A new hotel is possibly on the setting sun horizon of Palacios’ South
Bay Marina.
Port Director for the Port of Palacios, Debbie Morris reported that a
Matagorda County Navigation District #1 (MCND) property at South
Bay Marina is being considered as
a location for a new hotel at last
week’s meeting of the MCND#1
Commissioners with all Commissioners present.
A study paid for by the Palacios
Economic Development Corporation (PEDC) is underway to determine which of several locations are
most suitable. The study was a prerequisite in aiding the company in
making a decision. Potential investor and finance meetings are already
underway.

Alden Vandeveer, administrator for Palacios Community Medical Center addressed the Commissioner, remarking that “It has been a
year since I was last here and I want
to wish you all a Merry Christmas.
There have been several changes in
the past year. Our outpatient clinic
has seen a 36% increase in visits to
the clinic. Dr. Gustavo Gross came
on board at about the same time as
I did and he is the main reason that
the outpatients seen by the clinic are

activity in the County, including
visiting with a company needing a
multi-modal facility for rail, highway, and water shipping of heavy
equipment, which could bring up to

PEDC onboard with implementing program
focused on business retention, expansion
BY BRANDI G. WEST
Palacios Beacon
The hype in the news is typically around
new prospective leads to the county or to Palacios; however, the main topic at last week’s
Palacios Economic Development Corporations monthly meeting addressed a Business
Retention Expansion Program (BREP) to be
implemented within both the county and the
City of Palacios.
“The purpose of the program is to try to
gather relevant data from local businesses, try
to identify any issues that they may have to
effect local economy, and to provide a proactive method to recruit the growth of those
businesses,” said Matagorda and Palacios
Economic Development Corporation Executive Director Mike Strotheide.
The program will create an initiative to involve local leaders to monitor the local economy which will assist these leaders in decision making.
“To circulate more money in the local economy we need to reduce the leakage of revenue” to outside of the area.

More questions than answers came from the Special Meeting of the Palacios
Independent School District
Board of Trustees called last
Thurs. with the employment
of current Palacios Athletic
Director Brad Bowden the
lone item on the agenda.
After nearly two hours in
Executive session, the board
reconvened in open session.
The board room was
packed with over 40 individuals and students in support
of Bowden in attendance who
wished to speak and have
their voices heard by those
elected to represent them.
However, as Palacios ISD
has the motto of “Keeping
Students First”, it was evident that’s not the case when
it comes to speaking up for a
coach they believe in.
As the Board returned from
Executive Session, those
who had been waiting for
their chance to be heard were
quickly shot down as Board
President Rick Cink said
that due to it being a Special
Meeting, no citizen comment/forum section had been
listed on the Agenda.
Board member Peter Zamarripa made a motion to listen to the public, but fell on
deaf ears.
Despite the pleas of the
crowd, Cink, after consulting
with PISD attorney Christine
Badillo, proceeded to move
forward with the meeting.
Palacios High School stu-
dent Danny Rodriguez, proceeded to stand up and began
to read a prepared statement.
In the midst of the statement, Cink moved the meeting forward, all while Rodriguez was still speaking.
Trustee Peter Zamarripa
motioned to adjourn, but with
no second the motion failed.
Fellow Trustee Greg Hunter motioned to “Instruct the
administration and legal
counsel to act as discussed
in Executive Session” and
the motion was seconded by
Board member Donna Brune.
With Rodriguez still speaking Cink asked the board for
a vote, resulting in 4 for and
2 two against. Brune, Cink,
Hunter and Fabian Marroquin voting for and Zamarripa and Steve Stuhrenberg
were against.
Amongst all the talking,
many in attendance were still
trying to understand the motion, let alone the vote.
“Did you guys already vote
on the issue?”, asked citizen
and parent Rob Kessler.
Kimberly Carr added, “We
voted you on there.”
“It’s absolutely unethical
what you’re doing. You need
to listen to people before you
make this ridiculous decision,” said Kessler.
Brune “Sir, there is not
anything on (the agenda)
for public comments. At the
next regular board meeting,
as with every regular board
meeting, during the public
comments.”

