Committee we ask the question, “How Many
Bulbs Does it Take to Change a City?”
With the aid and support of the Atascadero
Historical Society and Atascadero Mutual
Water Company, The City of Atascadero,
residents, businesses, schools and church
organizations are selling the “gift of beauty
and water conservation” through the citywide
planting of King Alfred Daffodils.
The elegant, sturdy and water-saving
perennial bulb with its bright yellow flowers
will be planted by the people and businesses
of Atascadero in various notable places. With
a partial planting this fall the initial blooms
will blossom in Spring 2012, then as many
more bulbs are planted at homes, businesses,
and in other public areas, they will bloom
during Atascadero’s Centennial Celebration
in Spring 2013.
These beautiful water-conserving, lowmaintenance flowers will continue to bloom
for the next 100 years until Atascadero’s
Bicentennial in 2013.
Bulbs may be purchased at the Atascadero
Historical Society, Chamber of Commerce
or various places throughout Atascadero.
Bulbs must be planted before the first hard
frost in mid to late November. Bulb planting
will resume again in Spring 2012 for blooms
throughout the city in our Centennial Year,
2013.

alaxy Theatres opened its doors in
Atascadero last March, and in less
than a year has jumpstarted our downtown
vitality efforts. After opening with a rousing
party that included a surprise performance
by the Atascadero High School marching
band, Galaxy hasn’t missed a beat in showing its community spirit.
When residents petitioned Galaxy to add
independent and art films to its line up of
big studio blockbusters, Galaxy stepped
up and made the change. Galaxy offered
another gift to the community when it was
the first, and only, facility on the Central
Coast to have snagged rights to live-viasatellite presentations of the Phantom of
the Opera 25th Anniversary Celebration,
originating from London; the Los Angeles

classic returns after numerous requests
from loyal customers at the Paso Robles and San Luis Obispo Denny’s restaurants,
the Atascadero Denny’s is reopening October 30. Prompted by the encouragement
from community members, the owner of
the other locations negotiated to reopen in
the same location, providing the city with its
own Denny’s Restaurant. This is great news
for our locally unemployed restaurant workers who have applied for the 30-50 positions
and are happy for the opportunity to return
to work in Atascadero. The restaurant will
be open 24-hours and will provide all of
your favorite Denny’s breakfast, lunch and
dinner menu items.
Denny’s District Manager, Juan Rojero has
been with Denny’s for 25 years. He began
as a dishwasher, moving to cook, waiter,
assistant manager, general manager and now
district manager overseeing the restaurants
from Santa Maria to King City. Juan said
Denny’s is a very good company to work
for offering opportunities to help, meet and
work with new people.

ovember will mark the seventh Anniversary of Atascadero
Chamber’s dynamic Women in Business. Katy DeshotelsMoore was elected to lead this year’s committee along with Secretary
Amy Summers and Treasurer Mary Ann Tardiff. Committee members include; Cindy Michael non-profit liaisons, Marguerite Pulley and Dustie Kaczmarek, Scholarships, Kathy Nutt, Membership,
Jessica Hamilton public relations, Trace Hollinger, Business Faire
co-ordinator. Chamber President/CEO Linda Hendy and Member
Services Rep. Joyce Stewart serve as Chamber liaisons. New officers
will be presented to the general membership at their special Holiday
Christmas Fashion Show December 2nd at Castoro Cellars.
Chamber Searching for
Citizen of the Year
he Atascadero Chamber of Commerce
is looking for that special person or
persons to receive their 2012 Citizen of the
year award. Membership in the Chamber is
not required, however, they must reside in
Atascadero and cannot be an elected public
official. There are no age limitations and they
don’t necessarily have to be in business.
Residents are considered for their overall
service to the community whether on-going
long-term service in one or more areas, or a
one-time act of heroism, bravery, kindness,
compassion, or the like. In addition, persons
helping city government, fire department,
schools, hospitals, nursing homes, the elderly
on an unpaid volunteer basis are good
Candidates. Also Little League, Scout
Leaders, etc., are all good candidates.
Deadline for nominations is December
9th. The Awards will be announced at the
Chamber’s Awards Installation Dinner
January 28th, 2012.

