THE ROAD HOME
Since October 2009, The Road Home Program at Family Services of
Central Alberta (FSCA) has worked at preventing homelessness in
families with young children. Workshops and one-on-one visits
offered families information and support to rise above whatever issues
they were facing. Families under stress were able to learn what
services could help and how to access them. When funding for the
Road Home Program ended in June 2013, those involved wanted to
leave some of their learning behind, not just for families but for anyone
going though difficulties.
This guide is more than just phone numbers – it is a practical resource to
offer hope. It is for those needing help and also for those who are trying
to help. It offers general information on some important areas, including
finances and developing a plan of action.
While this is not a full listing, it is a good starting point as you learn to
navigate through the difficult times. You are not alone - many others are
facing the same struggles. Please ask for help if you need it.

Tips and Tricks:
Apartments are often listed in the yellow pages of the phone book. Try
checking the apartment’s website for local listings, rent prices and who is
accepted. Phoning each apartment building to ask for vacancies is a great
place to start. Often landlords know of upcoming units available or have
open units before they are ever listed. Taking the initiative and phoning
before waiting for a listing gives you a head start.
Some Real Estate companies also have rental units or are aware of rental
agencies in the area. Try looking up some local Real Estate agencies in the
yellow pages or online and phoning to ask if they deal with rental units also.
Online postings are also a great way to find out about available rental units,
try Kijiji, rentboard.ca, gottarent.com and reddeer.rentspot.com
The Red Deer Housing Team puts out a weekly housing package with a list
of rentals available. You can pick this up from The Women’s Outreach,
Canadian Mental Health, and Family Services of Central Alberta.

Affordable Housing & Supports

Offers housing support to single adults who are facing eviction or are
currently experiencing homelessness.
They do not offer rent subsidies or have affordable housing units.
What they can help with is weekly support for up to 12 months with
finding affordable housing, acquiring basic household necessities and
assistance learning the skills needed to find and keep permanent
housing.
To apply, go in person to Canadian Mental Health and fill out a
pre-screen for the housing program. You will be contacted to set up an
interview and possible intake into one of their programs.

have been granted release by a National Parole Board. Provides 3-6 months
of transitional housing.

Offers housing to families and single adults with a limited income. To
apply for housing, go to the Potter’s Hands kitchen on Monday,

There is a waitlist for housing; applicants will be notified once housing
becomes available.

Red Deer Housing Authority provides subsidized housing and rent
subsidies for low income families.
To apply, download an application from their website or go there in
person to get an application. Applications are accepted on Wednesdays
and Thursdays only. If you qualify for their services you will be put on a
priority waitlist and contacted once a unit becomes available. In order to
qualify for rent subsidy, past due rental amounts must be paid in full
and you must be living in a rental place. They will need to see your
lease agreement.
Basement suites, unless it is in an apartment, do not qualify for rent
subsidies.

Available housing supports to Aboriginal and Non-Aboriginal families
and single adults. Support is offered in the form of damage deposit
assistance and possible monthly rent subsidies as well as weekly
meeting with a worker to assist you in setting and achieving your goals.
To qualify you need to have been homeless for less than 1 month or
facing eviction and willing to actively take part in their support
programs.
To apply, go in person Monday, Tuesday or Wednesday and ask to
speak with Corky. You will need to complete an intake form and then
wait to be approved.

Provides affordable supportive recovery housing to single adults, no
families, who are living clean and sober.
Units are shared living, so you will be sharing the accommodations
with other sober and clean adults, either temporarily or for a longer
term.

Feeding Yourself and Your Family
Ways to save:
Meal Planning. Planning out your meals in advance and creating a
grocery list for the items you need can save you loads of money. This
makes sure you are buying foods that have a purpose, saving you from
buying items you don’t need. Try to plan meals that share similar
ingredients so one item can make several meals.
When you are making your grocery list, look in flyers and try estimating
how much each item will cost so you have a rough idea of how much you
will be spending. It also lets you make adjustments to your shopping list
to fit your budget before you get to the grocery checkout.

