Creation of Commercial Resort (CR) 20ning
My name is Elizabeth Kay Gibson; I am a Florida resident residing at 3200 North
AlA, North Hutchinson Island.
Since last fall, I have been followins the prog;ress of the County's
creation of a Commercial Resort county-wide zonins category, short-handed CR.
In my statement to the Soard in January, l remarked that I was
concerned tholt soon after the 12-acre Ruffin Property is rezoned, the owner of a
nearby 9.44 acre parcel on North Hutchinson may apply for the same rezonlns.
This second property, which Is currently zoned commercial, is in the
process of foreclosure and is for sale. I felt It could be a potential parcel for
inclusion under the same Ruffin ownership. My thought in January was that If
combined under one umbrella ownership, the two properties tog;ether could
provide for both a 4OO-room capacity hotel and a place for parklnll resulting in a
dangerous traffic impact on the adjacent 4·way intersection. Additionally, a splitlot commercial resort development, if built out complet ely to the dwelling density
being discussed would result In a development that clearly would not be
compatible with the surroundins residential neighborhood. At the end of the
January hearing. the Ruffin representatives said, "We get iC Thev said that the
County had made it clear that all hotel-related parking and other amenities must
be on onlv the 12-acre parcel ellen though that would result in many fewer
dwelling units than the potent ial4QO Inltlallv discussed.
I believe the majority of homeowners on North Hutchinson Island,
many of whom are here this evening. will continue an interest in the development
of this parcel to as!iure that it will be a self-contained hotel project and that all
parties will plav bV the established rules.
I realize that the county-wide CR zoning ordinance cannot and will
not specifically address split-lot developments; however, I would urge that as this
new zoning category is applied to future applications in the county. particularly on
North Hutchinson Island that land owners will be prohibited from developing as
one prQject any IXIrcels that are split by roads and highways unless the parcels are
connected by tunnels or bridges.
The second point I earlier addressed was stirred bV Mr. Ruffin's
business interests: he owns at least one casino-hotel. According to published
media reports concerning his own recreational pursuits, he leans toward high
stakes table games. Therefore, 1 was concerned that the project envisioned by
Mr. Ruffin could eventually include some type of gaming operation, particularly
one involving table games.
Even though in January many thought gaming facilities were pretty
well wrapped up with the Seminole Tribes, I felt otherwise. When I expressed my
concerns regard ing Mr. Ruffin ' s North Hutchinson Island development, ' was told
by a member of this Board that when it came t o my perception of gamins
regulations in Florida' needed to set my facts straight. MY FACTS WERE
STRAIGHT, AND ARE CONFIRMED BY PAGE 49 OF THE SEMINOLE COMPACT AS
WELL AS BY A NEWS STORY TITLED TIME RUNNING OUT FOR STATE TO RENEW
GAMBLING PACT WITH SEMINOLE TRIBE WHICH RAN NOVEMER 16, 2014.
The Seminole Compact was signed by Governor Charlie Crist eJilactly
five years ago today on April 7, 2010. The section of that Compact which
regulates table games has become the topic of conversation at the State' s
legislative and executive levels. It expires in less than a month on May 1, 201S.
The Tribe t hen has 90 days to shut down its table same operations. The Tribe is
currently runnins 3D-second ads calling for a renewal. In those Mark W ilson,
President and CEO of the Florida Chamber of Commerce says,

gamb fing ...iS unacceptable for a state that has worked hard to grow i ts economy
and develop 0 famity-friendly image." Yet It seems unlikely that there will be a
renegotiation of t he Compact. How, then is the St ate going to make up t he loss of
hundreds of millions of dollars? I believe the gambling indust ry wants to show
the way and State House Speaker Crisafulli seems to agree. On February 2S he
said, "other gambling concerns may deserve a chance to have cord gomes, roo. ~
According to recent news articles, at least two operators with gaming
operations in Vegas are interested in getting their cards on the tables in Florida.
The 9+ acre parcel at the corner of Marina Drille and AlA which is but a short
walk from the Ruffin 12·acre parcel could be a provident spot for t his type of
relatively small operation. How loudly is money going to be allowed to talk at the
state and count y levels? I feel 1t is time for quality of tife to take precedence?
I realize that the new CR zoning will not address specific activities
such as gaming. However in tight of the current flu id situation regarding gaming
activities within Florida, I would ask the Board to adopt a policy stating t hat
whenever working with specific projects anywhere in the county that those
projects involvinggam!ng of any type CANNOT and will not be located In
proximity to residential neighborhoods.

