About the Cultural Trust
The Oregon Legislature authorized the Oregon Cultural Trust with a near
unanimous vote in July 2001. The enabling legislation includes three key
elements:
Governance: A board of 13, 11 appointed by the Governor; one by the
Speaker of the Oregon House of Representatives; one by the President of
the Oregon Senate.
Income: Contributions using the cultural tax credit, cultural license plate
sales, income from the sale of surplus state assets.
Grantmaking and operations: 58% to the permanent Oregon Cultural
endowment, 34.5% for grantmaking, 7.5% for operations.
The Trust also seeks the counsel of Oregon’s five statewide cultural
partners.

Dear Oregon Cultural Trust supporters and partners:
Your Cultural Trust is proud to report on its activities each year, summarizing the
accomplishments of Oregon’s important and innovative program to strengthen culture
across the state.
Fiscal year 2009 (July 1, 2008 – June 30, 2009) began with the August 1, 2008
announcement of $1.65 million in grants to 52 cultural nonprofits, 45 county and
tribal coalitions, and five statewide partners. The grants were a result of the prior year’s
increased revenues of $4.26 million, nearly 24% above fy 2007’s $3.5 million.
By fall 2008, the nation’s economy had declined, and fundraising challenges came
along with it. Despite those challenges, donations to the Cultural Trust were steady and
posted only a 4% decline from 2007. The Trust continued to attract new donors across
Oregon, but the average gift decreased from $536 in 2007 to $479 in 2008.
By the close of the fiscal year on June 30, 2009, however, revenues to the Trust totaled
$4,295,006: $3,522,276 in contributions; $221,883 in interest; and $360,034 in license
plate sales. Many donors responded to a June 2009 appeal to raise funds that month in
order to boost the Trust’s grantmaking that summer for the next fiscal year.
Oregon’s economy deeply affected the state budget and, like every state agency, the
Cultural Trust was part of a budget rebalance plan to close a deep budget shortfall. The
legislature identified $1.8 million in license plate fees that were redirected to the general
fund to ensure the continuance of vital state services. Despite that, the permanent
Cultural Trust fund stood at $11.3 million at the close of fy 2009 and continues to
function as it was intended: to protect cultural funding in perpetuity.
Counter to the loss of license plate funds, the Trust made significant policy progress
during the 2009 session of the Oregon legislature. Passage of hb 2740 ensured that the
Trust’s license plate revenue may be used to market and promote the Trust for the next
10 years and increased the size of the Trust board from nine to 13. hb 2067 extended
the sunset date of the cultural tax credit until December 31, 2013.
And the Trust celebrated the richness of Oregon culture by proclaiming the first Oregon
Day of Culture on October 8, 2008. Intended to raise awareness of the vitality of
Oregon culture – and the need to support it – Oregon Day of Culture celebrates not only
the effective date of our innovative tax credit but falls during October’s National Arts
and Humanities month, calling widespread attention to the critical role culture plays in
building community and the economy.

Cultural Participation Grants Ripple across Oregon
The Cultural Trust’s network of cultural coalitions fosters cultural
participation in Oregon’s counties and nine federally-recognized
tribes. Each coalition, led by citizen volunteers, re-grants funds
from the Trust to support cultural endeavors that often define a
community.
Cultural Participation grants in fy 2009 were allocated $552,228,
a third of the Trust’s grantmaking. This year, each coalition
received a base grant of $5,000 plus a multiplier based on
population. The grants ranged from $5,136 for the Wheeler
County Cultural and Heritage Coalition to $31,999 for the
Marion Cultural Development Corporation and up to $66,627
for the Multnomah County Cultural Coalition.
Each coalition is responsible for developing a cultural plan
specific to its area’s cultural assets and needs, and for developing guidelines and processes for re-granting Trust funds. Local
grants support activities to engage children and families in
cultural programs, projects undertaken by traditional Native
artists, community historic preservation projects and important
community festivals and events – among many others. This
program not only brings much needed funds to smaller cultural
nonprofits but also allows coalitions to make decisions based on
local priorities.
The Trust’s enabling legislation required the cultural coalitions to
update their cultural plans during fy 2008. However, many coalitions finished this important work during fy 2009. The cultural
plans will now be reviewed on a timeline set by each coalition to
assess the results of their investments.
While grants to most cultural coalitions have been modest, they

