BY-LAW NO. 12
A BY-LAW PROVIDING FOR THE
ESTABLISHMENT OF TAnTU INSTITUTE
WHEHEAS the principal

AND WHEREAS it is desirable that theso objects bo
implemented by and through an organization attached to the
corporatio~,
to be known as Tartu Institute.
BE IT THEREFORE ENACTED as by-law of the corporation
as follows:
1.
There shall be established an organization attached
to the corporation to be known as Tartu Institute.
2.
The objects of Tartu Institute shall be the implementatio:
of the educational objects of the corporation as set forth in the
Letters Patent of the corporation.
The compOSition, structure, government, administration
and related matters of Tartu Institute shall be governed by a
Charter and by-laws of Tartu Institute.
The Charter of Tartu
Institute is attached hereto as Schedule "A".
4.
The Charter or by-laws of Tartu Institute shall provide
that at least four directors of Tartu Institute, shall be
appointed by the Board of Directors of the corporation.
2 Tartu Institute shall have power to amend its
Charter, and to pass or amend such by-laws as it may deem
fit, provided that any amendment to the Charter and all
by-laws or amendments thereto shall be subject to and shall
take effect upon confirmatipn by the directors of the
corporation, which confirmation shall be by by-law to be
passed by the directors of the corporation, in accordance
with the by-laws of the corporation.
6.
Tartu Institute shall carry out its activities in
close co-operation with the corporation and shall report to
its board of
direc~ors
from

to time, as requested by the
appropriate officers of the corporation.
7.
Tartu Institute shall submit its budget and financial
statements, to the directors of the corporation for their
approval, as may be requested by the appropriate officers
of the corporation.
The fiscal year and budget of Tartu
Institute shall run concurrently with the fiscal year and
budget of the corporation and the budget and financial
sta~ements
of Tartu Institute shall form part of the budget
and financial statements of the corporation.
8.
By-law No. 8 of the corporation be and the same is
hereby repealed.

OF
TARTU COLLEGE
CHARTER OF TARTU INSTITUTE
PURPOSE AND OBJECTS
A.
1.
The educational objects of Tartu College as set
forth in its Letters Patent shall be carried out by Tartu
Institute (hereinafter referred to as the Institute), subject
to By-law No. 12 and other by-laws of Tartu College) ~n
particular the purpose and objects of the Institute shall be
(a) to study the role and rights of the minorities
in canada;
(b) to study minorities and their cultures and their
social and economic problems;
(c) to provide instruction at post-secondary level
in Estonian language, literature, history, religion
and other cultural fields;
(d) to promote the study of and research in the
Estonian language, literature, history, religion,
arts, music and other cultural fields;
(e) to promote the preservation, dissemination and
understanding of Estonian culture;
(f) to promote the study of Estonian and related
languages and literatures;
(g) to promote and support the study of political,
economic, social and cultural conditions in the
Baltic States, namely Estonia, Latvia, Lithuania.
B.
2.
IMPLEMENTATION OF OBJECTS
The objects will be implemented
(a) by conducting formal courses of instruction
consisting of lectures, seminars, workshops etc;
(b) by conducting short vacation courses;
(c) by organizing discourses, symposia and conferences;
(d) by promoting and supporting research;
(e) by publishing or promoting and supporting the
publications of scholarly publications;

TERMINATION OF TARTU COLLEGE 16.
If Tartu College should be wound up or in any other
manner discontinues operations, the Institute if legally
established and having similar objects, shall have the right
to carryon its activities under the same name. In such
event all monies or other property donated, bequeathed or
granted to the Institute in the name of or in the care of
Tartu College shall be turned over or assigned to the Institute.
