Classification Structure Regulation
Chapter One
1 - Purpose:
This regulation will describe and explain the policy number 0353 dated 25 Sep
2013 of Military Occupational Specialty and Additional Skill Identifier
Classification Structure at ANA based on Tashkil, force structure, Soldiers
Noncommissioned officer and Officers service duration management consonant to
the eligibility, professional, education level and expertise by using the education
and increasing the training capacity and combat readiness of Independent
Directorate, Intermediate Commands, Divisions, Afghan Air Force and Regional
Corps
in accordance with General Staff
training and education department,
Afghan National Army Training Commands, Defense University guidance’s and
Ministry of Defense Military Strategy.
2 – Applicability:
This regulation applies to all Afghan National Army active duty service members
including the Afghan National Army Male and Female.

3 - Proponent with Exceptional Authority:
The Chief of General Staff serves as the approval authority for this regulation and
he has the authority to approve and revoke this regulation in accordance with the
enrolled policies and laws of Afghanistan.
4 – Assistance Ministry of Defense for Strategy and Policy:
Responsible for development of all approved ministry of defense policies and
coordinate with other ministries regarding educational documents, scholarships,
returning of students back from out of country training, stamp their completion
certificates and process their paperwork and then send the required documents to
the Assistance Ministry of Defense for Personnel and Education.
5 – Assistance Ministry of Defense for Personnel and Education:
Assistant Minister of Defense for Personnel and Education (AMoD P&E) will
execute all the relevant documents through General Staff Personnel (GS G1) to
provide in country and out country professional training and education to Afghan
National Army personnel.
6 – Inspector General:
Responsible for implementation of approved policy and regulation based on
assigned job descriptions.
7 – Distribution:
This regulation will be publish and distribute to all Assistance Minister of Defense,
Independent Directorate, Regional Corps, Afghan Air Force, Divisions,
Intermediate Commands, Brigades and Kandaks G1/S1 levels.

Chapter Two
Responsibilities:
General Staff:
General Staff, Personnel (GS G1):
1 – Creation, publication, implementation and evaluation of Military Occupational
Specialty and Additional Skill Identifier Classification Structure Regulation at
Afghan National Army (ANA).
2 – To manage the development of force and sustain the capacity of training,
education and combat readiness at internal and external courses for Officers,
Noncommissioned Officers and soldiers regarding Military Occupational
Specialty and Additional Skill through GS G1 branch managers and training and
education directors.
3 – Evaluate, manage and track the ANA professional branch schools and the
internal and external training and education career path regulation implementation
process based on requirements of policy number 0353 dated 25 Sep 2013, policy
number 0564 dated 07 Oct 2012, policy number 0752 dated 02 Feb 2011, policy
number 0332 dated 24 Feb 2008, policy number 0140 dated 05 May 2012, Afghan
National Army Personnel Strength and Accountability Report (PSAR) Policy
number 090 dated 06 Aug 2008 and personnel security policy in consideration of
Military Occupational Specialty and Additional Skill training standards for
officers, Noncommissioned Officers and soldiers will establish by branch schools

directors and then will send to Chief of General Staff (CoGS) for final approval
and implementation.
4 – To identify and manage personnel career and professional paths as required by
Afghan National Army by professional inherent and training and education
directorates for introducing and obtaining training at courses and schools to
develop Military Occupational Skills based on policies.
5 – Allocating Officers, Noncommissioned Officers and Soldiers based on
approved Tashkil by their Profession, military occupational skill, Rank and merit
after a certain period of training and education and branch schools completion by
the General Staff personnel Section (GS G1) inherent directorates of Service
Support, Ground and Air Force Deputy Directorate, Planning Directorate and
Personnel Management section after the Position Directorates review on units
personnel strength accountability report in considering of line and paragraph
number based on assigned military occupation skill, the assignment order will be
disseminated through General Staff Personnel Section (GS G1) assignment board
to obtain minister of defense approval. Templates of the mentioned documents are
attached to this procedure.
6 – Noncommissioned Officers and Soldiers distributing will be done after
graduation of each organizational training period and to send graduated service
members list to General Staff (GS) planning and strategy directorate for seeking
Chief of General Staff (CoGS) approval. Once approved by Chief of General Staff
(CoGS) will send approved list to General Staff Personnel Section (GS G1) then
GS G1 enlisted directorate will prepare assignment order for distributing enlisted
to the units based on ethnicity and provincial breakdown along with their official

