Widely regarded as the “one that works,” the Edmark Reading Program has
long helped students who need an alternative to phonics. The key to this
success is the program’s use of a carefully sequenced, highly repetitive word
recognition method combined with errorless learning. This approach eliminates incorrect responses and helps students view themselves as readers.
The clear structure and presentation method of the lessons allow teachers to
effectively employ paraprofessionals and peer tutors in their teaching.

The Edmark Reading Program Functional Words Series teaches 400
functional sight words to students who have a variety of learning differences and disabilities, including students with autism spectrum disorders,
developmental disability, intellectual disability, hearing impairment, reading
disability, and learning disability, as well as learners of English as a second
language. Particularly for individuals with severe disabilities, the ability to
function independently is influenced significantly by the functional words
and phrases the individual recognizes and is able to read. The Functional
Words Series can be implemented as part of a functional living and community skills program or as a supplement to other reading programs.
The Functional Words Series uses a word recognition method, involving
repeated exposure to target words. Every lesson targets one or more
functional vocabulary words and engages students in a variety of learning
activities. Lessons are carefully sequenced, moderately paced, and repetitive. The target words are categorized into four functional areas covered in
four individual kits within the series.

Reading Milestones®
Fourth Edition
An Alternative Reading Program
Stephen P. Quigley • Patricia L. McAnally • Susan Rose • Cynthia M. King
Widely used with great success as a reading foundation for students with
learning disabilities, ESL students, and deaf/hard-of-hearing students.
Reading Milestones is the most popular reading program of its kind.
This successful alternative, language-controlled program is designed to
take readers to approximately a fifth grade reading level. It is especially
effective for students with hearing impairments and language delays and
is also widely used with others who have special language and reading
needs, including individuals with learning disabilities, developmental disabilities, and English Language Learners (ELL). These students are aided
by reading materials designed to match their language levels and which
progress in steps small enough to ensure continued success in reading.
Success from the beginning of the learning-to-read experience motivates
students to read and to continue learning. Reading Milestones accommodates the needs of such learners and has been developed to maximize
their opportunities for success.
New in the Fourth Edition:
New Look — Many new illustrations have been added to the stories
included in the Readers for all levels.
Teacher’s Guide - The Teacher’s Guide has been revised to include
extensive information on recent research and best practices in reading.
Strategies for teaching have been expanded and reformatted for clarity.
Several useful appendixes have been added.
Additional Stories — Many new stories have been included with increased multicultural representation and full-color illustrations. The number
of stories in each Reader was increased for a total of 6 stories per book
and 60 stories for each level.
Story Structure – Many stories were rewritten to include more definite
story structure. Knowledge of story structure helps students focus on the
components and aids in comprehension.
Story Page Layout — All sentences are complete on one page or on
opposing pages to aid the student in developing fluency.
Workbook Activities — All workbook activities now provided as
reproducible worksheets that can be printed from the Reading Milestones
Reproducible Materials Flash Drive included in each level package.
Spelling — The Spelling program has been improved to develop
phonological awareness skills, sound–spelling correspondence, provide
additional practice in word recognition to attain automaticity, and improve
accuracy in word spelling that will contribute to writing fluency.
Student Achievement Record (SAR) — used to record the student’s
completion of each of the stories and activities in the workbook and
spelling materials across a level of the program. Space is provided for
comments regarding progress and recommendations.
Word Cards — Vocabulary words available as reproducible PDFs on the
Reading Milestones Reproducible Materials Flash Drive. Cards are grouped
and alphabetized by corresponding reader and numbered accordingly.
Reading Milestones Reproducible Materials Flash Drive — Included
in each level package, now reproducible PDFs are available for all Workbook Activities, Spelling and Word Cards.
Now you can place students in the correct level of Reading Milestones
and monitor their progress through the program.
The Reading Milestones Placement and Monitoring
(RMPM) can be administered by classroom teachers,
special education teachers, reading specialists, school
psychologists, or any other individual with some training
in standardized test administration. The test can be administered to entire classes, small groups, or to individual
students in approximately 10 minutes.

