Fire claims life of Eupora man
By Russell Hood
The Webster Progress-Times
Family members described
Charles E. Gary as someone
who was always smiling and
never met a stranger.
The 64-year-old Eupora man
died of injuries sustained in a
fire at his mobile home at 60
Judenary Road the night of
Jan. 5. Eupora and Walthall
fire departments were dispatched to the fire about 6:45
p.m. Judenary Road is on the
south side of Mt. Vernon Road
between West Westwood Drive
and Airport Road.
“EFD crews quickly arrived
on scene and learned that …
Gary had escaped the residence but had succumbed to
his injuries,” Eupora Fire
Chief Mitch Jackson stated.
“EFD and WFD quickly extinguished the flames. However,
the residence was a complete
loss.”
The cause of the fire was
under investigation by the
Webster County Sheriff’s
Department’s fire investigator
and the state Fire Marshal’s
Office as of last week.
“It seems like it was a tragic
accident based on witness
statements,” Webster County
Coroner Steve Wells said last
week.
According to Wells, someone
had taken Gary to town to run
an errand and shortly after

Public meeting to address recreational programs
www.websterprogresstimes.com
By Dan Burchfield, Mayor
of Eupora
On Thursday, Jan. 14,
at 6 p.m., the mayor and
Board of Aldermen will
host a public meeting in
the Community House to
discuss the future direction of the city’s recreational offerings.
For over 18 years,
Eupora has funded our
recreational programs
for the children of our
community at a deficit
averaging about $30,000
per year. In the last 18
years, we have had at
least seven park directors and have changed
the number of programs
offered.
This last year saw
opportunities in baseball, softball, soccer, flag
football, tackle football
and cheerleading. We
have also offered both
tennis and basketball in
the past. The time has
come to make some hard
decisions based on financial reality. Last year,
the city subsidized the
recreational program to

the tune of over $43,000.
This equals 2.69 mills of
property tax or 11 percent of all property taxes
collected within the city.
The last survey that I
am aware was about six
years ago, and we found
that about 80 percent of
the participants were
non-city residents. While
this makes little difference in the importance of
serving our children, for
we are all one community, the entire financial
burden falls on the
shrinking property taxpayers within the incorporated city limits of
Eupora.
The
Board
of
Aldermen and I have
looked at many different
solutions to this problem.
We have looked at raising registration fees of
all sports to cover the
real costs of paying for
them. Of course, that
increase would be over
Burchfield
50 percent from present
registrations.
This would in effect
lessen the number of
players, which in turn
would lessen the money
coming in to pay for the
sport. We have looked at
cutting all sports except
baseball and softball
with
accompanying
increases in registration.
An increase in tournaments being played in
the sports offered would
be one way to increase
revenues, but it takes
someone to acquire, plan

Eupora Eagles are
Winners
The Eupora boys won
the Winona Invitational
Tournament by downing
the host Winona Tigers.
The Eagles led the
Tigers most of the game
until the final quarter
when Winona grabbed a
three-point lead and
started playing slowdown ball, but the
Eagles came back to win
75-62.
Crowley was the big
gun for Eupora with 34
points, 21 of them in the
first half. Atkins scored
13 points and Reed had
12. Eupora defeated

and organize such tournaments. We have also
looked at ways to
increase revenue from
concessions. In truth,
concessions have hardly
made any profits at all,
when labor and utilities
are considered.
So what are our
options? Everything is
on the table.
Do we continue to subsidize the recreational
program with general
city funds because it is
worth the increases in
quality-of-life issues for
our community? Do we
cut some programs? Do
we hire a new director to
continue as in the past?
Is there enough interest
in the community for a
volunteer committee to
head the program? Is
there a person or group
that would like to “contract” with the city to
provide recreational programs? Do we stop playing such activities at
night and under the
lights to save on utilities? (This would be sig-
nificant!)
Because of such shortfalls in revenue, our
facilities
at
Gary
Sportsplex have deteriorated. Doors are broken.
Nets need rehanging.
Fields need to be
repaired.
Designated
parking and graveling of
parking areas need to be
expanded. All the buildings and dugouts need to
be repainted.
This park was once a
premier area, paid with
grant money and donated land. If we are going
to use this facility, it
must be maintained.
The lights at Spud
Stennett Park are dangerous and need to be
removed with the rotten
poles taken down. The
walking track area
behind the Career and
Technology Center is out
of state compliance and
must be fixed before we
can apply for any more
state and federal grants
for recreation.
The last quote I got for
just resurfacing and
repairing the track was
$97,500. When a city or
town accepts federal
money to develop property, the rules last forever;
or as long as the state
and federal government
want them to! Should
Spud Stennett be cleared
and turned into a county
fairground?
As I have said, everything is on the table. At
the public meeting, we
need suggestions for
solutions, not just griping and rehashing the
obvious problems. If we
are to have a baseball
and softball season, we
must have decisions
made within the month.
This is everyone’s turn
to have a direct influence
on what type of recreational program the city
of Eupora will be able to
offer to our community’s
children next year and in
the future. Please make
plans to attend this very
important meeting at
the Community House
on Thursday, Jan. 14, at
6 p.m.
in the finals against
Winona. Crowley had 22
points, Atkins had 21
and Reed had 12.
In both games, Woods
and Snyder backed
Crowley. Atkins and
Reed
helped
with
tremendous rebounding,
which was a big factor in
the Eagles triumph.