Juan said the city has been very helpful
with getting the restaurant ready to reopen.
He dealt with several staff members and
departments, mentioning Director of Public
Works Russ Thompson, Senior Building
Inspector Dave Muehlhausen, Assistant City
Manager Jim Lewis and Associate Planner
Callie Taylor as some who helped streamline
the process and made it a positive experience.
Fire Captain Tom Peterson passed his
inspection, clearing one more item to open
the restaurant. The city is currently finalizing
the driveway modifications as a result of the
El Camino Real Streetscape Project. This
will allow traffic to flow easily for Rabobank
and Denny’s customers.
The Denny’s Corporation is optimistic
about the future with plans to keep opening
restaurants. Juan said they are looking at
a location in Morro Bay. They are here to
support the local community and promote
tourism by providing a clean restaurant,
good service and fast food. Juan wants
everyone to know that they appreciate the
support and patronage of the community
and loyal customers.
Atascadero has many excellent restaurants
offering cuisine that suits every taste and
budget. With the opening of the Galaxy
Theatre the Chamber is finding more and
more residents and visitors to the city are
enjoying an evening of dining along with
a good movie. Several restaurants have put
together packages that include dinner and
a movie ticket. A variety of good food is
abundant throughout Atascadero. From KaiLana Sushi & Seafood on north El Camino
Real to Guest House Grill further on south
El Camino Real and David’s Kitchen offering
home-style breakfasts beginning at 6 am,
the choice is endless. Sylvester’s Burgers is
famous for the best Hamburgers in town,
and our Pizza restaurants offer some of the
best Pizza in the area. Atascadero also offers
a wide variety of Mexican cuisine, from the
fresh “HOT” authentic style to the more
subdued Tex/Mex palate and with the reopening of Denny’s Restaurant our night
owls now have two (2) restaurants that open

A Winter Wonderland Comes to Atascadero
W
inter Wonderland 2011 will be Friday, Dec. 9th, 5 to 9 p.m. in Atascadero’s historic downtown Colony District.
This will be the 10th year for the event, which
features snow slides, snow piles, food and music, the Elks Little Train, bounce houses, and
Santa Claus. There is no admission charge
for the event. Bounce houses require a small
admission fee. The event occupies five city
blocks in downtown. “What many people
don’t realize, the funds required to put this
on don’t come from the City of Atascadero,”
said event coordinator Steve Martin. “Each
year we reach out to local businesses and
individuals to sponsor this popular holiday
event.” Dozens of vendors also participate in
Winter Wonderland. Details are available at

tickets can be purchased. One of the most
popular promotions Galaxy has initiated
in Atascadero is the “Dinner and a Movie”
package. Both Cal Terra and Colby Jack’s
offer patrons the opportunity to enjoy dinner
for two and include movie tickets to make it
a perfect date night event. The packages are
advertised on screen at Galaxy, adding to the
visibility of two of the community’s leading
restaurants.
Galaxy had fun with the Atascadero Zoo
earlier this year in a fundraising screening for
“Zookkeeper” that invited parents to bring
their children on a Saturday morning to enjoy
live animals in the lobby, followed by the
movie. 2012 plans for the theatres include
educational programs involving Atascadero
schools, additional on-site special events to
bring people to Galaxy, and the introduction
of a rewards card to make return visits all the
more enticing. Galaxy wants the theatre to
be the community hub, and by all measures,
that plan is shaping up nicely.
Galaxy Theatres is open for business in
Atascadero. Good things are following.
Local theatre General Manager Rita
Carr and Galaxy CEO Frank Rimkus
want to make Atascadero the new center of
entertainment for the county. They know
that if area residents try the theatre, they’ll
be delighted with the experience and will
come back, so Galaxy is opening its doors to
potential guests. Local wineries have offered
wine tastings ahead of movie starts in the
VIP Lounge Theatres. Galaxy showcased
itself by hosting the Central Coast Economic
Forecast Mid-Year Update and the Savor
the Central Coast celebration reception for
the SLO County Visitors and Conference
Bureau. Galaxy and the Atascadero Chamber
are underway with plans for a large-scale
program that will bring wine industry reps
to the theatres in early 2012.
With the holidays coming right up,
Galaxy reminds Atascadero Chamber
members that movie gift cards are available
for gifts for employees, family and friends.

