April 2014
A Note from Mayor Macfarlane
During the spring months; April through June, the City is going to be busy “spring
cleaning”. This means that ‘“NEIGHBORS CAN HELP NEIGHBORS TO HELP MAKE
SUNSET CITY A BEAUTIFUL PLACE TO LIVE”. I am encouraging you to spring clean
your yard and if necessary help your neighbors to do the same.
To help you the City has a neighborhood dumpster program and the Public Works
yard is open to drop off yard waste and other items by appointment. The Wasatch
Integrated Waste Management District landfill summer hours are from 7am to 6 pm Monday through
Saturday and they have wood chips you can pick up for $10.00 a scoop (approx. 1.5 yards) or
compost for $25.00 per scoop.
You may have noticed that many of the street lights that were burned out are now operating. I
know that street lighting is an issue for many of our residents. If you notice any street lights that are
out please let the City know so they can be reported to Rocky Mountain Power.
On the north end of Main Street the management at “Sunset Square” is working to get the lighting
around that area operating. They have run into some major electrical problems, but they are working
to get the lights operating. They will be doing some zero-scaping and resurfacing the parking lot. I
think getting this big stretch of Main Street looking better is a good start.
On the south end of Main Street, the City will be adding sidewalks with a safe sidewalk grant and
hopefully in the future some other landscaping as our budget allows.
Many of our Landlords are also busy getting their rental properties looking better and the better
landlord program seems to be working.
We may have to do some code enforcement on weeds, inoperable/unlicensed vehicles,
street/sidewalk obstructions and outdoor storage violations so I am asking you to please make an
effort to “clean up”.
It will take everyone’s effort to improve the look of our City, but in the end we all get to enjoy it.
Please remember the green recycling container may only be used for green waste again
beginning April 1st. The blue recycling container will continue to be picked up every other week.
Overall, the City’s recycling program seems to be running smoothly.
The City has been awarded a Federal grant to create a redevelopment plan for blighted
commercial areas within the City. The Request for Proposals have been submitted and are in the
review process.
I have signed an agreement with Clinton City to apply for a grant to hire a planner for the 1800
North project. I feel it is important to continue the City’s good relationship with Clinton and this will
benefit Sunset City.
Sunset City 1st Annual Spring Clean Up Event
Please come help us clean up the City! We need as many volunteers as possible. We will be
meeting at the City Building at 9:00 a.m. on Saturday, May 3rd and will be done at noon when we will
meet back at the City Building for lunch. If you or someone you know would like help cleaning up your
yard, please contact the City at 801-825-1628 to let us know and we will do our best to make it
happen.
Utility Fees
Sunset City would like to make you aware that the North Davis Sewer District sewer fees will
increase $3.00 per connection effective July 2014. If you have any questions you may contact the
Sewer District at 801-825-0712.
Some residents have asked us how many gallons of water they used and how they are charged
for it. A simple answer is to add two zeros to the amounts in columns marked 1, 2 and 3.
[Example: 951,500 – 946,600 = 4,900 gallons] Therefore this resident used 4,900 gallons of water.
The base fee is $19.00 for the
first 10,000 gallons and $0.09
for each additional 100 gallons.
We have also been asked
about the statement “BALANCE
FORWARD IS NOW PAST
DUE AND IS SUBJECT TO
DISCONNECTION” shown with
the number 4 next to it. This is
pre-printed on all bills and
means IF there is an amount in
the line “BA – Balance Forward”
it is past due. If there are zeros
in that line the statement does
not apply to you.
Just a reminder, the payment is due the last working day of every month and if it is not paid by the
9th day of the next month, a $10.00 late fee will be added.
A Message from the Fire Department
Spring is finally here. This time of year we love to get outdoors and enjoy the weather. BBQs,
celebrations, and parties as well as cleaning up after the long winter. I want to take a minute and
remind everyone about the City’s policy about burning and recreational fires.
A RECREATIONAL FIRE is defined as outdoor burning materials other than rubbish where the
fuel being burned is contained in an incinerator, outdoor fireplace, barbecue grill or barbecue pit and
has a total fuel area of three feet (3') (914 mm) or less in diameter and two feet (2') (610 mm) or less
in height for pleasure, religious, ceremonial, cooking, warmth or similar purposes.