Systematic instruction
for students at risk of
reading failure.
For students with mild to moderate
disabilities in Grades K–6.
EPACC Explicit Phonemic Alphabetic
Connections Curriculum
By Sister Mary Karen Oudeans, Professor of Special Education at Silver Lake College.
For students with mild to moderate disabilities in Grades K–6.
EPACC emphasizes fundamental skills that all early readers must master.
The curriculum connects sounds in spoken words to letters of the alphabet, systematically and explicitly, to help beginning readers reach skill proficiency benchmarks. EPACC complements your core reading curriculum
by making these important connections transparent to students who are
at risk of reading difficulties. EPACC focuses on specific skills validated
by research: phonemic awareness, alphabetic understanding, and fluency
with the alphabetic code.
EPACC is:
»» a single or multi-year program
»» taught with systematic and explicit instruction in small groups or one-on-one
»» presented to students in 20-minute sessions, 4 times a week
»» for students in RTI 2, grades K-2
»» for students in grades K-6 with mild to moderate developmental or learning
disabilities
EPACC incorporates principles of direct instruction such as a model-leadtest format, correction procedures, and the opportunity for group and
individual responses. Lessons are scripted and delivered in 15-minute sessions 4 times a week. The Scope and Sequence begins at prekindergarten
and ends at a 1.5 grade level. Based on the progress of your students,
EPACC functions as a single or multi-year program.
EPACC Complete Package includes:
»» Implementation Guide with Getting Started, Scope and Sequence,
Assessment Forms, and Research Synopsis

Building with Stories
Adapted Books for Early Literacy
An early literacy curriculum for students ages 5–10 with moderate-tosever developmental disabilities including autism. The Building with Stories
curriculum is based on the Early Literacy Skills Builder (ELSB) research
(see next page) . It contains ten award winning storybooks commonly read
in elementary classrooms, a kit to adapt them for easy student access,
and story related manipulatives to encourage student participation.
The Teacher’s Manual is centered on the ten-step framework developed
by the ELSB research team. The Teacher Manual is organized by storybook title and includes a list of materials, AT suggestions, adaptation
instructions, and scripted lessons. The Student Materials book has
illustrated response pages with corresponding teacher scripts. It fosters
vocabulary understanding, print awareness, listening comprehension, communication independence, and word knowledge.
Incorporating Building with Stories in your classroom has multiple benefits:
it aligns with state standards, provides students access to the general
education curriculum, and gives you more time for teaching—less time
needed for planning and adapting. The curriculum can be used with
individual students, with small groups, or in inclusive classroom settings.
Use in conjunction with the Early Literacy Skills Builder (see page 1) or as
a stand-alone curriculum.
Storybooks included:
»» Amazing Grace

Powerful.
Motivating.
Comprehensive.
Successful!
The first and only scientifically based
literacy intervention program for
children with moderate-to-severe
Ages: 5 through 10
developmental disabilities,
Administration: Individual or small group
including autism.
The Early Learning Skills Builder (ELSB) program is a research-based,
Early Literacy Skills Builder
language-rich curriculum for children ages 5 to 10 with moderate to
severe developmental disabilities, including autism.
The ELSB program incorporates systematic instruction to teach both
print and phonemic awareness. It is a multi-year program with seven
distinct levels and ongoing assessments so students
progress at their own pace.
Moe the frog puppet and his corresponding stories make
ELSB student friendly. Going beyond using sight words this
program relies on systematic phonics instruction.
The goal of ELSB is to develop the skills and behaviors
children need to succeed in a standard reading program.
Key Features:
»» Phonics plus sight word instruction
»» Accommodates students who communicate nonverbally
»» Scripted lessons
»» Linked to general education standards
»» Ideal for one-on-one or small group instruction
»» A fun, age-appropriate curriculum
Critical Components:
»» Phonemic awareness
»» Alphabetic understanding
»» Vocabulary
»» Comprehension
»» Accuracy/fluency of connected text
Based on Research Analysis:
»» 128 studies on reading and disabilities
»» Strongly supports systematic instruction
»» Ample evidence of sight word success
The ELSB is a great long-term investment that motivates students to
participate in reading activities, just like their friends without disabilities.
The program has seven distinct levels, each with five structured lessons.
All students begin at Level One. Students who struggle with Level One,
are administered Level A. Each level includes a scripted Teacher’s Manual,
Student Materials and Student Assessments. Scripted lessons, combined
with the Getting Started DVD provide a quick and effective method to learn
how to use ELSB and why it works. It helps both experienced and inexperienced teachers, paraprofessionals, and classroom volunteers to use
ELSB. You can set up small groups or teach ELSB one-on-one. Lessons
are taught in two daily 30-minute sessions. Direct instruction is a proven
technique for teaching reading to students with learning disabilities. When
mastery is demonstrated, move to the next level. Students can be promoted to the school’s standard reading program when they successfully
complete Level Seven. The series is also developed so that students who
do not master all levels still acquire literacy skills with lifelong use such as
gaining meaning from stories that are read, acquiring new vocabulary, and
recognizing words and phrases.
A great feature of the Early Literacy Skills Builder is all responses have
been developed for either verbal responding or nonverbal responding.
Modify the teaching to accommodate alternative response modes such
as AAC devices or eye gaze boards. For example, nonverbal students
may use assistive technology, pointing, or eye gazing to make target
responses. Ongoing data collection allows students to progress at a
comfortable pace. It is great for writing measurable IEPs which help
new staff learn how to implement the program. The program is linked to
general education standards and encourages inclusive activities as well as
provides access to the general curriculum. Developed for children ages 5
through 10 it focuses on literacy at the appropriate age. The ELSB gives
all children an opportunity to learn literacy skills, including those with
moderate to severe disabilities and children with autism.
A comprehensive Getting Started DVD which covers
the essentials of ELSB is included. The DVD covers
research foundations, getting started, objective
sequence and includes student/teacher interactions
and teacher interviews.
Reproducible resources provided as PDF files include
assessment forms, flashcards, communication cues,
All About Moe templates and Building with Stories
Lesson Plans. Also included are PDF files of All About Moe and Oh My,
Apple Pie stories, plus JPG files of illustrations from the stories.