ity Manager Wade McKinney announced the appointment of Jerel
Haley as the new Police Chief in Atascadero.
It is anticipated Mr. Haley will start in midNovember. Information regarding his swearing-in ceremony will be forthcoming.
Mr. Haley was selected following an
extensive national recruitment effort. The
City interviewed a group of highly qualified
professionals including several current
Police Chiefs in its search the right person
to lead the Atascadero Police Department.
The interview process included a panel
of local Police Chiefs and the Sheriff plus
a community panel of local citizens and
business people.
According to McKinney, “Jerel is the
right person to lead the Police Department
at this time. Jerel is clearly a proven leader
at the Santa Maria Police Department with
an impeccable reputation. He understands
the importance of building bridges in the
community. He is known as an ethical leader
in public safety and sets high standards
for himself and the department. Jerel has
demonstrated his passion to serve the
men and women of the Atascadero Police
Department and the community.”
Acting Chief Steve Gesell, who has led
the department since January, did not apply
for the position and was a key member of
the recruitment team. According to Gesell,
“I am excited for the Atascadero Police
Department as well as the community as a
whole. Jerel is the perfect fit for the City.
He brings a wealth of policing experience
to APD. Equally as important, he possesses
an approachable demeanor coupled with
phenomenal communication skills; key
ingredients for an effective leader.”
As Atascadero’s Police Chief, Haley plans
to focus on developing and enhancing
partnerships between the Police Department
and the Community, specifically within
the schools and the business community.
Mr. Haley will also look for new ways
to increase communication between the
police Department and the community.
He is committed to continuing the
professional development of the members
of the Atascadero Police Department, and
ensuring that high standards of conduct are
a priority.
Jerel Haley began his law enforcement
career in 1991 with the Santa Cruz Police
Department. During his tenure with the
Santa Cruz Police Department, he was
appointed as a Field Training Officer. He
was then assigned to the Santa Cruz Police
Department Neighborhood Enforcement
Team (NET), a proactive street crimes unit
responsible for investigating a variety of
crimes including burglary, gangs, narcotics,
and prostitution. After working on the
NET Team, Jerel was transferred to work
as an investigator with the Santa Cruz
County Narcotics Enforcement Team
(SCCNET). SCCNET was an undercover
narcotics investigation unit targeting midlevel narcotics dealers in the Santa Cruz
area. Jerel later returned to the Santa Cruz
Police Detective Unit, where he served the
remainder of his time with the Santa Cruz
Police Department as the sexual assault
detective.
In 2000, Mr. Haley was hired by the
Santa Maria Police Department and moved
his family to the central coast. He was
promoted to the rank of Corporal and again
worked as a Field Training Officer. Shortly
thereafter he was assigned to the Community
Services Unit as a Beat Coordinator. Beat
Coordinators work with a variety of ongoing
problems within designated beat areas of
Santa Maria, including issues that affect
the quality of life for the residents of the
neighborhoods. While working as a Beat
Coordinator, he was promoted to the rank
of Sergeant and took over supervision
of the Community Services Unit. The
Community Services Unit included Beat
Coordinators, School Resource Officers, the
DARE Program, Crime Prevention, and the
Volunteer Program. As a Sergeant, he was
given the auxiliary assignment of SWAT
Team Leader. He was also later assigned as
the supervisor of the Detective Bureau where

o keep efficiency high and costs low,
the City of Atascadero is experimenting with various ways to preserve our legendary customer service while addressing
the reality of decreased staffing levels. One
of those experiments is currently underway.
Beginning November 4th, Atascadero City
Hall will be closed to walk-in customers on
Fridays. Now, that doesn’t mean your City
staff gets to take a day off! Staff will still be
available via telephone and email, but will
not have in-person contact with customers on these days. This will provide them
with some dedicated time to devote to City
projects and tasks. This strategy is just one
of the ways we will work to keep the cost
of government down while keeping service
levels high.
The community had a great Colony Days
celebration on October 15th. Our hats are
off to the hard-working volunteers on the
Colony Days Committee and everyone who
helped make this 38th annual celebration so
great. The “Books on Parade!” theme drew
out some very creative float-building talent,
and the bands and other entries made for an
exciting parade. Tent City conjured visions of
the beginning of Atascadero and the colorful
band field show and drumline competition at
Atascadero High School returned to further
spur interest in our local holiday.
Have you seen the new lights on El
Camino Real that are on the bridge across
Atascadero Creek in the downtown? These
old-fashioned lamp poles are reminiscent of
the original lights that used to stand there
long ago. It’s another part of your City’s
downtown streetscape improvements aimed
at making our City a showplace. To be sure,
there is still more work to be done, but
it’s obvious that we are making significant
progress.
It’s hard to miss the big tent on the
historic City Hall / Veterans Administration
Building. The heavy plastic shrink-wrap
will remain in place for months to protect
the dome, which has been stripped of its
tile roof, from the weather. Repairs on the
historic building continue on schedule and
on budget.
In just a couple of weeks downtown
merchants will begin their holiday lighting
contest. That’s right. The holidays are just
around the corner. The City’s lighting
ceremony in the Sunken Gardens will be
Friday, December 2nd at 6:00 p.m. Be sure
to bring the entire family for holiday music,
treats and those great lights in the trees. A
week after that, it’s Winter Wonderland with
all the snow, music and food.

