A Note from the Rector…
Greetings in the Lord!
Whenever a priest comes to a new parish, he always tries to see if the needs
of the parishioners are being met and if he can help in any way to increase the life
of the parish. Before I became rector, one issue Msgr. Sadie discussed with me
was our parish’s Mass schedule. Msgr. Sadie said that we could do with a reduced
Mass schedule on Sunday mornings. I have looked at our numbers of Masses and
our average attendance at each Mass does seem to support this idea. In fact, there
are many benefits to having a reduced schedule. For example, a change in Mass
times would also allow a greater opportunity for our parishioners to gather before
and after Mass. Since I’ve arrived here as rector, parishioners have asked for
more ways that we can come together as a parish community. If we had more
time before and after each Mass, we could hold socials (i.e. coffee and donuts) in
the Gathering Space that would encourage everyone to stick around and get to
know the people who come to their Masses.
Likewise, other aspects of the parish life could be adapted to better fit with
the needs of the parishioners. One area I am looking into is to adjust/lengthen the
Sacrament of Reconciliation times. Right now as it stands, Confessions are from 34pm, but then there is a whole hour and a half before the evening Mass on
Saturdays. If Confessions were to be moved up, then it might be easier for
parishioners to come to Confessions and then stay for the evening Mass, without
having to wait a long period of time between the two. Further, perhaps we could
add more Confessions in during the week. Needless to say, I want to hear what
your thoughts are on all of these ideas. I and the Parish Council would like your
input before any decision is made. Therefore, please pick up and fill out the
survey located on the table in the vestibule or in the Gathering space not only for
the Mass schedule but also for the other aspects of the parish life that are being
looked into (Confessions, meeting times, etc.). Completed surveys can be
dropped off in the baskets in the vestibule or Gathering Space or mail/drop off to
the Cordis Center. Thank you for your time.
In Christ,
Fr. Higgs
A Brief History of our Parish
In order to prepare for our parish’s celebration of its 150th anniversary in October, each week, there will be a little
segment about the history of the parish from its humble beginnings leading to the present day. Our parish has a rich
history, and we cherish its past. We look forward to continuing to see the spread of our Catholic Faith in Charleston
now in the present and in the future years to come.
Sacred Heart in the 1970’s -1980’s:
The Parish Emerging into the Modern Era
The records indicate that in 1972, there were 2615 members of Sacred Heart. In 1974, the boundaries of
the diocese were redrawn to include all and only West Virginia. Therefore, on October 4 th, the feast of St. Francis
of Assisi, the diocese designated Sacred Heart Church as a Co-Cathedral since it was the primary church in the
capital city of Charleston. The parish had begun as a small community worshipping in a house to now being the
center of Catholicism in the central and southern parts of the state of West Virginia. The parish underwent a major
renovation in 1974 as well, adding carpet, extending the sanctuary, and bringing the baptismal font to the sanctuary.
The renovations of the
sanctuary in 1974
In the 1980’s, another major change happened in the life of the new Co-Cathedral. The Capuchins decided
to withdraw from the parish, and the church was given back to the diocese to be run by diocesan priests. The
Bishop of the Diocese of Wheeling-Charleston assigned the Rev. Fr. P. Edward Sadie to be rector of Sacred Heart.
Fr. Sadie hailed from Parkersburg, WV, and was ordained to the sacred priesthood on June 1 st, 1957. He had
previously been assigned to St. Agnes in Kanawha City.

150th Anniversary Prayer
Loving God of the Ages,
We praise and thank you as we celebrate the 150th Anniversary of our Parish.
May we have the same trust, courage and faith that led our ancestors to
form a parish centered on Your Son, Jesus Christ.
May we now, as your living stones continue to build up Your Kingdom
as we worship, proclaim the Gospel, and serve the needs of all.
May our hearts and hands be open as we make our parish a place where
everyone can come to know and love You.
We place our future in the Merciful Love of the Sacred Heart of Jesus.
Amen
Join together with other parishioners to knit shawls for those in need of prayer and friendship,
the sick, shut-ins, new mothers, those who mourn, etc. Once a shawl is completed it will be
blessed by one of our priests and then presented to an individual in the name of our parish.
Those who would like to participate may attend monthly gatherings or knit on their own. When
gathered we will not only knit but pray for the sick and needy of our parish and community.
Monthly gatherings are held on the 2nd Tuesday of each month, following the 12 noon Mass,
from 12:45 to 2:45 PM, at the Cordis Center (rectory). Yarn and directions are provided.

