The City of Chandler Planning
and Zoning Commission
considered this week a
staff-recommended approval of
a proposal to bring a commercial development with hotel
and retail/restaurant space at
the SEC of Chandler Boulevard
and Hearthstone Way.
Situated on four acres, the
Towneplace at The Met will fly
the Marriott flag. The project
would consist with a 109-room,
four-story hotel with two, onestory 9,800SF retail/restaurant
shop buildings for a total of
57KSF. With a maximum 54’
height, the hotel would have
amenities including a swimming pool, sundeck, fire pit,
outdoor dining patios, fitness
center, lobby, business center,
board room and breakfast area.
The Met, an adjacent 300-unit
apartment complex already in
place. Developed as an urbanstyle, pedestrian-oriented
environment, the buildings will
employ a contemporary style,
including use of natural stone,
stucco, wood-look fiber cement
siding, metal shade awnings
and earth-tone accents.
Pedestrian access will be
enhanced by a paved pathway
with gate access to the adjunct
multifamily complex. Vehicles
will access the property
from both a main entrance
off of Chandler Boulevard
and secondary access from
Hearthstone Way. The main
entrance will feature colored
pavers, accent pavers at pedestrian crossings and artistic
touches, such as

Westgate to Get 340-Unit Zanjero Apartments

Yuma Council to Select Civil Engineer for $14.2M Sports Complex

The Yuma City Council is scheduled to vote tonight on
whether to give City Administrator Greg Wilkinson and staff
the authority to negotiate and sign the design contract for
the planned Pacific Avenue Athletic Complex, and the
process was the main topic of discussion at Tuesday’s regular
work session.
The $14.2M complex slated for Pacific Avenue and 8th
Street has been the subject of criticism from some residents
who say the plan to build six regulation-size softball fields
on a property just north of the Yuma Palms Regional Center
didn’t get enough public input.
The project has a “15 percent” design, but now the city has
solicited Requests for Proposals to provide a complete set
of designs for construction, getting three responses. Two
Phoenix-area firms, Kimley-Horn and HDR, got higher scores
from the panel of five city staff members reviewing the bids
than the third, local firm, which was Nicklaus Engineering.

Parks and Recreation Director Debbie Wendt said local residents, particularly those active in softball and other athletic
leagues, will be brought in to help shape the final design of
the complex.
She added that the current layout isn’t set in stone, though
the primary elements will stay the same: “There’s going to
be some changes to it but not the initial (design); six fields
are going to be six fields. Parking is going to stay the same.
How it might be laid out, the design of it, the aesthetics of it
might change.”
It’s not yet clear what the ultimate cost of the contract will
be. Wilkinson said the discussions with the firms have not
gotten down to finances because under state law, engineering firms cannot be judged on cost through the initial RFP
phase.
According to the city’s Capital Improvement Plan document,
overall planning and design costs for the project are projected to be about $1.5M.
If the council votes to have Wilkinson move forward with
negotiations, he will work off a sample contract which has
been provided to both firms. If the city can’t reach a deal
with Kimley-Horn, the staff will then go on to HDR and try to
ink a contract with them. The final contract would not come
back to the council for approval under the city’s normal
process.
Robin Wilson, the city’s purchasing manager, said KimleyHorn, which came out on top because of its experience in
designing similar recreational complexes, said that firm plans
to work with a local design firm which will play a significant
role, but staff as a rule does not discuss potential subcontractors in public while trying to negotiate contracts.

Mohave Supervisors OK Funds for Courthouse Architect

The Mohave County Supervisors voted Tuesday to fund an
architect to design a new Superior Courthouse.
The board approved spending up to $2.2M for an architect
for the proposed 63KSF Superior Courthouse. The money
would come from a quarter-cent sales tax, which is used to
build new county buildings. The sales tax expires in 2020.
Presiding Superior Court Judge Chuck Gurtler told the supervisors that architecture services would cost about $1.9M and
no more than $2.1M would be needed for the services. It will
take a year for an architect to submit the plans. The earliest the
county could go out for bids is 2019 with a year to build the
building. A new courthouse is expected to cost between $18M
and $21M.

Roosevelt BID Proposal Faces New Challenges

Over the past 18 months, the Roosevelt Row community has
been engaged in the process of forming a business improvement
district (BID), which would provide enhanced municipal services
for the area. Though the proposal for the BID passed the Phoenix
City Council in January, it is now in danger of being invalidated
due to a bill that is advancing in the state legislature.
HB 2440 would essentially change the process for the formation
of BIDs – not just in Phoenix, but across the state. If passed, it
would incorporate more government oversight into the process
and would be retroactive to January 1, 2016.
The bill is sponsored by Representative Warren Petersen of
Gilbert and is supported by a group of Roosevelt Row land
owners who oppose the formation of the BID. The bill passed the
House this week and is now on its way to the Senate.
Roosevelt Row CDC sent a letter to Roosevelt business owners
informing them about the bill. The letter is excerpted here:
“Public Policy Partners … has successfully gotten a Gilbert lawmaker to introduce House Bill 2440, which would essentially prohibit any types of these organizations from ever being organized
again anywhere in Arizona! … Currently business improvement
districts are successfully operating in Downtown Phoenix, Tempe,
Mesa, Chandler, Tucson and Flagstaff … They have proven to be
powerful economic engines to spur business and job growth.”

