BUSINESS PROCESSES: PROJECTS
MANAGED BY MUNICIPALITIES
• Monthly reports on expenditure and progress on
funded projects were submitted to the department
• Communication with regards to the unspent funds
to be returned to National Treasury was sent out to
municipalities
• Email reminders to submit financial
statements/financial reports sent out
CHALLENGES
• Contract staff. There has been no decision on the
issue of contract staff. As a result there is a high staff
turnover at libraries and this contributes to savings
• Overlapping of the provincial and local
government financial years. This can result in
projects not finalised on time to be reported on the
first quarter of the following financial year.
• Lack of communication from National Treasury
regarding rollovers
• Insufficient funding to meet the needs of our client
communities
SUCCESSES
• Wheelie wagons take library services
to communities with small pockets of
population in deep rural areas
• ICT access to rural communities
• Increased staff capacity resulted in
increased services e.g. extended
library hours
• Library material bought to enhance
reference and indigenous languages
SUCCESSES cont…
collections in libraries
• 100% expenditure for two consecutive
years
IMPACT IN COMMUNITIES
• The appointment of staff kept the
doors of libraries open in many
communities
• Skills development as staff were now
able to attend training courses
AREAS TO IMPROVE ON
• Nurturing good working relationship with
municipalities (Intergovernmental Framework
Act,2005)
• Involvement of Library Managers in the
development of business plans in municipalities
• Adherence to set deadlines
• Communication of changes in municipalities
management
• Communication between finance sections of
municipalities and library managers
• Frequent expenditure monitoring visits