150 Devotions of Prayer
A couple of weeks ago the 150th Anniversary Committee introduced “150 Devotions to Prayer” and all 150 envelopes
were taken. We thank you for your participation! As promised, here is information on how you may participate if you
did not get an envelope. All of the prayer devotions are listed here, so you may choose one, indicate on the attestation
form below which devotion you prayed, clip it and return it to the 150th Anniversary table in the Sadie Gathering Space.
-Pray the Joyful, Luminous, Sorrowful or Glorious Mysteries of the Rosary.
-Spend an hour in Adoration of the Blessed Sacrament. This may be done on any Saturday between 3:00 and 4:00
p.m. or at any time before the tabernacle when the church is open, which is most of the day, every day.
-Pray the Chaplet of Divine Mercy.
-Pray the Novena to Our Lady, Undoer of Knots.
-Pray a Novena for Vocations.
-Attend Daily Mass (between Monday and Saturday).
Prayer aids for the Rosary and Chaplet of Divine Mercy are on the 150th Anniversary table in the Sadie Gathering
Space. A novena is nine consecutive days of prayer in imitation of Mary and the Apostles between Jesus’ Ascension and
the descent of the Holy Spirit at Pentecost. Our Lady, Undoer of Knots, is a favorite devotion of Pope Francis and is
prayed for the intention of solving what may seem like an impossible problem. Vocations serving our Church are needed
now more than ever before. The prayers for these two Novenas are also on the 150th Anniversary table and may be
prayed for nine days to complete either of these devotions.
Prayer Devotion Attestation
Please return this card to the 150th Anniversary table in the Sadie Gathering Space when you have completed
your prayer devotion. Thank you for taking part in the 150 Devotions of Prayer.
I did the following prayer devotion as part of the 150 Devotions of Prayer in celebration of the sesquicentennial of
Sacred Heart Parish:
* Prayed the Rosary
* Adoration of the Blessed Sacrament for one hour
* Prayed the Divine Mercy Chaplet
* Prayed the Novena to Our Lady, Undoer of Knots
* Prayed a Novena for Vocations
* Attended a Daily Mass (between Monday and Saturday)

Serving
Those who
Serve
The United States Conference of Catholic Bishops (USCCB) approved a special triennial collection for the
AMS in November 2012. The first National Collection for the AMS was timed to coincide with Veterans Day
November 2013 and raised more than $8,239,000. The second National Collection for the AMS will be
taken in dioceses and parishes across the country in 2016, at Masses the weekend of November
5th & 6th.
The Archdiocese for the Military Services, USA (AMS) was established by Saint John Paul II in 1985 to
provide the Catholic Church’s full range of pastoral ministries to those in the United States Armed Forces.
The mission of the Archdiocese is to “serve those who serve” by providing the same pastoral care and
services as any other Catholic diocese to Catholics serving in the United States Armed Forces, enrolled in
U.S. Military Academies, undergoing treatment at any of the 153 Department of Veterans Affairs’ Medical
Centers in the U.S., Puerto Rico and Guam, working in civilian jobs for the federal government beyond U.S.
borders, and the families of these populations. Programs and services vital to the unique mission and ministry
of the Archdiocese include Vocations, Evangelization and Catechesis, Sacramental Records, Tribunal,
and Veterans Affairs:
The AMS Office of Vocations informs and supports men exploring a priestly vocation and provides
opportunities for vocation awareness and discernment with a focus on the military chaplaincy. The AMS CoSponsored Seminarian Program is a partnership with local dioceses and religious communities around the
country. Currently, the AMS partners with 23 dioceses across the U.S. with 28 co-sponsored seminarians
studying in 16 seminaries. As many as 20 additional candidates are in-processing for 2016 and, since the fall
2014, 113 candidates have been on one or more of the AMS discernment retreats and expressed interest in
the Co-Sponsored Seminarian Program and military chaplaincy. Once a seminarian is in the Co-Sponsored
Seminarian Program, the AMS covers half of the costs to his home diocese for priestly formation.
In 2016, three priestly ordinations and one transitional diaconate ordination are expected. Twelve priests are
currently serving as priests in their home dioceses before they will begin ministry as active duty military
chaplains. In 2015, three new co-sponsored priests joined a branch of the military. The Nation and the Church
continue to depend on this generation of future priests to relieve a chronic shortage of Catholic chaplains in
the military. At the same time AMS vocations programs have surfaced numerous other vocations to
the priesthood and religious life who do not intend to serve as chaplains!
The AMS receives no funding from the military or the government in support of the aforementioned programs
and relies solely on private donors. The AMS annual operating budget is over $6.8 million, which includes the
cost of maintaining an archive of more than 3 million sacramental records, a tribunal to adjudicate marriage
annulments and other issues of canon law, and a religious education and faith-formation program.
Additionally, the AMS average annual share of expenses for the Co-Sponsored Seminarian Program is more
than $2.8 million over the next five years. The AMS average annual cost per seminarian is $18,000.
While the Government is reducing the size of the Armed Forces, the world situation, as we have repeatedly
and dramatically witnessed both at home and abroad, continues to make the need for a strong military more
evident. It is imperative that the Catholic faithful who defend our religious freedom do not have to sacrifice
theirs.

