The Union Agriculture and Farmers Welfare Minister Shri. Radha
Mohan Singh today addressed the 28th Annual Meeting of the
Poultry Federation of India in Hyderabad. Speaking
Radha Mohan Singh –
Agriculture Minister
on occasion, Shri Radha Mohan Singh expressed his views in
detail regarding increase in business, problems associated
with farmers and traders, and assistance given by Government
of India. Besides this programme, the Union Minister also
addressed the State agriculture scientists. In this meeting
the State Agriculture Minister and Officers of Government
India, I.C.A.R. and Agriculture University were also present.
Regarding poultry production, Shri Radha Mohan Singh stated
that during 2014-15, the egg production with an annual growth
rate of nearly 5% has reached 78 billion egg production. The
poultry meat production is estimated to be 3 million metric
tonne. At present the poultry products export is around Rs.
768 crore in 2015-16. Along with increase in poultry
production, there is increase in income of poultry farmers.
Shri Singh said that there are also problems associated with
this industry and the small and large farmers have to grapple
with them from time to time. One of the issues is spread of
avian influenza which is a serious impediment
development of this industry. Despite this,
to the
timely
intervention by the Government and efforts of private sector
has enabled development in this sector.
The Minister said that poultry production is not only an
important source of subsidiary income generation for many
landless and marginal farmers but also provides nutritional
security to the rural poor. However, compared to the organized
sector, this backyard unorganized sector needs efforts at
different levels to grow. The Government of India under its
initiative programme of National Livestock Mission aims at
sustainable growth and development of livestock sector
including poultry. Under the National Livestock Mission there
are provision for a number of poultry farming and allied
activities. We also need to pay attention to the global market
challenges. Shri Singh stated that there are possible
solutions for meeting challenges, whether at domestic or
global level. Government has taken several steps in this
regard. Department of Animal Husbandry, Dairying & Fisheries
has launched a dedicated website on Sanitary Import Permit for
online receipt and processing of SIP applications for import
of livestock and livestock products including poultry and
implementation of Single Window System for online clearance of
livestock and livestock products by all Animal Quarantine and
Certificate Services Stations. In another programme held at
National Academy of Agriculture Research Management, Hyderabad
during interaction with agriculture scientist Shri Radha Mohan
Singh placed in detail the programmes implemented by Ministry
of Agriculture and Farmers Welfare. Shri Singh said that
farmers’ population is nearly 55% of the total population of
the country. Keeping in view the importance of farmers in the
nation’s health and resources, the ‘Farmers’ Welfare’ is added
to the name of Agriculture Ministry.
In order to give importance to agricultural sector, Government
of India has initiated several initiatives for sustainable
development of agriculture in Central Budget for the year
2016-17. The Government has already taken initiatives for the
solution of two important factors (soil and water) relating to
improvement in agricultural production. Steps have been taken
to issue Soil Health Card Scheme and to improve soil fertility
on a sustainable basis through traditional agricultural
development and planning to promote organic agriculture. Also,
to improve farm income of farmers and to improve use of water
effectively through irrigation system under Prime Minister
Irrigation Scheme, creation of a integrated national
agriculture market has also been included so that ‘per drop,
more productivity’ is achieved. In addition to this, greater
emphasis is being given to implement Prime Minister Crop
Insurance Scheme on a priority basis so that it is ensured
that from ‘field to ground’, farmers are protected. Our
premier institutes engaged with agriculture, like Indian
Agriculture Research Council, Agricultural Universities and
other departments of Government of India are also implementing
Soil Health Card Scheme at grass root level.
Department of Agriculture, Cooperation and Farmers Welfare has
signed MOU/contracts with 52 countries, which includes United
State of America. Further, Departmentof Agricultural Research
and Education Department (DARE) and Department of Animal
Husbandry, Dairy and Fisheries have also signed MOU/contracts
with other countries, which have resulted into our
participatory development with total 63 countries. With these
agreements/MOU there will be improved facilities available in
several sectors.
Today’s world is of information. In the present scenario,
Information and Communication Technology has a significant
role not only in dissemination of knowledge, but also to
achieve economic gains. For distributing digital data and to
provide access to farmers to information through mobile and
internet connectivity, the Ministry has started wed enabled
Farmer Portal and Mobile enabled M-Farmers SMS Portal, Farmers
Call Center and DD Farmer Channel and two Mobile Apps. (Farmer
facility and Pusa Agriculture).
In order to help our farmers to get benefit of market, an
initiative has been taken, namely National Agriculture Market
in which a common E-Market Platform of 585 regulated markets
of the country will be set up so that farmers can sell their
products through E-Marketing. We have to also face the several
challenges of changing climate. There are many challenges
before our scientistssuch as land degradation, water, climate
change, emerging diseases and energy. To overcome these new
areas of research are being explored. We havefixed a target to
resolve major challenges like sustainable production system,
food security, health and nutrition, environment and organic
diversity and we have proving successful in addressing them
through agriculture research. We believe that we can resolve
complex challenges through our young scientists and
agriculture research.
Shri Singh also said to the students that young scientists
like them will be very successful to resolve problems relating
to farmers and agricultural development through the knowledge
they have gained during their study.

