponsored by MainStreet DeLand is
scheduled for March 5, 2016 from 10: 00 PM to 6: 00 PM.
The organizer is requesting that the entire event footprint be authorized for alcohol consumption
and
sale (
beer
and wine).
The footprint is defined as the city property ( streets, sidewalks and
parking lots) in between Florida Avenue to the West, Alabama Avenue to the East, Wisconsin
Avenue to the North and Howry Avenue to the South. Parking lots 5 &
6 and the adjoining area
on East Indiana Avenue. In accordance with
City policy Section 3- 15, " on any other city property
other than parks, an applicant for the consumption of alcoholic beverages must have specific City
Commission approval."
The proposal has been reviewed by the Police Department. The security proposal submitted by
MainStreet DeLand shows the measures put in place where people consuming alcohol do not
leave the defined area. Last year was very successful and the organizer looks to maintain that
success for this year' s event.
Public access to businesses/ residences for non- event attendees has been addressed with the event
organizer.

RECOMMENDATION:
It is recommended that the City Commission approve the sale and
consumption of alcohol beverages ( beer and wine) on Saturday, March 5, 2016 for the DeLand
Bike Rally event. Such sale ( wine and beer) and consumption will be confined to the area
designated by the sketch map plan attached to this RCA.

Over the past several years the DeLand Bike Rally has brought tens of thousands of visitors to
the downtown and surrounding area for a fun and safe bike event that only a place like DeLand
can
host.

DeLand City Commissioners,
On Saturday, March 5th from approximately 10: 00 am to 6: 00 pm MainStreet
DeLand would like to request that the consumption and sale area for alcoholic

beverages to again
be the event footprint
to include all roads, sidewalks and parking

lots from Florida Avenue
on
the West to Alabama Avenue
on
the East&
from
Wisconsin Avenue on the North to Howry Avenue on the South. This event will be
coordinated and sponsored by MainStreet DeLand.
To make the event as secure as possible we will:
We will sign all perimeter locations notifying event participants to not have
alcohol beyond this point.
Provide voluntary security personnel to comply with the DeLand PD
requirements.
Those purchasing alcohol will be carded at each bar by certified pourers.
No glass containers will be allowed on the streets, MainStreet will monitor to
ensure compliance.
Tables and chairs will be available for anyone needing assistance.
We will provide all necessary insurance for the event.
Lastly, MainStreet will accommodate special requests to access businesses within
the event footprint. Volunteers will be available with golf carts to help a person in
need to access a business. Also, access to parking lot 2 ( by Ritters) will be ongoing
during the entire event.
Last year was a great success and we hope that you grant the request for the 2016
event. As always, we appreciate your help and will do what is necessary to make this
a safe, fun and successful event. We have provided a schematic and picture of the
signage for your review.
