Staff reviewed the past year,
brainstormed to determine
direction and streamlined plans
for 2013 to continue to increase
the value of being a part of the
Atascadero Chamber.
I
ncoming Chairman of the Board, Robert “Grigger” Jones
shares his thoughts;
This year’s Chamber of Commerce annual retreat
sought to further solidify gains made in the past year and a
half under our CEO Linda Hendy. A review of the Board’s
goals from the past year was conducted. A highlight of 2012
was the completion of the Chamber’s website. It was agreed
by the board that the website with its interactive features and
links to all facets of the community continue to establish the
Atascadero Chamber of Commerce as the largest, oldest and
most prominent voice of business in the Atascadero area.
Another highlight was the discussion of the various
committees of the Chamber, participation by each board
member on at least one committee, and improvements to the
summer “Tuesday Barbeque In the Park” at the Atascadero
Lake Park.
The newest committee, North County Young Professionals,
was applauded for its ongoing education and social programs,
bringing together young business and professional men and
women, to get to know each other, and exchange ideas. Its
contact list has grown in excess of 130 men and women.
The Legislative Committee had a great year with a crosssection of dynamic speakers and a good turn-out.
The Ambassadors Committee renewed its commitment to
retention of new and old members under their new Chair
Eric Gobler.
Women in Business continue to have sold out events, with
speakers, discussions and events. They are moving into the
New Year with Kathy Nutt, incoming Committee Chair.
Member Benefits committee, instituted a “Connect for
Lunch” and a “Marketing Boot Camp” program for chamber
members. It continues to develop programs to benefit
member businesses.
Goals adopted for 2013 by the Board, were continual
improvement of Chamber-Government relations, rampingup plans for the Centennial year celebration kicking-off the
Chamber Dinner as the first Centennial event in January of
2013, and increasing Chamber membership and benefits.
Chamber administrative staff were applauded for making the
Chamber “Visitor Center” a dynamic, informed and friendly
place for members and visitors to Atascadero.
Finally, it was announced that a new 501 (c) (3) organization
was formed, The Atascadero Economic Foundation, to be a
recipient organization for funds from Corporate and other
entities, providing economic and educational benefits to
chamber members.

he Chamber Board of Directors unanimously elected
Grigger to serve as Chairman for the 2013 year. Grigger has served on the Executive Board this past year
along with Chair Jeannie Malik of Greg Malik Real Estate,
Past Chair Chuck Braun, State Farm Insurance, CFO Joe
Modica with Modica Financial and Tax and Linda Hendy,
President/CEO of the Atascadero Chamber.
For 2013 the Executive Board will consist of Chairman

E
ach year your new and outgoing Board of Directors
take a full day out of their busy schedules to review
the past years accomplishments and begin to make
strategic goals for the new year ahead. The Board and Staff
of the Chamber have a responsibility to the members and the
community to provided member benefits and community
support throughout the year. Prior to the meeting a survey
was sent out to the membership and a separate one out to
the Board of Directors. The Board questions included; what
should the Chamber be proud of this past year? What can we
do even better for 2013? Board members also shared what
it is has been like to be on the Board of Directors for the
Chamber and what challenges they faced volunteering their

Several positive and constructive comments were submitted
and were the main focus of the Board retreat. We wrapped up
a very successful Board Planning session with 2013 goals and
a commitment to the members to continue to build a strong
local economy through business and community support.

Chamber’s Board determines policies and sets
goals aimed at improving the economic and socioeconomic well-being of the community. As the
policy-forming branch of the Chamber, the Directors
have a responsibility beyond the parochial interest of
their businesses or professions. They are expected to help
formulate policies for the good of the entire community and
to act as a representative of the members in governing the

reg Malik has been selling Real Estate in
Atascadero since 1980. (And he has the gray hairs
to prove it!) In 1993, he opened Peabody & Plum
Real Estate with 3 partners and in 2004 he established
Greg Malik Real Estate. In 2006, Greg expanded the
business by hiring Roger Hanson, a veteran of the real
estate and mortgage industry, to include mortgage loans
and refinances. In 2009, Heather Desmond, one of Greg’s
veteran buyer specialists, became a co-owner of Greg
Malik Real Estate. Greg’s wife Jeannie, his partner in life,
is his real estate marketing manager. Jeannie is currently
serving as the Chamber’s Chairman of the Board and she
is also active on the Chamber’s “Women in Business”
Board. Greg and Jeannie are actively involved in numerous
community organizations.

