Weare celebrates
Annual Patriotic Celebration draws large crowds
Sunny skies, a cool breeze and American
pride drew a large crowd to view Saturday's
parade during Weare's Patriotic Celebration.
The annual two-day event features carnival
rides, a K9 demonstration by the Goffstown
Police Department, food and craft booths and a
cookout, culminating in a spectacular fireworks
display. Laura Buono, who has helped put on
the festival for more than 20 years, said it is an
event that many residents look forward to, “The
support we’ve received over the years has been
remarkable,” she said.
Through the decades, the festival, has
evolved, but one thing has remained constant.
The spirit of American pride is a summertime
fixture in Weare.
Franklin School Board considers Transgender policy
At its last meeting, the Franklin School
Board tabled a proposal to adopt the U.S.
Departments of Education and Justice recommended policy regarding non-discrimination
of transgender and gender non-conforming
students until its next meeting.
A subcommittee has been working on a
model policy which requires students to be
allowed to use the bathroom corresponding with their gender identity “consistently
asserted at school.”As to the use of locker
rooms, the policy reads that their use by a
transgender student “shall be assessed on a
case-by-case basis.”
The draft policy also requires that transgender and gender non-conforming students
be allowed to participate on sports teams “in a
manner consistent with their gender identity.”
A discussion and vote on this topic is expected at the August. 15th meeting.

Three alternatives presented to repair the Pleasant Lake Dam
Representatives of Dubois & King Engineers met with the New London Selectmen
Monday eveining to present three alternatives for repair of the Pleasant Lake Dam,
which has been declared deficient by the
NH Department of Environmental Services.
According to DES, the dam fails to protect
against flooding of 2.5 times greater than a
100 year flow event, making this a "High Risk
Dam."
The engineers have proposed three alternatives which provide such protection;
1.Raise the dam crest with a 2-2.5' concrete parapet wall, with an estimated cost of
$405,000.
2. Armor crest the dam with articulated
concrete blocks, estimated at $440,000.
3. Partially raise the parapet with armor
crest at a cost of $485,000.
There was extensive discussion of
whether an Inflow Design Flood could reduce
the dam's classification to "Low Risk" and
require more modest repairs. The engineers
could not give a final answer as doing the
required study would entail another 200

hours of work costing up to $30,000 with no
guarantee the study would convince DES to
lower the risk, and even if it did, the increase
construction savings.
Although not making a decision, board
members agreed with chair Bill Helm who
said he was leaning toward alternative 2 with
its minimal visual impact. At Janet Kidder's
suggestion the board asked the engineers to
return in two weeks with visual renderings
of alternatives 1 and 2, and better estimates
on an Inflow Design study. As she said, "We
want the dam to work but we want it to look
good too."

Wal-Mart Site Plan hearing continued to August 3rd
The Hillsborough Planning Board didn’t
need to move the public hearing regarding a
large retail store to the H-D Cafeteria as the
architects requested an additional two weeks
to present their plans. Therefore, the hearing
was continued until August 3rd at the Town
Office.
While no action was needed, the H-D
School District presented a sign permit to
the Planning Board. As the school is a government entity, the town has no jurisdiction
regarding the sign. However, town planner

Robyn Payson voiced some concerns, which
were echoed by some members, that the
animated sign would be especially distracting during high traffic times of immediately
before and after school, as well as the light
in such a residential area during overnight
hours. Chairman Herm Weigelman said
that he would call Superintendent Robert
Hassett as a friendly gesture to voice their
concerns. Any members of the public who
have concerns about the sign are also asked
to contact the SAU directly.

Sherman C. Bolling, 68, of Hempstead, N.Y., received a 36month sentence stemming from his plea to charges in a counterfeit
traveler’s check plot to defraud merchants at Tanger Outlets in
Tilton. Bolling had previously pleaded guilty to one count of possessing counterfeit traveler’s checks. Bolling was apprehended by
Tilton police officers in April 2015 while fleeing in his car from the
parking lot of Tanger Outlets in Tilton. Bolling was in possession
of 96 counterfeit traveler’s checks with 12 in $200 denominations
and 84 in $100 denominations. As he fled the premises, Bolling left
behind an accomplice, Kadejdra Marda, 29, at the store where she
had attempted to pass the counterfeit traveler's checks.

