Center
VCSS Lake Elsinore is a community based
mental health treatment program serving both the
Lake Elsinore community and the larger Riverside County. The program works in collaboration
with multiple community organizations to
improve quality of life and build individual and
family strengths. In partnership with Riverside
County Department of Mental Health, Lake
Elsinore VCSS provides a full array of specialty
mental health services to children and their
families utilizing a strength based, family
centered philosophy.
Triple P is one of the most extensively r esear ched par enting pr ogr ams in the
world, backed up by more than 30 years of ongoing research. The Triple P program is a parenting and family support system designed to prevent behavioral
and emotional problems in children. It aims to prevent problems in the family,
school and community before they arise. Triple P is developed for parents of
children ages 2 to 12 years of age.

ABC Music and Me is a research-based language and early literacy built around literacy music
for parents and their children. This class helps children ages 2 to 5 develop pre-literacy and language skills through a child’s favorite rituals: music and story time.

Building Resilience in African American Families
The initiative included the following three programs:
Africentric Youth and Family rites of Passage Program:
This program is designed for African American males between ages 11
and 15 who are at risk of the development of mental health problems,
school failure and involvement in the juvenile justice system.
Effective Black Parenting Program (EBPP):
This program is a parent education program for parents / caregivers of
African American youth ages 2-18, including teenage parents. This
program is provided to the parents of the youth in the Africentric
Youth and Family Rites of Passage Program as well as for parents of at
risk youth in the community.
Cognitive-Behavioral Interventions for Trauma in Schools
(CBITS):
The CBITS program is a group intervention for reducing youth’s
symptoms of Post Traumatic Stress Disorder (PTSD), including depression and anxiety caused by exposure to violence.

Operation SafeHouse provides immediate help to
youth and families experiencing crisis situation. The
staff is available 24 hours a day, 7 days a week
for teens and their families who need help negotiating the often challenging road from childhood to
independent adult life.
Operation Safehouse is well equipped to handle
runaway, homeless and other youth in crisis.
Parents who are interested in early intervention
are encouraged to call and set up a screening for

Preschool 0-5 Programs / SET-4-School
Preschool 0-5 Programs include two components, Set-4-School and Prevention and Early Intervention (PEI) Mobile
Services. Evidence based and evidence informed services are accessible in the clinic, on mobile units out in the community, and at school sites across the county.
The Riverside County Children and Families Commission, First 5 Riverside awarded funding to the Riverside County
Department of Mental Health for a Mental Health Initiative (MHI) project, entitled, Set-4-School.
Set-4-School provides a comprehensive continuum of early identification, early intervention, and treatment services
designed to promote social competence and decrease the development of disruptive behavior disorders among children ages 0-5.
Three Mobile PEI treatment units provide various interventions to children and families in select communities across
all three regions of Riverside County. Services are provided to families who may not otherwise receive services due to
transportation or other geographic barriers. Each vehicle additionally is equipped to function independently to support
disaster relief centers in emergency situations. They are also used to provide community outreach, education, and
linkage to services during functions such as health fairs, school events, and other community activities. All activities
are intended to help to reduce stigma and provide positive outreach to families that may want help with their child’s
social and emotional development in a community setting.
Services offered within the Set-4-School and PEI Mobile Services Programs include:
Parent-Child Interaction Therapy (PCIT)is a successful and effective evidence-based practice. The proven parent-child treatment program assists caregivers of children with behavioral problems by promoting positive parent-child
relationships and interactions while teaching effective child management skills.
Grandparent Program Warmline

Teacher-Child Interaction Training (TCIT)is a school-based variant of PCIT wherein the relationship enhancement,
disciplinary techniques, and findings of PCIT are utilized to help teachers manage behavior challenges in the classroom.
Trauma Focused Cognitive Behavioral Therapy (TF-CBT)is treatment foryoung children which utilizes traumasensitive, developmentally appropriate play based interventions with young children who are experiencing significant
emotional and behavioral difficulties related to traumatic life events.
The Incredible Kids (IK)program includes research-based, proven effective interventions for reducing children's
aggression and behavior problems and increasing social competence at home and at school. Both parent and child
components are offered. Lastly,
Positive Parenting Program (Triple P) offers anticipatory parental guidance made up of simple and practical
strategies to help caretakers confidently manage their child’s behavior, prevent problems from developing, and build
healthy relationships.

Kids 1st Program
Behavioral and Developmental Screenings ASQ-3 (Third Edition): Areas screened: Communication,
gross motor, fine motor, problem solving, and personal-social
Behavioral and Development Screenings ASQ-SE (Social Emotional): Areas addressed: Seven socialemotional areas: self-regulation, compliance, communication, adaptive behaviors, autonomy, affect,
and interaction with people
Case Management–A service that assists persons with referrals to community resources such as, but
not limited to: income assistance, education, housing, medical care, treatment, vocational preparation,
and recreation. A case manager meets with the client and completes a Family Needs Assessment. A
Case Plan is then created based on the family’s needs. Information and referrals are provided and if
necessary, assistance in accessing the services can also be provided by case managers. The case
manager maintains contact with the client until the client and family exits The Kids 1st Program.
Triple P Level 3—Accredited staff work individually with the parent/caregiver to provide brief behavioral
counseling as an early detection and brief intervention approach to managing identified problems. This
service is four sessions total.
Triple P Level 4—This is a 9-session parenting program that incorporates sessions on causes of children’s behavior problems, strategies for encouraging children’s development, and strategies for managing misbehavior. Active skills training methods used in the sessions include modeling, rehearsal, self
-evaluation, and homework tasks.
Triple P Level 5—Accredited staff work individually with the parents/caregivers to provide mood management and stress coping skills for parents, and marital communication skills as required. This service can vary from 3 to 8 sessions.
PCIT—Parent-Child Interaction Therapy is an evidence-based parent-child treatment program that assists parents of children with behavioral problems (aggression, non-compliance, defiance, and temper
tantrums). Originally developed by Dr. Shelia Eyberg,
PCIT is a unique treatment program that focuses on promoting positive parent-child relationships and
interactions while teaching parents effective child management skills. PCIT has been adapted as an
intervention for many different types of families (child welfare population, at-risk families, adoptive families and foster families

