Solar Project Finally
Sees the Light

The 20-megawatt (MW) solar project that has been on and off the table
since the first of the year, finally came
to a vote at Tuesday’s meeting of the
Northampton Board of Supervisors.
The project, proposed for a farm at
15446 Seaside Rd. just east of Eastville, faced mixed reviews by some of
the supervisors.
The main concern centered around
the fact that the company was not allowed to be taxed by the county because of a state policy prohibiting localities from taxing solar projects that
do not exceed 20 MW.
Following meetings with Hecate,
the board ironed out an agreement for
a $200,000 upfront cash payment to
the county from Hecate plus annual
fees that would provide an additional
$782,488 over a 35-year period.
Following additional questions by
the supervisors, they voted 3-2 to allow Hecate to proceed with the project.
(Supervisors Granville Hogg and Robert Duer voted against the project.)
A second contentious special-use permit (SUP) request that has simmered
since the first of the year was from Eastern Shore Rural Health (ESRH) to construct a health care facility on the west
side of Lankford Highway just south of
the Eastville traffic signal.
Initially recommended to the board
two months ago by the Planning Commission, the request hit a roadblock as
some of the supervisors opposed the location. ESRH’s plan calls for a de-acceleration lane for the southbound lane of
Lankford Highway as well as the closure

Zoning Debate Heats Up

An estimated 150 to 200 people,
many wearing yellow T-shirts with the
message “Keep 2015 Zoning,” attended a public hearing Wednesday night
at Northampton High School on proposed zoning changes.
Once called the “silent majority”
who supported zoning changes passed
by the Northampton Board of Supervisors in December — just before two of
the five supervisors were ending their
term — the pro-2015 zoning group was
the vast majority among the speakers for the first two hours of a nearly
three-hour hearing.
However, toward the end of the
hearing, the supervisors and members
of the Northampton County Planning
Commission heard from a number of
speakers who supported the board’s action in January to repeal the month-old
zoning plan and revert to the 2009 plan
with amendments, now called the 2016
Proposed Zoning Code.
Speakers sporting the yellow T-shirts
said the 2009 zoning plan was “a flawed
document” that is not business friendly,
is overly complex with its 270 pages of
text and places too heavy a tax burden
on the agricultural and residential communities. They cited declining population, calling Northampton “the poorest
county in the state,” and said the county
needs “additional sources of revenue.”
“Moving backward is not the an-
swer to anything,” said Pat Coady, also
questioning the legality of the process
the supervisors used to arrive at Tuesday’s public hearing.
Referring to the 2016 Proposed
Zoning Code, Christine Tankard said,
“It does not seem reasonable the way
it was developed,” calling the process “not transparent with little public input. … It is ridiculous to adopt a
700-page document that needs to be
cross-referenced.”

Contested races for mayor will be
held for the Eastern Shore towns of
Chincoteague, Onley, Parksley and
Cheriton when voters go to the polls on
May 3, according to registrar offices in
Accomack and Northampton counties.
On Chincoteague, the bout will be
among three contestants. Former Accomack Supervisor Wanda Thornton (a
former councilwoman), Councilman J.
Arthur Leonard and resident Charles
(Chuck) Ward are vying for the top spot.
Former Onley Mayor Billye D. Custis will challenge Mayor Jack Pierson.
In Parksley, Councilman Steve Atkins will go up against Mayor James
Eichelberger.
Cheriton Mayor Joseph A. Hable is being challenged by Warren (Ski) Wisneski.