have increased almost every year, allowing the larger cultural
coalitions to increase the size of local grants. With fy 2009
funds, the Washington County Cultural Coalition awarded its
first large grant of $5,000 to a project of county-wide significance, a heritage tourism initiative by the Washington County
Historical Society that includes updating its website with heritage
site information; publishing a guide to cultural attractions
throughout the county; and developing audio guides for heritage
and cultural sites.
The Trust extends its deep appreciation to the scores of
community and tribal members who have made the network
of cultural coalitions a vital part of Oregon’s arts, heritage and
humanities fabric.

Cultural Partners Strengthen Heritage,
Humanities and Arts Programs Statewide
Oregon’s five statewide cultural agencies – the Oregon Arts
Commission, Oregon Heritage Commission, Oregon Historical
Society, Oregon Humanities and State Historic Preservation
Office – are key collaborators and advisors to the Cultural Trust.
Grant funds allocated to the partners each year – one-third of the
Trust’s grant distribution – are vital to strengthening the cultural
infrastructure of the state. Furthermore, the Trust’s recognition
of the partners has resulted in a higher degree of partnership and
collaborative planning across professional staffs.
The Heritage Commission and State Historic Preservation Office
pooled their fy 2009 grant funds, with carryover from previous
years, to invest $145,000 in an ambitious project to digitize
newspapers that reported Oregon’s daily history from 1860 –
1922. Those state funds were matched by $364,042 in federal
funds from the National Endowment for the Humanities and the
Library of Congress. The project, led by the Knight Library at the
University of Oregon in partnership with the Oregon Newspaper
Publishers Association, not only updates the previous newspaper
archiving technology – microfilm – but, with internet access,
makes this full text of historical material available to anyone,
anywhere and accelerates keyword research exponentially.
Oregon Humanities used its fy 2009 Trust grant to reach
60,000 Oregonians through its magazine and Chautauqua
program of free public lectures and discussions. Chautauqua
scholars traveled to all 36 counties, talking with Oregonians
about issues such as global interdependence, justice, Mexicanos
in Oregon, the war in Iraq, the Portland Trail Blazers and the
Chinese diaspora. Three themed issues of Oregon Humanities
magazine considered “Civility,” “Stuff” and “Nostalgia,” all timely
concerns as the issues were tied to the election, consumerism
and the sesquicentennial, respectively.

The Trust allocated a total of $552,228 to Cultural Partner
funding in fy 2009. By statute, 20%, or $110,445, is reserved
for collaborative undertakings. The balance of $441,783 was

The grant to the Oregon Historical Society supported its vital
education and outreach, including school tours through the
exhibits at the Oregon History Museum; a ‘traveling trunk’
presentation that tours with historical artifacts; and Family Day
activities. These programs bring increasing numbers of visitors
to the museum and augment history taught in classrooms across
the state.
The Oregon Arts Commission directed its Cultural Trust funds to
several programs: 2009 Artist Fellowships honoring 13 composers, performers and writers for excellence and achievement;
Arts Recognition grants, “entry level” awards of $1,000 for small
arts groups engaged in good, sound work in the community;
and license fees for local and regional partners for CaFÉ™, an
image management system that streamlines the processes artists
undertake to participate in juried exhibitions and programs.
With a collaborative grant of $15,000, the cultural partners
supported expenses for the keynote address at the sesquicentennial Northwest History and Heritage Extravaganza, held in April
2009 in Portland. The featured speaker was scholar and writer
N. Scott Momaday, the first Native American to win the Pulitzer
Prize (for House Made of Dawn), who, with his expertise in Native
American art and oral tradition, delivered a transfixing presentation filled with myths and stories of timeless resonance.

