Trudeau presents Liberal plan of restoring openness and transparency to government;

Canadians have heard enough

votes." Justin Trudeau, Leader of
the Liberal Party of Canada
“
If Canada is to become a true
energy superpower in the 21st
century we need 21st century
thinking." Official Opposition
Leader Tom Mulcair
OTTAWA - The Leader of the Liberal Party of Canada, Justin Trudeau, presented a plan to restore openness and transparency to government.
"After 10 years under Stephen Harper, Ottawa is broken. This is a
comprehensive plan to fix it. This is real change," said Trudeau. "Our
plan builds on measures we have already implemented - like the
proactive disclosure of parliamentarians' expenses and removing
Senators from the Liberal Caucus - but it also moves far beyond them.
It is a sweeping agenda for change at the hear t of which is a simple
idea: transparent government is good government."
The Liberal plan will raise the bar on transparency and accountability,
and modernize the way government works, by implementing measures, including but not limited to: requiring that government data and
information is open by default; giving Canadians a voice in Ottawa by allowing more independence for Members of Parliament and government watchdogs;
ending partisanship in the Senate; ensuring open and fair elections by moving
forward with electoral reform; strengthening Elections Canada and banning partisan government advertising; making evidence-based decisions on programs and
policies; providing better and more timely services to Canadians with a more
inclusive and engaging policy-making process; and including an equal
number of women and men in a Liberal Cabinet.

Childhood is the most wonderful phase of one's life. You are the centre of attraction at your home and wherever you go, people can't stop
playing with you, your wishes are their commands and all your tantrums are fulfilled in a jiffy. But unfor tunately, this isn't true for all
children.
“
YUDHVIR JASWAL, CEO AND GROUP EDITOR OF
YMEDIA SAID: "WHENEVER WE GO BACK HOME TO
INDIA, PAKISTAN, SRI LANKA, BANGLADESH OR
NEPAL AND WITNESS A HOTEL OR HOUSEHOLD
WHERE SMALL KIDS ARE HIRED AS DOMESTIC
HELP, WE MUST CONDEMN IT AND REFUSE TO HAVE
FOOD THERE. WE MUST VEHEMENTLY INFORM
PEOPLE CONCERNED TO SEND THOSE KIDS TO
SCHOOL AS THEY ALSO DESERVE TO BE EQUIPPED
WITH EDUCATION AND ENJOY CHILDHOOD LIKE
ALL THE OTHER KIDS."
For a large propor tion of children in India, childhood is a time to
forget. They are treated as labourers and their day depends upon the
whims and fancies of their employers. And, for all the hard work that
they put in, they are paid peanuts. Welcome to the dark world of child
labour.
Amidst the fast upcoming high-rise residential and office apartments
in India, are a number of small shops that make a handful of profits
despite tough competition from glitzy shopping malls.

ONTARIO TO STANDARDIZE
POLICE STREET CHECKS
PROVINCEWIDE RULES TO ENSURE
FAIRNESS AND PUBLIC CONFIDENCE
OTTAWA - Ontario is moving to standardize police street checks
across the province, and will establish rules to ensure these
encounters are without bias, consistent, and carried out in a
manner that promotes public confidence.
Over the summer, the province will consult with community organizations, policing par tners, civil liber ty organizations, the
public and others to develop a set of rules to govern police street
checks. Ontario will seek input from par tners on a number of
topics, including:
" The circumstances when police may ask an individual for information
" The rights of those being asked for their information
" How to enhance accountability mechanisms and training requirements
" Data collection and retention
Following consultations, the province will introduce a regulation
to standardize how street checks are conducted across Ontario.
The province's approach to developing a new set of rules will be
based on respect for individual human and Charter rights, while
recognizing the need for police to keep Ontario's communities safe.
The new regulation would suppor t the province's police officers
with clear and consistent guidelines to help them deliver fair and
effective policing, while strengthening public accountability and
safeguarding respect for human rights.
Ensuring that all citizen interactions with the police in Ontario are
consistent and respectful is part of the government's plan to create a fair and inclusive society.

RYERSON UNIVERSITY
INSPIRES
THOUGHTFUL
AMENITY DESIGN AT
GRID CONDOS
“
DESK REPORT
ONTARIO - In the last 10 years, Ryerson University has transformed
into Canada's fastest growing Research University. Located in Toronto's
Learning District, betweenYonge and Jarvis nor th of Dundas, the
growth of the urban campus has forever changed the face of the area
into one of the busiest in downtown Toronto.
Boasting over 40 buildings, nearly 40,000 students, and four million
square feet across a 21-acre site, Ryerson shows no signs of slowing with six new buildings under construction since 2000 and the
acquisition of two additional sites for future developments. Buildings
like the Student Learning Centre and the Ryerson Image Centre are
transforming the area's scope and style - drawing the attention of
students looking for their next home.
Quickly becoming one of Toronto's most exciting neighbourhoods,
more students are choosing to live in the Learning District for its
vibrant and accessible lifestyle. Residents will find some of the city's
hottest restaurants nearby, along with heaps of enter tainment options, and Toronto's largest shopping destination - The Eaton's Centre
- next door.
The neighbourhood is also a transit rider's paradise with the Yonge
subway line and the Dundas streetcar running along its perimeters,
connecting students to any destination across the city within minutes. With a walk score of 100, any necessities or amenities a
neighbourhood resident could ask for are footsteps away.
The allure of the Learning District has attracted considerable attention from developers, igniting a red hot real estate market to meet
housing demands. But what few developers have leveraged is the
need for condominium developments that are student-centric and offer in-demand amenity spaces - a niche that CentreCour t Developments has thoughtfully recognized.
Known for developing premium residences with distinctive style
in downtown Toronto, CentreCour t Developments has delivered
some of the most successful condo launches in the last five years
with Peter Street Condos, Karma Condos, INDX Condos and Core
Condos. CentreCour t's latest development in the Learning District
- Grid Condos - is the most highly anticipated yet.
Located at the corner of Dundas and Jarvis, Grid Condos has been
designed with students in mind, offering state-of-the-ar t amenity
spaces that cater directly to students' evolving lifestyle.
The entire second floor of the building's podium has been designated the "Grid Learning Centre" - an open concept space where

"The response to the Grid Learning Centre has been overwhelmingly positive from the community," says Shamez Virani, Senior
VP of CentreCour t Developments. "We're proud of the connection
we've made to Ryerson and the needs of its growing student population."
In addition to the Grid Learning Centre, the third floor amenity
space will encourage residents to keep fit and have fun with a
dedicated fitness centre and open concept indoor/outdoor seating
to socialize with friends and family.
Suites in Grid Condos will be available in a variety of one-, oneplus-den, and two-bedroom layouts ranging in size from 415 - 640
sq. ft. Pricing will star t in the low $300s, with the vast majority of
suites appropriately price well below $400,000.

“It was also an oppor tunity to reflect on the impor tance of
Mississauga’s relationship with India.
“Mississauga is home to an active, engaged and thoughtful Indian population which continues to invest back in our City as
successful business owners, committed public servants, renowned academics, and dedicated volunteers.
“Mississauga is also home to a number of Indian-based businesses, including: Air India; Ranbaxy Pharmaceutical Canada;
the State Bank of India Canada; and Wipro Technologies.
“I single out these four companies as examples, because each is
an impor tant par t of Mississauga’s four key industry sectors,
which include: information and communications technology; financial services; life sciences; and automotive and aerospace.
“In fact, Mississauga is home to the second largest aerospace
cluster in Canada and the second largest life sciences cluster as
well.
And just last week, the University of Toronto at Mississauga and
the Mississauga Academy of Medicine held its first graduation
ceremony of new medical doctors.
“These new professionals will add to our wealth of human capital, and fur ther elevate the prominence our life sciences industry.
“In 2006, my predecessor Hazel McCallion embarked on an impor tant trade mission to India.
“I am committed to building on former mayor McCallion’s work
through the new Mississauga International Par tnership Program
Committee.
“This Committee is identifying strategies and setting goals to elevate
Mississauga’s globally renowned reputation as a leading destination for
entrepreneurs and established businesses to invest; develop and test new
marketable concepts; expand service offerings; create local jobs; and achieve
unrivalled success.
“Strengthening connections with global communities will better prepare us
to welcome international delegations of incoming trade missions to
Mississauga.
“And I am delighted that Dharma P. Jain, President of the Indo-Canada Chamber of Commerce is part of this new advisory group, and that the voice of
Indian commerce is being heard.
“Today we commemorate Consul General Mishra’s important visit as an
opportunity to strengthen relations between Mississauga and India.
“Working together, we will further promote economic development opportunities; the exchange of knowledge and best practices; and celebrate a far
greater appreciation and understanding of Canada and India’s enriching cultural traditions and shared values.
“Once again, let me formally recognize and welcome Consul General Mishra
and congratulate you on your new appointment to the Toronto region.”