Choking back tears, PISD

motion.
Letters To
The Editor
Because no public comments were able to be made at last
week’s Special Meeting of the PISD Board of Trustees, the Beacon made this exception to our Letter to the Editor Policy.
Inappropriate and unethical....
Dear Editor,
This letter is directed primarily to the Palacios School
Board but also to the community, for enlightenment. Had
the board welcomed attendees to speak at their meeting
last night, this wouldn’t be necessary. It was held, evidently, for the singular purpose of attempting to remove
Athletic Director & Head Football Coach Bowden. I am
not at all comfortable publishing this letter but many of
us are sick & tired of this board’s dark agenda to attack
good PISD employees. The board, by law, cannot publicly discuss personnel issues and school employees are
fearful to speak up. So, it boils down to a need for citizens to speak up. The following is the majority of what I
emailed to the School Board.
“Last (Thursday) night’s meeting was a train wreck.
Nearly 100 students & parents waited patiently for over
two hours. The board’s private personnel session lasted
just over an hour but the majority of you did not appear
for the public meeting until 45 minutes later. Once called
to order, microphones were not turned on and attendees
could not hear what was being said. The board president
then chose to refuse properly-submitted open-forum requests, disrespectfully sending the message that you really don’t care for your constituents’ opinions. As it was,
the meeting escalated into confusion, chaos, & outrage.
The motion you approved in a split 4-2 vote was to ultimately decide the issue in closed session and provide
no clarity for public record. It was a dubious decision,
for sure, and two of your own board members and the
Superintendent, his supervisor, obviously disagreed with
the action and format.
First of all, your reasoning is petty & ridiculous. UIL
rules for hosting 7-on-7 football are extremely stringent
& difficult to follow.
Secondly, if you fire him unjustly, you put the district
at risk of paying over $100,000 in back-salary & legal
fees. If he fights it legally, he’ll likely win. Even if offered a buyout, it is still a huge waste of money. If you
really want him gone, simply wait for his contract to end
while still giving him reasonable time to improve the
program that you actually hired him to lead.
Thirdly, this coach has been under attack by a small
vindictive group ever since his arrival, and this action
smacks of a witch-hunt and personal vendetta. It is
viewed as shameful & embarrassing to many citizens
you supposedly represent. Selfishly manipulating his
removal will only create a dark cloud over this district
where no other reputable coach would come here, no
good superintendent would want to be here, and, really,
every other employee will wonder who is next to be attacked.
In summary, you are representatives of the entire community, elected out of trust, to wisely oversee an education system to benefit students – not personal agendas. Quietly posting this meeting notice on one bulletin
board just 72 hours beforehand, publicizing it neither on
the PISD website, scheduling it simultaneous to a school
play and several other community functions, and only
six days prior to Christmas is not ethical. The apparent
plan was to railroad this decision with as little community awareness as possible. Our students need stability and
most of them like this coaching staff, including Coach
Bowden. This also involves an entire family – his wife,
a PISD teacher, and four great kids - PISD students all
- with many friends at school, church, and in the new
hometown that they love. These are real people, guys!
Board members, I respectfully ask that, if it is still in
your ability to repeal this action, please take this golden
opportunity to do so. It is inappropriate, unethical, and
a total disservice to the community, not to mention your
personal reputations. I believe that all of you are inherently good people who I really like – I know some of you
well and even voted for you – but this action is a clear
abuse of power. Regardless, it’s still not too late to do
what is right.
Citizens, the next regular PISD Board meeting is on
January 12th, 2015. There is a real possibility that this
issue will still be in-motion and unresolved at that time.
I encourage you all to show up, support the coach & the
rest of our fine educators, hold the board accountable,
and speak up to be heard. I also encourage you to email
them your opinions.
Rob Kessler
“The motion was, “I move
to instruct in administration
and legal counsel to act as
discussed in closed session.”
“What?” was muttered in
near unison by the crown.
What the motion was, and
what did it mean - however
no answer was give.
“Did you remove the coach
or not?” asked Kessler. “It’s
going to come out so you
might as well tell us no.”
PISD attorney Christine
Badillo repeated, “The motion reads to instruct the administration and me, the legal
counsel to act as discussed in
closed session.”
“What’s the action?”
asked mutliple persons in the
crowd.
Amidst
the
questioning Board President Cink
remarked“Just to make it
clear, I had no idea that on a
special called meeting there
was no public comment.”
“You don’t become President and not know what to
do,” said James Carr directed
toward cink.”
As the crowd erupted into
a stream of questions questions, Cink exited the the
building.
Seeking clarification, Badillo was contacted the following day in regards to
Bowden’s employment situation with PISD.
Badillo stated that he is
not fired nor has he been reassigned and that he was still
and employee of PISD.
Badillo said the Board’s
actions did not involve any
action regarding Bowden’s
contract with PISD.
Bowden is still under contract that runs through June
30, 2016.
Following the meeting,
Badillo was contacted by the
Beacon on Fri. (Dec. 19) regarding Bowden’s up in the
air situation and for clarity
over the broadly labeled motion.
Asked of Bowden’s present
employment, Badillo said he
had not been fired nor had he
been reassigned.
On the murkyness of the
motion, she explained that
due to it being a personnel
matter, that privacy laws hindered further explanation.
However, the Beacon
reached out to the Texas Press
Association’s head of Member Services, Ed Sterling regarding a possible violation
of Texas’ Open Meetings Act.
In an email, Sterling explained that the motion appeared worded so that the
public would not know what
the board is voting on. If that
is were case, Sterling said
that would be wrong.
A call was placed to the
Office of the Texas Attorney
General’s Open Meetings Act
Hotline, with the same being
said - that the issue appears
to violate Texas’ Open Meetings Act.
Matagorda County District
Attorney Steven Reis was
contacted regarding the possible violation, but directed
calls to the County Attorney,
Denise Fortenberry.
A call made to Fortenberry’s office on Mon. (Dec. 22)
by the Beacon, but as of press
time no reply had been made.
Unless something happens
soon, the mess at PISD may
carry over until next year.
Be sure to catch Coach
Bowden’s side of the story in
next week’s issue of the Palacios Beacon.