Practical Guide to Handwriting
Like other skills, handwriting must be taught and
practiced if it is to be useful for a child or adult.
In special education or rehabilitation settings, it is
sometimes difficult to find time for either handwriting
instruction or practice because there are so many
other areas that may need attention.
The purpose of the Practical Guide to Handwriting
is to give professionals an instructional resource
that can be used with a wide variety of children or adults with disabilities
and that will enable the learner to write fluently (legibly and with ease).
Guidelines in each book help the practitioner decide which pages should
be used with those who have various learning characteristics.
Each book is 81/2” x 11”, softcover, 80pp, reproducible.

The visual perceptual materials on this page have been designed primarily to improve eye movement skills required for reading: short
term visual memory and visual discrimination, fixations, left-to-right directionality, peripheral awareness, word recognition, and saccadic eye movements.
Through the use of these materials, eye movements can be improved and deficit areas such as reversals, omissions, substitutions, and additions can
eventually be eliminated. The materials are appropriate for beginning readers, remedial students, and slow readers at all levels. Although the following
materials are listed sequentially, they should be chosen according to the students’s functional level.
Symbol Discrimination and Sequencing
This program has been skillfully designed
to improve visual discrimination, visual
memory for sequence, noting likenesses and differences, visual matching,
and left-to-right progression. It begins
with large print and only two symbols
to recall. By the end of the book, five
symbols (pictures, shapes, numbers, or
letters) are being tracked visually. The symbol size is gradually reduced
as the number of symbols to be recalled are increased. The material is
appropriate for beginning readers, youngsters in remedial classes, and
“slow” readers at all levels and ages. Contains 172 exercises (in medium
large format). Reproducible.

Symbol/Letter Tracking
An important link in the Ann Arbor Tracking Program, Symbol/Letter Tracking
enables each learner to track symbols,
numbers, lower case and upper case
letters in groups of six through 20. The
book is designed to improve visual discrimination, symbol memory, and left-to-right directionality while correcting

Word Tracking
High Frequency Words
Using the Francis-Kucera word list, we’ve
ensured that by the time he has completed these exercises, the learner will
be familiar with the 500 most frequently
used words in the English language. In
addition are the many obvious benefits derived from tracking tasks: visual
discrimination, left-to-right progression, elimination of reversals and omissions, etc. Contains 54 exercises with an 18 point type size. Reproducible.

Sentence Tracking
Designed to teach “scanning” a line of type
to improve reading, word recognition and
discrimination skills. Different from Symbol
Discrimination and Letter Tracking in that
the learner does not look at each letter
or symbol individually, but differentiates real words from nonsense groups of
letters. Sentence Tracking aids in vision training by correcting problems with
left to right eye movement, omissions and reversals. It also helps students
learn correct spelling and usage in sentence structure. Can be timed to give
the learner positive feedback. 3rd/4th grade reading level. Contains 115
exercises. Type size gradually decreases from 16 to 10 point. Reproducible.
Letter Tracking
MR #030731 Sentence Tracking
The rationale is simple: The student
matches and tracks lower case alphabet
letters to improve letter recognition.
Practice of following a line of print in
left-to-right direction and matching written letters is extensive. In addition, the
development of two critical eye movement skills (scanning and locating) is
helped tremendously by this task. Print size decreases slowly throughout
the books. And then there is the timing factor. Youngsters enjoy “beating”
themselves – i.e., shaving a few seconds off their previous recorded time.
Sentence Tracking
Letter Tracking: 146 exercises, type size gradually decreases 24 to 16 point.

as the time-honored Sentence Tracking

Words. Without even knowing they are doing so, as students master tracking skills they will also become familiar with approximately 500 sight and
phonetic words that are commonly found in everyday language skills. This
program was actually created on demand by users of our two most popular
tracking programs. 2nd/3rd grade level. Contains 115 exercises. Type size