GTA CELEBRATES FIRST OFFICIAL
INTERNATIONAL DAY OF YOGA
DESK REPORT
MISSISSAUGA - Four partnering organizations, Overseas for a Better India (OVBI),
International Yoga Day Canada (IYDC), Art Of Living (AOL) and Patanjali Yogpeeth
Canada recently organized a press conference at Host Indian Cuisine in Mississauga
to announce details of the celebrations of International Day of Yoga in the GTA. The
event was attended by Akhilesh Mishra, Consul General of India in Toronto, who
spoke about the support of the Government of India behind this international initiative. This year marks the first ever International YogaDay celebrations across the
world as United Nations declared annually June 21st (also the day of the summer
solstice), as International Day of Yoga, this year taking place on Father's Day. The
resolution, proposed on September 27, 2014, by India's Prime Minister, Narender
Modi, during his maiden UN speech, had 177 nations (including United States and
Canada) joining as co-sponsors, the highest number ever for any General Assembly resolution. Secretary-General of United Nations, Ban Ki-moon, said the International Day of Yoga would bring attention to yoga's holistic benefits. "Yoga can
contribute to resilience against non-communicable diseases. Yoga can bring communities together in an inclusive manner that generates respect," Mr. Ki-moon had
then said in a statement. To celebrate this world event, Art of Living, International
Yoga Day Canada (IYDC), Overseas Volunteers for a Better India (OVBI) Canada,
Patanjali Yogpeeth Canada and the Consulate General of India, Toronto will celebrate the 1st International Day of Yoga as a FREEevent on Sunday, June 21st at
Celebration Square, Mississauga, from 9:00 a.m. to 2:00 p.m..Over 75 other likeminded organizations will be partnering in this inaugural event. This event is
completely being organized by a group of dedicated community volunteers.
Although the event is free, registration is required and, to avoid delays on the day of
the event, on-line registration is highly recommended and can be easily completed
by visiting www.internationalyogaday.ca.
The day will begin with an overview of yoga, followed by formal presentations,
demonstrations of yoga and participation in yoga sessions led by qualified yoga
instructors and ending with a cultural performance. Everyone is encouraged to
dress accordingly (the event will happen rain or shine), bring their yoga mats and
a water bottle. There will be various vendor stalls and food booths offering numerous vegetarian options at free of charge or minimal cost. Various sponsorship
levels and vendor opportunities are still available but going fast. Those interested
are encouraged to contact the names below.
Authorized photos are attached for your perusal. The following are quotes from our
partnering organizations and can be used accordingly, as you see fit:
Bhavik Parikh, Overseas Volunteer for a Better India (OVBI) - Safety is our 1st
priority. Along with security personnel, we will also be having over 100 volunteers
assisting during the day as we anticipate about 2000+ Yogis participating in this
event. Everyone from all streams of life including age and faith are excited about
this historical celebration so to have a smooth, safe and fun experience for all, we
are asking everyone to register on-line before-hand for this event.
Ajit Khanna, Chair, International Yoga Day Canada (IYDC) - We are thrilled to host
the inaugural event for United Nations' International Day of Yogain the GTA. The
recognition afforded to Yoga by the UN is well deserved. In today's hectic society,
yoga has brought peace and harmony to many. The emphasis that yoga places on
seeking from within has not only helped many to achieve solace but has also
helped improve their health and general well-being.
Fateh Chohan, Art Of Living (AOL) - Through this international event, we hope to
transform the physical, emotional and spiritual well-being of individuals, bringing
communities together and raising the spirit of our nation and the planet. We are so

towards a healthier, happier and heavenly lifestyle. Patanjali Yogpeeth along with

Mississauga Community
Infrastructure Program Funding
MISSISSAUGA - At a special meeting of Council last week, staff
brought forward 72 projects to be submitted for consideration
under the Federal Government's new Canada 150 Community Infrastructure Program(Canada 150), a co-ordinated federal approach to celebrating
Canada's 150th anniversary in 2017. Members of Council unanimously
endorsed the request for funding.
Over the next two years, Canada 150 will provide $150 million across the
country to fund 1,800 community infrastructure projects that rehabilitate,
renovate and expand existing community infrastructure. All submitted projects
must tie into celebrating Canada's 150th birthday.
As part of the two-year Canada 150 funding, communities in Southern
Ontario will receive $44 million for projects completed before March 31,
2018. The maximum funding available for any one project is limited to $1
million. All submissions must get a minimum of 50 per cent funding from
other sources. Priority will be given to community projects that can be
completed by June 2017 and that can leverage two-thirds or more of funding.
Funding is eligible for:
"
the rehabilitation, renovation and expansion of existing community
infrastructure assets that are non-commercial in nature
"
communities in southern Ontario
"
community infrastructure open for use to the public and not limited to
a private membership
"If the city were to receive approval for all of the grants submitted, this
opportunity provides us with approximately $7 million in infrastructure funding," said Janice Baker, City Manager and Chief Administration Officer. "The
city will fund the balance, including ineligible costs, primarily through taxes
and reserve funds. The city will be using funds included in the 10 year
forecast so there will be no tax increases required to fund our portion of the
program."
BLOOD DONATION DRIVE
TORONTO - Vegetarian Vision Team under the leadership of Chairman H.K.
Shah and Malati Shah organized a beautiful and patriotic musical and singing
program Jago Hindustani recently at Bellerose High School, Queens, NY. The
authentic presentation of carved fruits, vegetables, traditional dinner and the
unique heart touching patriotic theme of the program were the highlights of the
event. Under the guidance of President Chandra Mehta and K.K. Mehta, the overall
event was coordinated by Vice president Flora Parekh with the help of Development Director Vinod Shah, Treasurer Minesh Desai and team of hardworking
volunteers namely Yogini Desai, Kirti Shukla, Suman and Gobind Munjal, Dipika
and Sunil Modi, Ashok and Triveni Acharya, who worked tirelessly to make the
program a huge success leading into a sold out event couple weeks before. Over
335 people attended the event. The event started with sumptuous authentic dinner.
The program started with American and Indian National Anthems by Kirti Shukla
followed by inspiring speeches by H.K. Shah and Chandra Mehta.
Vegetarian Vision Goals and objectives were presented in the speeches as below:
"Our vision is to make people aware of the benefits of becoming vegetarian.
Human beings, by nature, are vegetarian and veggie diets are healthy and environmentally friendly. Be a Vegetarian Vision member to help spread the noble cause.
Membership forms available on our website at www.vegetarianvision.org," said
Chairman H.K. Shah.
"Production of non-vegetarian food has a direct effect on global warming. If one
person turns five other people vegetarian and requests them to repeat, we can fulfill
our dream and importantly involve our youth. We are planning various unique, fun
filled events for the year including a Thanks Giving Dinner. I would request you all
to make maximum participation bringing your relatives and friends with you and
enjoy and make memories together. Throughout the year we will bring some new
nutritious vegetarian Varieties for you to enjoy starting today with "Chakki Ki Sabji"
made many centuries ago in Rajasthan, beautifully decorated fruit carvings and
healthy homemade juice," said President Chandra Mehta. The Jago Hindustani
program involved non-stop singing and music that charged up the audience with a
highly patriotic spirit. People learned a lot about the history of India, during the
Moghul and British regime, through powerful commentary and songs and also
learned about the sacrifices made by our great past patriotic leaders. The
singers were handsomely rewarded by impressed attendees. Overall, the
organization, through its unique vision and mission, helped spread vegetarianism, the patriotic way!
MiWay Marketing Team wins National Award for Discover Your Station Campaign
TORONTO - MiWay's marketing team was recognized by
Mississauga City Council for receiving a national award from
the Canadian Urban Transit Association for a campaign and
outreach event that introduced the community to the

that opened in November 2014.
"I am proud of our MiWay marketing team for the work they did
to promote the first phase of the Mississauga Transitway and
for continuing to move forward our City's goal to develop a