Lawsuit Seeks $5 Million from Driver, Company in Bus Fatality

A $5 million lawsuit that alleges a
bus driver and the company for which
he worked are responsible for a fatal
crash in Accomac last year was filed recently in U.S. District Court in Norfolk
Attorney Jack Thornton III, administrator of the estate of the victim, Sauveur Brice, is suing the driver, Jihua
Chen, 38, of 72nd Road in Flushing,
N.Y., and United Bus & Travel Inc. of
Fresh Meadows, N.Y.
Sauver, 66, of Dreamland #1 in Accomac was found dead in the median
strip of Lankford Highway in front of
Perdue Foods — where he worked —
about five hours after a bus struck him
on March 31, 2015, according to a State
Police report.
According to court documents, an
investigation showed that around 3
a.m., “a 2001 Vanhool Charter Bus was
traveling southbound when the driver struck a Haitian male who was attempting to cross the highway.”
Chen was charged with leaving the
scene of the crash, a felony. A jury trial
is set for March 22 in Accomack Circuit
Court for that criminal case. Chen is
free on $15,000 secured bond.
Shortly after Chen was arrested,
State Police Sgt. Michelle Anaya said
investigators found that Chen “stopped
the vehicle and made a quick search
around the immediate area of the bus
before leaving the scene.”
The lawsuit states, “Brice left the
Perdue facility … after his work shift
ended, and was walking in a southerly
direction towards his residence not far
from the facility.”
It also claims that Brice’s spouse,
Kettelie Joseph, and his children, deserve compensatory damages for “sorrow, grief, mental anguish … and services, protection, care and assistance
… and expenses for the funeral services … and other expenses incident to
his injuries and death.”
“Chen had the last clear chance to
avoid the collision because he was traveling along a flat, straight, dry portion of
U.S. 13, after midnight, with virtually no
highway traffic to distract him, and his
headlights illuminating the highway for
hundreds of feet in front of the bus,” the
suit claims. “Chen drifted to the right …
outside the far right southbound lane,
encroaching into the enlarged, paved,
shoulder area.”
The lawsuit further claims Chen and
the bus company are liable because the
death was the result of the “recklessness and negligence of Chen, including
failure to keep a proper lookout, keep
the bus in the lane and under control …
and failure to stop at the scene, which
“enhanced the injuries” of Brice “as he
was rendered helpless and was denied
prompt medical attention.”
It also claims Chen failed to use his
side mirrors and “to have adequate rest
to avoid becoming fatigued while operating a commercial passenger bus.”
“At the moment of the substantial
collision, the entire right front windshield of the bus shattered, however
there is no evidence that Chen, the bus
operator, ever stopped at the scene to
examine the situation, to render assistance, or to notify law enforcement
officers, and instead continued traveling southbound through the Chesapeake Bay Bridge-Tunnel towards his
intended destination,” the suit alleges.
When day broke and Brice was discovered, law enforcement officials were
notified and surveillance cameras at
the bridge-tunnel “pinpointed the …
bus and then eventually confirmed the
driver as Chen, and the bus owner as
United Bus.”
The lawsuit says, “Chen was acting within the scope of his employment
and as the agent of United Bus when
he decided to flee the scene … in an effort to avoid responsibility for causing
the injuries to and ultimate death.” It
states, Brice was on the shoulder of the
road “when he was suddenly struck and
killed.”
Thornton is asking for a jury trial.
Chen and the bus company have not
yet answered the allegations. They
have 21 days, until around March 21 to

MEETING AND PUBLIC HEARING
INVITATION FOR BIDS AND REQUESTS FOR
PROPOSALS
Notice is hereby given, pursuant to Article VII, §9 of the
Constitution of Virginia and Chapter 21 of Title 15.2 of the Code of
Virginia, that the Town Council of the Town of Melfa will consider for
adoption, following a public hearing thereon, at the meeting described
below, an “Ordinance Providing for the Grant by the Town of a
Non-Exclusive Franchise For the Use of Certain Public Streets,
Rights-of-Way, and Other Public Places For the Construction,
Operation, and Maintenance of a Cable System as Defined in the Cable
Communications Act of 1984, As it May Be Amended or Superseded.”
The proposed ordinance, along with other matters duly
announced in advance, will be considered at a special meeting of the
Town Council which will be held at the Town Hall at 19538 Main
Street in the Town of Melfa on March 22, 2016, at 7:00 p.m. (Eastern
Daylight Time). A copy of the proposed ordinance may be inspected at
the Town Hall prior to the meeting.
In anticipation that the ordinance may be adopted, the Town,
pursuant to the constitutional and statutory provisions cited above,
invites interested persons or firms to submit bids and proposals for
one or more franchise agreements pursuant to the proposed
ordinance. Franchises shall be for a term of 10 years, with the
possibility of one automatic extension for an additional term of 5 years,
unless the Town or the franchisee notifies the other party in writing of
the desire not to exercise the automatic extension at least 3 years
before the expiration of the initial 10 year term. Franchisees shall
provide, at minimum, cable service to subscriber residences within the
service area where the incumbent franchisee currently provides
availability of cable service.
Sealed bids and proposed franchise agreements shall be
submitted in writing to the Town of Melfa, c/o Melfa Town Attorney,
36316 Lankford Highway, PO Box 266, Belle Haven, VA 23306-0266,
on or before 5:00 p.m. (Eastern Daylight Time) on March 16, 2016;
however, the Town shall allow an opportunity, pursuant to Va. Code
§15.2-2102 for additional bids to be received at the meeting noticed
above on March 22, 2016. The bid envelope should be marked on the
outside for identification as “Cable System Bid and Proposal.” Award
of one or more franchises shall generally follow the procedure
outlined in Va. Code §§15.2-2102 and 15.2-2103, and the Town reserves
the right to reject any or all bids and proposals, as the best interests of
the Town may appear.