The Woodlands and Watersheds Community Calendar,
which was mailed out last month, and has been published for
the community since 1999, has been the work of Atascadero

on a variety of conservation topics, plants of the month, birds
of the month and other watershed trivia. Its artwork has been
provided by a large variety of local artists and photographers.
For this Centennial edition, the artwork comes from
the hands of Mazie and Russell Adams, two of our earliest
residents of the young Colony started by eastern publisher
E.G. Lewis. Russell came here to survey the 23,000-acre
Henry ranch and Mazie began work in The Printery in
1919. Amateur photographers, Mazie and Russell took
pictures everywhere, focusing on the California Missions and
especially Atascadero. Their photographs were in black and
white, and Mazie used specials oils to hand-tint them. They
turned one room of their Colony home into a darkroom.
Mission Community Bank made those original photographs
available for use in the 100th anniversary community
calendar. The prints were first hung in the interior of Santa
Lucia Bank, which is now Mission Community Bank. Santa
Lucia Bank wanted Mazie’s artwork displayed when it opened
its brand new office at the corner of El Camino Real and
Pueblo Avenue in the 1980s.
Those 13 photos are an excellent representation of the city’s
first 100 years, with a photo from Tent City and Atascadero
Lake in 1915 to many in the 1920s and ‘30s. There is even

Centennial Committee Member Jaime Hendrickson,
Water Conservation Coordinator for Atascadero Mutual
Water Company, coordinated the production of this
excellent “collector’s edition.” It was provided at no cost
to residents of Atascadero by the many sponsors of this
year’s Centennial Celebration and a generous donation
from Poor Richard’s Press. Mike Lucas of Poor Richard’s
Press helped to project along. Calendar design was done
by Janai Wallace and historical text and “facts of the
month” were provided by Lon Allan.
A number of smaller black and white photos which are
scattered throughout were made available courtesy of the
Atascadero Historical Society.
Extra calendars for those who didn’t receive them are
available while supplies last at Atascadero Chamber of
Commerce or Atascadero Mutual Water Company.
The calendar speaks volumes to the rich and colorful
history all of us will be celebrating this year.

he Atascadero Chamber of Commerce presented their
Second Annual Holiday Fashion Show Luncheon on
December 7, 2012 at the beautiful Castoro Cellars.
Kelly Long owner of Kelly’s Casuals showcased her latest
styles in professional, career and casual attire to over 80
attendees. Kelly’s sparkling personality and enthusiasm
wowed the ladies as she introduced the models, walking and
swaying across the stage in the beautiful outfits from Kelly’s
Casuals.
Catering by Chef Charlie provided a delicious meal and
luscious dessert. The tables were set with gorgeous gold
tablecloths that Jaynee Orcutt, owner of Arlyne’s Flowers,
beautifully decorated with Holiday Centerpiece available at
her store.

ot only are the North County Young Professionals
adept at networking and marketing, but it turns out
they know how to dress, too. The patrons and staff
of Que Pasa` restaurant in Atascadero were treated to quite
the gathering of festive tasteless and tacky holiday sweaters
and miscellaneous attire on Thursday, December 6th as the
Young Professionals gathered to celebrate the holiday season
in...umm... style…or not, as the case may be.
Christmas sweater vests seemed to make quite an impressive showing and wooed the judges into awarding one such
wearer, George Lyon, “The Tackiest Sweater Award” for the
night. Atascadero attorney, Adam Daner, couldn’t help but
impress attendees with his choice of red ladies Christmas
tree sweater with matching Santa shorts; and Greg Modica
of Modica Financial and Tax could easily have been in the
running for “Best Use of Electricity on a Sweater” for the
3-dimensional Christmas tree and real working Christmas
lights adorning his cerca 1980’s sweater.

The Paso Robles Children’s Museum is an
intergenerational educational facility. Providing a
bright, cheerful and friendly place for children to
experience the world though play. The Museum features
interactive exhibits reflecting the volunteer firefighting
heritage of Paso Robles and the rich agricultural
influences of the North County.