IF MODI TRANSFORMS EDUCATION, HE'LL
BE REMEMBERED AS A VISIONARY
BY AMIT DASGUPTA
The front page news that Prime Minister Narendra Modi has personally directed that the feasibility of foreign universities entering the
education space in India be urgently examined has come as good
news for the higher education sector, which is currently reeling under
burgeoning demand, limited supply and the mushrooming of poor
quality educational institutions.
There is hope that the BJP, which had opposed the bill on the
subject when UPA-II moved it, would suppor t it now if the prime
minister endorses it.
This might well turn out to be the game changer that would transform the education landscape in India. It is an accepted fact that
many graduates, including those with engineering degrees, are
unable to find employment because they do not possess the knowledge or skills that make them market-wor thy. This is a consequence when shoddy education vendors flood the market simply
to take advantage of demand. Quality education suffers as a consequence.
The passage of the long-pending Foreign Educational Institutions
Bill is, consequently, viewed by many as the panacea. It would
make high quality education widely available in India, apar t from
improving the quality of existing education providers through direct competition. Many unreliable vendors would be rendered redundant by market forces. This would fur ther contribute to improving the education delivery system.
Apar t from savings in foreign exchange by providing Indian students an oppor tunity to study in India rather than going abroad,
the entry of foreign education providers is expected to see increased investment in and encouragement of R&D, which has
been a long-neglected sector. Additionally, a significant boost is
expected to be given to the online platform, which is likely to

emerge as a lucrative product in a rapidly growing demand-driven
market, such as India.
Speculation that with the opening up of the education space, India
could be positioned as an Asian education hub will also have
positive implications on infrastructure, streamlining administrative procedures with regard to mutual recognition and accreditation, and the dismantling of abrasive visa regulations, par ticularly for those wishing to come to India for research projects.
Collaboration with foreign universities would, most cer tainly, see
the exchange of faculty and students, including credit transfer,
and consequently impact positively not only on joint research but
also on tourism.
In other words, this has the potential of emerging as a power ful
public diplomacy tool in foreign affairs by opening its doors to
international students and international faculty. When learning is
experiential, it has the ability of becoming second nature and thus,
influencing perceptions and behavior. In shor t, the studying-inIndia experience would enable students to make Indian friends,
travel within India, and receive an experiential exposure to India's
diverse cultural heritage. Consequently, when they return to their
countries, they would have a more informed, first-hand and longlasting perception of India. This lies at the core of any public
diplomacy intervention because it helps create life-time friends.

would be in keeping with the prime minister's message that his
government's priority would lie in ensuring the ease of doing business and in the dismantling of protectionist barriers. However,
this requires firm advocacy by none other than the prime minister
himself, who needs to not only make his intent clear but insist on
time-bound implementation. It is expected that vested interests
and strong lobbies, many of whom enjoy considerable political
patronage, would oppose the passage of the bill, as it would,
most cer tainly, threaten their existence and impact their bank
balances.
How strongly the prime minister asser ts his position would be
watched. The prevalent perception is that promises are made but
not kept. Indeed, the bureaucracy, especially in the visa-on-arrival issue, has unambiguously "overruled" a public prime ministerial public announcement, at huge cost and harassment to foreign visitors. This can create serious perception and credibility
issues that the Prime Minister's Office needs to be cognizant of. It
is hoped that lessons have been learnt and that the bureaucracy
appreciates the damage it causes when it undermines the prime
minister's perceived directives.
A positive signal was conveyed by Modi when he directed that
the foreign education bill needs to be revisited. If he is able to
transform the education landscape in India, he would be remembered as a man of vision. After all, it is only nations that recognize the primacy of education are able to achieve sustainable
economic growth and social justice.

BY MP PARM GILL
Ottawa - The Government of Canada is looking for hundreds of thousands of families not currently registered for the enhanced child care
benefit. There are an estimated many families with children that are
eligible to receive money under our Conservative Government's proposed enhanced Universal Child Care Benefit (UCCB), but are at risk
of not receiving the benefit unless they apply. Member of Parliament
Parm Gill asked for help from the media and the public to encourage
families to apply for the benefit.
The majority of families with children, approximately 3.8 million, are
known and will automatically receive the enhanced UCCB or be contacted by the Government to confirm their information. However, many
eligible families are not currently captured by the Government's UCCB
system and may miss out on receiving money that is owed to them
unless they apply. In 2015 alone, this represents potentially millions
of dollars in unclaimed benefits.
Under the proposed enhancements to the UCCB, families would receive almost $2,000 per year for each child under 6 and $720 per year

HIS HOLINESS POPE FRANCIS
Vatican City State - Prime Minister Stephen Harper had a private
audience with His Holiness Pope Francis. The Prime Minister's visit
to the Holy See is par t of a broader trip to Europe from June 6 to 11 that
also included stops in Ukraine, Germany for the G-7 Summit, Poland
and Italy.
During their meeting, Prime Minister Harper and Pope Francis discussed ways of strengthening relations between Canada and the Holy
See with a par ticular emphasis on working together to defend religious freedom around the world. To this end, they discussed the impor tance of advocating on behalf of Christians and other religious
minorities currently under threat in the Middle East, Eastern Ukraine,
Crimea and Africa. Prime Minister Harper also drew attention to the
letter sent by Bernard Valcour t, Minister of Aboriginal Affairs and
Nor thern Development, to the Holy See regarding the Truth and Reconciliation Commission.
The Prime Minister also invited Pope Francis to consider visiting
Canada in 2017 to coincide with the 150th anniversary of Confedera-
tion. Finally, Prime Minister Harper also met with His Grace Archbishop Paul Gallagher, Secretary for Relations with States. He expressed Canada's appreciation for the role the Holy See is playing in
promoting peace, interfaith dialogue and human rights worldwide.
Prime Minister Harper also highlighted actions Canada is taking to
improve maternal, newborn and child health in the poorest countries,
which remains Canada's top development priority.

Leaders share their vision prior to federal elections this fall
CONTD. FROM PAGE 3
"Canadians have heard enough talk. They want to see real changes implemented, not just promised in order to obtain votes," said Trudeau.
"With this comprehensive plan, Liberals will shed new light on government and ensure that it is focused on the people it is meant to serve:
Canadians." Meanwhile, the Official Opposition Leader Tom Mulcair shared his vision for a prosperous economy and stronger cities with
the Economic Club of Canada. The NDP's plan to diversify Canada's economy will help deliver stable, full-time employment that the
middle class needs to succeed. Canada's economic performance over the past number of months has created some concern. Business
investment and expor ts are both down, along with a significant dip in Canada's gross domestic product. More impor tantly, household debt
is at record levels and families are struggling to get ahead. "Mr. Harper's plan just isn't working. We have to diversify our economy so that
it can absorb the shock of falling commodity prices," said Mulcair. "It star ts by taking steps to kick-star t advanced manufacturing and
innovation in Canada." Manufacturing built Canada's middle-class, but over the past 25 years successive governments sat on the
sidelines while hundreds of thousands of manufacturing jobs disappeared. The Prime Minister and the federal government must also play key roles in
supporting new opportunities and the international success of Canada's manufacturing sector. "Canada must also position itself as an innovative, energy efficient,
high tech economy that is a magnet for both global and domestic investment," added Mulcair. "If Canada is to become a true energy superpower in the 21st century
we need 21st century thinking." The NDP has a plan to grow the economy while protecting the environment, which will position Canada for long-term success. An
NDP government will also be the long-term federal partner that cities and communities can count on for infrastructure, public transit and for making housing more
affordable.