Society Executive Director Kimb Denny, is bringing a
farmers’ market to town.
People initiating separate, efforts to create a farm market in Cape
Charles learned of each other’s activities and teamed up to form a unified
vision for a market to serve the Lower
Shore. Barbara O’Hare and Karen Gay
started to plan for a market for downtown Cape Charles. Simultaneously,
Denny saw the market as a vehicle to
encourage people to visit the museum
as well as a gathering and shopping
place for area residents. The town also
had been exploring the idea, and independently coordinated a one-day event
to be held Saturday, May 28, in hopes
that it would provide the running start
this idea needed.
When the groups converged, much
discussion took place about the logistics and location of the market. Everyone agreed that it would be a good idea
to hold the market at the Cape Charles
Museum and Welcome Center, 814 Ran-

Exmore Town Council Considers Range of Financial Issues

Exmore Town Council conducted
a public hearing to receive comments
on a proposal to change the business
license fees for new businesses that establish in the town.
The ordinance would allow the business owner to pay a flat fee of $30 for
each of the first two years, after which
the standard Business, Professional,
and Occupational License Tax (BPOL)
tax would be put in place.
Kenneth Carpenter, one of only two
speakers to address the issue, questioned the fairness of allowing one business a tax break over another. Carpenter
asked how the town would compensate
existing businesses in order to be fair.
Carpenter said it would take more than
a tax break to attract new businesses.
Wardtown resident Ken Dufty spoke
in support of the proposed change, noting that the town has a reputation for
being a good place to live and operate
a business.
On a vote of 5-0 (Councilman G.W.
Adkins was absent), council approved
the modification.
In other business, Phil Custis, representing Randy Custis Park in Nassawadox, asked for funding to help expand the park. Custis asked council to
consider providing $15,000 each of the
next two years.

funding for the project, Walker asked
council to endorse the concept and to
help with a site for it. He said the park
could help attract families with children to the area. Council agreed to discuss the project at the upcoming budget session.

owners of abandoned or unlicensed vehicles $50 to owners for their disposition. Dukes suggested it be increased
to $100, with the possibility of an additional fine of $500 if the fee is unpaid.

Chincoteague officials voted Monday to have their new attorney, David Rowan, examine a memorandum
of understanding with the U.S. Fish
and Wildlife Service (FWS) regarding
the relocation of Assateague beach to a
new site on that island.
The agreement would allow a town
representative to sit on a panel that
would design the new beach area and
parking lots. However, the panel would
not be able to share information with the
public unless the FWS gave permission.
Councilmen Jim Frese and Ben Ellis were not happy with that restriction and felt that in the end the FWS
would do as it pleased. Others, like
Mayor Jack Tarr and Councilman
Gene Wayne Taylor, agreed that being
represented on the panel would allow
them to give their opinions.
“How else are we going to have input?” asked Tarr.
“You do need to be there,” said Taylor. “You work things out for the best.
Things can get done. Stay calm and
work things out together.”
Also on the panel would be representatives from the National Park
Service, Army Corps of Engineers, the
state and Accomack County.
Council approved a contract with
Branscome Eastern Shore for $385,303
for several paving projects. A breakdown showed Ocean Boulevard/Pension Street milling, base and surface
for a total of $292,415; Curtis Merritt Harbor paving for $40,711; Ocean
Boulevard extended trail paving for
$21,015; and various sidewalks, paving
and gutters totaling $31,162.
The town also announced that it is
applying for grants to fund the replacement of the well-visited four giant Adirondack chairs that spell the word
LOVE. The chairs were toppled and
broken by Winter Storm Jonas in January. The chairs were each 10 feet tall
and weighed more than 500 pounds.
Also in the works are plans to put up
a story board near the pony swim area.

Petitions asking Accomack County
to send paid fire/medics to Saxis are
circulating and have been signed by
more than 200 residents, according to
Saxis Volunteer Fire & Rescue Chief
Aubrey Justice.
The chief said they want paid services to be closer to home during the
day when volunteers are at work. The
company runs calls not only on the island but also to Sanford, Messongo,
Grotons, McKinley Park and an area
known as “Long Road.”
Justice plans to present the request
to the county Board of Supervisors next
week. He said in 1992 the community asked for paid workers to be funded
with a tax increase. Since then, property owners have been paying the tariff, but the service stopped between
two and three years ago, he continued.
At that time, the paid fire/medics were
moved to Oak Hall, 14 to 16 miles away.
Although the average response time
is within the acceptable 20-minute
window when based on the number
of calls answered during the day, the
next closest ambulance is in Bloxom
and that could take “at least” 25 to 35
minutes to get to Saxis, Justice added.
He said Greenbackville residents also will be coming forward to complain.
The issues stem from a recent proposal to add paid services to the southern
end of the county. Painter volunteer firefighters are preparing for an ambulance
service there that would be run by Accomack Public Safety. The ambulance is
being provided by Wachapreague Volunteer Fire Company. The supervisors have
proposed a 3-cent per $100 valuation tax
rate hike on real estate (for all but Chincoteague, which has its own program) to
pay for the service.
“We are not against what Wachapreague and Painter are trying to do,”
said Justice. “I commend them. But
let’s play fair. Don’t forget the same
problem exists in the north.”
Justice said there are more than 200
people living on Saxis and a lot more
in the surrounding areas. When Tall
Pines Campground starts its season in
a couple of weeks, the population there
will grow to between 800 and 1,800.