DPS offers tips to avoid vehicle theft this holiday season
During the Christmas/New Year holiday enforcement effort last year, DPS troopers made
1,505 DWI arrests. DPS enforcement also resulted in 24,928 speeding citations, 2,997 seat
belt/child safety seat citations, 1,078 fugitive
arrests and 797 felony arrests during the enforcement period. A Texas Department of
Transportation grant allows increased patrols
in high-risk locations during the times when
alcohol-related crashes are most frequent.
DPS offers the following additional tips for
safe travel during the holidays:
• Don’t drink and drive. Designate a driver
or take a cab.
• Slow down – especially in bad weather,
construction areas and heavy traffic.
• Eliminate distractions,
including the use of mobile
devices.
• Buckle up everyone in

The Texas Department of Public Safety
(DPS) will increase DWI patrols for a 15day period that includes both the Christmas
and New Year holidays. From December 19
– January 2, DPS troopers will focus DWI
patrols in high-risk locations at times when
alcohol-related crashes are most frequent.
“DPS’ enhanced patrols are designed to
help save lives by identifying impaired and
dangerous drivers and getting them off Texas
roadways,” said DPS Director Steven McCraw. “Holiday celebrations create the increased potential for drinking and driving
incidents, and we urge Texans to designate a
sober driver or find alternative transportation
if they plan to drink.”

He didn’t get out New Year’s Eve with amateur drunks
When someone asks me
what I’m going to do on New
Year’s Eve, I usually tell
them I’m going to be at home
in my comfortable recliner
watching something representative of the holiday, most
likely a football game.
I’m not quite a teetotaler
— I do have a glass of good
white wine on occasion, generally with or just before a
wonderful meal by Life Mate.
But, not since my somewhat miscreant college days
have I imbibed on that holiday in a dangerous and irresponsible manner, nor any
other day, for that matter.
Every year, between Christmas and the dawning of another year, I always think
about New Years past and of
what a late, good friend and
former associate once said to
me about drinking and that
holiday.
Dick Laughlin and I became acquainted — professionally associated, then
friends — late in his life.
I was the editor of The Conroe Courier, a large twiceweekly newspaper about to
make the jump to daily. At
that point, I’d experienced
only weekly newspaper writ-
ing, editing and publishing in
WILLIS WEBB