Thanking Volunteers – Where Would We Be Without Them?
A
s the Thanksgiving holidays approach,
it’s appropriate to recognize and be
thankful for the many community volunteers who help make our city and county
wonderful places to live. Where would we
be if volunteers didn’t pitch in to help feed
and house the hungry and homeless, help
maintain our parks, staff our libraries, clean
our creeks and river, plant trees and organize
community celebrations and charitable fund
raising events for numerous worthy causes?
The San Luis Obispo County Parks and
Recreation Department recently held its
volunteer appreciation barbecue.
This
annual event celebrates the many and
diverse contributions volunteers make to
county parks and recreation facilities. Over
one hundred volunteers gathered at Cuesta
Park for fun, food and prizes. All totaled,
in the past year parks volunteers numbering
1,000+ contributed 83,739 hours of service
valued at $ 1.79 million. In addition, local
businesses and individuals contributed an
additional $61,000 in cash, materials and
services to county parks.
In October the Board of Supervisors
adopted a resolution proclaiming October
16th to 22nd as National Friends of the
Library Week. There are 15 Friends groups
throughout the county. They are essential
for funding, advocacy, programming
support and staffing. Their fund raising

efforts help supplement the materials
budgets and purchase other needed items for
their respective libraries. And, as we know,
the Atascadero Friends of the Library have
committed to raise $2 million to relocate
and expand the current Atascadero Library.
They have achieved 80% of that goal. If
you’re not a member of the Friends of the
Library, consider becoming one. Call your
local library today.
The city and county are ripe with excellent
examples of how volunteering enhances our
quality of life. In addition to those examples
described above, the recent Colony Days
celebration in Atascadero, including Tent
City, is coordinated through the energetic
efforts of volunteers. Think of all the sports
and extra-curricular school activities that
would not exist without volunteer support.
We can, without reservation, state that the
time and effort contributed by volunteers,
regardless of the cause, leads to greater
civic engagement and the betterment of
our communities. Remember that our
communities are only as good as we make
them. Volunteering is a great way to
contribute to a safe, healthy and prosperous
community.

Employment Poster in a conspicuous place in the workplace where
all employees and applicants can

You may need to order several to
ensure that your business, branches and satellite offices are displaying the poster according to the law. They will be available for $28 (includes tax) at the Chamber early January.

Tips, Tip Pooling, and Tip Credits: What
Employers/Employees Need to Know

THE BASICS:
Under California Labor Code section 351
employers and their agents are prohibited
from sharing in or keeping any portion
of a tip left for or given to one or more
employees a patron.
The basic rule of tips is that they belong
to employees only. Thus, it is illegal for
employers take wage deductions from tips,
or from using tips as direct or indirect credits
against an employee’s wages.
TIPS PLACED ON CREDIT CARD:
Payment of a tip made by a patron using a
credit card must be paid to the employee not
later than the next regular payday following
the date the patron authorized the credit
card payment. Labor Code Section 351.
Furthermore, Labor Code Section 351
provides that the employer must pay the
employee the full amount of the tip that is
indicated on the credit card. The employer
may not make any deduction for credit card
processing fees or costs that are charged to
the employer by the credit card company
from gratuities paid to the employee.
TIP POOLING:
Does an employee have to participate in
tip pooling?
According to a California court, Labor
Code Section 351 allows involuntary tip
pooling. Therefore, an employer can require
its employees to share their tips with other
staff that provide service in the restaurant. In
this regard, it’s DLSE’s position that when a
tip pooling arrangement is in effect, the tips
are to be distributed among the employees
who provide “direct table service.” Such
employees could conceivably include
waiters and waitresses, busboys, bartenders,
host/hostesses and maitre d’s. Employees,
who do not provide direct table service and
who do not share in the tip pool include
dishwashers, cooks, and chefs, except in
restaurants where the chefs prepare the food
at the patron’s table, in which case the chef
may participate in the tip pool. Additionally,
tip pooling cannot be used to compensate
the owner(s), manager(s), or supervisor(s) of