offerings by making more use of the
former middle-school complex, adding

an in-ground pool.
Kabler urged the board to endorse a
request for the Parks and Recreation
and the economic development director
to study the feasibility of developing a
program for the reuse of the building.
Such reuse also might include adding
it to the Enterprise Zone, adding a community kitchen, and using portions of
the building for community gatherings.
The board voted unanimously to direct the group to proceed with the study.
At the end of the meeting, those in
attendance were offered an opportunity to address the board.
Bill Parr spoke on the need for the
board to seek additional sources of revenue rather than just struggling with
where to make cuts from budget requests each year. Commercial development would increase the county’s tax
base, Parr said.
Machipongo resident Pat Coady
pressed Duer about statements regarding the need to look out for the Town of
Exmore first, before the county, noting a
possible conflict of interest. (Duer is the
town manager for Exmore). He urged
the board to make decisions in the best
interest of all of the citizens of the county, not just what would be best for one
town or one group of lobbying citizens,
regardless of who they are.

Retired F&M Teller Dies
Mrs. Frances Wimbrow, 90, of Accomac, wife of Charles Edward Wimbrow, passed away Tuesday, March 1,
2016, at her residence.
Born in Snow Hill, Md., she was the
daughter of the late Grover and Lena
Mears Young. Mrs. Wimbrow retired as
a head teller after 35 years of service
at F&M Bank.
In addition to her husband, survivors include her daughter, Sandra Finney of Parksley; grandchildren, Gregory Edward Finney and family of Accomac, Douglas Scott Finney and family
of Chincoteague, Kristie Finney and
family of Onancock, and John Michael
Finney and family of Tasley; and four
great-grandchildren. Mrs. Wimbrow
was preceded in death by four sisters
and a son, John Edward Wimbrow.

child of a career Naval officer, she lived
all over the country in her youth, and
spent much of her time among family
on Oahu, Hawaii, and in Camden, S.C.
She moved to Onancock in the late ’90s.
She will be remembered for her
quick wit and charm, musical talents
(a violist, and an original member of
the Orchestra of the Eastern Shore),
myriad creative artistic touches, ad-
miration of libraries and books, interest in maps and cartography, prowess
at mah-jong, position as second-best
cribbage player on the Shore (according to Pooh Johnston), knitting talents,
ability to find the perfect gift you didn’t
know you needed, and love for her late
Jack Russell terrier, Joey.
She is survived by her sister, Shannon Heath Wilson (Michael) of Honolulu, Hawaii; children, Shannon Foster Gordon (Chris) of Onancock, David Heath Foster (Betsy) of Minneapolis, Minn., Laura Elizabeth Miller
(Tyler) of Winthrop, Wash., and James
Woodbridge Foster (Molly) of Easton,
Md.; eight grandchildren; and six

She was a lifelong dedicated member
of Union U.M. Church, where she sang
in the choir, and taught Sunday School.
Her love of her church, family and community, with her caring actions, will
live forever in the hearts of many.

Mr. Milton Garland “M.G.” Kil­l­­­
mon Jr., 79, of Wallops Island, formerly of Keller, husband of Suzanne
Somers Killmon, passed away Friday,
March 4, 2016, at Coastal Hospice at
the Lake in Salisbury, Md.
Born in Pungoteague, he was a son
of the late Milton Garland Killmon and
Louise Miller Killmon. He served in the
U.S. Army, retired from Delmarva Power Company as a lead lineman after 22
years of service, and attended Emmanuel Episcopal Church in Jenkins Bridge.
In addition to his wife, survivors include his son, Keith Killmon (and wife,
JoAnn) of Annapolis, Md.; granddaughter, Karen Lalonde (and husband, Geoff)
of Hertford, N.C., and their sons, Jason and Dylan; special daughter, Amy
Sue Carlson (and husband, David) of
Newport News, and their sons, Gabriel
and Nathaniel; and several nieces and
nephews. Mr. Killmon was predeceased
by two sons, Charles Stedman Killmon
and Kevin Robert Cayer Killmon; a sister, Thelma Lee Killmon Lester; and a
brother, James Fitzhugh Killmon.
A private memorial service and celebration of Mr. Killmon’s life will be

Birdsnest Woman Dies Eastville Man Passes Away
Mrs. Anna Farren Powell, 88, of
Birdsnest, wife of the late John T. Powell Sr., passed away Friday, March 4,
2016, at her residence.
A native of Philadelphia, Pa., she
was the daughter of the late Joseph
and Mary Hultz Farren.
Mrs. Powell is survived by her children, John T. Powell Jr. (and wife, Dora) of Mexico, James Powell of Belle
Haven, Sharon P. Mapp of Birdsnest, Gary Powell (and wife, Chong)
of Seoul, Korea, and Randell Powell
(and wife, Charlotte) of Wachapreague;
grandchildren, Angie, Jason, Alex, Jordan, Matthew, and Christopher; and