my almost quarter century in
the business.
When the new publisher
came on board, he met with
me at length regularly to let
me know of his plans and
our expectations of quality
in every aspect of newspaper
publishing were very comparable. He informed me he
wanted an already excellent
newspaper to become better
and that in a few months he
wanted to convert the Courier
into a daily paper.
That was not altogether
surprising since Conroe and
Montgomery County were
beginning to experience sig-
nificant and rapid growth as
burgeoning Houston spilled
over.
His caveat to me was to
develop a talented staff, big
enough to captivate readers
and advertisers and to meet
the challenges proffered by
the efforts of then-two metropolitan dailies in Houston
to move with the growth into
Montgomery County.
I knew from observation and from shoptalk over
the years that an editor and/
or managing editor could
not plan coverage and direct news operations, plus
achieve
quality
writing
through thorough editing,
without a “copy editor.”
With a dozen reporters and
daily deadlines, it would be
impossible for the editor (me)
to accomplish that grindstone
effort. In a daily paper’s operations, the editor must plan
and direct the long-range
news coverage plus spe-
cial issues. Additionally, he
must see to it that reasonable
deadlines are set and met so
that the last copy of a day’s
newspaper is in the hands of
the reader-subscriber at a prescribed time. Administrative
function precluded actually
doing the hands-on editing of
stories by reporters.
That meant hiring a “copy
editor,” someone whose job
was to take everything written for the paper, editing and
correcting it so that it was literate and appealing to readers
and not “embarrassing” to the
newspaper.
With half a score of applicants, one intrigued me. It
was 65-year-old Dick Laughlin, who was retiring — not
from work, but from the
daily grind of the Houston
advertising business. He had
a deep and broad understanding of the communications
business, plus the whitehaired, white-mustachioed
Irishman had a laid-back but

professional demeanor that
said he could do the job and
charm the writers/reporters
into accepting his blue-pen
alterations to their prideful
daily submissions.
In the interview process, I
learned that he was a recovering alcoholic and hadn’t
had a drink in 25 years. My
immediate response, but uninformed and unintended
insult, was: “Oh, you’re a reformed drunk.”
Dick bristled and his eyes
showered sparks as he explained, “I’m recovering in
an ongoing process, not reforming from any criminal
activity. It’s a sickness, not a
crime!”
I hired him on the spot. He
was an absolute hit as copy
editor. His intelligence, literacy and Irish charm made
him the focal point of the
newsroom.
On the first New Year’s
Eve he was on the job, I
asked him if he was going
out to celebrate that evening.
His response: “Hell no! I’m
not getting out that evening
with all the amateur drunks.”
Dick anticipated my interpretation of “amateur drunk,”
and explained that every guy
who didn’t drink all year long
thought he had to go out and
buy a bottle of liquor to celebrate the holiday, and drink
all of it so he didn’t “waste”
his money. “Then, he’ll get in
his car and drive.”
I stood corrected and somewhat chastised.
To my great delight, we became good friends.

Driving safety tips for THS from Trooper Gary
In December students at
Tidehaven High School were
able to enjoy two presentations

about the importance of driving safely. The Passenger Safety
Project and Texas A&M AgriLife Extension provide safety
information and education to
schools wishing to teach their
students about the importance
of wearing a seat-belt and not
texting while driving. Pictured

The After School Homework program enjoyed
a Christmas party last
Thursday.
Ruth Friedrichs brought cupcakes to
decorate. She helped them
make a melted snowman.
Afterwards the children
went outside and broke a
piñata. Santa Claus came
out and gave each child a
pack of markers from First
Book.
This past week during
Story Hour Nora Aparicio
read The Night of Las Pasadas by Tomie De Paola.
Nora showed the children
how to make a piñata for
them to take home. It was
a messy job but it sure was
fun. Everyone enjoyed
refreshments. All who attended choose a book from
First Book Matagorda. We
will not have Story Hour
again til January 6th after
Christmas holidays. Everyone is invited to attend
and homeschoolers are
welcome.
Palacios resident Debra
Ann Trammell received her
Master of Business Administration degree at the University of Texas at Tyler’s 2014
Fall Commencement ceremonies. Trammell was one of
899 degree candidates recognized at the UT Tyler R. Don
Cowan Fine and Performing
Arts Center on Dec. 13.

BY RYAN WEST
Palacios Beacon Publisher
The varsity Sharkette cagers feasted on the Lady Redfish of Austwell-Tivoli 54-36
their final contest prior to
Christmas Break.
The Sharkettes were full

The Lady Reds bested the
Sharketets 11-9 in quarter
two, but still trailed 27-16 at
the break.
Palacios outscored Tivoli

close out the 18 point win.
“Our transition defense
rotataion was a little off, but
I thought we were more aggressive on the offensive,
which was good,” commented Sharkette head coach Aaron Wollam.
“The kids are off to a great
start and the break will be
good for them to get their
legs back a little.”