Office of Safe Environment
Keeping you informed …
Thank you for taking the time to learn about the Office of Safe Environment process for the Catholic
Church and, specifically, for the Diocese of Wheeling-Charleston.
The topic of child sex abuse is extremely painful and difficult to discuss; and, unfortunately, it is a
significant part of the recent history of the Catholic Church. Those who are affected by sex abuse deserve our
most heartfelt prayers. Their lives are changed forever. This information is to inform you and reassure you of
the Diocese of Wheeling-Charleston’s commitment and efforts to keeping children and young people safe.
Why Is There an Office of Safe Environment?
This is a frequently asked question by newcomers, and there are even many long-standing members of
the Church who are unsure why we have an Office of Safe Environment. Offices of Safe Environment all
across the country are making a difference in the Catholic Church.
The United States Conference of Catholic Bishops (USCCB) requires that all Dioceses/Eparchies have
in place a Safe Environment Program for the protection of children and young people. The “Charter for the
Protection of Children and Young People” was adopted by the USCCB in June 2002 as a response to sexual
abuse of minors by Catholic priests and deacons, particularly from the time period of the 1950s to the 1980s.
The Charter is the basis for the Safe Environment program in every Diocese in the United States. The USCCB
established an Office of Child and Youth Protection to oversee the application of the Charter’s principles
and to create the means for accountability for ensuring implementation of standards.
Each year, Dioceses in the United States – including the Diocese of Wheeling-Charleston - are audited
by the USCCB through an independent audit agency for compliance with the Safe Environment mandate. The
results of these audits are published in an annual report that is made public. At any given time, the most recent
report, as well as other reports, videos, and information related to this subject, may be found on the USCCB’s
web site: www.usccb.org › at the bottom of the page, click on “Child and Youth Protection” › then down the
left side of the page, click on “Reports and Research”.
To illustrate the magnitude and impact of Safe Environment nationwide, the following statistics are from
the USCCB’s web site under the “Audit” section:
“Faced with the crisis of child sexual abuse by clerics that dramatically came to light, in 2002, the
church set up an aggressive safe environment program that is the envy of other organizations that work
with children. From the annual audits, we can say the Catholic Church in the United States:
 Trained more than 2.1 million clergy, employees, and volunteers in parishes in how to create safe
environments and prevent child sexual abuse.
 Prepared more than 5.2 million children to recognize abuse and protect themselves.
 Ran background checks on more than 1,887,000 volunteers and employees, 166,000 educators,
52,000 clerics and 6,000 candidates for ordination.”
The Diocese of Wheeling-Charleston has a Process Administrator for the Office of Safe Environment and a
full-time Office of Safe Environment Coordinator to help ensure the Diocese’s commitment to its children and
young people and compliance with the Diocese’s Safe Environment Policy. In addition, at the local level, each
parish, school, or organization appoints a local-level coordinator to help carry out the Safe Environment
process.
The Three Components of Safe Environment for Adults
The Safe Environment Program by the Diocese of Wheeling-Charleston consists of the following three
components:
Background Check
 Policy Relating to Sexual Abuse of Children (Summer 2014)
 Awareness training for adults (for our Diocese, the awareness training provider is VIRTUS –
www.virtusonline.org – and training may be accomplished online or live/in person.)
All three components (Background Check, Policy Relating to Sexual Abuse of Children, and Awareness
Training for Adults – VIRTUS) are mandated by the Diocese for persons seeking employment or seeking to
volunteer directly or indirectly with children within the Diocese of Wheeling–Charleston and any entity
that falls under the Diocese.
An employee or volunteer is considered in compliance with the Safe Environment Policy upon
successful completion of all three components.
The background check is provided by a professional, secure background screening service and includes a
nationwide sex offender search. Every employee and volunteer is issued the Policy Relating to Sexual Abuse
of Children so that he or she clearly knows the Diocese’s stance on this issue. And lastly, the online or live
training is intended to raise awareness regarding sex abuse. The Safe Environment process is applied to up to
several thousand volunteers and employees in any given year in our Diocese.
Safe Environment Program for Children
A Student Awareness Program has been implemented since the fall of 2005 in the Diocese of WheelingCharleston to give children information (appropriate for their age levels) and skills to help recognize
acceptable and unacceptable behaviors and how to effectively deal with those behaviors. This is a VIRTUS
awareness training program called “Touching Safety”.
The program is taught in Catholic schools and as part of Parish Schools of Religion. Two lessons are
taught each year, along with the showing of an age-appropriate introductory DVD.
Recognizing the sensitivity of this subject matter and that some parents prefer to address it directly with
their children as opposed to having someone else address it, before a “Touching Safety” class is taught, parents
must be sent an Opt-Out Letter at least two weeks in advance of the lesson(s). Parents are also provided
Touching Safety materials if they would like to teach the lessons themselves at home.
For the last audit cycle, nearly 9,000 children throughout the Diocese of Wheeling-Charleston completed
the Touching Safety program through their church or school, and approximately 600 children opted out.
Reporting:
To report an incidence of suspected child sexual abuse, please contact your local law enforcement
agency, or you may confidentially contact the West Virginia Bureau for Children and Families/Child
Protective Services by calling the Child Abuse Hotline at 800.352.6513.
To report suspected cases of sexual abuse of children by personnel of the Diocese of WheelingCharleston to the Diocese, please contact one of the Bishop's designees at: 304.233.0880 or 1.888.434.6237:
Sr. Ellen F. Dunn, O.P., ext. 264; Mr. Bryan Minor, ext. 263; Rev. Msgr. Frederick P. Annie, V.G., ext. 267;
Rev. Msgr. Anthony Cincinnati, STD, V.E., ext. 270; Office of Safe Environment Direct Dial: 304.230.1504.
For more information, please go to www.dwc.org, click “Diocese,” then “Office of Safe Environment” or
www.usccb.org and click “Issues and Action,” then “Child and Youth Protection.” To further raise
awareness, please go to www.virtusonline.org.
Please know that all priests and deacons in the Diocese of Wheeling-Charleston have met all three
components of the Safe Environment policy.
The Diocese of Wheeling-Charleston remains in good standing and compliance with the
USCCB’s yearly audits of its Safe Environment program.