Melfa Retiree Dies
Mr. M.C. Fry, 90, who retired to
Melfa, died Saturday, March 5, 2016,
in Columbia, Md.
Born in Wall, Texas, this amazing
man loved fishing, flying, and hunting
and passed that love on to his grandchildren. He lived his life with daring
adventure. Mr. Fry joined the 2nd Marine Division in 1941 at the tender age
of 16, serving his country during World
War II in the Pacific. After establishing
himself, he traveled to Europe, Mexico,
Australia, New Zealand, Egypt, Central America and much of the United
States with gusto. Mr. Fry drove race
cars with the best, enjoyed scuba diving, and flew himself and his family in
his own four-seater Cessna. He lived
in the Washington, D.C., suburbs and
founded Fry Plumbing and Heating.
Mr. Fry retired to enjoy the pleasures
of Virginia’s Eastern Shore.
He is survived by his daughter, Eva
Rose Collins; sons, Michael Conrad Fry
and Roybn Fry; grandchildren, Thomas John Collins, Jessica Ann Daigle,
Nicholas Alexander Collins, Alice Margaret Somers, Marc Conrad Fry, Michael Chason Fry, and Mitchell Casey
Fry; and seven great-grandchildren.
Services will be announced at a later date.

Mr. Cecilio Ramirez, 86, of Cheriton died Tuesday, March 8, 2016, at his

Born in Paracuaro, Guanajuato,

farmer in Mexico for many years before coming to the United States to live
with his family.
Mr. Ramirez is survived by his

Mark Baumgartner, an attorney,
said Royal Farms has been planning
$3 million in construction for a store
thats would employ 75 people. He said
a repeal of the 2015 zoning plan would
“significantly discourage developers
from putting money into the county.”
Steve Sturgis, a local farmer, said
board Chairman Spencer Murray had recently commented he felt the 2015 plan
had “been rammed down our throats.”

years in the making and adopted after
numerous meetings and much public
discourse, adding the proposed plan was

throat,” said Sturgis.
In their first meeting in January,
newly elected Supervisors Murray and
Robert Duer aligned with Supervisor
Granville Hogg to rescind the zoning
ordinance passed the previous month
with two lame-duck supervisors voting
in favor of the 2015 plan. The proposed
2016 zoning ordinance includes not only the 2009 ordinance but also the ordinances that date back 15 years.
For intensive farming practices,
which include chicken houses, the 2016
plan stipulates 1,000-foot setbacks from
public road compared to 300 feet for the
2015 plan. Proposed setbacks from property lines for the 2016 plan are 1,000 feet
compared to 500 feet for the 2015 plan.
Proponents of the 2016 plan said the
voters spoke at the polling booth when
electing two supervisors who supported rescinding the 2015 plan, which
several speakers stated was not in line
with the county’s Comprehensive Plan.
Peg Volk, whose comments were read
into the public hearing, said overturning
the 2015 plan would “move Northampton County on a sustained, viable road of
managed growth and protect our aquaculture, agriculture and tourism industries along with our rural way of life.”
Mary Miller supported the repeal of
the 2015 plan “hastily developed by a
lame duck board.”
Robert Myers said zoning is not the
fundamental problem with the county’s
economy. “We need to focus on education and creating a skilled workforce.”
Bowdoin Lusk, whose comments
were read into the record, said he favors repealing the 2015 zoning ordinance, noting, “During the period that
the 2009 plan has been in place, the
county has seen exceptional growth in
aquaculture and tourism industries. I
fear that the 2015 ordinance has the
potential to harm both of those burgeoning industries.”
The Planning Commission had 43
days to review the proposed 2016 plan,
a period which began Feb. 2, and faces a March 16 deadline for providing a recommendation to the board of
supervisors.
Sheriff Warns About Telephone Scams
Accomack Sheriff Todd Godwin is
warning local citizens about scams
that have resulted in the loss of thousands of dollars for some victims.
“Although many of these scams
are not new, as technology advances,
so do the methods of conducting the
scams,” he said. “Most recently, phone
calls have been received from individuals portraying themselves as law-enforcement officers. The caller will give
one of many different scenarios, such
as a particular family member of the
intended victim is in jail and needs
money to bond out, or the family member has been in an accident and needs
money for a rental vehicle.”
Godwin said the citizen is instructed
to place money on a loadable credit card
and then provide certain information,
resulting in the victim losing the money.
Citizens are “strongly encouraged
not to send money to anyone” they do
not know.