Paddlers’ Weekend
Adventure Jan. 3-4 Tigerettes
There will be an overnight float trip down the Colorado
River on Jan. 3-4, 2015 for all interested paddlers. This
‘unsponsored’ weekend on the water will start on Saturday
morning at LCRA’s Hollywood Bottom Park in Wharton
County and end on Sunday afternoon at the Nature Center
near Bay City. This waterborne trek will cover a distance
of 18 miles.
There is no participation fee associated with this wintertime outdoor activity. However, a shuttle from the
Matagorda County Birding Nature Center is available for
a $12.50 donation to the MCBNC for each paddler needing to transport themselves, and their kayak or canoe, to
the designated put-in location.
The float trip coordinator is intimately familiar with this
water trail and strongly recommends that participants have
both primitive camping experience and confidence in their
ability to comfortably paddle at least 9 or 10 miles per day
on slow flowing flat water. Contact Willie Younger at [email protected] or 979-240-4872 for details.

Shark cagers benefitting from injection of youth
BY RYAN WEST
Palacios Beacon Publisher
A recent injection of youth
has reenergized the varsity
Palacios Sharks as the Big
Red closed out their last week
of action on the hardwood
prior to Christmas break with
a 3-3 run.
After the Sharks began the
season with a string of injuries and inconsistent play,
Palacios coach Trent Weixelman and his Sharks needed a
spark.
Prior to last weeks home
game versus Austwell-Tivoli,
Weixelman found his spark in
a trio on the freshman squad:
Chase Ford, Johnny Gatica
and Zach Seaman.
“I’m excited about the
young kids who’ve had an
opportunity these past several games,” said Weixelman.
“They’ve made contributions
on offense and contributed to
our recent success.”
“Their work ethic is contagious. They are non-stop
energy.”
Even more important
Weixelman said, was the established varsity players are
excited about the added en-
ergy as well.
In the contest early last
week, the Sharks dominated
the Redfish for a 55-43 win.
Sam Schulman spearheaded the Shark offense attack
and finished with 10 points.
Justin Filip registered nine
points, followed by Ford’s
eight, Gatica’s seven and
Seaman’s six. Isaac Filip
pumped in five points and
Justice Acosta finished with
four. Miguel Gutierrez, Jackson Kelley and Troy Lewis
each hit the hoop for two
points.
The revamped Shark squad
Shark defense
traps Redfish
then played their hand at last
week’s Goliad Tournament
and earned a 3-2 record along
with praise from some of
their opponents.
Weixelman’s Sharks put
the wood to Woodsboro with
a 54-29 thrashing.
Schulman ripped the nets
for a team high 18 points
and Gatica pumped in seven.
The Shark quartet of Acosta,
both Filip’s and Kelley each
finished with four points.
Ford chimed in with three
followed by Sherwin Caesar,
Adrian Hurtado, Gutierrez,
Lewis and Seaman with two
apiece.
Palacios took some lumps
in round two as Goliad raided the Sharks 83-47.
Schulman and Justin Filip
led the Shark scorers with 14
and 10 points, respectively.
Ford filled up the hoop
with eight points and Gatica
chimed in with seven. Kelley
and Seaman each finished
with four points.
The young Sharks earned
their stripes with a 41-40
double overtime win over
Banquette.
With six seconds left in
regulation, Ford drilled a
three pointer to send the
game to overtime.
In the second extra period,
Ford drove the length of the
court before hitting Gatica
for the game winning layup.
Schulman’s 12 led the way
followed by Gatica’s eight.
Justin Filip and Lewis hit the
hoop for six points each and
Ford finished with five. Isaac
Filip and Kelley registered
two points each.
Against Industrial, the
Schulman-less Sharks were
bounced by Industrial 50-24.
Acosta posted a team high
eight points in the loss. Ford,
Seaman and Donald Trinh
pumped in four points each.
Lewis bucketed two points,
and I. Filip and Gutierrez
connected with one free
throw each.
The Sharks exited the tourney after falling to Kenedy
50-45.
Schulman took top scoring honors with 14, followed
by Kelley’s 13. Gatica and J.
Filip finished with four points
each. Finishing with two
points each were: Acosta, I.
Filip, Ford, Lewis and Seaman.
The Sharks will return to
action with the annual Alumni Game set for next Fri. (Jan.
2) at 7 p.m. Those interested
in lacing up the shoes again
for Alumni Game glory need
to contact Trent Weixelman
at 979-240-1988.