Try to buy less prepackaged foods. You often get more bang for your buck
buying the ingredients to make the meal yourself, you will most likely end
up with left over ingredients that you can put towards making another
meal.
Join a food co-op! The Outreach Centre has a monthly food co-op for $25
a month. Here’s how it works, you give them your $25 and they do all the
shopping. On the pick-up date you get a food hamper that contains 3
fresh vegetables, 2 fresh fruits, a starch, and 3 lbs hamburger, pork and
chicken. Because they buy in bulk and then split it up between all the
people who order, you end up with more food than you would usually
get for $25 at the grocery store. To sign up, phone the Outreach Centre

Make food a priority! Food should always be at the top of your list when
planning where to spend your money. Food is more important than a cell
phone bill, cable bill, cigarettes or other items that you could live without.
You can’t live without food, it’s a fact.
Yes there are places like the food bank where you can go for food that
doesn’t cost you anything, but these are for emergency situations. If you
find yourself using the food bank on a regular basis, that’s a sign you may
need to make some changes to your income, expenses or spending
habits. Don’t be scared to ask for help to make these changes.

lunches. Emergency food hampers may be available for individuals who
do not qualify for a hamper through the food bank. To request a hamper,

on Wednesdays and Thursdays. Free supper is provided Mondays,
Wednesdays and Fridays from 5:00pm-6:30pm. You can also request
assistance through the School Lunch program. Lunches will be delivered to
your child’s school daily for as long as needed, at no cost.

Financial Assistance
Where will the money come from?
Not having enough money to cover your bills or even your basic needs
can be a very scary and stressful thing. There are some one time
emergency assistance that can help you get through times when
money is tight. There are also strategies and resources you can use to
prevent yourself from getting in a financial bind over and over again:
Pay attention to where you are spending your money. Write down
everything you spend money on for a month so you can see where you
are actually spending.
You may be surprised at how much you are spending on non-necessity
items such as smoking or taxis.
Make a plan. Write down where you plan on spending your money. It’s
important to make sure you take care of your costs for rent, utilities,
food and transportation before planning to spend money anywhere
else.
What happens if there is no money left over after paying rent, bills and
groceries? Or what if there isn’t even enough money to pay rent?
There are only two things you can do…try to make more money or
choose to lower your living costs.

Get creative! Sometimes increasing the amount of money you have
means you need to be creative. Sell things you don’t use or need, do
odd jobs for people such as yard work or babysitting or try collecting
bottles.
Ask for help. Find a friend, family member or agency that can help you
brainstorm ways to change your financial situation and provide tips on
how to manage your money.
Filing your taxes up to date can also provide you with additional income
from GST cheques, Child tax credits and other government benefits. The
Salvation Army provides volunteers who will assist you with filing your

Alberta Employment and Immigration will provide emergency
assistance if the situation is beyond your control, due to unforeseeable
circumstances, it presents a severe health risk and you cannot wait
until the next benefit period or access other resources.
Emergency costs that may qualify are: food, damage deposit, eviction,
accommodation, clothing, child care, transportation, essential
appliance repairs, essential home repairs, and utility disconnection
notices.
Both individuals are not currently receiving income support and those
who are receiving income support may be eligible.
If you are currently receiving income support, contact your Income
Support worker to find out if you qualify. If you are NOT on Income
Support, you need to go to the Income Support office and ask to apply.
You will need to bring the following information with you: proof of
disconnection notice, eviction or emergency need, as well as your
financial information.

To qualify for Income support you need to either have multiple barriers
to employment such as a physical or mental health issue, looking for
work, working or unable to work for the short-term, or need
upgrading/training to get a job.
To apply for Income Support phone their contact number. Lines open at
8:30 am and are very busy. If you receive a busy signal, hang-up and try
again right away. You may need to do this several times before you can
get through.
You will be pre-screened to see if you may be eligible to receive
support, if you are eligible you will then set up an appointment to meet
with an Income Support worker and fill out an application.