On behalf of the St. Lucie County Tourist Development Council (TDC), I am writing this letter to express
the TDC's unanimous support for the concept of the proposed commercial resort development located
on North Hutchinson Island in Fort Pierce, the former site of the Radisson Hotel. The concept was
discussed at the TDC meeting on Wednesday, November 12, 2014.
Creating the framework for the development of an oceanfront resort hotel in St. Lucie County will no
doubt enhance the growth of tourism for our area, establishing the possibility of a destination hotel and
creating the opportunity for increased economic impacts to local restaurants, tour operators, attractions
and more.
For this reason, the Tourist Development Council respectfully requests the Board' s support to vote in favor

the residential neighborhood and not in keeping wjth the ambiance of North Hutchinson Island.
Parking - All parking requirements to be contained on site.
Noise Level':'" The permitted noise level should be in keeping with the residential site setting as
opposed to a commercial district.
Landscaping/Ground Sculpturing - In keeping with the appearance of the surrounding
properties and function as an element for noise control.
Traffic Control- The intersection at Shoreline Drive and AlA is inadequate for additional traffic
generated by hotelcliental. Consider a roundabout similar to the one at the intersection of
Seaway Drive and AlA on South Hutchinson Island with a fountain and lush landscaping in
keeping with the scenic Highway designation of AlA.

Dear Mark,
As a resident on North Hutchinson Island for over 26 years before moving west in the
county I am so excited to hear of the resort project. When I lived there it was the hotels
that brought vibrancy to the area, a place for family to stay, meetings to be held,
restaurants to enjoy and a gathering spot. This project could be so beneficial to the
community and allow for conferences, tours and support other events.
There is always apprehension when change is made, but I don't believe this would be a
problem for the neighborhood. 1bis could be a tremendous boom for downtown and the
City ofFt. Pierce. When the Radisson was there we would interact with the staff and
tours that came in and always had a great experience bringing them downtown.
Please approve the changes to the St. Lucie County Land Development Code and
Comprehensive Plan that are needed to allow for this type of project, and please approve
the development of the proposed resort hotel. Our county needs to continue moving
forward.

I don't understand those residents on North hutchinson Island who are
afraid a 400 unit hate! built on the old Radisson/Holiday Inn property will
cause heavy traffic on A 1A. The two comparative facilities I can think of
in our local area would be:
1. The Marriott Beach Resort & Marina in Stuart, FI has over 200 acres
of hi-rise ocean condos, town homes, tennis courts, 77 slip marina, 18
hole golf course, etc and the only way in or out is onto A 1A. This facility
includes a hotel and short term owner rentals.
2. The Ocean Village in Ft. Pierce has over 1200 units on it's oceanfront
property, a restaurant, tennis and 9 hole golf course which can only be
accessed from A1A.
Short term owner rentals are also available there.
I've driven by those areas innumerable times in my 24 years in the area
and i can't remember major traffic anytime, other than due to
construction or accidents. It's true the density per acre may be less than
would be the case on the Radisson property, but the traffic from Ocean
Village and the Marriott can only enter and exit one way, and that's onto
A 1A. In other words, it would be the same as spreading the 400 units
over a larger Radisson property (assuming the property was larger). The
entrance and exit would still be in the same place on A 1A for the same
number of people.
I think we really need this new development on the Island and I don't
believe it will adversely impact our traffic on A 1A.

zoned as Residential Medium (RM) be rezoned as Commercial Resort (CR). Such a rezoned classification
would radically change the present allowable density of 9 dwelling units per acre t o an allowable CR
density of 36 dwelling units per acre.
We co llectively believe that a high CR density at this location would change the predominantly
residential character of the St. lucie County part of North Hut chinson Island so as to adversely impact
the quality of lifestyle for its residents as well as for the off-island visitors who presently enjoy the
amenities of the County and State parks and of the island's beaches. To allow the former Radisson
property to convert to CR would have the addit ional effect of setting a precedent for the same CR
rezoning to apply to at least one or two other vacant properties on the island which, in its effect, would
urbanize the isla nd' s character to the detriment of the semi-natural environment which all now enj oy
and which is unique to developed coastal Florida,
The RM zoni ng on t he former Radisson property uniquely authorizes a hotel/restaurant complex
at that location on North Hut chinson Island (as was the case up to the time that the previous complex
suffered irreparable damage and was subsequently demolished). We feel that the redevelopment of
the subject property along t hose prior lines would be an asset to the County and if replicated would be
supported by our community, A higher dwelling density is opposed by the undersigned.

I am a year-round, long-time resident of the Sands
Community on North Hutchinson Island. We own our homes, pay
our taxes and enjoy the low stress special surroundings on North
Hutchinson Island and should not be required to provide a
corporation the opportunity to construct a huge Condominium
Resort Hotel so as to provide a large financial gain for the
investors. We love our peaceful community and most of us would
like to see the development of a medium-size hotel with a capacity
similar to what was there - at a maximum of 150 rooms. We ask
that you not approve this Commercial Resort but encourage the
development of a more reasonable size POftttl.

Since this concept is a new classification, why not try it some

place other than our island? From what has been reported to the
public, this will not be a supplement to the existing environment.
I am sure you will hear from other residents tonight, who will
provide more specific areas of concern.
As a voter and taxpayer, I feel powerless regarding changes
that are being proposed to maximize the benefits of outsiders to
the detriment of our community! ~
