Introduction
INTRODUCTION
These factsheets are for carers – people looking after friends, relatives or neighbours who
are frail, have a disability or illness, and for professionals who work with carers - please
use and pass on the information to carers you meet in the course of your work.
If you are caring for someone, you may need help, information and advice so that you can
carry out your caring role and look after your own health and wellbeing as well. Many
people don’t see themselves as ‘carers’ but caring is a demanding job and the factsheets
contain details of many different services that can support you in this role.
The factsheets were compiled by Carers Service Worthing and District, (CSS, Worthing &
District), and aim to help you to find your way around the many forms of support, advice
and information available in this area. If you have difficulty in finding what you are looking

Every caring situation is different and each of us deals with things in our own way. We
each need to make sense of our experiences in a way that is right for us. Some people do
have profound feelings such as anger, guilt and depression, and there may be days when
you feel like this. Below are some of the tips and ideas that carers said have helped them
feel much more in control when things have been difficult.
‘A carers group or meeting can be a good place to share your feelings with other carers
who know what it’s like’
‘Apply for benefits as soon as you can. Many can’t be backdated so timing is important’
‘Ask for help and take time off when you can’
‘Ask Adult or Childrens Services for a Carers Assessment. Talking through my situation
with a social worker identified that we needed more help and this was arranged for us’
‘Don’t feel guilty if you feel angry and frustrated, but try and find a way of letting your anger
out that doesn’t involve the person you care for’
‘Don’t shut people out or pretend you can cope on your own. People won’t know you need
help unless you say so’

‘Family often don’t realise just how much you are doing – try and get them to share the

‘Find a way of dealing with stress that works for you – perhaps having a
massage, going for a walk, finding the time for a hobby’
‘If you feel stressed, don’t bottle it up – talk to someone’
‘If you go on the Carers Register at your GP practice, they should know you are likely to be
under pressure at times and can tell you about the advice and support that is available’
‘If you hesitate to leave the person you care for, think about whether they might need time

CARERS SUPPORT SERVICE (CSS) WORTHING & DISTRICT
Our service was established in 1991, and we provide a free confidential information and
support service to unpaid carers in the area from Fishersgate along the coast to
Littlehampton and north to Henfield, Steyning, Storrington and Pulborough, and
surrounding villages. We are hosted by local charity Guild Care, whose Registered
Charity Number is 1044658. We can make information available to carers in the most
convenient format for them – by phone, in writing (including in large print), E mail, or in
person. The services we provide include the following, and we can tell you more about
them if you ask us:
ACCESS TO LOW COST COMPLEMENTARY THERAPIES
We have set up an arrangement with several local complementary therapists, who have
agreed to offer reduced cost complementary therapies to carers on our mailing list. If you
would like to take advantage of this, please contact us for a Carers Registration Card and
list of therapists taking part.
ACCESS TO THE HEALTHY LIVING CENTRE
As a carer, you are welcome to access any of the activities at the Healthy Living Centre for
Older People and Carers at Methold House, including low cost and free activities such as
hairdressing, healthy walks and crafts.
ASSISTANCE THROUGH CARERS TRUST
As a network member of Carers Trust, we can make an application for funds to pay
towards:
• A break in the UK for the carer
• Equipment to make the carer’s life easier
• Educational bursaries to pay for a course
• Transport for carers
• Structured activities for young people with caring responsibilities
Please note that depending on availability of monies, not all funds may be open for
applications at all times.
CARERS ACTIVITIES AND GROUPS
We regularly arrange activities for carers at the Healthy Living Centre and elsewhere such
as Carers Days, drop-in information and advice surgeries, workshops (on such subjects as
dealing with life and how to manage your mobile phone), and social events. All activities
are free, and we arrange either lunch or some other light refreshment, for which there may
be a small charge. If asked, we try to help with the cost of transport and alternative care.
Regular groups and drop-ins are shown below. There is no need to book for these, just
come along:

Activities Group for carers of people aged 14+ with Learning Difficulties. Regular
meetings are held at Buddy's, South Farm Road, Worthing and there are also informal
sessions, drop-ins, events and activities. Dates and times vary.

