Seeking Permission to Regulate Traffic on Illinois Route 38 Between First
Street and Tenth Street and the Intersection of Illinois Route 23 and Illinois
Route 38 on Friday, July 29, 2016 from 6:00 p.m. to 9:00 p.m. for the
Purpose of Holding the Kishwaukee Festival Parade.
I. Summary
The attached Resolution will be submitted to the Illinois Department of Transportation
(IDOT) requesting approval to close Illinois Route 38 from First to Tenth Streets and the
intersection of Illinois Routes 23 and 38 on Friday, July 29, 2016, from 4:00 p.m. to 9:00
p.m. for the purpose of holding the annual Kishwaukee Festival (Kish Fest) Parade.
The attached detour map shows the route for detour of North and Southbound traffic on
Illinois Route 23 and East and Westbound traffic on Illinois Route 38.
II. Background
After a hiatus in 2015, Kish Fest returns with the Kish Fest Parade planned for the evening
of Friday, July 29, 2016. Procedure requires that a Resolution and a Statement of
Insurance from the City be submitted and accompany the request for a permit from IDOT
to close Illinois Route 38 from First to Tenth and the intersection of Illinois Route 23 and
38. The staging area and parade route are as follows:
Staging Area: Units will stage at Founders Elementary School on East Taylor and South
Seventh Streets.
Parade Route: Beginning on South Seventh Street at Founders Elementary School, the
parade will head north on South Seventh Street, left (west) onto Illinois Route 38, then
right onto North Second Street to disperse at Locust Street. The Detour Route is specified
in the attached Resolution.
The street will be posted to close at 4:00 p.m. Vintage vehicles will come across the
parade route to park on Lincoln Highway at 5:00 p.m. with the full parade to follow. At
the end of the parade, parade entries will disperse north and the street will re-open. The
bands for the street dance will come south on First Street and then take their position on
Second Street and Third Street.
Partnering with the community to produce downtown events is consistent with goals set
in the City’s 2025 Strategic Plan. Kish Fest Director Michael Th. Embrey has requested
that the event, encroachment, and mass gathering permit applications be waived for this
event.
Staff continues to work with Kish Fest on remaining details of the festival. The tentative
list of this year’s Kish Fest activities is included in this packet. Activities in DeKalb include:

7/25/16 Jazz at the Ellwood Mansion
7/26/16 DeKalb Community Band Concert at Hopkins Park
7/27/16 Event Skate Street (on Locust Street)
7/28/16 DeKalb Farmer’s Market
7/29/16 KishFest Parade and Street Dance
7/30/16 BaconPalooza, Swine & Wine Festival
III. Community Groups/Interested Parties Contacted
Volunteer community groups are involved in the parade. Volunteer Boy Scout troops will
walk the two block area on either side of the parade route to notify residents of the parade.
The event has been discussed at the monthly Merchant meeting. The Chamber of
Commerce, Convention and Visitors Bureau, and Park District are working with Kish Fest
organizers to execute the full complement of events.
IV. Legal Impact
Kish Fest will provide a comprehensive general liability insurance policy or an additional
insured endorsement in the amount of $100,000 per person and $500,000 aggregate
which has IDOT and its officials, employees and agents as insured and protects them
from all claims arising from the requested road closing. Insurance certificates naming
both the City and IDOT are within the packet.
V. Financial Impact
Overtime pay for duties performed by City staff placing and removing barricades and
clean up services for this event is provided for in the annual budget. In 2014 the City
purchased the materials needed to route this detour.

VI. Options
In order for this event to occur as scheduled, a Resolution must accompany the City’s
request to IDOT for closure of Illinois Route 38 and detour of Illinois Route 23 on the date
noted above.
VII. Recommendation
It is recommended that Council approve this Resolution as submitted in order to facilitate
a timely submittal to and response from IDOT officials.
It is recommended that Council approve Festival Director Embrey’s request to waive
application fees. The festival brings significant publicity and marketing for the City.
Partnering in production of the festival meets the designated goals within the City’s 2025
Strategic Plan.