Cultural Development Grants:
Direct Support for Cultural Nonprofits
One-third of the Trust’s grants are competitive Cultural
Development grants, which provide direct support to humanities, heritage and arts nonprofits. Cultural Development grants
are for projects that fall into one of the categories of access,
capacity, creativity or preservation. The Cultural Trust seeks
projects of cultural significance that will bring participation to a
wide swath of the state and its citizens.
Applications are reviewed by panels of cultural experts. In
fy 2009, 52 of 160 applicants were awarded grants; 20
(39% and marked with *) of those were first time recipients.
The Trust awarded $552,228 in Cultural Development grants to
cultural projects in 16 Oregon communities.

engine to enhance information-sharing among artists, art
organizations and arts supporters about programs, advocacy,

Wild Beauty
The story of “Wild Beauty: Photographs of The Columbia River
Gorge, 1867 – 1957,” the Portland Art Museum exhibition that
received a $10,000 fy 2009 Cultural Development grant, is long,
rich and multi-layered.
It began in 1867 when Carleton Watkins traveled to Oregon to
make the first large-format photographs of the Columbia River
Gorge. Photography was a new medium and the Gorge was
treacherous to traverse – especially with an unwieldy mammoth
camera, 18” x 22” glass plate negatives and chemicals. In 1872,
Watkins presented a leather-bound portfolio of the resulting
images to his sponsor, the Oregon Steam Navigation Company.
By 1953, when the Society of California Pioneers gave the unique
book to the Oregon State Library for the cost of postage, $4.89,
Carleton Watkins’ reputation had been eclipsed. But, today,
Watkins’ pioneering genius is undisputed and his prints are
valued in excess of a half-million dollars.
In 2004, Terry Toedtemeier, the Portland Art Museum’s first photography curator whose own photographic pursuits aligned with
Watkins’, worked on the restoration of the delicate photographs
in the Watkins portfolio to prepare them for a spring 2005
exhibition marking the State Library’s centennial.
That conservation project was the beginning of making the
Watkins images available to a much wider public. Toedtemeier,
with editor and designer John Laursen, conceived a book that
would comprise a history of Gorge photography from Watkins’
1867 work through Ray Atkeson’s 1957 Kodachromes. The
book would provide permanent public access to rarely seen but
important images in the history of photography.

In 2007, the Northwest Photography Archive’s project won
Oregon’s first American Masterpieces award from the Oregon
Arts Commission, with funding from the National Endowment
for the Arts. The $60,000 grant led to the creation of a large
format book entirely conceived, written, edited, designed, printed
and published in Oregon.
with activities that included making solar photographic prints
and dioramas with found objects from the Gorge, hand coloring
photos, storytellers and songs about the Columbia Gorge.
Brian Ferriso, director of the Portland Art Museum, realized that
an exhibition would amplify the aesthetic and historic importance of the photographs. The museum designed an exhibition
that included 100 images more than the 134-plate book.

Trust grant, aired an exhibition-related segment entitled “The
River They Saw,” bringing the project to even more Oregonians.
A collaboration with the Oregon Historical Society, the exhibition ran from October 4, 2008 through January 11, 2009 and
became the museum’s most successful fall exhibit in five years,
attracting an audience of 55,000 people, including more than
1,300 students. The exhibit was accompanied by wide-ranging
lectures and workshops, including a November 2 family day
On December 10, 2008, Terry Toedtemeier, while at a “Wild
Beauty” presentation at the Columbia Arts Center in Hood
River, collapsed and died. He was 61. “Wild Beauty” in all its
many facets – geology, history, photography – had absorbed
much of his creative and professional life. With “Wild Beauty,”
he created a legacy that will endure for many more generations.