Drop-in and Peer Support in Chanctonbury on the third Monday of each
month between 2pm and 4pm at Little Footsteps Children and Family Centre, 24-26
West Street, Storrington RH20 4EE.

Drop-in Surgery and Support for Younger Carers (18-45) of people with working
age mental health issues on the last Tuesday of every month between 10am—12
noon at the Wickbourne Centre, Littlehampton.
•
Generic Arun Health & Wellbeing Drop-in Surgery, held at Arun Civic Centre,
Maltravers Road, Littlehampton. Dates for this vary.
•
Generic Drop-in and Peer Support on the last Wednesday of each month between
5pm—7pm at Methold House, North Street, Worthing BN11 1DU.
•
Generic Drop-in and Peer Support on the 3rd Wednesday of each month between
1pm - 2.30pm at Southwick Community Church, 1-5 Roman Crescent, Southwick.
•
Male Carers Group - this group specifically run for male carers, was set up as male
carers can feel that there aren’t many opportunities for them to talk in a male
environment about their caring situation. Alternate outings and peer support meetings
are arranged. Dates and times vary.
•
Mental Health Carers Support Group – Information, support and social contact for
carers of people with mental health difficulties. This group meets on the 2nd Monday of
each month from 6pm – 8pm at Meadowfield, Swandean Hospital, Arundel Road,
Worthing.
CARERS INFORMATION PACK FACTSHEETS
Our factsheets contain a great deal of local and national information on services available
for carers and the people they care for. The factsheets are available free of charge to
carers and workers, are updated regularly and are readily available from a wide range of
sources e.g. from doctors, West Sussex County Council offices, and of course from CSS,
Worthing & District itself. Selected information from the factsheets can also be read on our

CARERS NEWS
This free newsletter is sent out regularly to all carers and workers on our mailing list. It is a
useful way of keeping in touch with what is going on for carers, both locally and nationally.
Please contact us if you would like to go on or off the mailing list. Carers News can be
made available by post, or email, and in large print if requested.
CHANCE TO HAVE YOUR SAY
It is very important that the people who plan and deliver services for carers are aware of
what is actually needed, and we provide a number of different types of opportunity for
carers to make their voice heard. These include:

We maintain an updated list of carers groups in the local area.
INDIVIDUAL INFORMATION AND SUPPORT
Many people contact us looking for specific information on their caring situation. We keep
a large library of leaflets and contacts which we can use to suggest help for your individual
circumstances. You are welcome to contact us by phone, in writing, email or in person - if
you wish to come into the office it is best to phone us first to avoid a wasted journey if we
are out. We can also visit you at home to provide information if you are unable to come to
our office.
SHORT BREAK FUNDING
We currently have access to a limited amount of funding for short breaks for carers.
Please contact us to find out more.
SOMEONE TO TALK TO
Sometimes carers just need to talk to someone about how they are feeling, and family may
not understand or be too close to the situation. Any of our staff are happy to lend a
'listening ear', and can also refer you to Phone Support for Carers or Counselling for
Carers for ongoing emotional support if you would like. Please see our factsheet on
Emotional Support for more information.
SPECIALIST CARERS SUPPORT WORKERS
Whilst all of our Carers Support Workers can provide support for the majority of carers’
issues, there are times when specialisms are required, in say dementia, Working Age
Mental Health, Learning Difficulties etc. Our staff can provide this specialist support when
it is needed.

We maintain our own website, where carers and workers can access relevant information
24 hours a day, 7 days a week. The website is regularly updated, and you can also email
us from there. Our emails are checked several times a day, so you won't have to wait long
for a reply.

Aims to support local people with a disability, impairment or caring responsibility by
providing a Direct Payments support service to assist people arrange the care and support
required. Direct Payments allow people to take control of how they use the care money
provided by WSCC. Additional services include assisting people to recruit personal

paperwork, banking administration and CRB checks.

Benefits and Money Matters
BENEFITS AND MONEY MATTERS
People who have an illness or disability, carers and/or people on a low
income may be entitled to a range of benefits. The regulations on benefits
are complex and change regularly so it is best to seek advice. Your local
Citizens Advice Bureau can give confidential, free, independent, impartial
advice on benefits, entitlements, money problems and debt counselling.
If you are over 60 you can contact your Local Pension Service.