Gary Thayer, 30, of Hooksett, who police described as an
armed and dangerous man wanted in connection with a burglary in
Dunbarton was arrested Tuesday in Manchester. He was allegedly
involved in a forced-entry burglary on Tucker Hill Road on July
10th. He is also charged with possession of a controlled drug. He is
currently on parole. Thayer refused bail and is being held at Hillsborough County House of Corrections pending a court appearance.
Accident leads to multiple drug charges
Belmont Police arrested a Franklin woman after a one-car crash
that took place last Monday. A witness at the scene reported that a
vehicle had crossed into the oncoming lane of travel on Brown Hill
Road, and was traveling at a high rate of speed. The vehicle then
left the roadway and crashed head-on into a tree at the end of a
resident's driveway. Katie Nelson sustained minor injuries, and she
was transported to Lakes Region General Hospital for treatment.
Nelson was arrested and charged with reckless operation. After
being treated at Lakes Region General Hospital, she was then taken
to the Belknap County Jail on a detainer from the Merrimack County
Probation and Parole Department. Belmont Police then received
a warrant to search Nelson's car, and additional charges were filed
including possession of narcotics, amphetamines, a Class B felony,

Weare's Marc Payeur named Harmony Lodge's Community Builder
The Masons of Hillsborough's Harmony Lodge have chosen H-D teacher/advisor
Marc Payeur as their "2016 Community
Builder:" The Community Builders Award
is presented annually to a non-Mason in
Harmony's service area which includes
Hillsborough, Henniker, Weare, Antrim,
Washington and Windsor, who demonstrates a commitment to making his or her
community a better place to live.
Marc is heavily involved with the local
Boy Scouts and with the Weare Athletic
Club, is doing an Alphabet Trail for Center
Woods Elementary in Weare, and volunteers at the Weare Food Pantry.
At Hillsboro-Deering, he formed the
DECA chapter and immediately started to
make an impact on NH DECA. In their very
first year, H-D had 9 students attend the
NH competition and 5 of them qualified for
the International Competition in Anaheim,
including a brand new State Officer. The
chapter has grown and progressed to the
point where it makes other larger schools
around the state take notice. Under his
guidance, H-D has the largest winning
record of any school in New Hampshire for
medals at the International level. No other
school in the state has come close to having a long streak of getting on stage, since
2010, which would have been longer, but
H-D had no winners in 2009. The Team
added six more medals this year. Marc will be presented his award at a
special semi-public ceremony on Sunday
August 7th at 2:00 p.m. at the Lodge. During the festivities, the Lodge will also honor
its veteran members and "Special Ladies,"
widows of former Masons. Refreshments
will be served. The public is welcomed to
attend.

AG rules that Chief Giammarino fired in self defense
H-D's new sign at the intersection of
School Street and Hillcat Drive.
The New Hampshire Attorney
General's office has announced that the
officer-involved shooting that took the life
of 19-year-old Lane Lesko was justified.
According to reports, on June 21,
2016 Lesko was involved with a vehicle
pursuit that ended on Route 136 in Peterborough, NH. When Lesko exited the
vehicle, he had a BB gun that looked like
a real handgun and fired at officers.
However, the officers were unsure
whether Lesko’s firearm was a BB gun or
a low-caliber handgun.
Chief Brian Giammarino of the
Greenfield Police Department fired his
service weapon four times at Lesko,
which lead to his death. The medical
examiner determined Lesko's cause of
death as a single gunshot wound to his
neck.
Chief Giammarino was placed on
leave three days after the shooting and
still has not returned to work. Chief
Giammarino will not face any charges in
connection with the shooting as it was
deemed as self-defense.

