Congratulations and thanks to past president Forest Lucy,
the 2011 Board, and your participation and membership!
LSOC is only one of six of the 27 Texas chapters to
receive MOAA’s highest “5-Star Excellence Award” for
2011.
At our July dinner meeting, Ray Lamy, Military Outreach
Coordinator, Army & Air Force Exchange Service, said
that the former brand names of AAFES, PX, and BX, have
been replaced by the trade mark “X” plus “EXCHANGE.”
When you visit NAS Fort Worth, see the sign changes on
our gas station and shopping areas. The Exchange is no
longer a military command, but a Directorate under the
Chiefs of Staff of the Army and Air Force, and headed by
Director/CEO Tom Shull. He is a West Point graduate
with command, White House and NSC experience, a
Harvard MBA, and extensive executive experience in
retail. His new Deputy is AF Brig Gen Casey Blake and
the Chief Operating Officer is Michael Howard.

The Exchange is a $10 billion retailer ranked 43 in the
National Retail Federation’s top 100. The best reason
besides value for shopping at the Exchange is that 70% of
the profits go to the Morale, Welfare and Recreation fund
(MWR) of the Army and Air Force to support our service
members. The other 30% is set aside for renovating and
building new Exchanges. Last year, MWR received $207
million. Visit the Dallas Exchange Headquarters’ Skyline
Club, open to Exchange patrons on the sixth floor where
you can see as far as Cowboys Stadium.
Soon, at the Exchange’s Online Store, you will be able to
order anything carried in the largest Exchanges, like Fort
Bragg. Most items will be delivered to your home within
three days! This means that you will have a wider selection
of items than at our NAS Exchange; convenient and without
you using gas. At Exchange stores, large items will now be
delivered by Sears for a fee. And, if you have a cell phone,
download the Exchange “Apps” to get weekly specials, free

I urge you to get the Exchange’s “Military Star” card,
accepted at participating Army, Air Force, Navy, Marine and
Coast Guard Exchanges worldwide; as well as the
Exchange Catalog and Online Store. The benefits are low
interest rates, no annual fee, late or overage fees, 10% off
entire first day purchases, year-round promotions, such as
5 cents off per gallon of gas (sometimes 10 cents), and

1. DD FORM 214 – EXTRA SOCIAL SECURITY BENEFIT FOR: Military with active duty from January, 1957
to December 31, 2001. Refer to the web site and notes below to possibly increase your Social Security
benefits. Soc. Sec. website: http://www.ssa.gov/retire2/military.htm
a. Please share this with anyone who had active duty service from January, 1957 to December 31, 2001. In a
nutshell it boils down to this: You MAY QUALIFY for a higher social security payment because of your
military service, for active duty during this time.
b. Possibly up to $1200 per year of earnings credit may be applied. You must bring your DD – 214 to the
Social Security Office and you must ask for this benefit to receive it!
c. THIS BENEFIT IS NOT AUTOMATIC, YOU MUST ASK FOR IT!!!
2. New Law on Military Funerals - Congress passed and the President signed new legislation to improve
protections afforded for military funerals:
a. The new law makes it illegal to cause a disruption in the vicinity of a military funeral from two hours before
the ceremony until two hours after its conclusion.
b. It also increases the buffer distance between any protesters and the military funeral from 300 to 500 feet.
c. Congress agreed on these increases in protection after more sweeping funeral protection legislation was
struck down by the Supreme Court as a violation of the first amendment.
3. VA Approves Lung Cancer test – The VA agreed to move forward on providing CT screenings for veterans at
high risk for lung cancer. Military personnel are at higher risk for lung cancer than civilians due to higher
smoking rates and exposure to cancer-causing chemicals.
4. In July a federal judge ruled that TRICARE should cover autism treatment for both currently serving and
retired families.
5. Newspaper reports that Pentagon “Fudged” TRICARE numbers – The Washington Post reported in August
that the DoD has requested nearly $3 billion over the last three years be moved from funds dedicated to
TRICARE into weapons programs and other accounts unrelated to healthcare, despite assurances from
Pentagon officials that healthcare costs were “eating the US military alive.”
6. President Signs Veteran’s Benefits and Camp Lejeune Health Care Bill – The comprehensive bill includes:
a. 54 provisions designed to improve and streamline veterans’ benefit programs.
b. It also extends VA healthcare benefits to veterans and military families exposed to toxic water at Camp
Lejeune between Jan. 1, 1957 and Dec. 31, 1987.

At their regular meeting on August 21, VADM Norbert R. Ryan, USN (Ret), President of the Military
Officers Association of America presented the charter to the area’s newest chapter. Attendees
included representatives of the Texas Council of Chapters, local chapter presidents and a large
contingent from the Lone Star Officers Club chapter. Officers were installed by Admiral Ryan, who
also presented the evening’s program. Conceived in March, at evening’s end, the new chapter had
a membership of 70.
Lone Star Officers Club members and guests are invited and encouraged to visit the new club at one
of their monthly meetings, which are held the third Tuesday of the month at Pecan Plantation
Country Club, near Granbury. Please contact me for additional information or to make reservations.