Yankee Fan Keeping Track of Tyler Webb
yra Kryscnski of Middletown, N.J., has a special reason to follow Nassawadox native Tyler
Webb through the New York Yankee chain.
First, the 71-year-old Kryscnski has been a Yankee fan since she was 6 and her father took her to see
the Norfolk Tars, a Yankee farm team. She recalls
Yogi Berra played for the Tars.
Secondly, she has a long connection to the Shore.
Her ancestors on the Shore trace back to the 1600s
when the Boston family arrived on the scene. Many
of her ancestors, including her mother, Ruth Byrd
Freedman, are buried at Bethel Baptist Church in
Bloxom and a nearby cemetery in Parksley.
Her grandparents on her father’s side ran the Freedman Store in Exmore for many years. Her father, David Freedman, had his appendix removed at the former
Northampton-Accomack Memorial Hospital, a short
distance from Tyler Webb’s childhood home.
“We have followed Tyler since we first met him at
Tampa in his first year of pro baseball. When I saw
he was from Nassawadox, I just had to meet him,”
said Kryscnski earlier this week.
She and her husband Ed see every home spring
training game at the Yankee complex in Tampa,
making the 30-minute ride from their winter home
in Dunedin, Fla. They greeted Tyler on the day he arrived with other pitchers and catchers on the opening day of spring training. Her husband, an amateur
photographer, took the photo accompanying this column. He has sent this photo and others to Tyler’s
parents, Kirk and Kristen Webb.
Myra and Ed also had a chance to visit Tyler in
2014 when he had a brief stint at the Yankee Double A team in Trenton, N.J., where they attend about
a dozen games a year. Webb played on three teams
that season as he started at Single A Tampa and
ended the year in Triple A Scranton, Pa.
“Tyler is a very polite, humble young man,” said
Myra. “He has always been very approachable and
accommodating. I know his parents would be proud
of him even if he never played baseball.”
The Shore connection doesn’t stop there, however.
At a spring training game last season, Myra overheard a fan sitting a few rows behind her cheering
rather vociferously for Webb. She asked him if he
knew Tyler. The man replied he knew him well, hav-
ing watched since he was a t-baller at Randy Custis
Memorial Park in Nassawadox. The man was Phil
Custis, father of the park’s namesake and founder
of the park with his late wife, Barbara. They started
the park in 1987; their 9-year-old son was killed in
1978 by a drunk driver. Randy loved baseball and
had played one season in Little League prior to his
fatal accident.
Myra heard Phil’s story and decided she wanted
to help. She had David Cone sign a baseball and inscribe the date of his legendary perfect game on July
18, 1999, on Yogi Berra Day. She bought a wooden
frame to hold the ball and donated it to the Randy
Custis benefit held recently. The ball brought $240
at a silent auction earlier this month.
She is working on another donation for next year’s
auction. “I think what Phil is doing for the Shore is
great for the youth, and I am happy to help anyway
I can,” she said.
Webb, a 2009 graduate of Northampton High School
who was a third-team All-American at the University
of South Carolina and the school’s all-time appearance leader, is vying to make the New York Yankee
team this season. A non-roster invitee to spring training, Webb pitched a 1-2-3 eighth inning against the
Phillies on Sunday. He had allowed a run in an inning
of work in a previous outing. A 6'6" southpaw, Webb
likely would have seen his first major league action
last season when the call-ups came in September if he
had not injured a finger on his throwing hand, ending
his season in late June. Up to that point, he had compiled a sparkling 2.84 earned run average.
Of course, the talent-rich Yankees with deep resources are loaded with relievers, signing closer Andrew Miller last year and this year adding Aroldis
Chapman. Along with Dellin Betances, New York
has the three top relievers in terms of strikeouts per
inning from 2015. Only three relievers in the major
leagues struck out more than 100 batters last season. They now all pitch for the Yankees.
Webb’s forte is control with a good change-up and
a slider he has been developing since he arrived in
pro ball. He also has a low to mid-90s fastball that
looks faster because of his change-up. Webb has averaged 1.3 strikeouts per inning in his pro career.
His parents made the eight-hour trip to Columbia,
S.C., to see him pitch almost every home weekend
for four years during his college career. They also
made the trip to Omaha, Neb., three straight years
for the College World Series, staying as long as two
weeks when the Gamecocks reached the final game
all three seasons.
Kirk and Kristin Webb were in Tampa last week to
see Tyler pitch, returning home Sunday. It would have
been more karma if they had run into the Kyrscnskis,
but, alas, they didn’t, much to Myra’s chagrin.
“Tell the Webbs we sit in Section 205, Row J, seats 13
and 14,” she urged. “We’re the ones cheering for Tyler.”

since he played for the Single A Tampa farm

The Eastern Shore’s Service Rifle Team will begin spring training
at noon March 12 at the NOAAWIVA
range at T’s Corner.
NOAAWIVA hosts a Civilian Marks­
manship Program and National Rifle
Association-affiliated junior rifle team.
U.S. citizens age 14 or over are eligible.
There will be two Spring Training
sessions for new shooters, then monthly competition every month at T’s Corner and Bridgeville, Del.
New juniors are sent to the CMP/
USMC Summer Rifle Camp in June, field
teams for the Eastern Games in North
Carolina, and, for experienced members,
competition in the national matches at
Camp Perry Ohio in late July.
Youth can go to the Olympics or apply
for college athletic scholarships based
on their participation in this team.

