China’s commitment to Africa is resolute. At
a conference in Ethiopia in 2014, Premier Li
Keqiang addressed the African Union and
predicted that by 2020, trade volume will
rise to USD 400 Billion. Trade to date with
China has doubled since 2008. Aside from
China, the rest of Asia accounts for 26% of
Africa’s trade flows. This is all good news
for mining companies as Asia continues to
drive resource consumption.
Some economists are suggesting that
Africa is shaping to be “China’s Second
Continent”, the title of New York Times
journalist Howard W. French’s book.
However, Even though Chinese FDI into
Africa increased to USD 200 billion in 2013,
investment into Africa is risky.
To offset this concern, Mauritius, an

19 investor protection and double taxation
treaties with Sub-Saharan African
governments to safeguard and protect the