person and taken them away.
A faction within Turkey’s military attempted to stage a coup
on Friday.
The faction, which called itself the “Peace at Home Council”
said they had seized power, taken over the government, and
declared martial law. Due to this unrest about 40 Plus people
has died in the conflict.

Denouncing the coup attempt after flying back to Istanbul, he
said .
“What is being perpetrated is a treason and a rebellion. They
will pay a heavy price for this act of treason,” Erdogan said
at Istanbul’s airport.
The president said his hotel in the Aegean coast resort of
Marmaris was bombed after he left. But he remained defiant,
vowing: “We will not leave our country to occupiers.”
Over 120 people had been arrested over the coup attempt as
informed by Turkish Prime Minister Binali Yildirim. He also
instructed the military to shoot down an aircraft hijacked by
coup plotters, an official said Saturday.

Intelligence Unit.

training plans for young farmers
In a bid to make youth from farmers’ families more competent
in marketing their agricultural produce in a better way, the
state government has taken steps to provide them training as
per the requirement of the present time.
The state agriculture marketing department has fixed a target
of providing training to 1,003 youth in the next one year.
Each of the youth has to undergo the training for 90 days and
to make the training programme a success, training programmes
are being organised in two blocks of a district at a time.
Recently, the training programme took place with youth from
two blocks, each in Birbhum and Hooghly.
Tapan Dasgupta, the state agriculture marketing minister, said
that it is the duty of the state government to make the youth
from the farmers’ families competent enough so that they can
go ahead for new ventures to fetch more profit out of the
cultivation in their lands.

West Bengal is set to get Rs 700-1,000 crore investment in
ramping up coal-bed methane (CBM) production from Essar Oil at
Raniganj, but it could jump significantly if shale opportunity
opens up.
“We have invested Rs 3,300 crore at our Raniganj CBM block and
already achieved one million scmd production. We will have to
pump an additional Rs 700-1,000 crore to reach the peak
projected production of three million scmd capacity,” Essar
Exploration & Production CEO Manish Maheswari said.
The West Bengal Government is expected to reap a handsome Rs
2,500 crore as royalty from this CBM block.

En route to Bagdogra Airport from Darjeeling today, in Sonada
in Darjeeling district, one of the cars in the Hon’ble
President Pranab Mukherjee’s convoy, a convoy which included
West Bengal Chief Mamata Banerjee, skidded off a hilly highway
into a gorge. Six among the President’s security team were
travelling in that car.
The Hon’ble President and the Chief Minister were thankfully
unharmed.
The Chief Minister, ever the helping hand, immediately got
into the act of overseeing the rescue operation. Wielding a
mike, she walked around the accident site and passed about
instructions to ensure a coordinated response to the accident.
All the six people inside the car were rescued and taken to
hospital. There were no serious injuries – a few cuts and
bruises, and a fractured arm.
This incident has once again highlighted the humanistic side
of Mamata Banerjee. She has time and again got into such
selfless acts, of helping people needing attention, a recent
incident being ensuring a man injured in an accident near the
Akashvani Bhawan in Kolkata got proper medical attention.