Population, Employment Growth to Spark MOB Demand in 2016

Colliers International in Greater Phoenix released its fourth
quarter 2015 Medical Office Market Report.
According to the report, the Greater Phoenix medical office
market strengthened in 2015, particularly in the second half of
the year. Vacancy ended the year below 17 percent, the lowest
figure since mid-2008. Local vacancy is expected to continue this
gradual pace of improvement, even as a few new development
projects come onboard.
Part of the improvement in the local medical office market is
being driven by a strong pace of employment growth in the
healthcare sector. More than 9,000 jobs were added in this
segment of the local economy in 2015, representing growth of
more than 4 percent.
Key Takeaways
▶▶ Medical office vacancy in Greater Phoenix improved in
2015, falling 100 basis points to 16.9 percent, marking
the sixth straight calendar year where medical office
vacancy improved.
▶▶ With vacancy tightening, asking rents have begun to
push higher. Average asking rents ticked higher in both
on-campus and off-campus buildings.
▶▶ Sales for medical office buildings were mixed. Sales
quarter was $166 per square foot, 12 percent higher
than during the third quarter. In 2015, the median price
spiked 26 percent from 2014 to $159 per square foot
▶▶ Sales velocity for non-condo medical office buildings
surged 39 percent higher than levels recorded in 2014.
The median price in sales of traditional medical office
buildings was $118 per square foot in the fourth quarter,
11 percent lower than the third quarter figure. For the
full year, the median price inched up 3 percent to $126
per square foot.
Outlook
The forecast for the Greater Phoenix medical office market is
favorable for 2016, as demand will be spurred by both employment growth and population expansion. Early estimates call
for population growth of more than 2 percent in 2016 and job
growth topping 3 percent. These gains will translate directly into
greater demand for healthcare services, which will fuel tenant
demand for medical office space.
The investment outlook for medical office properties is brightening, as property fundamentals have stabilized and are beginning
to improve. The greatest rise in activity has been in the midsize
multi-tenant buildings ranging from 10,000-25,000 square feet.
Collectively, these transactions, which typically feature between
5 and 10 tenants, accounted for nearly 60 percent of the total
activity in 2015.

Coolidge, ADOT Seek Input on Public Transit Study

The City of Coolidge is collaborating with the
Arizona Department of Transportation (ADOT) on
developing an updated transit plan for the two
transit programs it provides: Cotton Express and
Central Arizona Regional Transit (CART).
The primary goals of the Coolidge Transit Plan are to
review the current transit services provided by the
Cotton Express and CART programs, identify opportunities to improve the services, and look toward
the future of public transit in Central Arizona.
The plan will include recommendations to improve
the performance of each transit service, identify
funding for program operations as well as future
capital needs, and outline a marketing and outreach
plan that can be utilized to raise awareness and use
of the transit services.
Incorporating the public’s concerns and ideas into
the study is an important part of the process. You

Between September 2015 and January 2016, the
transit systems were evaluated. And between now
and March they are coming up with a five-year plan
which includes service recommendations. Then
from March to May, the finalization of the plan will
be completed and a final report will be made.
The City of Coolidge, on behalf of itself and the
partners of the CART program, secured a grant from
ADOT for preparation of a Transit Development
Plan. The plan will evaluate how transit is being
provided in Pinal County, including the communities
of Coolidge, Florence, and Casa Grande. Spanning
a five- to ten-year horizon, the Plan will present
recommendations supporting both the Cotton
Express and CART programs.
The plan is expected to be completed in early
summer.

CBO: Tolls, Mileage Fees Would Better Fund Roads

The federal government would get more

charged directly for their use of highways
through tolls or mileage fees, a new study
from the Congressional Budget Office
(CBO) says.
The report from Congress’s budgetary
scorekeepers says current “spending on
highways does not correspond very well
with how the roads are used and valued.”

The CBO said mechanisms like tolling,
mileage fees or congestion pricing could
be considered to fund transportation
projects in lieu of relying mostly on gas tax
revenue.
The finding comes after lawmakers passed
a five-year, $305B highway bill last fall.
Lawmakers relied on a package of approximately $70B of offsets from other areas
of the federal budget to help pay for the
recently completed highway bill, which
lasts until 2021.
The traditional source of transportation
funding has been the 18.4 cents-per-gallon
federal gas tax. The tax has not been
increased since 1993, however, and
improved fuel efficiency has sapped its
purchasing power.
The federal government typically spends
about $50B per year on transportation
projects, but the gas tax only brings in
approximately $34B annually at its current
rate.
Lawmakers turned to other areas of the
federal budget to close the $16B per year
gap last year, but the CBO said they would
have been better off finding another
funding mechanism that would charge
drivers directly for their highway use.
The CBO has projected that it would
have taken about $100B, in addition to
the annual gas tax receipts, to pay for a
six-year transportation bill, which is the
traditional length of highway funding
measures.

