The annual School District Report Card provides essential information to the public on
student achievement and the general performance of the Ketchikan Gateway Borough
School District.

This report contains enrollment, attendance, graduation rates, and student achievement
data for the 2013-2014 school year. Additionally, it provides financial information and
facts about the District staff. If you have questions concerning this report please feel
welcome to contact me directly at 247-2109, the Principal of your child’s school, or
members of the Board of Education. Contacting Board Members may be done through
the Board’s Administrative Assistant at 247-2109. The Board typically meets the second
and fourth Wednesday of each month (there are exceptions!) and welcomes your
comments.
The 2014 (FY14) Report Card shows gains in school performance, increasing student
achievement, and more efficient use of funds. The Alaska Department of Education rates
schools through the Alaska School Performance Index, the ASPI. ASPI scores are
converted to a star rating system with 1 star the lowest and 5 stars the highest. KGBSD
schools performed very well in FY 14. Pt. Higgins was awarded 5 stars and the
Ketchikan Regional Youth Facility also gaining 5 stars. Fawn Mountain, Houghtaling,
Tongass School of Arts and Sciences, Ketchikan Charter School all earned 4 stars.
Schoenbar Middle School and Ketchikan High School earned 4 stars. Revilla and Fast
Track earned 3 stars. Collectively these stars form a constellation of a well performing
school district. Our student’s achievement scores indicate the Response to Intervention
(RtI) and Positive Behavior Support (PBS) programs, along with preschool are paying
dividends. Across the board growth in all of the elementary schools is evident. How we
use money to support the classrooms shows a determined effort to apply funds to direct
instruction. State law requires that 70% of district revenue goes to direct instruction. We
had 80%, well over the requirement and the highest effort in the state. FY 14 was a good
year for the Ketchikan Gateway Borough School District.
How can we best serve your children and the community? We want to know what you
think. The focus of the report card is to provide the public with information on programs
and operations of the District. We hope it sparks questions, ideas, suggestions and
recommendations on how the District can best meet the mission of providing “high
quality instruction to every student within a positive environment reflective of
community needs.” Each school has a school improvement plan. An important part of
that plan is community engagement. Your participation in planning academic programs is
a part of our success. The Board and school district staff welcomes your participation in
planning school programs.

What
are
SBA’s?
The Alaska Standards-Based Assessments (SBA) is a standards-based test
developed specifically for Alaska's students. In grades 3 through 9 these
assessments are designed to estimate the degree to which students have mastered
the Academic Performance Standards for reading, writing, and mathematics outlined
in the Alaska ELA and Math standards. Results are valuable to schools and school
districts in determining whether students are making academic progress. The
results are also used to determine what star rating a school received usnder the
Alaska Schools Performance Index (ASPI) as required by the Federal No Child Left
Behind law. Students in grades 3-10 across the state are required to participate in
the Alaska Standards-Based Assessments.

Alaska Department of Education & Early Development has released the results of the state’s accountability and support system for Alaska’s public schools. The Alaska School Performance Index (ASPI) gives each school a score on a star rating scale . This year’s ASPI school scores are based on student performance in school year 2013-­‐2014.

Alaska Digital Academy
In the summer of 2014, the Ketchikan Gateway Borough School District was awarded the "Digital Teaching Initiative Grant" to
start the Alaska Digital Academy. The intention of the newly founded Alaska Digital Academy is to deliver high quality interactive
distance courses to Alaskan middle and high school students. Together with the school districts from Craig, Annette Island,
Klawock, Hydaburg, and Southeast Island the Alaska Digital Academy hopes to offer increased opportunities for our students
through a Enriched Virtual instruction model.
This website site will provide an online portal to high-quality interactive courses for middle and high school students taught by
experienced, highly qualified teachers who are proficient in distance technology and who understand alternative forms of
education. Through the Digital Academy students will have access to teachers throughout the school day, after school hours, and
when school is not in session. Using Individualized Learning Plans, assessments and the Alaska State Standards, educators will
customize learning to fit each student.
“This is an opportunity to strengthen 21st century best practices in Alaska and provide greater access to high-quality teachers
and content for more of our Alaskan students,” Alaska Education Commissioner Mike Hanley said.
Through an innovative approach that combines digital learning, blended learning, and an emphasis in science, technology,
engineering, and math (STEM) students will not be restricted by the traditional school day or course offerings. The "classroom",
supported by a highly qualified teacher will no longer be hindered by the walls of a building. Individualized learning can take
place on site, at home, on the boat, or in the field. With teachers available in person, through video conference, by chat or on the
phone, students can get help when they need it, not just during school hours. Students through the Academy will be able to take
advance AP courses to qualify for the Alaska performance scholarship, take courses that do not fit in the traditional school day, or
obtain credit recovery.

Ketchikan Gateway Borough School District uses FlashAlert.net to send
emergency messages, and school closures. Parents and community members
signed up for FlashAlert will receive up to date school closure and emergency
information, and news releases through e-mail and cell phone text messages.