Entitlement to benefit is based on various criteria eg National Insurance contribution
record, current income, savings, age, how a disability affects you or the person you care
for, and your individual personal circumstances.
• Attendance Allowance (AA) – you may be able to get Attendance Allowance if you
are aged 65 or over and need help with personal care or supervision to avoid putting
yourself or others in substantial danger. Special rules exist if you are terminally ill - If
you have a progressive disease and are not reasonably expected to live for more than
another six months, there are special rules to help you get Attendance Allowance more
quickly and easily.
• Carers Allowance – if you are caring for someone at least 35 hrs a week, are aged 16
or over, are not earning more than a certain amount per week, and are not in full time
education you may be entitled to this allowance. The person you are caring for must
be receiving AA or, highest or middle rate personal care component of DLA.
• Disability Living Allowance (DLA) – you may get Disability Living Allowance if you
have a physical or mental disability or both, and your disability is severe enough for you
to need help caring for yourself or you have walking difficulties or both, and you are
under 65 when you claim. Special rules exist if you are terminally ill - If you have a
progressive disease and are not reasonably expected to live for more than another six
months, there are special rules to help you get Disability Living Allowance more quickly
and easily. From April 2013 a new benefit, Personal Independence Payment, will
replace Disability Living Allowance (DLA) for disabled people aged 16 to 64.

Help with Health costs – for information regarding claims for exemption
from NHS charges, or help with charges, tel 0845 850 1166. Can provide advice and
information about entitlement to help with prescriptions, dental and optical treatment,
travel to hospital, wigs and fabric supports.
Housing Benefit and/or Council Tax Benefit – You may get Housing Benefit if you
pay rent and your income and capital (savings and investments) are below a certain
level.
Income Support – Income Support is extra money to help people on a low income and
is for people who don't have to sign on as unemployed.
Pension Credit - Pension Credit is an income related benefit for pensioners living in
Great Britain. It is made up of two different parts, Guarantee Credit and Savings Credit.
Benefit Enquiry Line can give free confidential advice and information, and help complete
Disability Living Allowance and Attendance Allowance forms over the phone.
The Local Pension Service Information Point can be contacted to arrange a face to

CARERS TRUST GRANTS
As a member of Carers Trust network of carers centres, Carers Support Service, Worthing
and District can make an application for funds to contribute towards:
• A break in the UK for the carer
• Equipment to make the carers life easier
• Educational bursaries to pay for a course
• Transport for carers
• Structured activities for young people with caring responsibilities
Grants are not means tested, but a financial information sheet does need to be completed,
and Carers Trust expect that carers who can afford to pay for these things themselves, will
do so. As availability of funds depends on the fund raising that Carers Trust does, not all
grants are open for applications at all times. Whilst grant applications have to be made
through Carers Support Service, Worthing & District, we do not have any input into the
decision.

Bereavement
BEREAVEMENT
When someone dies there are many decisions and arrangements to be made, at a time of
great personal distress. Practical advice and support may be provided by friends, family,
doctor, nurse, solicitor, minister of religion or anyone involved with you or the person who
has died. The Funeral Director can also explain about arrangements that have to be
made. Citizens Advice Bureaux can provide confidential, independent advice and
information on all aspects of the situation.
You may feel you want to talk to someone who is outside your immediate family or with
other people who have been through a similar experience, and there are a number of
organisations that offer a listening ear or counselling service and others deal especially
with people who have been bereaved.

person who died. To possibly be eligible for a payment from the Social Fund you must be

COMPLAINTS
Most organisations encourage people to comment on the service or services they
provide. You may be pleased with a service or have a suggestion to make and
many organisations see these comments as a way of feeding back to staff who
have done well or making improvements to their service. When people are
dissatisfied with a service they are often reluctant to complain, fearing that
the fact that they have complained will affect the service they receive in the
future; this should NOT happen. Complaining can result in an apology,
explanation or other action and may change or improve the service for the
future. The process of complaining can sometimes be difficult, but there are
people who can help.
Each service or organisation will have its own complaints procedure. For details contact
the organisation direct and ask for a copy of their complaints procedure and put your
complaint in writing as soon as possible and keep a copy of the letter for future reference.

included in the count of how many people live in the property. If they live with one person,
that person can get the 25% discount that someone living alone is entitled to. Check with
the council tax department of your local authority.