Awards Dinner will be held January 12th.

our Citizen of the Year, Business of the Year, Business Person of the Year, Community Service Award,
Organization of the Year and Ambassador of the
Year, as well as recognizing our outgoing Board of
Directors and welcoming our new 2013 Board of
Directors. The festivities will begin with the social hour and silent auction at 5:30 pm, followed by
dinner at 6:30 pm with the awards program and live

New California
Employment Laws
for 2013
G
overnor Jerry Brown recently signed into law a number of employment-related bills that may have a significant impact on employers with employees based in
California. The most notable are discussed below. Unless otherwise specified, each of these news laws takes effect on January 1, 2013. Employers with employees in California should
review their employee handbooks, policies, and practices to
ensure compliance with these new requirements.
FEHA’s Definition of “Sex” Expanded to Protect Breastfeeding
The California Legislature has taken another step to expand
the definition of “sex” under the California Fair Employment
and Housing Act (FEHA), which prohibits specified discriminatory practices in employment. Under existing law, “sex”
includes gender, pregnancy, childbirth, and medical conditions related to pregnancy or childbirth. AB 2386 expands
the definition of “sex” to include breastfeeding and medical
conditions relating to breastfeeding.
Religious Accommodation under FEHA Enhanced
Under FEHA, employers must reasonably accommodate
religious beliefs and observances of their employees unless the
accommodation would create an undue hardship for the employer. AB 1964 clarifies that religious dress and grooming
practices are covered “beliefs and observances.” In addition,
the new law states that FEHA’s “significant difficulty or expense” definition of undue hardship, not the narrower federal
Title VII standard, applies to the FEHA religious discrimination section. AB 1964 also specifies that segregation, such as
assigning an employee to a stock room out of public view, will
no longer be an acceptable religious accommodation.

any personal social media. “Social media” is broadly defined
to include any “electronic service or account, or electronic
content, including, but not limited to, videos, still photographs, blogs, video blogs, podcasts, instant and text messages, email, online services or accounts, or Internet Web site
profiles or locations.” A limited exception will allow employers to ask employees to divulge their personal social media for
the purpose of an investigation into alleged employee misconduct or violations of law.
Employee Rights To Inspect Personnel Files Clarified
While existing California law already provides employees
with the right to inspect their personnel files, the law was previously unsettled on certain specifics of that process. AB 2674
eliminates some of that confusion by amending the Labor
Code to specifically require that employers retain personnel
files for at least 3 years following termination of employment,
and to permit current and former employees (or their representatives) to inspect and receive a copy of their personnel
records within 30 days of a request to do so.
The new law also specifies that an employer is not required
to comply with more than 50 requests for copies of personnel
records by “a representative or representatives of ” employee(s)
in one calendar month. In addition, the new law requires that
employers develop, and provide upon request, a written form
employees may use to request access to, and a copy of, records
in their personnel file.
Temporary Services Employers Must Provide Extra Detail
on Wage Statements
Beyond the extensive wage statement requirements already
in place for California employers under the Labor Code, AB
1744 will amend the Code to require that temporary services
employers (with the exception of certain security services
companies) include additional information on employee wage
statements. Specifically, temporary service employers will also
have to include the rate of pay for each separate assignment,
the name and address of each entity that secured the temporary employee’s services, and the total hours worked for each
such entity. These new requirements for temporary services
employers will not take effect until July 1, 2013.
Employee Social Media Privacy Interests Protected
AB 1844, an addition to the California Labor Code, will
prohibit employers from requiring or requesting that employees or applicants disclose their user name or password infor-

T
he approaching New Year promises to bring many reasons to celebrate our community and we have two very
special centennial celebrations planned that will span
the entire the year. The festivities will begin mid-February,
when we celebrate legendary photographer and Atascadero
resident Joe Schwartz’s 100th Birthday and then again in July,
when we can anticipate the re-opening of our beloved historic
City Hall building.
In February, we will celebrate Schwartz’s life and career.
From the 1930s to the 1970s, Joe captured the everyday lives of
“economically dispossessed” ordinary folks living in the slums
or housing projects of Los Angeles and New York. His photos
of racially mixed people were considered too controversial
to sell, prior to the civil-rights movement, however, in the
last decade, his prints are being sold for as much as $1,000.
Schwartz describes himself as a folk photographer, and
although his work was considered documentary photography
when he started out, his work is now considered fine art.

In July, our administration building, a registered state and
national historic monument originally completed in 1918, is
slated to re-open. Since October 2010, we have been working
diligently to repair the building to modern safety standards
and to restore the building to its original glory. With the
generous funding for the reconstruction granted by FEMA,
we have been able to meet the milestones of this project that
is so dear to the heart of our community. The roof tile at the
top dome and the replacement of the upper drum brick is
complete, and in the lower rotunda, the decorative ceiling