4-6-4: GENERAL REGULATIONS:
No person shall conduct any open burning. This includes the burning of trash, garbage or other
wastes, weeds, leaves, etc., nor shall any person conduct any salvage operation in any open fire.
A. Recreational Fires: Recreational fires shall not be conducted within twenty five feet (25') (7,620
mm) of a structure or combustible material. Conditions which could cause a fire to spread within
twenty five feet (25') (7,620 mm) of a structure shall be eliminated prior to ignition (reference IFC
2006 section 307.4.2).
B. Supervision Required: Recreational fires shall be constantly attended until the fire is extinguished.
A minimum of one portable fire extinguisher complying with section 906 of the IFC 2006 with a
minimum 4-A rating or other approved on site fire extinguishing equipment, such as dirt, sand,
water barrel, garden hose or water truck, shall be available for immediate utilization (reference IFC
2006 section 307.5).
Remember to be safe and have fun!
Thanks,
Breen Lowman, Fire Chief
Public Works
Sunset Neighborhood Dumpster Program – March 15 through Oct. 15
In addition to the automated garbage/recycling service, Sunset City offers its residents the
Neighborhood Dumpster Program free of charge. Residents may request a dumpster once per year
so they and their neighbors can do their spring cleaning. Residents may sign up for the dumpster at
the City Offices located at 200 W. 1300 N. The dumpster is scheduled on a first come, first served
basis so order yours today!
The dumpster will be dropped off on the Thursday requested and picked back up on the following
Monday.
RULES:
• Dumpsters are for residential use only! No businesses, owners of rental properties or
commercial contractors are to use this service.
• Five surrounding neighbors must agree to and sign for the delivery of the dumpster.
• Use of the dumpster is authorized by the responsible party only.
• NO roofing or construction materials are allowed
• Toxic, hazardous or flammable materials (pesticides, herbicides, solvents, chemicals, paints,
motor oil, gasoline, etc.), tires, batteries, televisions, computer monitors and computers may NOT
be deposited in the dumpster. Information on disposal of household hazardous wastes may be
obtained by calling Wasatch Integrated Waste Management at 801-614-5650.
• Dumpster should not be overloaded. If dirt and rock materials are deposited, the
dumpster can only be filled one-third full. Never fill dumpsters above the sidewalls.
Residents using the dumpsters will be required to clean up any spillage caused by
overloading. If materials are deposited over the weight limit or on the ground, a fee
may be assessed.
Public Works Yard Dumpster
Yard waste and general garbage may be brought to the Public Works yard for dumping Monday
through Friday (excluding holidays), by appointment only. Call 801-825-1628 for an appointment.
Appointments will only be taken by the office Monday through Friday 9:00 a.m. to 5:00 p.m. Also, if
you call after 4:30 p.m. your appointment will made for the following day. On Saturday the gate will
be open from 7:00 a.m. to noon.
Items NOT accepted: oil, paint, chemicals, toxic materials, tires, batteries, computers, televisions
or construction waste. For disposal of these items you may contact Wasatch Integrated Waste
Management at 801-614-5650.
Absolutely no contractors!
Looking to install a fence, build a shed or start some remodeling?
Please remember to call the City Offices at 801-614-9103 to get information about a building
permit. A building permit may seem like a waste of time, but there are sound reasons for meeting
State Code requirements. A building permit is a protection to the owner because the required
inspections assure that the work is being done correctly, thus eliminating possible damages that may
arise.
A PERMIT IS NEEDED FOR: All new construction: houses, garages, carports, porch or patio
coverings, sheds over 200 square feet and fences. All remodel construction including carport
enclosures, decks higher than six inches (6”) off the ground, roof pitch changes or board
replacement, electrical and plumbing work, enlarging windows, other structural changes and
swimming pools higher than twenty-four inches (24”).
NO PERMIT NEEDED FOR: Painting, wallpapering, carpeting, new roofing with no
pitch change or board replacement, siding, replacement windows and other cosmetic
changes.
PLEASE REMEMBER!! It’s better to call and be safe than sorry! No question is too trivial.