the business, even if these individuals should
provide direct table service to a patron.
TIPS AND REGULAR RATE OF PAY:
Unlike under federal regulations, in
California an employer cannot use an
employee’s tips as a credit towards its
obligation to pay the minimum wage.
California law requires that employees
receive the minimum wage plus any tips
left for them by patrons of the employer’s
business. Therefore, an employer cannot
use an employee’s tips as a credit towards its
obligation to pay the minimum wage.
In addition, when it comes to paying an
employee for overtime, tips received by an
employee are not to be considered when
calculating overtime. This is because tips
are voluntarily left for the employee by the
customer and are not being provided by the
employer.
MANDATORY SERVICE CHARGES:
Mandatory service charges, are often
tacked on to bills for large tables, private
parties, and catered events. A tip is a
voluntary amount left by a patron for an
employee. A mandatory service charge is an
amount that a patron is required to pay based
on a contractual agreement or a specified
required service amount listed on the
menu of an establishment. An example of a
mandatory service charge that is a contractual
agreement would be a 10 or 15 percent
charge added to the cost of a banquet. Such
charges are considered as amounts owed by
the patron to the establishment and are not
gratuities voluntarily left for the employees.
Therefore, when an employer distributes all
or part of a service charge to its employees,
the distribution may be at the discretion of
the employer and the service charge, which
would be in the nature of a bonus, would
be included in the regular rate of pay when
calculating overtime payments.

Pumpkin Farm Opens in Paso
Robles: Chamber member Carolyn
Davis tells us she has recently opened the San
Marcos Ranch, located just north of Paso
Robles. They are open from 10 a.m. to dusk
everyday through Thanksgiving offering a
corn maze, straw maze and haunted “Lost
Dutchman’s” mine. In addition, there’s crazy
critters to enjoy including an emu, Jacob
sheep, draft horses and long horned cattle.
These are just a few of the fun things Carolyn
has for the entire family to enjoy. A crusty
old miner will be giving rides on his burro
for the little ones, and “Granny’s Gardens”
has a large assortment of exotic pumpkins,
squashes and gourds. San Marcos Ranch

Completes Acquisition of
Santa Lucia Bank

(OTCBB: MISS) announced that
effective at the close of business on October
21, 2011, it completed its previously announced acquisition of Santa Lucia Bank,
a subsidiary of Santa Lucia Bancorp, headquartered in Atascadero, California. With
the completion of the acquisition, Santa
Lucia Bank was merged into Mission Community Bank, the wholly-owned banking
subsidiary of Mission Community Bancorp.
The combined community bank will
operate under the Mission Community
Bank name, with a network of full-service
branch offices in San Luis Obispo and Santa
Barbara counties in the cities of Paso Robles,
Atascadero, San Luis Obispo, Arroyo
Grande and Santa Maria. The consolidated
bank will have approximately $450 million
in assets and $410 million in deposits at the
transaction close.
“We welcome Santa Lucia Bank customers
and staff to the Mission Community
Bank family,” said James Lokey, CEO and
chairman of Mission Community Bancorp.
“Our combined bank will continue to
provide the highest level of personal service
that our customers have come to expect from
Santa Lucia Bank and Mission Community

offices will remain open. The conversion
of Santa Lucia Bank’s operating systems

platform is scheduled to be completed in

the biggest fund raisers of the year!
The 2012 “Installation Awards Dinner” this is
fast approaching and we need your support!
We are currently seeking donated auction items from our
member businesses, past items have included, gift certificates,
gift baskets, pictures, sports memorabilia, golf accessories and
more. The Chamber will proudly display your donated item

Family. My dad Robert Schechter, DVM started the businesses.
I was considering orthopedic
surgery in college and changed to
veterinary medicine to avoid the
insurance companies.
We came because of the weather
and it’s a great place to raise a family. The business part came later
when I started planning & design
for grading, drainage & septic systems. A lot is related to the wine
and olive industry now.

to open a business?
I moved from Colorado and
friends brought me to the area.
After working for Falcon Cable,
I saw a good opportunity to start
my own business and fill a void
for TV antenna installation; later
adding satellite and complete
communications including home
theater & audio/video.

Chamber member?
Since January, 2003
Why do you belong to the
Chamber?
I feel I have to belong to the
community in tough times and
the Chamber needs our support
to turn things around. Also,
to gain more business through
the Showcase Mixer and other
Chamber events. I have to be
pro-active.

people. I was born and raised in
Atascadero and Kelly-Moore asked
me to manage this store.

I love Atascadero and I want to
be a supporter and promoter of
the businesses in Atascadero. I
don’t expect the Chamber to
create business for me. I’m here to
support others; the business that
comes my way is a side benefit.
I believe in the spirit of the
small town and supporting
your town. It is important to
support the community; small
towns especially. From personal
experience, the community comes
together to support people when
times are tough.

The owner Darayl Allan & I grew
up here. We always wanted to
own a business in Atascadero to
help out our community. Darayl
saw a good opportunity and
jumped on it.

To be a part of the community
and to help out. We want to see
this area grow and the younger
business people have to do it
to make this a better city. We
employ around 16 people with an
average age in their early 20’s.