As a carer you know that the person you care for relies on you for vital help and support.
You need to know what you can do if ever faced with an emergency, either during office
hours, or at night or at weekends. If you are faced with a medical emergency, dial 999

This is a free scheme administered by Chichester Careline for people who look after an
adult or child who depends on them because they are ill, have a disability or are frail.
Carers are provided with a card that identifies them as a carer and includes the number of
a 24-hour emergency alarm centre that can be alerted if the carer is involved in an
accident. The call centre will then contact the friend or family member who has agreed to
be involved. You don’t have to have Careline to be eligible for this service.

Emotional Support
EMOTIONAL SUPPORT
Everyone at times needs someone to talk to about what is happening in their lives and
about how they feel. Sometimes friends and family are not around when they are most
needed or they may be too closely involved. Carers support groups can offer support and
a chance to talk with others who may have experienced feelings and situations similar to
your own.
Some helplines offer a confidential telephone support service staffed by trained people to
give you space and time to talk through your problems over the telephone. Or you may
decide you wish to speak to a counsellor – a more formal session with someone trained
and experienced in helping people talk through their problems. Most counsellors offer an
initial session followed by an agreement made with you about the number of future
sessions. Your GP can refer you to a NHS counsellor if you wish.

EQUIPMENT AND ADAPTATIONS TO YOUR HOME
Organisations providing and supplying equipment and adaptations include West Sussex
County Council (Adult and Children’s Services), the NHS, voluntary organisations and
private companies. It is worth getting professional advice about the most appropriate
piece of equipment before buying something and about the suitability of any adaptations to
your home which may be necessary to make it more suitable for the disabled person. An
Occupational Therapist or your local council can explain what grants may be available,
and details of eligibility.
Disabled facilities grants are provided by District and Borough councils
for a range of home adaptations that help disabled people to live more
independently in their own homes. Disabled facilities grants mainly help to
make sure that disabled people can move more freely and safely around
their home and use essential facilities. In all cases, the disabled person
must be registered as disabled, or eligible for registration. The amount of
grant you get will depend on your income, savings and investments. District or borough
council officers use this information to determine how much you can afford to pay towards
the cost of the adaptations. You will not normally get any grant if you start work before

DISTRICT NURSING SERVICE
The District Nursing Service is a team of trained nurses and health care assistants led by a
trained nurse with a specialist community nursing qualification. These teams are attached
to a GP surgery and work closely with all other staff who are employed within the practice.
The service provides skilled nursing care which includes complex assessments of health
needs, wound assessment and care, acute and chronic disease management, palliative
and terminal care and administration of treatments using specialised nursing equipment
and medication. Care is carried out in the patient’s home. You can contact a District

The Expert Patient Programme "Living Well" courses are self-management courses for

HOSPITAL DISCHARGE TEAM
There are agreed procedures between hospitals and West Sussex County Council to
ensure that anyone who may require support services or equipment on leaving hospital is
entitled to have their needs assessed and an appropriate care package arranged prior to
discharge. Carers should be involved in this process. Social workers based at hospitals
can offer assistance with non-medical problems or queries, and can advise the patient and
carer on how to obtain more help in the home. If you are unsure about any aspect of how
you will cope when the person being cared for comes home, ask to see someone from the
Hospital Discharge Team.

West Sussex Shared Lives scheme (formerly called the Adult Placement Scheme) is an
imaginative way of supporting vulnerable people and people with disabilities. Offers people

as part of the 'approved carer's' life in the community. Shared Lives carers and their
families open their homes to provide people with a place to stay and the support they
need. They can help people for short periods during the day, welcome people to stay in
their home for short breaks, or provide a long term home to someone who needs one. It is

LOOKING AFTER YOURSELF
Caring for someone can be very hard work, physically and emotionally.
Although carers often choose willingly to care for someone they love, the
cost can be high in terms of loss of freedom, income and social
activities. It is very important to look after yourself and try to ensure
some personal time for rest, relaxation and the pursuit of your own
activities. These needs should be taken into account in your Carer’s
Assessment and by you, your family and friends. It will benefit no-one if your own physical
or mental health suffers as a result of your caring responsibilities. Talk to your doctor,
social worker and/or CSS, Worthing & District about how you can look after yourself as