letter, salary notification letters and the inherent files will also be officially hand
over to their relevant units.
7 – If an officer, Noncommissioned officer or soldier will transfer or re-assigned
from one unit to another unit in addition to have salary notification letter need to
have professional military training and additional skill record letter as notification
from his/her relevant directorates and officially hand over to his/her next
assignment cadre directorate which the template is attached to this regulation.
Chapter Three
General Staff Legal Department (GS Legal):
- Responsible to provide oversight based on Tashkil and approved training
and education, Military Occupational Specialty and Additional Skill
Identifier Classification Structure policy to aim ANA Officer,
Noncommissioned Officer and soldier transparency from the legal
prospective.
General Staff Finance Department (GS G8):
- In coordination with General Staff Personnel Section (GS G1) forecast the
Officers, None Commissioned Officer and soldiers required supporting
budget regarding training and education and incentive pay to retain the
Afghan National Army personnel who has additional skills and professional
training as it mentioned in Afghan National Army policies and orders.

General Staff Operation Department (GS G3):
- To execute in accordance of Tashkil Development and Military
Occupational Specialty (MOS) in coordination with General Staff Personnel
Section (GS G1), General Staff Training and education Section (GS G7),
Afghan National Army Training and Education Command (ANATEC) and
Afghan National Defense University (ANDU) regarding development of
readiness and Afghan National Army professional requirements.
Afghan National Army Recruiting Command (ANARC):
- To execute in accordance of Afghan National Army force training
requirements based on Chief of General Staff (CoGS) orders to include
male and female accession to the professional training centers like Joiner
Officer Course (JOC), Officer Candidate course (OCS) and one uniform
courses (1U).
General Staff Training & Education Department (GS G7):
- To identify the required sources, capacities and education curriculum
development then provide the training and education time table to General
Staff Personnel Section (GS G1) and Operational Commands and also
evaluate all training and education process at Afghan National Army.
Afghan National Army Training Commands (ANATC):
- Incharge of all military and other training and education management, to
identify capacities and provide the training and education time table to the

General Staff training and education Section (GS G7) to coordinate with
other relevant organization.
Afghan National Defense University (ANDU):
- To evaluate and focus the military professional training and education which
are managing by National Military Academy of Afghanistan (NMAA),
Command and Staff College (CGSC), Military High School (MHS) Foreign
Language Institute (FLI), Juniors Officer Academy (JOA),
Noncommissioned Officers Academy and also identify the capacities and
provide and coordinate their relevant training and education time table with
other General Staff organizations.
General Staff Intelligence Section (GS G2):
- To identify Afghan National Army personnel classification levels from the
view point of intelligence based on personnel security policies during peace
and war time.
General Staff Inspection Section (GS IG):
- Responsible to evaluate the implementation of approved policies and
regulation based on job description.
Operational, Air and Supporting Commands:
- Commanders at all levels are responsible to ensure all the G1s/S1s need
know and get familiar with military occupational specialty and career map

for Officers and Noncommissioned Officers to support the personnel
strength management and career road map procedures.

1 – I am an honest person and use the scholarship only for training purpose and will return to the country
after graduation to serve for ANA.
2 – If I will return to the country during training for accrued leave will go back to the host country for
completion of complete training.
3 – Will obey the host country all enrolled laws during my training.
4 – I am obligated to serve at ANA for each in country and out country 1 Day training (3 Days Service)
for one month three months and for one year three years.
