Decree-Law No. 8181 of November 19, 1945, in its Article 7, stated that the 5th
Naval District, with jurisdiction over the states of Parana, Santa Catarina and Rio
Grande do Sul, would be appropriately installed in accordance to the country needs
and to the Navy Minister acknowledgement. By Ministerial Notice No. 1578 of August
8, 1946, the Minister of the Navy had the Command of the 5th Naval District installed
with its head office in the city of São Francisco do Sul, Santa Catarina. Then, it was
transferred to the capital of the same state, according to the Decree-Law No. 9586 of
August 16, 1946.
On February 8, 1983, with the commander his Excellency Mr. Vice Admiral
Fernando Mendes da Costa Freitas, the Command of the 5th Naval District was
transferred to the city of Rio Grande in Rio Grande do Sul.

Since December 17, 1994, Rio Grande city has a pantheon that houses the
remains of the Patron of the Navy: Admiral Tamandaré. This is located next to the
Command of the 5th Naval District.
The Pantheon is a tribute that the Navy provides, not only to this important city
figure, but also to the city of Rio Grande itself that happened to have a space to recall
its history. On December 2000, beside the remains of the Patron of the Navy was
launched the Tamandaré’s Hall of Remembrance, a small space where there is a piece
of history about this national hero.
Beside Admiral Tamandaré remains, it was also built a monument to three other
Rio Grande’s heroes: Admiral Abreu, Commander Felinto Perry and Imperial Sailor
Marcilio Dias. These were naval heroes who participated in Riachuelo Naval Battle on
June 11, 1865.
The Command of the 5th ND has, near its facilities, apartments for CPl, PVT and
SGT. For officials, the Command has houses and apartments in Jardim do Sol district.
The military interested in residing in the National Equity Residential (NER) should
inform a message to the Command of 5th ND, providing the registration given by the
Navy’s Organization from the military’s starting place. Make sure that the request
message for NER was dispatched because its inclusion in the "waiting list" will be
established from the date-time of that message.
The regulations over NER are SGM-104 (2nd Rev) and NORDINAVSUL 1020D. There are new functional units under construction to minimize the housing
problem for the military, which also occurs in Rio Grande, where the waiting list for
NER for SGT is extensive, with an estimated two-year period for the building
occupation.

When signing a contract, try renting a property for an indefinite period of time
because when ending it, you will not pay a fine. In the Personnel Division of your new
Marine Organization there is a contract that includes amicable termination clause in
case of receiving NER. This model also allows the discount on payroll, relieving you
from the burden of providing guarantors or paying early rent as collateral.
Unfortunately, nothing obligates the landlord to accept this form of payment, even when
it comes to guaranteeing payment of rents within the stipulated period of time.
Before the deal, it is suggested a conversation with other soldiers already living
in the city for more time. This way it is possible to collect some more information on
locations and neighborhoods, especially in relation to security.
The Command of 5th ND has a UDC located in the Naval Depot of Rio Grande
(located in front of the GpttFNRG), and the services are provided from Mondays to
Fridays, from 8:30 to 11:30am and 1:30 to 4pm.
The Naval Ambulatory of Rio Grande (ANRG), located near the headquarters of
Command of 5th ND, has doctors, dentists and pharmacists offering outpatient care for
military personnel and their dependents, on 24-hour duty for emergency care.
The Commander of the 5th Naval District alerts the military, particularly those
newly presented, that the ANRG doesn’t have a hospital structure and the city
resources are poor, especially for the treatment of preexistent complex diseases.
The Integrated Support to the Personnel of the Navy Service Center (NSAIPM), located near the Trânsito Hotel, offers social workers, psychologists, Bachelor
of Law and lawyer hired by the Abrigo do Marinheiro Department. They are meant to
attend in their specialties, besides running the programs fixed in DGPM-501 and
searching facilities for the Naval Family in Rio Grande.