Mental Health Services
MENTAL HEALTH SERVICES
Anyone who is experiencing mental health difficulties should first see their GP, who will be
able to make an assessment, and either provide treatment themselves, or refer on to
specialist mental health services for assessment and/or treatment. Problems can range
from mild depression or anxiety, through to more serious problems in which someone’s
behaviour, emotional or mental state can be seriously affected.
For the carer, getting the person they care for to begin to ask for help can be one of the
most difficult times. The person experiencing the problems may feel unable to tell
someone else what is going on for them; they may be frightened or ashamed, feel that
they must sort out the difficulty themselves, or feel that nothing can be done to help.
Although the situation is gradually changing, there is still stigma attached to mental health
difficulties.
Carers should not be afraid to ask for help for themselves, as the caring role can be very
demanding. The carer may well want more information about the particular illness that the
person they care for is suffering from, information about local services, or just someone to
talk to about the situation.
If the person experiencing the problems does not feel able to talk to a health professional
about their difficulties, it may be necessary for the carer to make the first approach to the
GP, who should be able to advise on the options available. Phoning one of the help-lines
mentioned in this section, or Carers Support Service Worthing & District, may help in this
case.
One in Four
It is important for both the person experiencing problems and their carer to recognise that
mental health difficulties are very much a part of modern life, with one in four of the
population seeking help for such a problem at some stage. Unfortunately, acknowledging
that there is a problem can be difficult, but generally speaking, the earlier that help is
sought, the less a person’s life will be seriously affected. The GP may decide that he can
deal with the difficulty himself, and prescribe treatment such as medication, or refer
someone to a course of counselling. The GP will also check the person’s general health,
as there are a number of physical illnesses which can produce symptoms of mental ill
health.
Specialist Mental Health Services
If the GP decides that specialist help is needed, he will refer the
person, usually to one of the Mental Health Services Teams which are
described later on in this section. Each team has a range of specialist
staff that will assess what treatment is needed. Patients are often
treated in the community as outpatients, but if the problem is more
serious the person may be offered a stay in an inpatient unit whilst
treatment is started and the person’s situation is stabilised.

Stays in inpatient care are comparatively short in most cases, but are often
followed by periods of care in the community. There are a range of support services which
operate in the community, from the Mental Health services Teams, to supported
accommodation, day centres, employment projects, advocacy projects, outreach projects
and a county-wide mental health helpline.
Care Plans
If someone has a severe mental health problem or a range of different needs then their
care may be coordinated under a care plan approach (CPA). In these cases there should
be a formal written care plan.
Information
Carers often feel poorly informed about the services that the person they care for is
receiving, and about the nature of the illness they are suffering from. Carers should be
able to approach those professionals providing the care to ask for further information. In
most cases the information will be readily available, although issues of confidentiality may
prevent professionals from passing on information in some cases. Where a carer feels
they are not being given the information they need about the care and treatment of the
person they care for, they should approach the service concerned and make their own
needs for information clear, or contact Carers Support Service, Worthing & District if they
need support in such an approach.

Part of Sussex Partnership NHS Trust, provides general psychological and counselling
services for adults and people with learning difficulties, and specialist psychologists for
neuropsychology, health and pain. Child and adolescent psychology services are now
located at the Children's Centre, Worthing Hospital. Also covers eating disorders, HIV and
autistic spectrum conditions.
CRISIS RESOLUTION & HOME TREATMENT TEAM
Operating on a 24 hour, 7 day a week basis, this multi-disciplinary service run by Sussex
Partnership NHS Trust aims to provide a realistic alternative to a hospital admission during
a time of mental health crisis. Referrals are made by the Mental Health services team and
in-patient services.