Researchers found evidence that treatment with
high-dose atorvastatin (80mg) is associated with
regression of lipid deposits and improvement in
visual acuity, without progression to advanced disease, in high-risk AMD patients. Their findings were
published in EBioMedicine. Affecting more than 150
million patients worldwide, AMD is associated with

fatty proteins) under the retina, and patients with AMD experience
blurred vision or blindness in the center of the visual field. There are

School. The “dry” form is more common, accounting for approximately
85 percent of cases, and effective therapies are currently lacking.

A drug already used safely to treat Parkinson’s disease, restless leg
syndrome and other movement disorders also could delay or prevent
the most common cause of blindess affecting more than 9 million
older Americans—age-related macular degeneration (AMD). Researchers have discovered that patients who take the drug L-DOPA
are significantly less likely to develop AMD, and if they do get AMD
it’s at a significantly older age, according to the study published in the
American Journal of Medicine. AMD, the No. 1 cause of legal blindness
in adults over 60, is a progressive eye condition affecting as many as
one in three adults. The disease attacks the macula of the eye, where
the sharpest central vision occurs, causing central blindness. This vision is used to drive, read, recognize faces and perform daily tasks.
AMD spares the peripheral vision, leaving dim imags or black holes at
the center of vision. L-DOPA is a natural by-product of pigmentation
and is made in a layer of cells in the back of the eye that functions to
promote health and survival of retinal tissues.

Several Stoddard students recognized
Several high school seniors who reside in Stoddard and attend
Keene High School and The Cheshire Career Center were recently
honored at award nights. At the Keene High School Scholarship
Awards two Stoddard students were recognized. Emily Chamberlain received a Shannon Sarcione Memorial Scholarship and the
Lake-Bedding Family Scholarship. Emily will attend Roger Williams University in Rhode Island and plans to major in psychology. Benjamin Davenport received a Shannon Sarcione Memorial
Scholarship and the Scott Ball Memorial Scholarship. Benjamin will
attend the Thompson School of Applied Science at UNH where he
plans to study forest technology. At the Annual Senior Recognition
Night at The Cheshire Career Center, six Stoddard students received
Two-Year Cheshire Career Center Certificates of Completion: Lauren
Blair, Nikolas Champney Benjamin Davenport, Matthew Mason,
Zachary Pawlak, and Caitlin Sprague. Receiving Program Awards
and Certificates of Completion were Benjamin Davenport (Horticulture) and Lauren Blair (TV Studio Production & Digital Filmmaking). Lauren will attend Fitchburg State College and study video production. Benjamin Davenport was also awarded the Old Homestead
Garden Club Scholarship, the FFA Tool Award, the Nicholas Allen
Smith Horticulture Scholarship, and the John Hayden Bolles Award.
Stoddard seniors Caitlyn Sprague and Zack Pawlack also received
scholarships. Katelyn received the Quarter Mile Scholarship and will
attend the Keene Beauty Academy and study cosmetology. Zack received the Automotive Technology Scholarship, the Automotive Tool
Award, and a Community College System of NH Credit Voucher.
Zack will attend Nashua Community College and study automotive
technology.

The Town of Peterborough is requesting that residents voluntary
reduce outdoor water use until further notice. Recent prolonged
drought conditions are prompting this request, as the unseasonably
dry spring and summer months have had an impact on the town's
water supply. Actions that use a minimal amount of outdoor watering is fine. However, residents are encouraged to use discretion for
things such as washing vehicles and running irrigation systems for
lawn and garden care.
Suit against Henniker Officer to continue after plaintiff's death
The issue of officer involved shootings,
which has dominated the national news
lately, has taken a more local angle. Aaron
Cadman, 20, of Troy, NY, who had filed a
lawsuit against Henniker in May, recently
died, but his family is continuing with it.
Cadman had filed against Henniker
Police Officer Stephen Dennis, the Police
Department and the town claiming $5 million in damages for emotional and physical
injuries as a result of being shot in the elbow
on November 26, 2014.
The suit claims Dennis used “excessive deadly force” by firing his weapon on
a state highway in Henniker the day before
Thanksgiving. The bullet went through Cadman’s left elbow, leaving him permanently
disabled and with medical bills of more than
$114,000. However, an investigation by the
NH attorney general’s office found that Dennis was justified when he shot Cadman, who
he mistakenly believed had a gun.
The shooting occurred after, Cadman,
who was receiving treatment for heroin
addiction at Franklin's Webster Place Recovery Center, stole a truck and led officers
on a high sped chase, before slamming into
another vehicle.
Cadman has since died of a drug overdose. He was shot in the arm after refusing
to remove what turned out to be a butter
knife in his pocket.