Oregon Book Awards
Literary Arts, through its Oregon Book Awards and tour, achieves
almost all of the Cultural Trust’s mission and grantmaking
benchmarks.
•It recognizes excellence in Oregon writers.
•It forges partnerships among cultural nonprofits and the community: local literary organizations, the Portland Art Museum,
Oregon State Library, rural and regional libraries, publishers,
schools and bookstores.
•It provides professional development for Oregon authors.
•It promotes cultural participation among Oregonians in every
part of the state.
The Trust awarded a $15,000 grant to support the Book Awards
and accompanying author tour. The November 9, 2008 sold-out
awards ceremony at the Portland Art Museum recognized 32
authors in eight categories ranging from children’s literature to
drama, biography to poetry. Writer Barry Lopez and community
leader Marlene Howard received special recognition for their
extraordinary, career-long contributions to Oregon’s literary
community and culture.
From January through May 2009, Literary Arts took the show
on the road bringing 10 nominated and award-winning authors
to seven communities: Eugene, North Bend, Corvallis, Newport,
Klamath Falls, Medford and Roseburg. The first reading took
place on January 20 – inauguration night – at the Eugene Public
Library. The anticipation of three first-time authors – Beren
De Motier (The Brides of March), K.B. Dixon (The Sum of His
Syndromes) and Jill Kelly (Sober Truths) – combined with the
political allegory of Linda Zuckerman’s A Taste for Rabbit
heightened the sense of occasion at the start of the tour.
On April 21 in Newport, Sara Ryan, winner of the Leslie
Bradshaw Award for Young Adult Literature, led a workshop for
writer and editor Matt Love’s high school English class. Viking
Books, publisher of Ryan’s OBA-winning The Rules for Hearts,
Interstate Firehouse Cultural Center*, $4,000
To produce, in collaboration with poet Darlene SolomanRogers/Blacque Butterfly, the Hip Hop Cabaret Theatre, a
monthly series featuring local music, dance, theater, spoken
word and comic artists.
KBPS-FM Public Radio Foundation, $9,000

donated books to the students, who later that evening were in the
audience for the reading at the Newport Public Library.
In Klamath Falls on May 21, local authors opened the evening
with their readings. One – Jeffrey Sparks – had never read a
poem in public before. At the end of the evening, touring authors
and local writers shared dinner together, swapping information
about book proposals, agents, publishers and reviewers and
forging lasting creative connections.
The final reading, on May 13 at the Douglas County Library in
Roseburg, attracted students who’d never been to a poetry reading before. Penelope Scambly Schott’s Stafford/Hall Award for
Poetry-winning A is for Anne marries poetry with history in telling the story of Anne Hutchison’s crusade for religious freedom.
That evening, literature illuminated history and connected 17th
century Massachusetts to 21st century Oregon.
In giving statewide recognition to Oregon authors, the Oregon
Book Awards and tour bring words and images directly to people
where they, quite literally, come to life.
The Shrunken Head of Pancho Villa by Chicano theater pioneer
Luis Valdez, a play that marks a defining moment in the development of Chicano identity.
Northwest Professional Dance Project, $7,000
For the development of six new dance works by leading choreographers and their subsequent premieres at the annual
“Showing by Dance Makers” performances in Portland.
Oregon 150*, $20,000
To support the Oregon Stories project, designed to engage
Oregonians in a dialogue about what Oregon means to them, in
their own words. The project included year-long, weekly personal
commentaries through 2009, the 150th anniversary of Oregon
statehood.

To support a capital and endowment campaign to strengthen
the college’s academic core, expand the campus and provide

To publish the “Contemporary Art” issue of The Bear Deluxe
Magazine, which presented original visual art and writing

For public outreach, including lectures, family programs and
educational materials, related to “Wild Beauty: Photographs of
the Columbia River Gorge, 1867-1957,” an exhibition of historic
photographs curated by Terry Toedtemeier and exhibited from
October 2008 to January 2009.
Portland Baroque Orchestra, $4,000
To launch touring and family outreach programs that brought
PBO’s performances to 6,600 Oregonians in 13 events in
Benton, Lane, Linn, Marion, Polk, Tillamook, Washington and
Yamhill counties.
Portland Center Stage, $18,000
To foster the creation of original theater works, especially from
Oregon writers, through a year-round playwrights lab, workshops, readings and JAW: A Playwrights Festival. The project
emphasizes creative and economic opportunities for theater
artists in Oregon.