OTTAWA - In support of the Government
of Canada's commitment to protect Canadians, Peter MacKay, Minister of Justice
and Attorney General of Canada announced the introduction of the Dangerous and Impaired Driving Act, comprehensive legislation to reform all transportation related offences in the Criminal
Code, including those that relate to impaired driving.
The reforms would crack down on those
who drive while impaired and would modernize the Criminal Code
provisions related to transportation offences. The proposed changes
reflect the Government's commitment in the 2013 Speech from the
Throne to ensure that Canada is a country where those who break the
law are punished for their actions and where prison time matches the
severity of crimes committed.
Quick Facts
"
The Dangerous and Impaired Driving Act would limit the use
of technical defences and tighten disclosure rules related to alcohol
impaired driving that have effectively clogged up the courts. The Bill
would
o
simplify proof of blood alcohol concentration (BAC) and tighten
disclosure rules regarding breath testing;
o
eliminate the 'bolus drinking' defence where the driver claims
that the BAC over 80 at the time of testing was caused by heavy drinking
just before driving so the alcohol was still being absorbed when stopped
and their BAC at the time of driving was under 80; and
o
strictly limit the 'intervening drink' defence where the driver
claims the BAC over 80 was caused by drinking after driving.
"
The Bill would harmonize and strengthen penalties for all
transportation related offences, including increased penalties for repeat offenders, such as:
o
making all transportation offences prior offences for one another with the effect of increasing penalties for repeat offenders;
o
doubling maximum penalties for offences without bodily harm
or death on indictment from five years to 10 years imprisonment and on
summary conviction from 18 months imprisonment to two years less
a day;
o
making maximum penalties for all offences causing bodily
harm 14 years imprisonment and increasing mandatory minimum
penalties for indictable offences from a $1,000 fine for to 30 days imprisonment on summary conviction and 120 days on indictment; and
o
increasing mandatory minimum penalties for impaired driving and refusal offences causing death from a $1,000 fine to 6 years in
prison.
"
Drivers impaired by drugs also pose a significant risk to
Canadians and the government plans to consult widely following the
upcoming report from the Drugs and Driving Committee of the Canadian Society of Forensic Science which will offer their conclusions on
the levels of drugs that impair drivers and that could be measured by
roadside screening devices.
"
To make offenders more accountable for their crimes, the Bill
proposes significant increases in maximum penalties for several transportation offences and introduces new mandatory minimum penalties
in impaired driving and refusal cases that cause bodily harm and death.
"Our Government is committed to keeping our streets and communities safe for Canadians and their families. I have heard countless times
from many Canadians, about the trail of heartbreak and devastation that
impaired drivers leave on victims, their families and loved ones. This
senseless behaviour has to stop. With today's introduction, this Government is taking an important step to protect Canadians from impaired
driving and other transportation offences. We are sending a strong
signal to those who choose to drive impaired, that this behaviour is not
only unacceptable but is also creating a serious risk to public safety
and putting everyone on the road at risk. Those who break the law must
face the consequences of their actions and not at the expense of the
innocent lives of law-abiding Canadians."
Peter MacKay, Minister of Justice and Attorney General of Canada
"Over the course of the past few years, I have met with many families
that have lost loved ones to impaired drivers. Those who choose to
drive while impaired must face tough sentences that match the severity of their crimes. This proposed legislation announced today sets a
place marker to enhance the public safety of all Canadians while keeping our streets and communities safe."
James Rajotte, MP for Edmonton-Leduc
"The Katherine Beaulieu Foundation commends the federal government for its commitment and determination. In its concern for the victims of the scourge of impaired driving - whether from alcohol or from
drugs - the government is showing again today its effectiveness by
tabling these stricter measures with the ultimate goal of protecting
citizens."

Education important for progress
in SAARC region: Modi
New Delhi, (IANS) Prime Minister Narendra Modi said education was impor tant for progress and development of the South
Asian Association for Regional Cooperation (SAARC) region.
Releasing a book 'Education of Muslims: An Islamic Perspective of Knowledge and Education - Indian Context' here, Modi
said: "Education can become the strength of the entire SAARC
region. If the region does not embrace modernity, it will get left
behind, as the rest of the world progresses."
He described "ilm" (knowledge) as the focal point of all religions.
The prime minister said it is the "good for tune of people
living in India" that we have the oppor tunity to follow, understand and learn so many different religions, and strands of
thought at one place.
Modi said that as India is now free of polio, it is ready to assume
responsibility for eradicating it from the entire SAARC region.
He also spoke about India's plans to launch a SAARC satellite,
which will work for the benefit of the entire SAARC region.
About the book, he said, it can help us in "understanding each
other" - understanding different points of view.

Delhi to have single helpline for
civic grievances by 2017: Kejriwal
New Delhi, (IANS) The Delhi government is planning a one-stop
helpline for Delhiites, Chief Minister Arvind Kejriwal has said. But the
helpline will have to wait till the municipal polls in 2017 which the
AAP is hoping to win. "We are planing a single helpline for people. But
that will have to wait till we win the corporation elections in 2017,"
Kejriwal told IANS at the Delhi secretariat.
Kejriwal said he realised that a majority of civic complaints are related to grievances against the local corporations. But very few knew,
he said, that the Delhi government had no control over these corporations -- the South Delhi Municipal Corporation, the Nor th Delhi Municipal Corporation and the East Delhi Municipal Corporation - which
are run by the Bharatiya Janata Par ty (BJP).
"But we keep getting the blame as people think that having voted us to
power with such a large majority, we should be able to solve their
problems," Kejriwal said. He also said that people, not knowing where
to call, end up calling the wrong depar tmental helplines and were
shunted around. "People don't know where to call. If the problem is
related to MCD, they call up PWD. The helpline will be star ted only
after we win the MCD poll," Kejriwal stated.
"The call made at this (proposed) helpline will be forwarded to other
depar tments depending on the nature of the grievance," he added.
Presently, the Delhi government's Anti-Corruption Helpline -- 1031-is among the most dialed ones. The Women's Helpline -- 181 -- is
another service run by the city government. There are also helplines
related to water and power woes.
Delhi's three main municipal corporation are controlled by the BJP.
The elections to these civic bodies are due in early 2017. With an eye
on these polls, Kejriwal, along with his ministers, addressed a big
rally of sanitations workers last week, assuring them that their grievances would be addressed once he came to power in civic bodies
too.
"I assure you that we have a lot of ideas and we can turn the municipal corporations into a profitable civic agency within one year,"
Kejriwal told the rally on Monday, alluding to the loss-making corporations and their inability to pay the salaries of sanitations workers,
par ticularly in east and nor th Delhi, who have resorted to piling up
garbage on the streets in protest.
"Though we are not ruling the corporations - east, nor th and south
corporations - we are ready to help the BJP-led corporations," he
declared. He also generously announced an advance of Rs.500 crore
to the cash-strapped nor th and east corporations to enable them to
pay the salaries of sanitation workers and other employees.
No threat to Punjab peace by prisoners' transfer: Badal

Chandigarh, (IANS) Defending
the transfer of prisoners with

from Punjab back to the state
from jails in other states,
Punjab Chief Minister Parkash
Singh Badal said the move
will not impact peace and
harmony in his state. "The
SAD-BJP alliance government
has always accorded top
priority to preserving peace,
communal harmony and
brotherhood in the state and
its every decision is aimed at
promoting these values.
"State governments across
the country have been
following the policy of
transferring prisoners from
one to another and Punjab is
hardly an exception to it,"
Badal told media persons on
the sidelines of a function
near Phagwara town.
Devinder Pal Singh Bhullar,
a Khalistani terrorist convicted in the assassination
attempt on former Indian
Youth Congress president
Maninderjit Singh Bitta in
New Delhi in which several
people died in September
1993, was last week transferred to the Amritsar prison
from Delhi.
Bhullar has spent over 20
years in jail and there have
been appeals from his
friends and radical
organisations to release him
on humanitarian grounds as
he was mentally not stable.
Badal said "each and every
decision of the state government is aimed at preserving
the hard earned peace,
communal harmony and
amity in the state". He said
law and order will not be
compromised.
Slamming the Congress for
misleading people on the
Bhullar issue, Badal questioned the par ty, saying:
"Congress leaders owe an
answer to the people as to
how militancy could revive
with the transfer of indisposed
person like Professor
Davinder Pal Singh Bhullar in
the state." He said Bhullar's
family had been pleading with
the central and state governments to transfer him to a jail
in Punjab so that they will be
able to meet him frequently.
"Apprehensions regarding
revival of militancy in the
state with this decision are
totally baseless and Congress
leaders are just creating a
fuss over the issue to score
brownie points before the
media," Badal added.
Kolkata, (IANS) Child labour in urban India increased by over 50
per cent between 2001 and 2011, a repor t by NGO CRY said on
Thursday, highlighting the links to the rise in migration. An analysis of the census data by CRY (Child Rights and You) said child
labour in urban areas in the country increased by 53 per centover
2001-2011. The repor t was released Thursday ahead of the World
Day Against Child Labour on Friday.
"Working children between 5-9 years increased by 37 percent.
Of par ticular concern is the whopping rise in child labour in the
age group of 5-9 years in urban areas - the number of working
boys grew by 154 per cent whereas the number of working girls
grew by 240 per cent," the analysis said. Five Indian states Bihar, Uttar Pradesh, Rajasthan, Madhya Pradesh and
Maharashtra - harbour the majority of working children. These
states account for more than 55 lakh child workers.
The observations of the heightened numbers in urban spaces is
of "utmost concern", according to Komal Ganotra, director, Policy
and Research, CRY. "This is of utmost concern especially since
enforcement machinery is primarily based in urban regions and
the implementation of child protection structures is stronger in
urban India. "This increase in urban child labour could be attributed to increased migration including seasonal migration for
employment as well as trafficking of unaccompanied minors,"
Ganotra said.
Chandigarh India's 'happiest city',
Delhi 'happiest metro'
New Delhi, (IANS) Chandigarh is India's 'Happiest City' while
Delhi is the country's 'Happiest Metro', a study commissioned
by multinational electronics company LG has found. Happiness
is the most impor tant aspect of life for people across the country, compared to respect, trust, success or recognition, LG Life's
Good Happiness Study revealed.
Chandigarh, Lucknow, Delhi, Chennai and Bengaluru are the happiest cities in India. Also, the study said, Indians in the age
group of 35-45 are happier compared with those aged 18-24.
"While the impor tance of being happy is most impor tant for
younger age groups - with 58 per centaged 18-24 ranking happiness as their most impor tant core value - it is the older people
aged 35-45, with a happiness index of 103, who are happier as
compared with the younger people," the study said.
"LG Life's Good Happiness Study is a manifestation of our brand
philosophy, which is to develop and market products that make
our consumers' lives happy. It has been under taken to understand the social construct of happiness," LG India managing
director Soon Kwon said. He said that his company planned to
undertake similar studies every year. The study was conducted by market
researcher IMRB International with a sample size of 2,424 respondents
across 16 cities. The target groups were aged between 18-45.