of Quinby and Victoria Conlin of Chincoteague.

starters from the district-winning team.

and other issues. The senior duo has
started in the infield since their freshman season and have also pitched.
Brandon Brewster racked up numerous innings on the mound last year in
their absence and will bolster the staff.
Seniors Hickman Hunter and Evan
McGregor will be key offensive threats.
Arcadia has Tah’re Pettit and Dom
Siemienksi on the mound, with Dalton
McDaniel and Jeremy Steihl providing
additional support. Jaquan Wharton,
Terrell Wharton, Aronte Dickerson
and Logan Godwin should contribute.
Northampton, winless last season,
will look to break into the win column
with another young group of players.
Freshman Seth Johnson will lead the
Jackets on the mound, with new coach
Joe Crist looking for contributions
from Patrick Williams, Koby Sparrow
and Keandre Ames.
The Broadwater baseball team will
be led by seniors Ben Farlow and Austin Murphy, who will handle the bulk
of the pitching duties. Juniors Cortland
Bunce and Jarrett Bell will be counted
on heavily. Daniel Rhode and Andrew
Hart also bring experience to the lineup. The Vikings play at IWA today.
Softball
Nandua is easily the favorite to win
the Shore District softball title. Junior
Kimberly Wert, Player of the Year for
the past two seasons, returns along
with D’errica Toppin, Pitcher of the Year.
Seniors Amanda Baylis and Michaela
Wescott and All-District player Sarah
Gepes lead a group of returning starters
who should provide plenty of offense.
Northampton has pitcher Sara Weber returning. All-conference players returning include Cassie Nadeau,
Mackenzie Widgeon, Makayla Wilson
and Michaela Lewis.
Arcadia was hard hit by graduation
but returns Cana Lankford, Rachael
Mullins and Amanda Stalgaitis. Logan
Holland will handle much of the pitching.
Chincoteague has All-District infielder Kristin Fox returning, along
with second teamer Ronny Malone.
Krista Reed and Madison Hudgins
should contribute as well.
The Broadwater softball team will
have Natavia Wharton and Parker Murphy on the mound with Anna Sexauer
behind the plate. Heather Custis, Greta
Bunce, Palmer Smith, Elizabeth Floyd
and Madison Wessells will be counted on
to put runs on the scoreboard. Broadwater opens its season today on the road.

Anglers Anxiously Waiting for Fish To Show
Anglers’ Club Holds Banquet
The Eastern Shore of Virginia Anglers’ Club (www.esanglersclub.org)
held its Annual Banquet on Saturday, March 5, at Eastern Shore Yacht
and Country Club in Melfa. During the festivities, adults and youngsters were recognized for their accomplishments during the 2015 fishing season. Among the youth winners were (from left): Isabelle Abell,
Female Junior Angler of the Year; Ethan Abell, release awardee; Shawn
Eyler, Co-Male Junior Angler of the Year; Sammy Abell, release awardee; Stuart Eyler, Co-Male Junior Angler of the Year; and Ethan Willett,
Overall Male Angler of the Year.
With temperatures in the 70s this
week, anglers are sorting through
their tackle, hoping for an early flounder on the seaside.
Freshwater anglers also are looking
forward to landing some lunkers with
the warming temps.
Here is Julie Ball’s fishing report
detailing the anglers’ frustration over
a long, cold winter.
“Anglers are facing slim fishing prospects right now. With seasonal closures,
less that optimal availability of fishing
opportunities, and even more fisheries
management regulations up for consideration, folks are becoming disheartened. Hopes are high that the spring
fishing season will bring better days.
With a limited selection of species to
target inshore, most anglers will head
to offshore wrecks in search of tautog
during weather windows. Most boats
are targeting mid-range wrecks, such
as the Triangle Wreck area. Some decent fish weighing to over 20 pounds
were boated from these areas lately. Be
prepared to weed through tons of big
seabass to obtain your limit of three
tog per person at 16 inches, but be
sure to release the seabass since they
are out of season. With tog bait hard
to come by, plan ahead to secure your
bait. Clams, mussels, blue crabs, peelers, hermit crabs, green crabs, Jonah
crabs, or stone crabs will work.
Schools of big rockfish continue to
roam 15 to 20 miles off the coast, well
out of reach of boats. As these fish begin to head back into the bay to spawn,
anglers may intercept them for catchand-release activity in the bay for now,
but most folks will not be interested.
With the poor speckled trout showing this winter, most folks are not trying anymore.”

has been used to determine whether Irving Evans is living, or if deceased, to ascertain the names and location
of all of his heirs, devisees and successors in title, but
without effect; that there are or may be other persons
having an interest in the real estate forming the subject
matter of this suit, whose names and last post office
addresses are unknown, namely, the unknown heirs, devisees and successors in title of Gwendolyn Marie Logan
and Irving Evans; that due diligence has been used to
ascertain the location of Hazel Hickman, Linda Ann Evans and Constance Emily Wise, but without effect; that
the last known post office address of Hazel Hickman is
28496 Saxis Road, Temperanceville, VA 23442; that the
last known post office address of Linda Ann Evans is
30219 Paige Fisher Road, Oak Hall, VA 23416; that the
last known post office address of Constance Emily Wise
is 32080 Temperanceville Road, Oak Hall, VA 23303.