elderly.


Your Church has been there for you throughout your lifetime;
You can be there for your Church’s future.
Leaving a bequest in your will to the church, your Parish or
School allows you to leave your legacy to an institution that
has meant so much to you and thousands of others.
Insurance or other bequests permit you to make a gift without loss of comfort or security during your
lifetime, while allowing you to take advantage of estate tax
savings. Please see your tax advisor.

SACRED HEART SCHOLARSHIP FUND ESTABLISHED 1999
"To endow is to establish a permanent fund or provision for perpetual support...
to furnish with a gift"
As another legacy to the future of the Church in Charleston, Sacred Heart has established a endowment fund,
with the West Virginia Catholic Foundation, Inc.
SACRED HEART SCHOLARSHIP FUND assists parish students who attend Sacred Heart Grade School and
Charleston Catholic High School.
When preparing your Will or planning your Estate, we suggest the following language:
I give $_______ to the Sacred Heart SCHOLARSHIP FUND of the West Virginia Catholic Foundation, Inc.
BASILICA OF THE CO-CATHEDRAL OF THE SACRED HEART
Estate Planning-Becoming a Member of the Heritage Club
Sacred Heart Parish is blessed to have been the beneficiary of trusts and estates over the years. When you
plan the responsible and meaningful use and distribution of your resources, Sacred Heart and its programs would be
grateful to be included in your plans. If you are remembering Sacred Heart Parish in your Will, we suggest the
following language.
I give $________ to the Most Reverend Michael J. Bransfield, Bishop of the Roman Catholic Diocese of
Wheeling-Charleston and his successors in office, for the benefit of The Co-Cathedral Basilica of the Sacred Heart,
Charleston, West Virginia.
Heritage Club Membership Benefits Family, Parish and Faith
The Heritage Club of the Co-Cathedral Basilica of the Sacred Heart Parish was established to honor the many
individuals living and deceased who believe in the future of the Parish and want to advance God’s work by making a
provision for the parish in heir wills. In grateful recognition of the bequest, living and deceased members of the
Heritage Club are accorded these benefits:
First and foremost, the knowledge that, by their support with a bequest, they will continue to support the good
works of Sacred Heart Co-Cathedral Basilica Parish in Charleston, WV.
There will be a special Mass offered on Sundays for the repose of the soul of those deceased members and for the
intentions of those members still living. After notifying the pastor that you have provided for the future of (y)our
parish through a bequest made to Sacred Heart Parish, your name will be inscribed in the special registry maintained
in a place of honor and also in the Sunday Bulletin during the tenure of the present pastor and hopefully beyond.
Members, still living, may, on request, be marked “Anonymous” in the special registry and in the parish bulletin.
We have made every effort to inscribe the names of those who have made bequests to Sacred Heart Parish over
the years. Please inform us of any individuals you may know we have omitted.
