Deutsche Hilfe in Kenia
Anfang Februar hat der deutsche Entwicklungsminister Niebel Kenia besucht – zum
zweiten Mal in sechs Monaten. Beide
Besuche standen im Zeichen der Dürrekatastrophe am Horn von Afrika, auf die
Deutschland mit der Bereitstellung von
350 Millionen Euro schnell reagiert hat.
eutsche Entwicklungszusammenarbeit
(EZ) in Kenia ist aber mehr als kurzfristige Nothilfe: sie unterstützt die Bewohner des Landes dabei, langfristige und nachhaltige
Strukturen aufzubauen und Reformen umzusetzen.
Dabei bewegt sich Deutschland nicht im
luftleeren Raum, sondern wir lassen uns von den
Zielen und Wünschen Kenias leiten. Die „Vision
2030“ ist die Entwicklungsstrategie der kenianischen Regierung und bildet die Richtschnur, an
der sich unsere Strategien orientieren.
In Regierungsverhandlungen besprechen wir
mit der Regierung gemeinsame Prioritäten und
vereinbaren die Zusammenarbeit für die nächsten
Jahre. Bei den letzten Verhandlungen 2010 hat
Deutschland Kenia 138 Millionen Euro zugesagt.

with Kenya
In February, the German Minister for Economic Cooperation
and Development, Dirk Niebel
visited Kenya for the second
time in six months. Both visits took place during periods
of severe drought in the Horn
of Africa, to which Germany
quickly responded by providing 350 Million Euros.
But the German Development Cooperation in Kenya is more than
just short-term relief: it supports
the country's inhabitants to build
long-term sustainable structures
and to implement reforms.
Germany does not operate
within a vacuum, instead we are
guided by Kenya's objectives.
"Vision 2030" is the development strategy of the Kenyan
government and is the guiding
principle on which our strategies
are based.

nicht! Natürlich verbringen die "EZ"Abteilung, die GIZ, KfW, DEG auch viel Zeit
in Sitzungen mit Projektplanungen.
Aber das Spannende ist: Wir arbeiten
mit kenianischen Partnern daran, Lebensbedingungen für v.a. arme Menschen zu
verbessern, die kenianische Wirtschaft
mit Technologie zu unterstützen und und
und. Bundesminister Niebel besuchte Ernährungs- und Impfprojekte im staubigen
Turkana, EZ-Referentin Natascha Beinker
traf israelische Entwicklungsexperten in
Kisumu. Deutsche Journalisten reisten zu
Bewässerungsprojekten am Mt. Kenya und
waren sehr erstaunt, dass sie nichts Negatives finden konnten. All das und noch viel
mehr verbinde ich mit diesen Stichworten.

What do you associate with development
politics and cooperation? Boring meetings?
That´s not the case! Of course, our colleagues
from the development cooperation section
and from GIZ, KfW and DEG spend a lot of
time in meetings. But the exciting part is that
we work together with Kenyan partners to
improve the living standard of poor people,
support the Kenyan economy and so on.
Minister Niebel visited feeding and vaccination projects in dusty Turkana, the head of the
Embassy's development cooperation section
Natascha Beinker met with Israelian experts
in Kisumu. German journalists visited projects
in the Mount Kenya region and were surprised
that they could not find anything negative. So
that´s what I associate with those keywords.

for development cooperation with Kenya
for the period from 2011 to 2013.

Die „Vision 2030“ der kenianischen Regierung bildet die
Richtschnur der deutschen EZ
mit. Außerdem fördern wir beispielsweise
Gesundheitsgutscheine, die armen Frauen
kompetente Betreuung vor, bei und nach
der Geburt im Krankenhaus ermöglichen.
Der „Water Service Trust Funds“ sorgt
durch Wasserkioske für die Versorgung
von armen Haushalten mit sauberem
Trinkwasser. Im Landwirtschaftssektor
werden Farmer darin unterstützt, ihre
Produkte marktfähig zu machen.
Die deutsch-kenianische EZ umfasst
noch weitere Bereiche: wir unterstützen
die Reform des Justizsektors und die AntiKorruptionsbekämpfung und fördern
nationale Versöhnungsprozesse. Die
deutsche EZ berät das kenianische Finanzministerium zum Beispiel in der Umsetzung der Fiskaldezentralisierung. Durch
Investitionen in erneuerbare Energien,
u.a. in das Geothermiekraftwerk Olkaria,
trägt Deutschland zur Energiesicherheit
Kenias bei und leistet einen wichtigen Beitrag zur Bekämpfung des Klimawandels.
In städtischen Armutsgebieten in Nairobi,
Kisumu und Mombasa unterstützen wir
den Bau von Schulen.
During the governmentto-government negotiations, discussions are
held with the Kenyan government on common priorities and cooperation for the next
few years is agreed upon. During the last
negotiations in 2010, Germany, through the
German Development Bank (KfW), pledged
138 Million Euros to Kenya. Secondly, the
German Development Cooperation supports
the competencies and structures of Kenyan