with the administrative expertise to advance the Orchestra’s

Portland Institute for Contemporary Art (PICA), $20,000
To fund the 2008 Time-Based Art Festival, a 10-day festival of
international performing and visual arts with performances,
exhibitions, lectures, gallery talks, workshops, noontime chats,
and exhibition tour.
Portland Opera Association, $12,000
For the March 2009 production of Francesco Cavalli’s 1651
chamber opera, La Calisto, featuring the Portland Opera Studio
Artists and Portland Baroque Orchestra. La Calisto marked the
Opera’s first production in the 860-seat Newmark Theatre,
dramatically expanding the audience from the Opera’s smaller
studio space.
Portland Taiko, $6,000
To fund “Oregon Lost and Found,” a collaboration with acclaimed
Native American artist Rick Bartow, that premiered in fall 2009.
This piece celebrated Portland Taiko’s 15th anniversary and the

cultures – indigenous and immigrant – that have shaped Oregon.
Portland Youth Philharmonic Association, $4,000
To expand the orchestra’s outreach, access and pre-professional

concerts at George Fox University and Pacific University, a
Woodburn band clinic, and a tour to La Grande to benefit youth
programs of the Grande Ronde Symphony.
Tears of Joy Theatre, $5,000
To produce When Animals Were People, a new bilingual play for
the puppet stage based on stories from Mexico and Ecuador. The
play debuted February 2009 in Portland with public performances and 16 school performances.
Third Rail Repertory Theatre, $6,000
To support a move to an improved and enlarged performance
venue at the World Trade Center in downtown Portland. The
220-seat venue doubled Third Rail’s seating capacity.
White Bird Dance, $7,000
To present “White Bird Uncaged,” a new, multi-site, four-company
contemporary dance series in non-traditional venues in Portland.
Write Around Portland, $5,000
To fund the fall 2008 Creative Writing Workshop, which
provided 16 ten-week creative writing workshops and culminated
in an anthology and a community literary reading.

and plumbing work necessary to complete the restoration of
the 1895 Grand Opera House, located in downtown Vale on the
Oregon Trail.
“Oregon Stories”
On February 14, 2009, Oregon celebrated its sesquicentennial or 150th anniversary of statehood. More than two years
before then, Oregon 150 was organized to coordinate the
statewide celebration, which ultimately included a wide range
of activities and projects: an open house birthday party at the
State Capitol; a massive volunteer effort, “Take Care of Oregon
Days”; the revival of Oregon! Oregon!, a musical created for the
1959 centennial that was performed by the very contemporary
Pink Martini; and a commemorative Pendleton blanket,
Limited Edition 44 which was presented to President Barack
Obama (the 44th president) by Governor Ted Kulongoski.
A keystone of the year-long celebration was the solicitation, collection and distribution of “Oregon Stories,” personal recollections of life in Oregon. The Trust awarded a $20,000 grant to
the project, which attracted over 700 stories from storytellers
from elementary school students through centenarians. The
submitted stories were gathered and distributed in a variety of
ways, on the Oregon 150 website and blog, and through radio
and TV broadcast.
When Oregon 150 announced the “Oregon Stories” project,
stories came pouring in, many accompanied by photographs,
poems, videos and songs. The “Oregon Stories” page at
www.oregon150.org proved to one of the most popular on the
site. Several writers’ groups made a project of the initiative,
organizing themselves to write and submit stories to the website. And, recognizing the value of this living history resource,
teachers brought the stories into the classroom to add to the
social studies and/or creative writing curriculum.
Radio broadcasts made the stories available to an estimated
1 million listeners each week and OPB-TV used the project
as an inspiration to produce a series of five-minute “Oregon
Moments.” 50,000 copies of a commemorative magazine that
included several of the stories were distributed across the state.
The “Oregon Stories” project reached millions of people
during the sesquicentennial year but will live on through the
Oregon 150 website that will be maintained by the Oregon
State Archives and an anthology to be published by Ooligan
Press in 2010. The irreplaceable personal narratives of Oregon
history will provide a fascinating look back at Oregon 2009
when the state reaches its bicentennial in 2059.
Aili Schreiner of Oregon 150, who coordinated the “Oregon
Stories,” said the project used the technology of the 21st century to tell stories dating back to the 19th. The online “Oregon
Stories” page included tags of frequently occurring terms like
“family,” “trees,” “heritage” and “1920s.”

When Alice Norris and Judie