The Cognitive Behavioral Intervention for Trauma in Schools
(CBITS) program is a school-based, group and individual
intervention for children aged 10-15. It is designed to reduce
emotional and behavioral problems that may interfere with
children’s performance in school and in developing healthy,
prosocial relationships with adults and peers.
This program is aimed at relieving symptoms of Post Traumatic Stress Disorder, depression, and general anxiety among
children exposed to community violence and trauma.

Parents and Teachers As Allies:
A program that educates families and school personnel
about the warning signs of early onset mental illness in children and adolescents in school. It focuses on the specific,
age-related symptoms of mental illness in young people.
In Our Own Voice:
An interactive public education program in which two trained
consumer speakers share their personal stories about living
with mental illness and achieving recovery.
Breaking the Silence:
An educational package that teaches students in upper elementary school, middle school, and high school about mental illness.

Courage in Coping
Skills Program
This program is designed for people who have experienced a
trauma or extremely stressful event(s), and who are experiencing problems due to these events. The program follows
the evidence based model called Seeking Safety. The goal
of the program are to empower the individual, build healthy
coping skills, and reduce symptoms of trauma.

RIVERSIDE COUNTY DEPARTMENT OF MENTAL HEALTH
PARENT SUPPORT & TRAINING PROGRAM
Parent Partners are hired to work in clinics with families and professional staff to assist in the planning and provision of treatment for children and families. This program is countywide and provides support, education, training, and resources to parents and primary caregivers who are raising a child with mental health/behavioral challenges. Some services and supports
are available to parents/caregivers whether or not their child is receiving services. They are offered in English and Spanish
and are free of charge. Services include, but are not limited to, support and educational groups, trainings relating to mental
health, a parent-to-parent telephone support line, social events, mentorship for youth, limited respite, and a parent resource
library. Additional services include: community outreach activities, volunteer services, special projects, training to staff, and
access to donated goods and services.

This six week series of workshops combines parent/child awareness as well as
strategies to support parents in being leaders of their homes
The Series Begins Oct 8, 2014
Head Start / Preschool are part-day education programs for young children of low-income families and
serve children with disabilities. Children who are 3 or 4 years old by September 1 are eligible for the program. Priority is given to four year old children residing in the Jurupa Unified School District boundary.
Families must meet State or Federal income guidelines.
Eligibility for the programs are based on the child’s age, family size, and income. Transportation is not
provided.

In order to receive this service, the child must…
 Be a MediCal recipient; and
 Be at risk for removal from a child care or preschool placement due to behavioral, social or
emotional problems; and
 Show significant social, emotional or behavioral problems at home or in the community and
 Must live in Western Riverside County (i.e., cities of Corona, Norco, Mira Loma, Moreno Valley,
Riverside, Rubidoux, or Jurupa)
Services provided to qualified families:
 Behavior modification programs provided in the child’s home.
 Consultation with the child’s preschool staff.
 Consultation with the child’s pediatrician or other healthcare provider.
 Assistance in making a smooth transition to kindergarten.

This assessment and early intervention service is being offered to families through a collaborative contract
between The Wylie Center and Riverside County Department of Mental Health.
Children’s Mental Health Clinics provide services to children with severe emotional and behavioral problems.
Services include psychiatric evaluations, medication services, individual and family therapy, and case management services. Staff works closely with schools to provide services to students who experience academic problems as a result of their severe emotional problems. Parent partners offer support and advocacy services to parents whose children are receiving services at the clinic.

Assessment and Consultation Team (ACT) Phone: (951) 358-6888
ACT provides mental health consultation services on site at each DPSS office for open Child Protective Services
cases. Referrals are made to county clinics or services may be authorized to a contract provider. All referrals
must come through the child’s social worker. This program provides services to all regions of Riverside County.

Children’s Case Management provides screening of referrals for minors needing intensive residential treatment,
as well as case consultation, case management and interagency coordination. These services are for minors at
high risk for, or in need of, residential placement. Intensive adolescent and children’s residential services are
available via contract through this program per referral from Placement Screening Committees and Individualized Educational
Program (IEP) Teams. This program provides services to all regions of Riverside County.
Therapeutic & Residential Assessment & Consultation Team (TRAC) Phone: (951) 358-5810
Provides specialized assessment and consultation services to Social Services and Probation concerning minors
who are placed in Group Homes by Riverside County or who are at risk of Group Home placement. TRAC also
participates in Team Decision Making (TDM) meetings with Social Services and coordinates Therapeutic Behavioral Services for Riverside County Medi-Cal beneficiaries. This program provides services to all regions of
Riverside County .