The Abrigo do Marinheiro department is destined to social activities of the
military and their dependents, divided into ARES Galera, for Officials, located in Jardim
do Sol district, next to the NER in this complex; and the ARES CAMARIG, located in
front of the COM of 5th ND, with heated pool, gymnasium, gym rooms and other
facilities. Monthly, dancing dinners are there promoted.
The oldest city in the state of Rio Grande do Sul, it was founded by Brigadier
José da Silva Paes on February 19, 1737. This date also marks the beginning of
Portuguese colonization in the South, being Rio Grande, for a long time, the state
capital.
It has an area of 2,814 km² and, currently, a population of about 200 000
inhabitants. It is situated in the southern Rio Grande do Sul, between Mirim and Patos’
lagoons and the Atlantic Ocean. It is limited to the north with the city of Pelotas and
Patos’ Lagoon, to the south with the city of Santa Vitória do Palmar, to the east to the
Atlantic Ocean and the Rio Grande Canal, and to the west with the city of Arroio
Grande Mirim.
The port was largely responsible for the city development, for its great handling
of processed products, and it is now considered the largest port of Mercosur.

The climate of Rio Grande is subtropical, with strong influence from the Atlantic
Ocean and the Antarctic continent, which means relatively rigorous winters, warm
summers and regularly rainfall distributed during the year. The annual average
temperature city is 17.3°C and the annual average rainfall is 1050 mm. The hottest
month is January with a temperature average of 22.8°C and the coldest month is July
with a temperature average of 10.8°C.
Due to the severe impact of winds in the city, the wind chill in winter in Rio
Grande often arrives below 0°C and relative air humidity achieves 90%.
For best fit, it is recommended to wrap up the best possible way, and it is
advised the use of "long johns" and undershirts, besides tough and warm clothes which
help warming the body. In the local commerce people can buy appropriate clothes and
find reasonable prices, especially before the onset of winter. Eat well, exercise
constantly and guide your family to do the same.
Currently, there is only one local newspaper of daily circulation, the "Jornal
Agora". Besides this one, there is the “Diario Popular”, with local circulation covering
some news in town.

Inaugurated in 1890 with the name Vila Sequeira, rumor has that the name
Casino was due to a large and very complete game room installed here.
This impeccable "casino" was known and admired in all places, the fame came along,
and as a consequence the nickname. Nowadays Cassino Beach is considered the
biggest beach of the world in extension (according to the Guinness Book),
approximately 240km, which extends from Barra do Rio Grande to Chuy.

it is designated as the third largest naval engineering work in the
planet. It is formed by two arms of stones that extend over 4km into the ocean. Its main
function is maintaining a constant depth of the channel for shipping port access. In the
west arm, vagonetas driven by wind slide on rails. It is also known as a great place for
fishing.
At Cassino Beach, 12 km from the Iemanjá monument in
direction to Chuy, there is a ship stranded on the beach. In 1975, after
facing
a
heavy
storm,
the
ship
Altair,
failing
to
keep
on
course,
ended up being dragged to the beach. This sight besides being an excellent place for
fishing, also supports the practice of surfing.
As the oldest city of Rio Grande do Sul, Rio Grande has a large architectural
beauty, presenting Portuguese sidewalk mosaics. The main places to be visited are:

style, it is considered historical patrimony. It is the oldest
temple in Rio Grande. In this place it is also found the
Sacred Art Museum Collection and São Francisco Chapel.

Beautiful building in gothic style, it boasts several
stained glass windows on its front, gothic arches and
three ogival doors. It was opened on February 16,
1930.

It is the biggest oceanographic museum in
Latin America. Its collection embraces 150 000
samples, being the most comprehensive one
in Latin America.
Near the museum is the Center for Recovery of Marine Animals, where
injured
animals
that
are
found
along
the
coast
are
treated,
and
then
returned to their natural habitat.

