On behalf of the Kansas Independent Oil & Gas Association (KIOGA), let us be the first to
welcome you back to Wichita and the Century II Performing Arts & Convention Center. We
are pleased that you have chosen to join us for KIOGA’s 79th Annual Convention. KIOGA’s
Annual Convention continues to provide an ideal networking environment for you to connect
with other producers, industry leaders, and service and supply providers in an unparalleled
setting.
Our convention falls in the middle of election season. The White House and majority
control of the U.S. Senate are up in the air and nearly every major industry interest will be
affected by the results. In addition, important state Senate and House seats are also up for
election. From the federal budget, tax, and regulatory issues to state budget, tax, and regulatory issues, the stakes could not be higher.
It is imperative that we come together as an industry to discuss the ongoing challenges we
face in Topeka, Washington, and around the nation. And we are fortunate to have that opportunity over the next several days.
The scheduled program provides an exceptional roster of plenary speakers, panel discussions, and seminars that will address some of the most important issues currently facing the

TRADE SHOW
For the 17th year, we are excited to be able to offer the KIOGA Trade Show to the convention. We hope you will
find time to visit the many vendors that will be available to all registrants. Stop by, say hello and see what they have
to offer you and your company. The Trade Show will be located in Expo Hall and all of the outside vendors are in
with the booths. Lots of activity will be going on. The Kansas Oil Musuem will be building a mini “Boom Town”
this year at the KIOGA convention. This will be a walk through exhibit of 100 years of oil in Kansas. Stop by and
see some unique artifacts, interactive exhibits and a chance to win some great prizes. The Kansas Oil Museum is
dedicated to the preservation and promotion of the history and culture of oil in our state. New this year, vendors
will be given the opportunity to be on the Presentation Stage and showcase their product or service.
MEETING SESSIONS
The general membership meeting kicks off Sunday with the election of new officers and directors. There will be
reports about the latest advocacy, public relations and business development efforts that KIOGA has made to build
and promote the industry. This meeting is open to everyone.

the decisions of the Obama Administration and Congress impact you and your business? What should the role
of the federal government be in achieving a comprehensive, balanced, and responsible energy policy? Join this
seminar to hear what tax and regulatory issues are currently in play with the 114th Congress and what may lie
ahead in future energy policy when a new President and Congress takes up the energy policy issues in 2017.

In times of low, medium and even high oil and gas prices , Kansas oil and gas producers are keenly focused
on managing operating costs so leases can remain profitable for the long run. Electricity is often the largest
lease operating expense, but operators have seen these costs increase over time with very little signs so far of
improvement on the horizon. Kansas utilities and cooperatives face many challenges of their own that often
result in higher costs and higher rates for its customers. Led by Adam Beren of Berexco LLC, KIOGA’s Electric
Power Committee has initiated discussions with many of the Kansas utilities and offered several concrete
win win suggestions for rate consideration. This seminar will present updates on the discussions thus far and
provide an opportunity for the managers from utilities serving Kansas oil and gas producers to provide their
insights and perspectives about current and future trends in rates. The session will also discuss national
and regional trends in the wholesale market, including a discussion of the pros and cons of retail wheeling.

Robert L. Grenier - CIA Veteran
It’s not just about oil anymore. Terrorism, refugee flows, political instability, and both regional and greatpower military rivalries are also driving America’s current preoccupation with the Near East. But make
no mistake: Oil and gas resources still underlie the power dynamics of the region, and access to them
remains critically important. Robert Grenier, a 27-year veteran of the CIA’s Clandestine Service, former
Director of the CIA CounterTerrorism Center, former State Department Petroleum Officer, and a former overseas
operative with 15 years in covert field operations throughout the Middle East and South Asia, shares his
understanding of current developments in the region and what they mean for our country and our industry.

Cypress Room A- “Paying Attention to Pipeline Safety”
Susan Ginsberg - VP Crude Oil and Natural Gas Regulatory Affairs, IPAA
The Pipeline and Hazardous Materials Safety Administration (PHMSA) has proposed a significant expansion
of its regulations and its jurisdiction, for both hazardous liquids and natural gas pipelines. Independent producers would be significantly affected by the Notice of Proposed Rulemaking (NOPR) on the Safety of Gas
Transmission and Gathering Lines, with a comment period that closed in early July. This presentation also
will look at the Safety of Hazardous Liquids rulemaking, which is expected to come out as a final rule by
the end of the year. In addition, crude oil producers moving their product by truck are affected by sampling
and testing requirements that were developed in a rulemaking that focused exclusively on rail transport. We
will look at any changes in PHMSA’s procedures in response to concerns raised by independent producers
on the lack of opportunity to comment on these requirements, which became effective in July 2015.