In terms of cooperation
policies, Germany is guided by
Kenya's "Vision 2030"
partner organisations by deploying experts
from the “Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) .”
Germany is cooperating with Kenya in the
focal areas of health, water and sanitation
and private sector development in agriculture. In addition, we promote health vouchers, which allow poor women to access skilled
care in a hospital before, during and after child
delivery. Germany supports the "Water Service Trust Fund" which provides for the supply
of clean drinking water to poor households
through water kiosks. In the agricultural sector in particular, poor farmers are encouraged
to make their products more marketable.
German-Kenyan development cooperation also covers other areas: the justice
sector, the fight against corruption and the
promotion of national reconciliation processes. German development cooperation,
for instance, provided advice to the Kenyan
Ministry of Finance on the implementation
of fiscal decentralization. By investing in renewable energy sources, e.g. in the Olkaria
geothermal power plant, Germany contributes to energy security in Kenya and also
helps tackling climate change. In urban
poor areas in Nairobi, Kisumu and Mombasa, we support the building of schools.

Die DEG ist ein Mitglied der KfW Bankengruppe. Sie finanziert Investitionen privater Unternehmen in Entwicklungs- und
Reformländern. Sie fördert den Ausbau
privatwirtschaftlicher Strukturen, um zu
nachhaltigem Wachstum und besseren
Lebensbedingungen beizutragen. In Kenia ist die DEG zur Zeit mit einem Projektportfolio von rund 95 Millionen Euro in 14
Vorhaben engagiert.

DEG
DEG (German Investment and Development Company) is a member of the KfW
banking group. DEG finances investments
of private companies in developing and
transition countries. DEG promotes sustainable economic development with the
intention to raise living standards in the
partner countries by supporting promising
entrepreneurial initiative. In Kenya, DEG
currently supports 14 projects with a total
volume of 95 million Euros.

Im Zentrum unserer Forschung
stehen Insekten und ihr Einfluss auf die
Gesundheit von Menschen, Tieren und
Nutzpflanzen. Ziel ist es, die Lebensumstände in Afrika zu verbessern. icipe
sucht nach Wegen, um Schädlinge und
Insekten-übertragene Krankheiten wie
Malaria zu bekämpfen.
What does icipe do?
Our scientific focus are insects and their
impact on human, animal, plant and
environmental health. Our objective is to
improve the livelihoods in Africa through
promoting sustainable development.
icipe searches for methods to fight pests
and insect-borne diseases like malaria or
yellow fever.
Welche Rolle spielt Deutschland?
Deutschland unterstützt icipe mit programmgebundenen Mitteln und fördert
mehrere Projekte zur Schädlingsbekämpfung im Gemüseanbau. Von Deutschland
entsendete Experten arbeiten eng mit
unseren Wissenschaftlern zusammen und
über den DAAD kommen Forscher hierher.
What role does Germany play?
Germany supports icipe's project work,
and funds projects aiming at integrated
pest management in vegetables. Germany
seconds experts who work closely with
our scientists and through the German
Academic Exchange Service (DAAD) that
supports scholars to do their research here.
Gibt es konkrete Projekte in Kenia?
Beispiele sind unser Bienenprojekt, eine
lukrative Alternative zur umweltschädigenden Holzkohlegewinnung oder
die von uns entwickelte Fliegenfalle zur
Abwehr von Tsetsefliegen.
What are your projects in Kenya?
Examples are our honeybee-keeping
project - a lucrative alternative to the
environmentally harmful extraction of
charcoal - and the icipe-invented cheap,
yet effective tsetse fly trap.

>> Wirtschaft Am 1. März 2012 wird Herr
Ingo Badoreck seine Arbeit als Delegierter
des Deutschen Industrie- und Handelskammertages im Deutschen Haus in Nairobi aufnehmen. Der Wirtschaftsdelegierte
soll künftig vor allem die Zusammenarbeit
von kleinen und mittelständischen Betrieben in Deutschland und Kenia fördern.