It is located in Pólvora Island, which housed
the Army storeroom. It is a natural preserved
space which has rich vegetation and migratory
birds. This eco-museum has its exposure and
support services installed in the visitors’
neo-colonial-style
house,
built
in
1856.
Location: 10, Capitão-Tenente Heitor Perdigão Street, beside Rio Grande Yacht Club,
at the Oceanographic Museum pier.
Visiting hours: Friday to Sunday from 2 to 6 pm.
Opened on April 9, 2003 and revived on
June 13 2007, this museum aims to rescue,
preserve and disseminate the culture and
the local sailing knowledge. It values the
human work linked to this culture and
elevates the activity of those living from the
sea. Its collection is composed of boats,
navigation equipment, fishing and boating
signage.

Here we find the history of settlement of

It comprises various surveying instruments and appliances
used in the construction of the pier and the breakwaters, besides several photographs
from that time, maps and old documents.

Visiting hours: Monday to Friday from 1:30 to 6pm. On Sundays, through Schedule.
More than 7.000 pieces comprehend
its collection. The existing parts in the History Museum were donated by the
community.
Location: Riachuelo Avenue - Customs Building.
Visiting hours: Tuesday to Friday from 9 to 11:30am and 2 to 5:30pm.
It is an interactive museum in rural areas. Here
visitors can go back to the past and see what life was like in rural environment in the
nineteenth century. It offers horse rides, hiking native forests, playing in bicentennial fig
trees, among other attractions. In this place, workshops are also held to raise
awareness about the environment.

Location: at 261, Luis Lorea Street, on the 1st floor.

Built in 1875 by order of Emperor Dom Pedro II, it houses,
nowadays, the police station of Internal Revenue Service and the City Museum.
Built in 1862 by Antonio
Martins Benone Viana, the house well characterizes
the use of tiles on the facade. It is the only urban
building of the nineteenth century in neoclassical
style in Rio Grande do Sul, covered with Portuguese
tiles.

Rio Grande Public Market: located next to the Rio Grande Library.
União Constante Masonic Lodge: foundation on June 13, 1840. It is the oldest in
the State. It stands out with the gothic-style facade.

CAMARIG Library - Viscountess Maria Eufrásia Marques Lisboa: It allows
local consultations to the community in general, lending material to military
personnel, civilian employees and their dependents. It is possible the use of
Community Internet. Visitations from Monday through Friday from 8am to 16:30pm
(possibility of changing).
Luiz Lorea Boardwalk: It presents a mural painted on tiles, in honor to City of
Águeda, in Portugal.
It is the biggest square in the state of Rio Grande do Sul,
where can be found the monument containing the remains of General Bento Gonçalves
da Silva, the hero of the Farroupilha Revolution.
It is famous for their shrubs, olive trees and also
monuments like the Statue of Liberty and the Brigadier José da Silva Paes.

Also
known
as banhado do Taim, it is an Ecological Station,
which houses animals such as capybaras, ratão do
banhado (a type of big rat), coatis, ariranhas, ducks,
lapwings, gulls, etc. The reserve also works as the
center of studies on migratory birds. Beyond the
lakes and wetland areas, forests of fig and cork
trees can be found.

It is the largest
island in the State of Rio Grande do Sul,
located near the Patos’ Lagoon estuary.
Around the island, visitors can see buildings
and ruins of Portuguese colonial architecture,
the chapels of São João Batista, of Santa Cruz
and Nossa Senhora da Saúde. The island
offers Portuguese cuisine and handicrafts
ranging from wicker, wood and tapestry as well
as a traditional drink called Jurupiga.

This lake has approximately 180
km in length, an average width of 22 km and
maximum width of 37 km. It has a total area of 3.750
Km², of which a part is in Uruguay’s territory. Its main
attraction is Capilha beach.