Family Support Group
The
Mississippi
National Guard Family
Program is to assist family members of the
Guard person. It emphasizes family involvement
with the unit to create a
sense of wellbeing and
strengthen a sense of
community spirit.
Within the framework
of the Family Program,
local volunteer family
support groups are
established to assist in
meeting the needs of
family members.
The

designed to ensure: That
families receive information concerning their role
better on the job.
Also, congratulations to
Circuit Judge George Mitchell
and I am sure we can continue
our pride in the service of
these two dedicated gentlemen. We are very proud that
we have you working within
the justice system. I only wish
you had better representation
on the streets. How long will
this city pay a man who we all
know (Police Chief Gregg

ashamed at this point to say I

Eupora was known for a lot of

he was 3 years old.
After starting his own
group in 1992, Kevin

he now is enjoyed by his
fans as a soloist.
Spencer has witnessed many lives
changed through gospel
music. He is admired by
his fans wherever he
goes with his desire to
be a blessing, and minister, while delivering a
song. His greatest
moments are when
something he has written or sung has truly
touched someone’s life.
He also owns and

to
Goodman,
including
songs from the project
“Remembering Rusty”
such as “Who Am I,”
“Leavin’ On My Mind,”
“Look For Me” and “I

Spencer’s plan is to
record Volume II and

more of Goodman’s
greatest songs.
Spencer has recorded
several No. 1 and No. 2

Webster County Devotional Pages
The second Sunday in
2016 has been quite busy.
Ella R. Dumas, lay servant
at Liberty delivered our
message. The title of her
message was "Love," which
came from John 15:13.
Point 1. Jesus exemplified

the greatest love when he
laid down his life for you and
me.
Point 2. Love was in the
beginning when God created
the earth.
Point 3. Love is there
when we become sad, feeling
alone, feeling sick and that
no one cares. Jesus' love can
be magnified in everything
we do. His love is unselfish,
unconditional and is to be
spread from one to another.
It is patient and kind.

members, was called from

The Eupora Depot will
no longer be available
for private rental following action last week by
the Board of Aldermen.
Upon Mayor Dan

(Ward 4) abstained.
The Old Choctaw
Chapter of the Daughter
of
the
American
Revolution will still be
allowed to use that room
for its monthly meetings
(about nine months out
of the year) in exchange
for cleaning the building.

Webster students
eligible for
medical program
High school juniors in
Webster County considering medical careers
in their home state
have the opportunity to
take part in an intense
and revealing summer
program at Mississippi
State University.
The five-week Rural
Medical Scholars summer program at MSU
aims to identify the
state’s future primary
care doctors and help
them become members
of the medical school
class
of
2025.
Applications for the
May 29-June 30 program must be submitted by March 11.
“Mississippi still has
the lowest number of
physicians per capita in
the nation, which limits
access to care and contributes to many of the
negative health issues
plaguing our state,”
said Ann Sansing, community health coordinator for the MSU
Extension Service. “The
one constant in health
care reform discussions
is the need for more primary care physicians.
The scholars program
is helping to address
that
need
in
Mississippi.”
Though the program
is open to students from
throughout Mississippi,
a grant from the
Appalachian Regional
Commission will enable
additional
students
from 14 counties in the
northeast
region,
including Webster, to
attend.
David E. Bane Jr
AT T
O R N E Y AT L A W
“Eligible candidates
from one of those counties will have a better
chance of being selected
for the 2016 program,”
Sansing said.
Sansing said with a
declining number of
rural physicians, the
concern for adequate
health care increases as
well. A goal of the program is to develop a
pipeline of future medical providers.
“The program is
clearly meeting the
need it was designed to
accomplish — increasing the availability of
primary care physicians and health care
services
throughout
rural Mississippi,” she
said. “To date, 341 students have participated
in the RMS program,
with most planning
health-related careers.
Thirty-six of our graduates went on to medical
school, and 28 of those
are practicing physicians today.”
The program is primarily funded by the
MSU Extension Service
with additional support
from the State Office of
Rural Health and the
Appalachian Regional
Commission. Students
between their junior
and senior years, who
have ACT composite
scores of at least 24,
will take two premed
courses
on
the
Starkville campus —
biology and sociology —
and observe doctors at
practice from May 29
through June 30.
The selected scholars
will receive tuition,
housing and textbooks
during the program. A
$60 registration fee is
required after acceptance, and the scholars
will be responsible for
their food expenses.