2012, Mr. Ingo Badoreck will take up his work
as delegate of German Industry and Commerce in Nairobi. Seated conveniently in the
German House, the delegate will promote
trade and economic relations between Kenya
and Germany, in particular on the level of
small and medium-sized enterprises (SMEs).

bis 22. Februar 2012 versammelten sich
Staatenvertreter und Umweltexperten
in Nairobi, um bei der Tagung des UNEP
Verwaltungsrates über nachhaltige, umweltfreundliche Entwicklungskonzepte zu
beraten. Eine Delegation des Bundesumweltministeriums unter der Leitung von
Unterabteilungsleiter Dr. Sach vertrat die
deutschen Interessen während der Tagung.
>> UNEP Governing Council From 20 to 22
February 2012, state representatives and
environmental experts met in Nairobi to
discuss sustainable and green development concepts at the UNEP Governing
Council. The German delegation from the
Federal Ministry for Environment led by
Deputy Director General Dr. Sach represented German interests at the Governing Council.
>> Wings to Fly Am 1. Februar 2012 überrei-chte Präsident Kibaki die Stipendien
des „Wings to fly“ Programms der Equity
Bank für 2012. Über 2.000 hochbegabte
Jugendliche, die ohne dieses Programm
nie eine Chance auf Bildung gehabt hätten,
können nun weiterführende Schulen im
ganzen Land besuchen. Im nächsten Jahr
sollen 10.000 Stipendien erreicht werden.
Neben USAID und UKaid/DFID wird sich
dann auch Deutschland über die KfW mit
2 Mio. Euro für 350 Stipendien beteiligen.
>> Wings to Fly On 1st February 2012
President Kibaki handed over scholarships
financed by Equity Bank's "Wings to Fly"
programme. Over 2,000 gifted but underprivileged youngsters from all over the
country now have the possibility to continue their studies. Next year, the goal will
be to reach 10,000 scholarships. Alongside USAID and UKaid/DFID, the German government plans to sponsor 350
scholarships worth 2 Mio. Euros through
the German Development Bank (KfW).
>> Justiz Am 8. Februar 2012 unterzeichneten Deutschland, Schweden und Kenia
ein „Memorandum of Understanding“, in
dem die drei Länder vereinbaren, Kenia
noch mehr als bisher bei der Umsetzung
der Reformen im kenianischen Justizsektor
zu unterstützen.

Sweden and Kenya signed a „Memorandum of Understanding“, which is supposed
to support the reforms in the Kenyan judiciary. The German Ambassador emphasized
the efforts Chief Justice Dr. Mutunga has

Klassik im Ghetto
Am 18. Februar 2012 besuchte die
Botschafterin das Jugendorchester
"Ghetto Classics" in Korogocho. Mit
Hilfe des Goethe Instituts und privater
Initiativen in Deutschland war es im
letzten Jahr gelungen, die Musiker
mit Instrumenten auszustatten.
Das "Ghetto Classics" Projekt wurde
2009 von Art of Music Foundation und
Kutoka Network ins Leben gerufen,
um Jugendlichen aus Slumgebieten
positive Perspektiven anzubieten.

On 18th February 2012, the German
Ambassador to Kenya visited the youth
orchestra „Ghetto Classics“ in Korogocho.
Private donations from Germany as well
as the support of the Goethe Institute
allowed us to provide instruments for the
musicians last year. The Ghetto Classics
Project was started in June 2009 in a
partnership between the Art of Music and
the Kutoka Network to help slum dwellers
work their way out of poverty.

>> Schlafkrankheit Das erste Mal seit elf
Jahren diagnostizierten Ärzte bei einem
nach Deutschland zurückkehrenden Touristen die Schlafkrankheit. Der 61-jährige
hatte sich im Januar 2012 zwei Tage in
der Masai Mara aufgehalten und wurde
offensichtlich von einer TseTse-Fliege in
den Unterschenkel gestochen. An der Einstichstelle sah man die typische Inokulationsreaktion (Eschar). Obwohl die Gefahr
sich nur selten verwirklicht, muss man
dennoch in Kenias Nationalparks damit
rechnen, Opfer der tödlich verlaufenden
Krankheit zu werden. Mückenschutz ist
die einzig wirksame Maßnahme gegen die
agressiven Tagstecher.

>> Sleeping Sickness For the first time in
eleven years, doctors diagnosed a returning German tourist with sleeping sickness
(Trypanosomiasis). The 61-year-old had
travelled to the Masai Mara in January
2012 and was bitten by a Tsetse-fly. Although minimal, there is a risk for tourists
to catch the desease in the Kenyan game
parks. Personal protective measures such
as repellents are the only means against
the aggressive day-biting flies.