RETAIL INFLATION UP IN INDIA
New Delhi, (IANS) In a development that should please India Inc,
official data on factory output for
April showed a 4.1 per cent
growth, against 2.1 per cent for
the month before but retail inflation also inched up to 5.01 per
cent in May due to higher food
prices. The retail, or the consumer price indexed (CPI) inflation, in the corresponding month
of 2014 was at 8.33 per cent, the
Central Statistics Office (CSO)
data showed.
The CPI-urban for May stood at
4.41 per cent and rural at 5.52 per
cent. May's food inflation stood
at 4.8 per cent from the previous
month's rate of 5.11 per cent. In
this connection, the Reserve
Bank of India, last week, reduced
its repo rate, that is the rate at
which it lends to commercial
banks, from 7.5 per cent to 7.25
per cent. Giving reasons for the
monetary policy stance, RBI Governor Raghuram Rajan said plans
for lower food output needed to
be in place, global financial markets were volatile, factory output
was recovering unevenly, services sector was emitting mixed
signals, fuel inflation was up, expor ts were down and liquidity had
improved. Even as retail inflation
came in line with the equities
markets and the industry's expectations, it was the factory output
that surprised many. An uptick in
manufacturing pushed up India's
factory output to 4.1 per cent in
April, against 2.1 per cent in the
month before. Fur ther, among the
six sectoral indices, capital
goods expanded by 11.1 per cent.
The factory output had grown at a
slower pace of 2.1 per cent in
March from 5 per cent in February. The factory output had stood
at 3.7 per cent in April, 2014. According to the CSO data on the
Index of Industrial Production
(IIP), the healthy growth in the
factory output for April was attributed to an uptick in the manufacturing sector. The manufacturing
sector, which has the maximum
weightage in the IIP, grew by 5.1
per cent in the month under review from 2.2 per cent in March.
For the other two major sub-indices of the IIP, the C SO data
showed that the index for the mining sector inched up by 0.6 per
cent against 0.9 per cent in
March, while that for electricity
segment was down 0.5 per cent
in April, against a growth of 2 per
cent in the month before. The three
sub-indices of the IIP namely
manufacturing, mining and electricity, had registered a growth of
3 per cent, 1.7 per cent and 11.9
per cent in April, 2014 respectively. Friday's data also showed
that among the six use-based
classifications of the index, the
output of capital goods expanded
by 11.1 percent. The capital
goods segment is a key indicator
of economic activity.
Consumer non-durables, intermediate goods, consumer goods
and basic goods also posted a
healthy performance. These sectors
grew by 4.4 per cent, 3.3 per cent, 3.1
per cent and 2.8 per cent respectively.
The consumer durables segment expanded by just 1.3 per cent in April. Even
though both the macro economic data
were released after the close of equities markets, still it had an affect
on investor sentiment which
turned anxious leading to subdued
trading.
New Delhi, (IANS) The Aam Aadmi Par ty (AAP) has accused
the Bharatiya Janata Par ty (BJP)-led municipal corporations of
attempting to conver t Delhi into a heap of garbage and being on
top among the list of most corrupt organisations. AAP passed
on the blame for the woes of sanitation workers in Delhi to the
BJP and the Narendra Modi government at the Centre. Terming
the civic bodies of Delhi as the world's most corrupt
organisations, the AAP demanded a probe into the role of the
par ty over the issue of non-clearance of salary dues of sanitation workers. Addressing a press conference in the national
capital, AAP leader Dilip Pandey alleged that the funds meant
for workers' salaries were used for other purposes.
Pointing out that Union Finance Minister Arun Jaitley had allocated Rs.2,000 crore for the MCD, the AAP alleged that not
even a single rupee had reached the beneficiaries. Senior AAP
leader Sanjay Singh accused the BJP of trying to "conver t Delhi
into a garbage dump". He said the MCD was demanding more
money from the state government despite receiving some funds.
Referring to instances of alleged corruption in Delhi's civic
bodies, Singh said that the MCD had as many as 22,000 ghost
employees. "The people of Delhi are being punished because
they voted for Aam Aadmi Par ty. Prime Minister Narendra Modi,
Home Minister Rajnath Singh and Lieutenant Governor Najeeb
Jung are punishing the people of Delhi," he said. "All MLAs of
the Aam Aadmi Par ty will star t "Safai Abhiyaan" (cleanliness
drive) in their respective areas. The MLAs will also take out rallies
in all the 272 wards of Delhi to create awareness about the misdoings
of the BJP-governed MCD," Singh added. Earlier on Friday, the Delhi
High Court asked the Arvind Kejriwal government to release the
pending salaries of MCD workers by June 15.
Ten lakh cadets to perform on
International Yoga Day
New Delhi, (IANS) The National Cadet Corps (NCC) is striving
to set a record on International Yoga Day on June 21 with the participation of more than ten lakh cadets across 1,900 locations in the
country. According to a defence ministry statement, NCC has trained
its cadets in yoga over a period of fifteen days each at 2,700 venues
across India with the help of 1,800 instructors from April to June this
year. It said that Prime Minister Narendra Modi, during his address at
an NCC rally earlier this year, had exhorted the cadets to participate in
the International Yoga Day and create a world record
"The NCC was encouraged by his words and, through a coordinated
effort, aims to achieve this feat," the statement said.
It said that the task of training over ten lakh NCC cadets was accomplished by all the 17 NCC Directorates covering all the states and
union territories of India.
"NCC is preparing to organise the largest ever demonstration of yoga
by a uniformed organisation on a single day concurrently at multiple
venues across India," the statement added.
It said that NCC has been grooming the youth to turn into disciplined
citizens, and has been conducting social awareness, community
development programmes and adventure activities aimed at all-round
development of its wards.