In yet another improvement to Franklin’s downtown area,
Thomas McWilliams, a regional vice president with Primerica Inc.,
has expanded his Concord office to 20 Canal St., Suite 326, where he

After meeting with city officials at a recent ChooseFranklin community day, he saw the city as an obvious place for his business to grow,
as the downtown is growing. “This is great news for Franklin,” said
Mayor Ken Merrifield,"We are delighted to have him in Franklin.
It’s another example of the remarkable progress we are making with
the business community in our city.”
Hancock to repair Meetinghouse Steeple
The Hancock Selectboard became aware of damage to trim
boards and railings on the Meetinghouse house steeple, last
renovated in the late 1990’s. Dave Drasba presented photos of
the interior and exterior. Drasba said nothing inside the steeple is
structurally concerning, and offered to arrange exterior inspection
of the steeple using a professional drone service. Cost for the drone
service is $500. Drasba offered consultation and supervision of the
drone inspection for gratis. Rod Perry said HIA could consider reimbursement for the drone inspection service. Shevenell mentioned
the town’s obligation to adhere to the stewardship plan for the
building as a condition of the LCHIP grant agreement. Hunt Dowse

Bill Chandler, Warner's Police Chief, reported that he has obtained the proposal for a Surveillance System at Police Department.
The difference between the two proposals he has obtained is one
had a drastic difference in price because one company doesn't provide a hybrid system and the other does. A hybrid system allows the
PD to use their existing equipment, dove tailed with new equipment
under the same operating function. A bid was received from Capital
in the amount of $5,862.97 and from East Coast that amounts to
almost $13,000 for the same thing, Chandler recommended Capital
and Chandler and he was urged to contact IT on the monitor's, IT
may be able to obtain something even cheaper.
New hires bring New Boston Police Dept. back to full strength
New Boston Police Chief James Brace
met with the Selectmen seeking approval to
hire two new officers for the Department.
Nathan Knezevic. 24, of Manchester, is
a 2010 graduate of Goffstown High School
and had previously resided in New Boston
while growing up. He has a Bachelor's degree in Criminal Justice graduating in 2014.
He has been employed at Fidelity Investments for about 2 years. He is single but
has a strong relationship with his girlfriend,
Caitlyn, of 6 years. Nathan would fill the
vacant position created by Officer Drake in
December 2015.
Matthew Sullivan, 28, of Merrimack
is a 2006 graduate of Attleboro, MA High
School and in 2010 received his Bachelor's
degree in Criminal Justice from UMASSLowell. He went on to obtain his Master's
Degree in Criminal Justice in February
2012. Matthew is married to his wife Alexandra, and has one daughter, Hannah and

The Weare Police Depatment is returning to full strength.
Weare Police Dept. almost full strength
Weare Police Chief Sean Kelly reported that the Department
quickly is approaching full staff, which is something that they have
not been since he has been here. There is one opening left and he is
working on filling that position.
There are not enough body cameras for a full roster and he is
seeing a lot of wear and tear on the existing cameras. He is here
tonight to ask permission from the Board to purchase two (2) new
body cameras. The body cameras have been a resounding success
and they will not back away from using them. This was an emerging technology two years ago and even today the new models will
store 70 hours of taping; now they have 140 degrees of a view
versus 120. The night vision is much sharper and the reach back is
extended from 30 seconds to 2 minutes. The cost of the two cameras
is $1,314.14 total and he would need to purchase another license for
$180, so he is looking for approval for a total of $1,494.14 and he
would take it from his operating budget line item ending in #320.
The Board did not make a formal motion because it is allowed for in
his budget but acknowledged the request and felt it was proper for
Chief Kelly to make the purchase.