Residential Care
RESIDENTIAL CARE
A residential care home provides accommodation with meals and personal care for people
who need assistance and supervision, such as help with dressing, washing, and
administration of medicine. A nursing home provides a higher level of care where there
are medical needs.
West Sussex County Council can provide advice and guidance on choosing a home, and
subject to both a full assessment of the person needing care and a financial assessment,
may provide financial assistance towards the cost of a place in a home.
The decision for someone to go into a home is complex, and involves difficult financial
decisions. There are a number of organisations that can provide information on this, and
checklists that can be used to help select a home. Please contact CSS, Worthing &

list of organisations who can help with information. Do not hesitate to visit several homes
before you make a choice to ensure that all the needs of the person going into care are

Taking a Break
TAKING A BREAK
It is widely acknowledged that to enable carers to continue in their caring role, that many of
them will need occasional or regular breaks from the caring situation. Previously this was
called ‘respite’, but is now more commonly known as ‘short term breaks’.
Short term break opportunities for the person you are caring for may include day care in a
day centre or day hospital, or perhaps someone coming into the home to sit with the
person, whilst the carer gets some time to themselves. Longer term care could be in a
residential care home or nursing home, in a hospital or perhaps a supported holiday.
Access to short term breaks may be ‘open’, e.g. the carer may contact the service directly
and ask for a short term break, or may involve a referral from Health or West Sussex

Time Out and About - this scheme offers outings for carers and the person being cared

Time Out for Carers - this scheme runs every Monday and Friday from The Lovett
Centre, Maybridge Square, Goring-by-Sea., Worthing and provides a safe and stimulating
environment for people with dementia whilst their carer takes a break. A full programme of
activities is on offer including gentle exercise, reminiscence and music, along with a home

break. Once registered with the scheme, the carer can book in advance and leave the

WSCC Adults’ and Children’s Services are responsible for organising and providing a wide
range of services, with the emphasis on supporting people in their own homes, and on
supporting their carers. The services include:

physical disability or physical frailty, dementia or acquired brain injury

ASSESSMENTS
Assessments are conducted in order to determine a person’s need, and to decide what
services can be provided. When you contact the Help Desk, you will be asked to assess
your needs, with assistance if necessary, to find out if you meet the eligibility criteria.
These are used to decide who is most in need so it is important that when you first contact
the Help Desk you do not minimise any difficulties you are experiencing, or feel
embarrassed to describe your situation fully. In order to make their decision about the
services they provide, the Help Desk will probably only have the information that you give
them about yourself and the person you care for. After the initial assessment further
information may be needed to look at your requirements in more detail. This will be
completed with a member of staff, and again, it is important to describe your difficulties as
fully as possible.
The assessment of the person you care for will often be very important to you, as the
services they receive may affect how well you cope. The person you care for may want to
involve you in their own assessment, and this can be helpful, particularly if they find it
difficult to express their needs.

There is a charge for most services provided by Adults’ Services. Where
charges apply, a Financial Assessment will also be carried out. Finally it is important to
remember that if your situation or that of the person you care for becomes more difficult,
then you should ask for a Reassessment of both your needs, so that WSCC can look
again at the services they are able to provide. WSCC publish several leaflets on
Assessments - contact CSS, Worthing & District or the Help Desk for copies.
CARERS ASSESSMENTS
You are entitled to ask for a Carers Assessment in your own right, if you are providing
‘regular and substantial care’. If the person you are caring for is refusing to have an
assessment, you can still ask for a Carers Assessment on its own. It will at least give you
the opportunity for a confidential talk. A Carers Assessment is for two purposes:
• Firstly, it takes into account your needs when WSCC decide what services to provide for
the person you care for. So, for example, a Carer’s Assessment could highlight your
need for a regular break from caring, and therefore result in respite provision for the
cared-for person. Or a Carers Assessment could show your difficulties with helping the
cared-for person have a bath, and result in bathing aids being provided.
• The second purpose of a Carers Assessment is to determine your own need for
services.
CARERS SERVICES
West Sussex County Council has a policy to enable carers to arrange and purchase the
services they need to support them in their caring role and maintain their own health. This
will mean that subject to a Carers Assessment, carers may be able to receive a payment
from the County Council and pay for the service themselves; alternatively the service could
be arranged for them. The intention is to make services that support carers more flexible
and give carers a greater say in the type of help that they require. Under this policy carers
can receive a one – off discretionary payment towards a specific service in a year. This
could be towards a particular item or time limited service. Following consultation with
carers, specific examples of carer services have been suggested including; gardening
blitzes, help with tasks around the home, funding towards leisure/adult education classes,
assistance with travel, complementary therapies or help towards domestic equipment.
Particular areas where carer services would be considered as a priority:
• Where the cared for person refuses a community care assessment and /or services
• Where a carer cannot access short breaks / respite services
• Where there is real risk to the sustainability of the caring role or to the carer’s general
health
The County Council is funding this initiative from the Carers Special Grant to pilot this
policy and support the implementation of the Carers (Equal Opportunities) Act 2004.
Under the policy carers will not be charged for carer services and so no financial
assessment is required. An important exception is that a Direct Payment cannot be given
under this policy to a carer to pay for a service provided to the cared for person. For more