I
t has been both an honor and a pleasure to serve the residents of San Luis Obispo County as 5th District Supervisor these past eight years. I leave office knowing that the
county is well positioned to continue to serve our residents
effectively and efficiently. We are fiscally sound, with a balanced budget and an improving economy. I entered office
when the economy was booming only to experience a global
and national economic meltdown not seen since the Great
Depression. Through sound fiscal management and planning, we were successful in weathering that storm to build a
county that is among the top in the state.
As I took office in 2005, I wholeheartedly embraced the
county’s mission to enhance the economic, environmental
and social quality of life for all residents of the county. I
wanted county residents to have the same opportunities I had
when I graduated from Cal Poly and became a permanent
county resident 40 years ago. I placed my focus and energy
on improving public participation in local government,
addressing the housing shortage, improving the local economy
and protecting our natural environment. Despite the “Great
Recession”, we have made tremendous progress these past
eight years. Our success is a tribute to both the ingenuity and
dedication of county employees and the sound management
and forward thinking of county leadership. I am pleased to
highlight many of our county’s accomplishments during my
two terms in office.
San Luis Obispo County continues to be a leader among
counties on many fronts including our award winning budget
preparation, our Housing Element and our Conservation

lower façade brick that will continue into 2013.
In the coming year, our community can reflect on how our
founding father Lewis wanted the Colony of Atascadero to be
California’s first master planned, sustainable and progressive
community. The double-domed rotunda of our City Hall
that once symbolized sustainability and progressiveness, will
once again stand for the same optimism and cohesiveness that
has made our community what it continues to be today. I
look forward to celebrating these joyful milestones with you
as a community in

Additionally, working with
the Economic Vitality Corporation and over 100 business
professionals, we developed and adopted a county-wide
Economic Strategy that lead to the adoption of an updated
Economic Element within the County’s General Plan. We
were one of the first local governments in the nation to
adopt an EnergyWise Plan that includes climate adaptation
strategies. Comprehensive water planning was achieved
through the adoption of the County Master Water Plan and
the Paso Robles Groundwater Basin Management Plan. These
efforts, and more, were achieved through extensive public
outreach and participation by stakeholders and interested
members of the public.
The county’s economy is improving dramatically. The
construction to two large solar-electric projects and substantial
increases in employment in the visitor-serving sector; as well
as public infrastructure projects such as the Willow Road
interchange and the launching of the $180 million Los Osos
wastewater project have brought employment opportunities
to our area. Soon, new libraries will be built in Cambria and
Atascadero, as well as an expansion to the women’s jail and
juvenile hall. These construction projects help provide much
needed local employment.
Like the rest of the country, we are experiencing an aging
workforce. The county has successfully taken several steps
in implementing smooth transitions in county management
and leadership. We have proudly promoted a new County
Administrative Officer, Dan Buckshi, and a new County
Counsel, Rita Neal, and have hired a new Assistant
Administrative Officer, Greg Schulte. County Auditor Gere
Sibbach and County Treasurer Frank Freitas also retired after
more than thirty years in public service, leaving a legacy of
sound fiscal management and making way for even more new
leadership opportunities.
Planning for change; fiscally, programmatically, and
personnel-wise, remains a critical function of progressive
management. I leave office knowing we are well positioned
to continue ensuring that the health and safety of county
residents remains a top priority and the protection of the
environment and nurturing a vibrant economy are essential
to maintaining the quality of life we all enjoy.

riding ability are welcome. Our goal is to develop skills,
sportsmanship, and park etiquette. BMX riders must
bring a BMX bike, and a helmet. Protective elbow and
knee pads are highly recommended. The BMX camp will
be held January 2nd – 4th, 2013 from 9 am – 12 pm
for ages 8 – 16 years (5-7 years-parent must be present).

In the Spirit of Giving, the Atascadero Chamber of
Commerce Women in Business collected donations
for Atascadero Loaves and Fishes. Their focus was to
help families in need, in our community that have school age
children. These children would normally receive free meals
at school, in some cases these are their only meals of the day.
During Christmas break these children don’t get these meals
and that is where we would like to help
2013 Holiday Scooter-Skate Camp: Do you like
skating & riding a scooter? Do you want to learn new skills
and tricks? Come join Atascadero’s Holiday Scooter-Skate
Camp for ages 8-16 (5-7 years – parent must be present). The
camp will be held January 2nd- 4th, 2013 from 12pm – 3pm.
The Scooter-Skate Camp will take place at 5493 Traffic Way
at the indoor A-Town Park. Throughout this fun filled three
day camp you will learn about skating and scooter riding,
what tricks and skills you want to work on, play some games,
have an optional skate and scooter competition, plus get to
know the A-Town park staff! The fee is $50 per resident and
$55 per non-resident. Registration will be accepted at the
A-Town Park 5493 Traffic Way during hours of operation,
and the Colony Park Community Center, from 9am – 6pm
Monday through Fridays, 5599 Traffic Way, or register online