life around for backward
classes
The State Government initiatives to issue caste certificates
to, along with the projects taken up for, people from SC, ST
and OBC communities have created a major change in their
lives. People belonging to such communities require caste
certificates to get the benefits they are entitled to.
After coming to power in 2011, Chief Minister Mamata Banerjee
ensured that there was no politics over the issuing of caste
certificates.
From calendar years 2006 to 2010, during the Left Front rule,
13,58,883 certificates were issued to the SC, ST and OBC
communities. In contrast, from calendar years 2011 to 2015,
89,85,614 certificates in total were issued, which is a
massive improvement.
Hence, under the Trinamool Congress Government, the numbers
have improved substantially.
In 2016, till June 17, 17,275 ST people, and 1,89,282 SC and
OBC people, that is, a total of 2,06,557 have already got
caste certificates.
These certificates have changed their lives. The jobs of kendu
leaf collectors have been assured and they are getting pension
on attaining 60 years of age. If they are injured during work
they are getting accident benefits. These people come from
society’s poorest of the poor.
SC and ST students are given coaching free of cost in Delhi to
appear for the Civil ServiceExamination conducted by the Union
Public Service Commission (UPSC). An Eklavya model school, run
by the Ramakrishna Mission, has been set up at Jhargram in the
Jangalmahal region to impart education to ST students.
A senior official of the Backward Classes Welfare Department
said that changes in the lives of SC, ST and OBC people that
have taken place in the past five years were remarkable, with
more schemes coming for them are in the future.

িবনামূল্েয েকািচং েদওয়া হচ্েছ।
জঙ্গলমহেলর ঝাড়গ্রােম তফিসিল উপজািত ছাত্রেদর িশক্ষাদান করেত
রামকৃষ্ণ িমশন কর্তৃক পিরচািলত একলব্য মেডল স্কুল স্থাপন করা
হেয়েছ।
অনগ্রসর উন্নয়ন দপ্তেরর একজন ঊর্ধ্বতন কর্মকর্তা জানান, তপিশিল
জািত, উপজািত এবং ওিবিস মানুেষর জীবেন েয গত পাঁচ বছের অভূতপূর্ব

‘India Skills-2016’
The President of India, Shri Pranab Mukherjee inaugurated the
India Skills Competition -‘India Skills-2016’ today (July 15,
2016) in New Delhi on the occasion of the World Youth Skills
Day. He also launched an International Skill Centre, a PMKVY
2.0, a Labour Market Information System and Skills Online.
Addressing the gathering, the President congratulated the
Ministry of Skill Development and Entrepreneurship (MSDE) for
their achievements in a short span of time. He said the
Ministry was extremely important for the socio-economic
development of our country. He said that India is a young
nation with 62% of its population in the working age group and
more than 54% of the total population below 25 years of age.
As a consequence, around 15 million youth enter the workforce
each year. Young minds are our assets. This is our demographic
dividend which we need to harness. As policy makers, we have a
duty to empower our youth by providing skills to them. We need
to seize this opportunity. He cautioned however, that if we
cannot provide jobs to the huge number of people entering the
job market every year, the population dividend could turn into
a population liability. This explosive situation has to be
prevented.
The President mentioned that recently skill development of
1500 employees of Rashtrapati Bhavan was undertaken by the
MSDE. He stated that unemployment is a serious challenge for
India. In India in the age group of 18-29 years, the
unemployment rate is 12.9%. Therefore, he believed in the
importance of infusing skills in our youth as this would
improve the employment situation which would in turn generate
wealth and translate our vision of economic development into
reality.
On the occasion the President was also presented his portrait
made by Shri Vilas Naik at the venue itself.

Venkaiah Naidu, Union Minister of Urban Development, Housing &
Urban Poverty Alleviation and Information & Broadcasting; Smt.