It is the largest coastal
lagoon in the Occidental South Atlantic
with
10.360
Km2.
With
a
group
of
connected ponds, it forms a single coastal
lagoon system. It is the most important
area of breeding and feeding for the large
part of fish that live on the southern coast
of Brazil. Its waters, sometimes sweet,
sometimes salty, form beautiful beaches
with shallow and calm waters in its shore.
Furthermore, it is decorated with palm and
centennial fig trees providing a nice
shadow. Patos’ Lagoon is known for locals as Mar de Dentro.
In
conjunction
with
the
streams Bolaxa and Senandes, it represents
the last preserved wetlands and stream areas
in the Rio Grande urban area. They are
important sites for maintaining life quality in the
city. This pond, also known as Bolaxa Lake has
direct communication with Saco da Mangueira
(a part of Patos’ Lagoon) thus receiving the
influence of salt water. It constitutes a natural
habitat for several species of birds, fish and
crustaceans, especially the pink shrimp. The
lake is surrounded by ancient dunes, wetlands
and sandbank forest. These environments support in their group a great variety of wild
community, including endangered species like otter, papo amarelo alligator and black
necked swan.

It is a shallow small
lagoon, located practically in the center of Rio
Grande possessing 32 km2. At its margins there are
salt
marshes,
coastal
fields,
dunes
and
streams of its micro-basin. These shallow areas are
considered vital to the Pato’s Lagoon estuary,
because of the high productivity observed and its
importance as shelter and food source for local
animals, that use such areas as breeding.
Saco da Mangueira has intense potential. It is really important for the
fishing sector of the city and it is considered an important nursery for species,
especially the shrimp. A considerable number of people live surrounding it, dedicating
their lives to the fishing activity as a profession or to complement other activities.
The city has few tourist agencies that carry out guided tours and
boat trips that allow a closer contact with the natural beauty that these
places offer.

growing due to this situation. Each year more facilities are being added to existing ones

Access to Rio Grande happens through Porto Alegre, BR116, southbound,
covering 262km up to Pelotas city, when BR392 should be taken, covering extra 58Km
to Rio Grande.
Rio Grande is a recipient of two bus companies: Viação Noiva do Mar, which
serves the most of the neighborhoods; and COTISTA. The schedule for the weekend is
pretty sparse.
There is an airport in the city with a daily flight from Rio Grande to Porto Alegre,
and, then, from there throughout Brazil. Recently, the tickets can be purchased with the
intermediation of TAM air company.
The city has a bus station with buses to Porto Alegre, the State cities and
direct lines to many other cities in Brazil, including Rio de Janeiro.

At any newsstand there is a property informative with offers for sale and rental
of buildings, and a city map.

Give preference to rent an apartment in a complex, for security.

The NER and the Command of the 5th Naval District are located in a region
where walking should be avoided at night.

Due to cold and high humidity, give preference to buildings with good sun

A good option for purchasing used furniture at reduced prices are stores called
"Bricks".

Seek to acquire heaters, but be very careful about security against fire or
electrical short.

The purchase of an air dehumidifier unit, although not essential, can help
reduce humidity and increase the temperature of the room.

In Rio Grande there is a considerable number of vacancies in public and private
education network. Most schools are located in the center of the city, whose addresses
and telephone numbers are at the end of this booklet, to facilitate contacts before
classes begin. That will happen, possibly in early February. Therefore do not loose
time. If you opt for private school the monthly payment varies from R$150.00 to R$
300.00.

The city does not have an institution that concentrates all professional services
to people with special needs. The military personnel, if so, should seek N-SAIPM for
inclusion in the Special Assistance Program, according to the DGPM-501.

The city has no gas service stations that carry gas as fuel.

Avoid home confinement and social isolation, driven by cold weather and poor
recreational facilities in the city. This will not bring benefits to your physical, mental and
social health, and so to your professional performance. Dribble that feeling looking
mingle with the naval family in Rio Grande, participating actively and steadily in the
activities of ARES and CAMARIG GALERA. And rediscover the pleasure that large
cities make us forget and neglect: being with friends, chat, eat and make a good
barbecue, among others.

When you begin to realize that there are difficulties to manage or solve
a problem, seek professional guidance through the N-SAIPM or the ANRG.

Finally, together with your family, enjoy the happiness of living in Rio Grande,
avoiding raising expectations or comparisons that do not add value, such as expecting
to find the facilities of another city, especially the large ones, at the new location.