SEEKING PERMISSION TO REGULATE TRAFFIC ON
ILLINOIS ROUTE 38 BETWEEN FIRST STREET AND
TENTH STREET AND THE INTERSECTION OF ILLINOIS
ROUTE 23 AND ILLINOIS ROUTE 38 ON FRIDAY, JULY 29,
2016 FROM 6:00 P.M. TO 9:00 P.M. FOR THE PURPOSE
OF HOLDING THE KISHWAUKEE FEST PARADE.
WHEREAS, the Kishwaukee Fest, is sponsoring the annual Kishwaukee Fest in the City
of DeKalb, which event constitutes a public purpose; and,
WHEREAS, Section 4-408 of the Illinois Highway Code authorizes the Department of
Transportation to issue permits to local authorities to temporarily close portions of State
highways for such public purposes; now;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DEKALB,
ILLINOIS:
Section 1. That permission to close IL Route 38 between Seventh and Second Streets
and to detour IL Route 23 on July 29, 2016 from 6:00 p.m. until 9:00 p.m. The closure of
IL Route 38 and detour of IL Route 23 are requested of the Department of Transportation.
Section 2. That if such permission is granted by the Illinois Department of Transportation,
the City of DeKalb assumes full responsibility for the direction, protection and regulation
of the two through-bound traffic lanes during the time the event is in effect, and all
liabilities for damages of any kind occasioned by closing of the state highway, and it is
further agreed that all weather traffic control devices will be maintained in accordance
with the "Manual on Uniform Traffic Control Devices," and to the satisfaction of the Department, and effectively placed for the benefit of traffic diverted.
Section 3. That if such permission is granted by the Illinois Department of Transportation,
all highway traffic during the period of time specified above shall be detoured over the
following routes:
Route 38 Westbound traffic – Beginning at the intersection of Route 38 (Lincoln Highway)
and Tenth Street turn right (north) on Tenth Street, turn left (west) on Pleasant Street,
turn right (north) on Seventh Street, turn left (south) on the Sycamore Road extension at
Clinton Rosette Middle School, turn right (southwest) on the Sycamore Road extension
past said school, turn left (south) on First Street to Lincoln Highway; turn right (west) on
Route 38 (Lincoln Highway).
Route 38 Eastbound traffic: Beginning at the intersection of Route 38 (Lincoln Highway)
and First Street, turn left (north) on First Street, turn right (northeast) on Sycamore Road
extension, turn right (south) on Seventh Street, turn left (east) on Pleasant Street, turn
right (south) on Tenth Street, turn left (east) on IL Route 38 (Lincoln Highway).

Route 23 Northbound/Southbound traffic: From on Route 23 (South Fourth Street) at
Harvestore Drive, turn right (east) on Fairview Dr., turn left (north) on Peace Road, turn
left (west) on Route 38, turn right (north) on Tenth Street, turn left (west) on Pleasant
Street, turn right (north) on Seventh Street to Route 23 (Sycamore Road).
From Route 23 (Sycamore Road) at Hillcrest Road, turn left (south) on the Sycamore
Road extension at Clinton Rosette Middle School, turn right (southwest) on the Sycamore
Road extension past said school, turn left (south) on First Street to Lincoln Highway, turn
right (west) on Route 38 (Lincoln Highway), turn left (south) on South Annie Glidden Road,
turn left (east) on Fairview Drive, turn right (south) on South First Street, turn left (east)
on Harvestore Drive, turn right (south) on Route 23.
Section 4. That all debris shall be removed by the City of DeKalb prior to reopening the
State highway.
Section 5. That the City shall provide a comprehensive general liability insurance policy
or an additional insured endorsement in the amount of $100,000 per person and $500,000
aggregate which has the Illinois Department of Transportation and its officials, employees
and agents as insured and which protects them from all claims arising from the requested
road closing.
Section 6. That a copy of this Resolution shall be forwarded to the Department of
Transportation to serve as a formal request for the permission sought and to operate as
part of the conditions of such permission.
Section 7: That the City Clerk of the City of DeKalb, Illinois be authorized and directed to
attest the Mayor’s Signature and shall be effective thereupon.
PASSED BY THE CITY COUNCIL of the City of DeKalb, Illinois, at a regular meeting