T
oday’s topic is secret, covert, private, surreptitious, clandestine
and underground. It is also giant, necessary and just the thing a
man needs to stay out of trouble.
Oh yippee, it’s my new closet.
OK, so my storage spot may not be a
big secret anymore since I’m announcing it. The space itself is not underground either although that is a great
synonym for the word. However, it will
be private, huge at nine-feet-long and
very much needed (for clothes and all
my other junk).
Did you know a closet is also another name for the toilet? Just to set
the record straight, there will be no
commode in this wardrobe. I will not
be closeted with the throne. By the
way, did you know that a “closet drama” is not about someone getting all
theatrical about their latest rant? Instead it is a play that is read instead
of acted. FYI.
One also can be closeted or shut
away. Like when a jury is sequestered.
I guess that means I can hide in my
closet if I don’t feel like talking. But I
won’t because I’m not much for isolation and I love to gab.
What started all this? Well, months
ago, I locked myself out of the house (I
was closeted in the wild blue yonder)
and had to break a window to get in.
I picked the pane that needed to be
repaired and my friend Sally and I
threw part of a cinder block at it several times. The whole thing was very
liberating.
That is, until I needed to find someone to fix it. I tried to pay a couple of
people and couldn’t get a taker. Unfor-
tunately, that can sometimes be life on
the Eastern Shore.
So for many, many months my window remained boarded up. I was kind
of apathetic about it. It was in the utility room and I actually almost forgot
about it. But then the trees lost their
leaves and when I came and went it
would catch my eye.
Then I met Doug. He is now my very
handy boyfriend. Another yippee! I’ve
never really announced this to the
world in a column, so I guess I need
to say that I got a divorce quite some
time back. And without boring everyone with the sad details of the end of
my 25-year commitment, I needed to
get on with my life.
Anyway, Doug is the man. And he
recently closed in the window so he
could build a closet for me that will be
the entire length of the wall. It’s going
to be awesome. But before he gets that
project underway, he is making a giant
vacuum/broom closet at the end of a
hallway. Oh the luxury of it all. I am a
lucky, lucky girl. He has made the door
opening and is mudding the drywall

e have entered the final week of the 2016
session with the hope
to finish a few days early.
The last bills are being voted
on by the respective body and
if either house makes even the
slightest change in a bill, even
adding a comma, then it must
go back to the other body for its
approval of the change. If we
agree with the change, then the bill goes on to the
governor. If we do not agree with the change, then
three delegates and three senators are assigned
to the bill to hash out differences. This process is
named conferencing and it is where the real bargaining agreements occur.
One must remember in the backdrop, the budgets
are also in conference between the House and Senate. This is the area where bills are “taken hostage”
to get what you want. The budget is the main focus
of leadership from each chamber as they negotiate
the funding of the next two years’ services the government provides.
It is also the most boring time of the session if you
W
are not a budget conferee as each chamber goes into session and back into recess at regular intervals.
Much time is spent waiting on the other chamber to
respond to action you have taken. As I have reported, as disjointed as this system appears, it works
well. I hesitate to crow about achievements because
much can change and nothing is truly settled until
the governor signs the legislation.
The governor has signed the “grand gun deal.”
This deal took away the attorney general’s authority to review reciprocal concealed carry permits with
other states and made them automatically reciprocal. If a state has a concealed carry permit, then we
will automatically honor it if that state honors ours.
Another part of the agreement is a voluntary
background check by the State Police at gun shows.
The State Police will be required to be present at
a public gun show in order to do voluntary background checks. The last part of this deal is the requirement to relinquish one’s personal firearms if
a permanent protective order is issued for violent
domestic violence.

I stepped inside and I think it will
also be a great place to hide in case of
a tornado. Did I mention it will have
three deep shelves? Life is good.
My clothes closet is going to have
two big wide doors that open at the
middle. I am hoping that each will be
36-inches across. Oh! Oh! Maybe I will
be able to find my stuff.
I wonder how long it will take him
to do this. We have been seeing each
other for seven months and the smaller closet just got underway. Another
year or two? Hmmm.
I think I better find that green dress
I’ve been searching for before that. Sally’s son is getting married in a week
and I want to wear it. I’ve been looking
for it for about a month. It’s a closet
dilemma. I think I just coined a new
phrase.
Maybe this Irish/Italian girl will
find a four-leaf clover next. Have a
great St. Patrick’s Day.