Modi government controlled
by RSS: Anand Sharma
Shimla, (IANS) The Narendra Modi government was being
remote-controlled by the RSS, Congress leader and former
union minister Anand Sharma said here. "The RSS is trying
to affect the thought process of the youth," Sharma told repor ters here, referring to the Rashtriya Swayamsevak Sangh
chief's statement on changing the school syllabi.
Sharma said the Modi government must remember that India is a secular nation where all religions have lived with
harmony since centuries and would continue to do so. He
said the slogan of "minimum government, maximum governance" has now changed to "one man government". "Nobody in the current government has the right to even appoint
their depar tmental heads," he said, pointing out that many
impor tant government institutions were still running without their chiefs.
Referring to the one-year per formance of the government,
Sharma, who belongs to the Himachal Pradesh capital, said
"acche din" (good days) was just a slogan used by Modi to
befool people. "Issues like effective governance and increasing employment oppor tunities are missing in the priority of
the government. The economic growth which the NDA is
boasting of is not visible in their budget."
EX-SERVICEMEN STAGE A DEMONSTRATION TO PRESS FOR `ONE RANK ONE PENSION` AT JANTAR MANTAR IN NEW DELHI (IANS).
VETERANS SIGN PETITION WITH BLOOD,
PROTEST OVER OROP DELAY
New Delhi, (IANS) Angry over the delay in implementation of
'One Rank One Pension', ex-servicemen on Sunday launched a
protest at Jantar Mantar here. Signing a petition with blood they
prepared to return gallantry medals to the president. The
veterans will now star t a hunger strike from Monday, led by
Colonel M.B. Ahluwalia (retd). At least 50 others were expected
to join the hunger strike, while hundreds were set to par ticipate
in the protest action.
A delegation of the protesting ex-servicemen went to
Rashtrapati Bhavan to meet President Pranab Mukherjee, who
is the supreme commander of the country's armed forces -- but
failed to meet him. "We went to the Rashtrapati Bhavan with the
petition, but we were informed that the president is in Shimla,"
Sujata Singh, daughter of 1965 war veteran Brig. Umrao Singh
(retd) who was also par t of the 11-member delegation that went
to Rashtrapati Bhavan, told IANS.
The delegation handed over the petition, and around 1,500
gallantry medals to a Rashtrapati Bhavan official. "We have
returned around 22,000 medals in the past, but the president
refused to accept them," Major Vijay Sharma (retd) told IANS.
Colonel U.B. Singh (retd), a veteran of the 1971 war, said it was
not a protest against the government but an expression of their
views. "We are not protesting against the government... We are
just expressing our views," he said. According to the United ExServicemen of India, an umbrella group formed by the ex-servicemen, the protest was held at 55-odd centres across the country.
The centres included Jammu, Jalandhar, Ambala,
Thiruvananthapuram, Madurai, Mumbai, Visakhapatnam,
Hyderabad, Secunderabad, Bengaluru, Kolkata, Bhopal,
Bhubaneswar, Ahmedabad, Surat, Vadodara, Pune, Nashik,
Nagpur, Bhopal, Meerut, Chennai, Jaipur, Nagaur, Alwar and
Kota, among others. The veterans said they were also geared to
go on a relay hunger strike star ting Monday. With 'One Rank
One Pension', defence personnel who retired in the past would
be able to draw the same pension as officers and soldiers of
the same rank retiring now.
Jaitley backs Sushma in Lalit Modi row, Vasundhara's name crops up
New Delhi, (IANS) External Affairs Minister Sushma Swaraj on Tuesday got
strong backing from her colleague, Finance Minister Arun Jaitley, who termed
"baseless" all allegations against her in the Lalit Modi issue. The BJP's
Rajasthan Chief Minister Vasundhara Raje's name also cropped up in the
billowing controversy. The Congress has demanded a Supreme Court-monitored probe in the matter. Appearing at a press conference, held ostensibly on
the Jammu and Kashmir flood rehabilitation measures, Jaitley said to a
query: "Let me clarify, all the allegations are baseless. The minister (Sushma
Swaraj) and the party chief (Amit Shah) have given statements... she acted
bona fide with good intentions. The whole government and party share the
same view on this. There is no doubt on this." Jaitley's statement came two
days after the controversy broke out over Sushma Swaraj procuring travel
documents for the former IPL chief
who is charged with financial impropriety and who has been staying in
Britain since 2010.
Jaitley's defence came after three
other BJP colleagues -- Amit Shah,
Home Minister Rajnath Singh and
Environment Minister Prakash
Javadekar -- spoke in Sushma
Swaraj's suppor t.
"Our ministers are capable of taking decisions, and all decisions
taken by the government are the
collective responsibility of the
government," Jaitley said. There
was speculation as to why
Jaitley, who also holds the information and broadcasting portfolio,
had not spoken out in favour of his
colleague.
Social media has been rife with
speculation that the leak to the media of the email exchanges between
Sushma Swaraj, Lalit Modi and Indian-origin British MP Keith Vaz was
the job of an "insider", especially with
Sushma Swaraj getting top rating for
her good work as minister.

Non-Resident Indians from
Punjab on different issues/matters would henceforth be addressed
within 15 days, the state government
announced. A four-member committee
headed by NRIs Affairs Minister
Jathedar Tota Singh has been constituted to address issues of land disputes

said special courts for NRIs have already been set up in Jalandhar.
AAP TO IMPROVE
GOVERNMENT SCHOOLS
New Delhi, (IANS) A survey by Aam Aadmi Par ty (AAP) aimed
at improving education in Delhi government schools has
revealed that the quality of education in government schools
needs to be improved. More than 60 per cent of the students surveyed said it required them to take additional tuition after school. Survey results also mentioned that science students were highly likely to study fur ther af ter
school. Students from ar ts or vocational courses were
found to be taking up jobs ahead -- mostly to suppor t their
families.
"The survey helped us understand that spor ts and extracurricular activities are not being given impor tance in government schools. Students have also pointed out a key
aspect of cleanliness, which is lacking in their schools,"
said a par ty official Rashmi Shrivastav, who was involved
in conducting the sur vey. Over 720 government schools
with an average of 170 students per school took par t in this
survey. Shrivastav added that the survey enabled them to receive feedback from the students studying at Delhi's government schools.
Expected Kejriwal to hear me
out: Somnath Bharti's wife
New Delhi, (IANS) Aam Aadmi Par ty (AAP) leader Somnath
Bhar ti's wife on Monday said she expected Delhi Chief
Minister Arvind Kejriwal at least to hear her out in the case of
domestic violence involving her husband.
"I expected Kejriwal to give me a fair chance and at least
listen to me," Lipika Mitra, who has filed a complaint of
domestic violence against her husband, told media here.
On June 10, Mitra approached the Delhi Commission for
Women (DCW) alleging that the AAP leader has been abusing
her ever since their marriage in 2010.
Mitra said she wanted no "reconciliation" with the former
Delhi law minister and instead wanted an FIR registered against
Bharti "after he made comments that he had no relations with me
for last five years". "He (Bharti) unleashed a dog on me and just
stood there watching me fight the animal until someone knocked
at our door. It was only then that he shooed the dog away and
dragged me to our bedroom," she said.
On being asked about her differences with Bhar ti's mother,
Mitra said it was her mother-in-law who threw her out of their
rented accommodation in 2011.
Mitra, however, said she herself had no knowledge about her
husband's "illicit relations".
She said people often spoke about such things related to
Bhar ti -- whom she called a "good manipulator".
"In fact, whenever we used to have a fight, he always called
me a prostitute," she said, adding that they met through a
matrimonial website and met often before tying the nuptial
knot. "We had a love marriage," she said.
CHINA VISIT'S OUTCOMES
WILL TAKE TIES TO NEW
LEVEL: MODI
New Delhi, (IANS) Prime Minister Narendra Modi said on Monday that the outcomes of his "extremely productive visit" to
China last month will take the relationship between the two
countries a to a new level.
Modi, who met Zhang Dejiang, chairman of the standing committee of China's National People's Congress, said that parliamentary exchanges are an impor tant pillar of the bilateral relationship and stressed on the need to broaden the foundation of
relations by also promoting exchanges between state-level legislatures, an official release said.
"The prime minister recalled his extremely productive visit to
China last month, and said that the outcomes of the visit will
take the India China relationship to a new level," the release
said. Modi also highlighted the impor tance of peaceful, stable
and cooperative relations between India and China for regional
and global peace and prosperity. Zhang said that there is a new
level of interest about India in China across all sectors, including among the businesses "due to Modi's visit to China and his
leadership in India", the release said. "He endorsed the view
expressed by the prime minister in China that whether 21st
Century is Asian century will depend on what India and China
achieve individually and jointly," the release said.

Israel claims Gaza offensive 'lawful',
accuses Hamas of war crimes
Jerusalem, (IANS) Israel released on Sunday an official repor t on its
military campaign against the Gaza Strip last summer, claiming that
its massive offensive was lawful, while accusing the Islamic Hamas
movement of committing "war crimes and crimes against humanity".
The 277-page repor t was issued in an attempt to forestall the upcoming release of findings by a UN-appointed team that investigated possible war crimes during Israel's 50-day campaign in July and August,
which, according to the UN, left 2,220 Palestinians dead, including at
least 1,492 civilians. On the Israeli side, 67 soldiers were killed along
with five civilians.
The repor t, issued by the Israeli foreign ministry, clears Israel of
unlawful actions, saying it did all it could do to avoid civilian casualties, Xinhua news agency repor ted.
According to the repor t, the high number of casualties was caused by
Hamas and other militant organisations that "embedded their military
assets and operations within densely populated areas and civilian
structures". The use of civilian surroundings "often constituted war
crimes and crimes against humanity", it claimed.
It also posed "significant operational, legal and ethical challenges"
for the Israeli military, the repor t said, adding that despite Israel's
commitment to "the rule of law and effor ts to protect civilians, an
unfor tunate result of the complex realities is that during the 2014
Gaza conflict numerous civilians were caught in the hostilities".
Israel accused Hamas and other Gaza militant groups of "intentionally and systematically" targeting civilians in Israel.
Earlier on Sunday, Prime Minister Benjamin Netanyahu said that reading the UNHRC repor t, due to be issued on July 29 "would be a waste
of time".
The UNHRC fact-finding mission was appointed last August. Israel
has refused to officially cooperate with the team, arguing it was "biased" in favour of the Palestinians.
Israel could also face lawsuits filed by the Palestinian authorities at
the International Criminal Cour t (ICC) in The Hague against its air and
ground offensive last year.
EIGHT KILLED IN TBILISI FLOOD, ZOO ANIMALS ROAM STREETS
Tbilisi, (IANS) Eight people were killed as floodwaters ravaged the Georgia capital on Sunday, media repor ts said. About half of the city
zoo's 600 animals, including wolves, bears and big cats, went missing, while a crocodile and a hippopotamus were seen roaming about
on the streets. Two employees of the zoo were among those dead. Citing news agency civil.ge, CNN said raging floodwaters damaged
the zoo and set many of the animals free. Videos showed a crocodile slithering down the city streets, and a hippopotamus "standing
around looking confused", the repor t said. The Tbilisi zoo authorities said of the zoo's 600 residents, including fish and birds, about half
were missing on Sunday. Some animals have been recaptured.
Prime Minister Irakli Garibashvili asked people to stay at home while the animals are rounded up. The ministry of internal affairs also
urged everyone to stay indoors but said in a statement that the situation was "under full control", CNN repor ted. Heavy rainfall before
Saturday midnight flooded the Vere river, that runs through the centre of Tbilisi, the media repor t said. The river flooded many par ts of a
highway, swept away cars and flooded many homes. The CNN repor t said images on Tbilisi City Hall's Facebook page showed roads
washed out, hillsides collapsed and vehicles tossed about like toys. Rescue workers carried people on their shoulders through waisthigh water. A police helicopter evacuated 16 people from Akhaldaba, near Tbilisi, where heavy rain damaged roads.