Giving credit where credit is due
In last week's Messenger, we reported
the Eagle Court of Honor for Antrim's
Henry Johnson. Henry's honor is a testament to his dedication, and hard work in
achieving a rank attained by only about
5% of Boy Scouts, but it is much more
than a personal achievement.
The fact that his three older brothers, Bill, Luke and Thomas, also achieved
that lofty rank is testament to the values
instilled in them by their parents Ian and
Sheenaugh Johnson.

Eliminate the double standard
Massachusetts State Police Trooper
Joseph Flynn, 32, and New Hampshire
State Police Trooper Andrew Monaco,
31, were arrested Tuesday, and charged
with assault after a video captured them
assaulting a chase suspect in Nashua in
May. The graphic video left little discretion. This newspaper has long been a
supporter of law enforcement, but when
the rare officer goes rouge, he needs to be
fired and prosecuted to the full extent of
the law.
As happened in this case, and the
recent officer involved shooting in Peterborough, officials often complicate the
situation and foster a climate of suspicion
by failing to immediately release the
name of the officer.
Had the suspect of any assault or
shooting been a civilian, his or her name
would have been routinely released with
the initial report of the incident. This special treatment of law enforcement officers
is unwarranted and must be stopped immediately, if justice and the appearance
of justice is to prevail. Transparency in
such cases would ensure the public that
police officers are not above the laws they
enforce. Increasing public confidence in
our police makes us all safer.

Barden Hill Road was a busy street
this past weekend with many showing up
for our Annual Yard Sale for charity. Thru
the advertisement in both the Messenger
and Villager, shoppers not only came
from Hillsboro but from surrounding
towns as well as Lake visitors from out of
state. Their positive participation made
our sale a huge success. Thank you! We
also wish to thank our wonderful friends Joanne, Sammie and Debbie who stepped
in to help organize and set up displays,
and our neighbors - Dick, Barry and
Kathy, AI and Susie - working long hours
assisting everyone with their purchases
throughout Saturday and Sunday. Donations came from many sources -individuals and businesses both local and as far
away as Keene, Concord, Manchester,
Mystery
Portsmouth, Mass & Ct.. We especially
wish to recognize Tony and Kathy from
the Village Discount for their more than
gracious donations.
Purchasers were very generous and
we were frequently given more for the
item/items than priced or told to keep
the change. They left feeling they had
received as well as had given back to the
community. Items left over from the sale
have been donated to the New Life Thrift
Shop in Henniker.
The time and effort put forth was well
worth it and we are all so thrilled and
happy to report that the entire proceeds
- all $3512.00 -has been donated to the
Hillsboro Food Bank.

Henniker Board frustrated by Fed delays
The Henniker Selectmen used a portion of Tuesday's meeting to
vent their frustration with the federal government's delays in funding
the Safe Routes To school Program. The discussion was triggered
when Town Administrator Chris Trovato informed the Board that
she had now completed the town's third grant application for Phaze
I funding. Each time a prior application was filed she was informed
that the forms and process had changed requiring a new application. Now that an application has been accepted the town must wait
for approval before it can even advertise for bids on this $400,000
project in which the town pays only 20% Although formal RFP's can
not be posted yet, contractors wishing to get a pre-bid head start may
examine the plans and specifications at the town office.

Michael Labelle and brother Michael Labelle of Rutland, his nephew James Dylan
Labelle, his maternal grandmother, Joyce
Sayers of Poultney, his maternal grandfather, Pasquale Palluotto of Columbia,
TN, his godmother/aunt, Tina Alberts
of Saratoga, NY, his godfather/uncle

death by a son Mark Fuller, was the last
living of five siblings, and was the partner