JTEDs Avoid $30M Cut Next Year

LEGISLATURE NIXES $30M CUT FOR TECHNICAL CAREER EDUCATION
Last year, legislators inexplicably changed
state law to reduce funding to the 14 JTEDs
by $30M – or about 45 percent of state
dollars – beginning in next year’s budget.
However, the districts worked hard to
convince legislators and Gov. Doug Ducey
the money is needed to keep the schools
open to as many students as possible.
The lobbying efforts by the JTED
Consortium included a strong assist from
the state’s business community. Chambers
of commerce across Arizona joined
together to convince legislators to reverse
the drastic cut.

by parents, students, teachers, school
leaders and the business community, the
Legislature on Wednesday reversed course
and eliminated a $30M cut to the state’s
Joint Technical Education Districts (JTED).
The 14 JTEDs serve children throughout
much of the state and allow high school
students to learn valuable skills that lead
directly to employment after graduation.

Paradise Valley Seeks $10M Expenditure Limitation Increase

The Town of Paradise Valley has more money than it can spend
but elected leaders appear poised to ask voters later this year if
they can have a $10M taxpayer credit increase.
Paradise Valley Town Council held a work study discussion
last week on possible actions the local governing body can
take to increase its expenditure limitation set by the Arizona
Constitution.
Paradise Valley Mayor Collins says he is comfortable pursuing a
$10M permanent base adjustment, which would increase the
municipality’s General Fund expenditure limitation to about
$35M every fiscal year.
It appears Paradise Valley town government is preparing an
expenditure limitation ballot measure for the town’s General
Election slated for November of this year.
Expenditure limits pertain to how much a municipality can
spend each year on its day-to-day operations. The town has
needs — general maintenance and repairs — that over time have
surpassed the expenditure limitation.
State law says the town cannot use general funds to pay for
those needs. So, even though the town is flush with cash and
has money available, it is forced to pursue loans to pay for
those projects. If the town is able to increase its expenditure
limitations, it would be able to use its available cash to pay for
needed services.
However, those limitations can only be increased through voter
approval.
Town staff says Paradise Valley has four options to address the
need to expand its expenditure limitation. They are:
▶▶ A permanent base adjustment that allows a local
government to set its own expenditure limitation based
on existing revenues;
▶▶ A Home Rule option that allows local government to set
its own expenditure limitation over a four-year period;
▶▶ A capital projects option that allows local government to
accumulate dollars over time for a specific project or set
of projects;
▶▶ A one-time override of the expenditure limitation that
lasts for one fiscal year.
Town officials last December reported municipal revenues
exceeded uses by $4.3M. The town, however, is not able to use
those funds for day-to-day operations or capital projects.

Arizona Loses 25 Percent of Solar Jobs in 2015

Arizona lost 2,248 solar industry jobs in 2015 according to a
report from the Solar Foundation.
The nearly 25 percent job drop from 2014 reported in the
Arizona Solar Job Census dropped the state four places in rankings from third to seventh place among states with solar-related
jobs.
The Arizona Solar Jobs Census 2015 report cites increases in
utility fees approved by the Arizona Corporation Commission and
the state’s largest municipal utility, SRP, which itself recorded a
more than 75 percent drop in solar installations in their service
territory, as the likely reason for the decline.

Nationally, the industry added more than 35,000 jobs, a 20
percent increase over 2014.

2 ADOT will begin a two-year project to
finish the I-10/Loop 303 interchange,
which will allow drivers in the
Southwest Valley to access
westbound I-10 from Loop 303
and make it possible for drivers
heading west on I-10 to transition
onto the southbound Loop 303
and into Goodyear. To accomplish
these connections, the department
will extend Loop 303 to south of
Van Buren Street, about a mile
from its current endpoint. The
new stretch of the freeway will
attach to the unfinished ramps.
3 Davis Enterprises has received
approval from the City of Tempe to
begin construction on The Wedge,
a prime retail project at 1015 S.
Rural Road in Tempe. The 11.8KSF
project will feature storefront
opportunities for restaurant/

vehicles pass per day. The building
will be completed by fall 2016.
4 Rosedale Residences, developed
by Scottsdale-based Catclar
Investments, broke ground last week
on 27 tri-level townhomes, with the

currently known as “Manning 2.”

Legoland Discovery Center. The
$12M, 40KSF facility is set to open at
Arizona Mills in Tempe on April 22.
The space will feature two Lego rides,
a 4-D cinema, a brick pool, party
rooms, a Lego version of the Phoenix
skyline, and replicas of other Arizona
landmarks.

track for a summer grand opening;
a “topping out” recently took
place. This new construction
milestone marks the conclusion of
steelwork to the top of the facility
which included installation of 2
million pounds of steel and 1,198
beams for the 200,000-squarefoot, three-story facility.