One common feature of all such shops is a 'Chhotu'. Usually a
boy between 6 to 14 years, Chhotu is an indispensable feature
of almost all Indian shops, ranging from small dhabas and ration shops to auto-repair workshops and medical stores. The
sight of such Chhotus have become so common that we fail to
acknowledge the fact that he should have been in a school,
shaping a bright future for himself rather than washing utensils
and serving tea at the commands of a grumpy employer.
Disguised as "financial help to the poor family", child labour is,
in fact, a rampant form of slavery that can be found in many
developing nations. According to the 2001 census, India is home
to over 1.26 crore working children who are in the age group of
5 to 14 years. Just to put this into perspective, this number is
higher than the entire population of Belgium! Data from the NSSO
(National Sample Survey Organization) reveals that in 2004,
there were 90.75 lakh working children in India.
In 1992, the International Labour Organization came out with
the International Programme on the Elimination of Child Labour
(IPEC) that aimed to completely eradicate this across the world.
The largest programme of its kind, the IPEC has been instrumental in cutting down child labour in many nations by forming
par tnerships with a number of NGOs, universities and other
influential groups. It was the ILO which, in 2002, called for marking June 12 as the World Day against Child Labour.
In 1991, a World Bank repor t gave India the dubious distinction
of being home to the highest number of child labourer population in the world - 44 million! According to the repor t, one of the
major reasons behind this shame was that a large por tion of
India's juvenile population did not go to school. Extremely high
population, where even a child was seen as a potential earning
member of the family, was another significant reason. There
are enough recorded instances to believe that child labour is
the first step towards greater evils such as human trafficking
and physical and mental abuse inflicted upon children. Last
month, the government tweaked the country's child labour laws
and allowed children below 14 to work in family businesses
and the enter tainment industry, sans circuses. While education
activists criticized this move and termed it contrary to the provisions of Right to Education Act, the government justified it as "a
balance between the need for education for a child and reality of
the socio-economic condition and social fabric in the country".
The government added that this provision would only be valid if it
doesn't interfere with the child's school hours. The amendment
also introduced a new definition of "adolescents" - children between 14
and 18 years - and barred them from working in any hazardous industry. It
would be immature to arrive at any conclusion on the impact of these
changes as of now. But such age regulations have been in place in the
country for quite a while now but have failed to reduce the number of child
labourers. The population of child labourers is only getting stronger with
each passing year.
Interestingly, it was in 2006 that the government banned child labour at
places such as dhabas, hotels and other recreational places. But
did you see any change in the number of child labourers around
you since then? Probably not!
Our knee-jerk reaction to all the problems is to blame the
government for them. But this, perhaps, is one of the few
instances where common people need to share as much
blame as the government, if not more.

Ameesha Patel roots for 'Kaho Naa... Pyaar Hai' sequel
Mumbai, (IANS) "Kaho Naa...Pyaar Hai" struck gold at the box office
over a decade back and gave a dream debut to two actors - Hrithik
Roshan and Ameesha Patel. The actress says the audience wants to
see the film's lead couple back on screen together and a sequel to the
2000 film would be just perfect to stir things up.
"I think, the day Kaho Naa... Pyaar Hai' par t 2 is announced, the entire
country will go mad with excitement. Everyone is waiting for me and
Hrithik to come back to screen together. And it is upto Hrithik and
Rakesh Roshan (director of the film) to make it happen," Ameesha
said. The actress talked about the romantic film at a fund raising ar t
exhibition for cancer patients here.
While Hrithik still rules hear ts, Ameesha slowly faded away after a
string of flops. The actress is trying to revive her career with her
home production Desi Magic. "It is my first film as producer. People
will see me pretty soon on the silver screen and in a double role," she
said. The "Gadar: Ek Prem Katha" star says she wants to bounce back
into the limelight with the film which is nearing completion.
"I want to come back to the silver screen and what better than with my
own production. About 80 per centof the shooting is complete and the
movie will release shor tly in two to three months," said the 39-yearold. "Desi Magic" is being directed by Mehul Atha and co-produced
by Ameesha and Kuunal Goomer under the banner of Ameesha Patel

at no 1, Australia no 2
Dubai, (IANS) India dropped a place to the four th spot in the Test

Bangladesh in a one-off Test at Fatullah on Sunday. India, England and
Pakistan each have 97 points, according to the latest International Cricket

South Africa heads the list with 130 points, ahead of second-placed
Australia (108) and New Zealand (99). At Fatullah, India declared their

SRK NOSTALGIC ABOUT
WORKING WITH KAJOL AGAIN
Mumbai, (IANS) A sense of nostalgia seems to have engulfed
Bollywood superstar Shah Rukh Khan, who has star ted working with Kajol for "Dilwale", five years after featuring with her
in "My Name Is Khan". The 49-year-old posted a collage on
micro-blogging site Twitter on Saturday. The collage is like a
walk down the memory lane, starting from their 1993 film "Baazigar"
to "Karan Arjun" (1995), "Dilwale Dulhaniya Le Jaayenge" (1995), "Kuch
Kuch Hota Hai" (1998), "My Name Is Khan" (2010) and their next film
"Dilwale", which is scheduled to release on Christmas this year. "Somedays
it's good to ponder over the journey…as you embark upon a new destination," Shah Rukh captioned the image. He posted an "ageless" photograph
with his Kajol from the film's set, saying: "Count ur age by friends, not
years. Count ur life by smiles, not tears. Lennon. By that maxim this
team is ageless." Apart from the duo, "Dilwale" also stars Varun Dhawan,
Kriti Sanon, Boman Irani and Johnny Lever.
'HAMARI ADHURI KAHANI'
TRAGIC SAGA TOUCHES EMOTIONAL CHORD
BY TROY RIBEIRO
Director Mohit Suri's "Hamari Adhuri Kahani" is an anachronistic,
tragic romance that touches an emotional chord, yet, makes you
dismiss it as a regressive piece of ar t. The direction appears
confused, with a present-day setting, while the treatment of the
plot and characters belong to a bygone era.
The stor y, with its verbose, melodramatic and regressive dialogues, along with outdated metaphors and symbolism, fits into
the 1970s' mould per fectly. Sadly, the audience today will not
relate to it.
An intriguing tale never theless, it is all about love. An engaging
story of a married lady bound by the shackles of society, yearning
for true love.
The dramatic prologue lays the foundation of the narration. It is 22
years that Vasudha (Vidya Balan) has lef t her husband Hari
(Rajkumar Rao). Upon learning of her death, Hari, steals the urn
as he is adamant about immersing her ashes in Bastar and not in
the Ganges, to enable Vasudha attain salvation.
Hari's truth -- the story of his life is unravelled through a diary
that he leaves behind for his son Sanjh to read.
Mahesh Bhatt has penned this semi-biographical convoluted saga,
with well-etched characters which are intense and complex. High
on emotional quotient, he leaves his imprint with the well-structured, tight and intelligently-woven script. But it is the cliched,
archaic and effusive expositions that nail the narrative.
Recounted in a non-linear manner and packed with back stories,
what holds your attention are the potent per formances given by
the ace star cast. Those are undoubtedly the key reason to watch
the film.
Emraan Hashmi delivers a sensitive per formance, quite contrary
to his usual image. As Arav Ruparel, the sauve and successful
businessman who owns 108 hotels and is emotionally drawn to
Vasudha, he is convincing.
Vidya Balan as the protagonist, Vasudha, brings out the pathos of
a distraught mother and abandoned wife seeking true love, through
an emotionally intense por trayal. She does justice to her character, but expectedly so. Your hear t bleeds for her at the treatment
that fate has meted out to her.
With a broad spectrum of emotions, ranging from a possessive
husband to a harassed victim of circumstances seething with
anger to the subdued psychotic, Rajkumar Rao wows you with
his power-packed and nuanced per formance as Hari. He is a natural before the camera.