HOME CARE
This is care provided in a person’s home, usually by a Home Care Assistant, following an
assessment of the cared-for person’s needs. Care is targeted at people with more
complex needs, and there is a charge for home care and day care services based on the
financial position of the person receiving the services. Leaflets explaining the charges are
available from your local Help Desk, ICIS or CSS, Worthing & District, as are details of
private agencies providing private home care services.
HOSPITAL SOCIAL WORKERS
There are agreed procedures between hospitals and WSCC. These make sure that
anyone who may require support services or equipment on leaving hospital is entitled to
have their needs assessed and an appropriate care package arranged before being
discharged. Carers should be involved in this process. Social workers based at hospitals
can offer assistance with non-medical problems or queries, and can advise the patient and
carer on how to obtain more help in the home. If you are unsure about any aspect of how
you will cope when the person being cared for comes home, do ask to see the hospital
social worker.
OCCUPATIONAL THERAPY (OT Connect)

Occupational Therapists provide assessment and advice on all aspects of managing a
disability. They can arrange to visit you at home, talk through and assess what is needed
and arrange, following an assessment, for the provision of any necessary equipment for
the home. An occupational therapist will also advise on adaptations to the home and
sources of funding.
REGAINING INDEPENDENCE SUPPORT SERVICE
Short-term rehabilitation service to help people regain independence with everyday tasks
at home. Support is provided for six weeks whilst longer term arrangements can be put in
place if needed. Available to anyone living in their own home experiencing difficulties with
daily living activities, whether they have just left hospital or have not been coping as well
as they would like. A benefits advisor will visit to determine if the client should contribute
financially and how much they should pay. An occupational therapist will complete an
assessment and discuss what support and equipment could be provided which might help
to achieve independence. A social worker will discuss what options there are when the
scheme finishes. If support is still required it may be possible to have a personal budget
giving choice and control over what is provided. One of the criteria for access to this
service is that it must be possible for persons receiving such support to regain their
independence.

SAFEGUARDING ADULTS
If you suspect an adult is being abused and think the danger is immediate ring the police
on 999. If it is less urgent, please contact your local WSCC office during office hours
(9am-5pm). Tell them it is an adult protection referral and ask to speak to the Adults
Help Desk. At all other times, including nights, weekends and bank holidays, contact
Sussex Police, who will either act themselves or contact WSCC for you. Alternatively
contact WSCC 'out of hours' service on 01903 694422.
SELF DIRECTED SUPPORT
West Sussex County Council is committed to increasing independence and choice for
people who are assessed as needing support. Self Directed Support is the name given to
a variety of ways in which people can control their own funding for social care and can
choose their own support e.g. Personal Budgets where a sum is allocated to meet a
person’s support needs and they can spend it in the way that best meets those needs.
This could include a Direct Payment to pay for the employment of a Personal Assistant or
to buy care from an agency. Some people choose to spend the money on domestic
support so that their carer can concentrate on personal care. Others prefer their social
worker to make arrangements for them. Contact your locality office for information and to
request an assessment.

YOUNG PEOPLE WITH CARING RESPONSIBILITIES (YOUNG CARERS)
A young person with caring responsibilities is someone under the age of 18 who
takes some or all the responsibility for the care of someone, usually a member of
their family. This may be a parent, brother, sister or other relative who has a
long term illness or disability. Many services will want to know what kind of
help is needed and therefore it may be useful to talk through your situation
first with someone you know and trust (e.g. teacher, school nurse, doctor
or Youth Worker); someone who will support you in talking to the person
you care for and to any services or organisations you contact.