The other noticable character in a cameo is Apurva, Arav's friendcum-man Friday. With his spontaneity, tone and sense of timing,
he lends a fresh perspective to the sardonic lackey, eliciting many
a laughter at his "flight delay" dialogues.
Yester year's actor Amala as Rohini, Arav's mother, is a huge disappointment. Although the character allows her ample oppor tunity to per form, she offers nothing to make it memorable.
Technically, with excellent production values and decent music,
the visuals by cinematographer Vishnu Rao are vibrantly brought
to life by his meticulous framing. Watch this one if you are moved
by sad love stories. The good per formances are an added bonus.

BEYONCE SUED FOR $7
MILLION FOR PLAGIARISM
Los Angeles, (IANS) Singer Beyonce Knowles has been sued
$7 million by a backing singer who claimed the star had
plagiarised her music to write hit song "XO".
The 33-year-old and her company Parkwood Enter tainment
and Columbia Records have been taken to cour t over her hit
single "XO" after Ahmad Lane filed a federal lawsuit claiming
she had stolen the music for the track, reports femalefirst.co.uk.
Lane claims that Knowles's current backing singer Chrissy
Collins gave her a copy of his song "XOXO" after he passed on
the track to her when the pair were working together for another ar tist.
However, the Grammy Award winner has denied the claims in
cour t documents. The response reads: "The two works at issue are entirely different songs that share no lyrical or musical similarity, other than perhaps the letters X and O. The two
songs are distinct from a thematic perspective." The "Crazy in
love" hitmaker also states that Lane hasn't filed a "copyright
registration" for his track and asks for the $7 million payment
to be dropped.

$1 BILLION A SMALL
NUMBER FOR JESSICA ALBA
New York, (IANS) Actress Jessica Alba believes her consumer
goods company could be wor th a lot more than $1 billion in the
future and says it "feels like a small number." The 34-yearold actress' eco-friendly brand The Honest Company was

"One billion feels like a small number for the oppor tunity of
what's possible," she said at the Forbes' third annual
Women's Summit here, repor ts femalefirst.co.uk. Alba, who

INDIAN CAPTAIN VIRAT KOHLI AT KHAN SHAHEB OSMAN ALI STADIUM IN FATULLAH, BANGLADESH (IANS).
Kohli relishes unleashing offspinning 'twins' on opposition
Fatullah (Bangladesh), (IANS) India's Test skipper Virat Kohli
lauded the intensity of his bowlers, led by off-spinning "twins"
Harbhajan Singh and Ravichandran Ashwin, despite a rainmarred draw in the one-off Test against Bangladesh here on
Sunday.
India and Bangladesh were forced to accept a draw after heavy
downpour in the last five days ensured very little action at the
Khan Shaheb Osman Ali Stadium. After India declared their first
innings at 462/6, Bangladesh were bowled out for 256 and were
forced to bat again on the fifth day. The hosts were 23/0 when
both captains agreed to call it a draw on Sunday. India's off-spin
twins Harbhajan (3/64) and Ashwin (5/87) claimed eight of
Bangladesh's 10 first-innings wickets to force them to followon. "One very pleasing thing was the intent our bowlers showed
throughout to take wickets," Kohli said after the game.
"They were intense and aggressive irrespective of the situation
of the game. There were no excuses and no cribbing out there.
As the captain that really pleases me. "Especially when we are
fielding it is impor tant to have that attitude and intensity
because that is the only time when all 11 players are on the
field. That's when the real meaning of team is understood and
felt," he added.
Kohli said it was fascinating to watch India's two leading
tweakers work their magic in tandem."Watching them bowl
together was very exciting for me and I think they enjoyed it as
well. One was putting pressure, the other took wickets," Kohli
said. "I would like to have players who can win us games and
both of them cer tainly have that ability, especially with a long
season in the subcontinent ahead of us. We need to build for
that. The confidence they build in this season will help us in the
future." Kohli also said the team will benefit from Shikhar
Dhawan's return to form. After a prlonged poor run, Dhawan hit
an aggressive 173 in the Test.
"Shikhar, I've always felt that once he gets going in a Test he
can do the job for us that Viru pa used to do. He is one player
who can turn a session around for us completely and that could
be the difference between us winning, drawing or ending up on
the losing side. For him to score big runs in this game is a
confidence booster for the team because now we have three
openers who are in form (Dhawan, Murali Vijay and KL Rahul).
We might have some selection nightmares but it is a good place
to be in as a team. We really want him to play like this in Test
matches regardless of where we play. It is going to benefit the
team," he opined.

HARBHAJAN ECLIPSES
AKRAM IN HIGHEST TEST
WICKET-TAKERS LIST
Fatullah (Bangladesh),(IANS) India's veteran off-spinner Harbhajan
Singh eclipsed Pakistan pace legend Wasim Akram to jump to the
ninth position in the all-Time highest Test wicket-takers list. He
jumped to the ninth spot in the elite list when he dismissed Imrul
Kayes for 72 at the Khan Shaheb Osman Ali Stadium here on
Sunday. It was his 415th wicket, claimed in his 102nd Test. Akram
has 414 from 104 matches. Harbhajan ended the Test with figures
of 3/64 that took his overall tally to 416 dismissal. He has made a
comeback to the Indian team after a lengthy spell on the sidelines due to poor
form. Another major landmark awaits Harbhajan, he is just 20 wickets shy of
surpassing compatriot and pace great Kapil Dev's haul of 434 wickets. Legendary spinner Anil Kumble heads India's all-time list with 619 wickets,
followed by Kapil. India and Bangladesh played out a rain-enforced
draw in a one-off Test match here on Sunday.

3-0 win over Bangladesh won't fetch India top ODI spot
Dubai, (IANS) A 3-0 victory over home side Bangladesh in the
upcoming One-Day International (ODI) series will not be enough for
second-placed Mahendra Singh Dhoni's¿s India to reclaim the top
spot in ICC rankings, but a series win for the hosts will boost their
qualifying chances in the 2017 Champions Trophy.
Dhoni's side can reduce leader Australia's advantage to 10 points
should it sweep the series three-nil. In this scenario, Bangladesh
will slip to ninth position on 96 points.
If India wins the series 2-1, it will remain on 117 points, while a 2-1
loss will mean it will join New Zealand on 115 points but will still
be ranked above Brendon McCullum's side, which is currently in
the middle of a highly enter taining series with England and holds a
2-1 lead after the first three games.
Host England, plus the seven next highest-ranked sides on the
Reliance ODI Rankings as on September 30, will progress to the
tournament, which will be staged from June 1-19 in England and
Wales.
Bangladesh is currently level with the West Indies on 88 points but
is ranked below the West Indies in eighth position, while Pakistan
is one point behind in ninth spot.
If Bangladesh wins the series 3-0, then it will move to 96 points
while a 2-1 win will see the host rise to 93 points. Even if
Bangladesh loses the series 2-1, it will be enough to put it ahead of
the West Indies in seventh place by a fraction of a point.
Meanwhile, Virat Kohli enters the ODI series as the highest-ranked
batsman on either side in four th place. The Delhi-born right-hander
is one of the three India batsmen inside the top 10 alongside
Shikhar Dhawan (seventh) and Dhoni (ninth).
In the ICC ODI bowler's rankings, Bangladesh's Shakib-Al Hasan,
who hit the 150-cap mark last time out against Pakistan, has
seventh-ranked Saeed Ajmal in his sights.
The left-arm spinner will also be aiming to hit the 200-wicket mark
during the series as he currently stands on 195. In eighth place, he
is the highest-ranked bowler heading into the series.
However, India has four bowlers inside the top 20, with
Ravichandran Ashwin (12th) leading the way. Five points then
separate Umesh Yadav (16th), Bhuvneshwar Kumar (17th) and
Ravindra Jadeja (18th).