To qualify for AISH, you must have a severe handicap that is permanent and
limits your ability to earn a living. Your disability must be the main factor,
not your age, lack of education or available jobs.
There must not be training, rehabilitation or medical treatment that would
materially improve your condition.
To apply, go online, phone or go to their office to get an application
package. Once forms are completed, mail or drop off forms at your AISH
office. Your application will be reviewed to determine if you meet the
requirements. If you meet the financial eligibility, your medical eligibility
will then be reviewed. To find out about the status of your application,
phone your AISH office.

To qualify for EI regular benefits, you have had to have lost your job
through no fault of your own (such as being laid off), have not had work or
pay for at least 7 days, have worked the required number of hours in the
past 52 weeks. If you quit, voluntarily left your job or were dismissed for
misconduct you will NOT qualify for EI. Apply as soon as you stop working.

For Individuals who are experiencing financial difficulties, you can apply
for a fee assistance card to cover the cost of using the G.H Dawe
Community Centre, Michener Centre, Recreation Centre, and Collicutt
facilities. It also provides subsidies for some activities listed in the
community program guide.
If you are receiving support from any of the following you are
automatically qualified; AISH, Income Support, Alberta Works, have
refugee status, are a tenant of Red Deer Housing Authority, or are
approved for Red Deer Public School District Fee Waiver Program.

your child’s extra-curricular activity.
Each child can apply for assistance, multiple times.
To apply, phone the number provided and you will be directed to
contact person in your area.
You may need a letter confirming that you would benefit from
assistance. This letter can come from a social worker, teacher or other
agency that you are involved with.

You can apply to receive financial help with the costs of enrolling your
child in a registered sport.
Applicants may receive up to $250 per calendar year towards the
enrollment of a sport.

Clothing and
Household Necessities
Some Suggestions….
Try looking online for free or cheap clothing and household items,
popular places to look are Kijiji and Freecycle.org. Don’t get discouraged
if you don’t find your items posted, try posting a “Wanted” ad asking for
what you need.
Red Deer has designated “Kick it to the Curb” days where people are
encouraged to place unwanted items on their front lawns for anyone to
pick up for FREE. Look on the city of Red Deer website for the next Kick it
to the Curb day.
Think about if it’s an item you need to have or if it’s an item you would
be able to borrow. If it’s an item you will only need for a limited time, try
asking friends or posting online to borrow. Red Deer has a facebook page
where people can request to borrow a specific item from community
members; neigh*borrow red deer on facebook.
There are also community resources that can help by providing second
hand items to individuals in need.

Finding Child Care and Child Care Subsidy
Finding safe, suitable and affordable childcare isn’t always as easy as it
seems. There are a few steps you can take to help you find the childcare
you need and apply for financial help with paying the costs of child care.
Step 1: Determine what type of childcare you are most comfortable
with. Some people may choose to have a babysitter, friend or family
member come into their home, or others prefer a dayhome or a
daycare. Whatever method you choose is up to you, however there are
a few things to consider if you would like to apply for child care subsidy.
Only approved dayhomes, licensed daycares, licensed out-of school
care, licensed preschools and kin care will qualify for subsidy. So this
means, in order for you to apply for daycare subsidy, your child’s place
for care needs to be licensed or approved. Or if you choose a babysitter,
you will only qualify for subsidy if the babysitter is a relative (this is called
Kin Care).

What is the difference between a daycare and a dayhome? Basically
there isn’t a lot of difference in the care provided between a quality
licensed daycare and a quality approved dayhome. A dayhome is run
out of the providers home, snacks, meals and daily activities are
planned and provided. A daycare is run out of a facility or centre and
also plans meals, snacks and daily activities. A dayhome usually has
one staff, the person whose home it is while a daycare typically has
several staff. This is because a dayhome usually has fewer kids than a
daycare. The more kids, the more staff that’s needed.
Finding Child Care and Child Care Subsidy
Step 2: Now that you know what you are looking for it’s time to start
looking for childcare.
Think of what is important to you, when looking for a childcare provider.
Does your child have special needs? Is it important to you that they have
nap time? Healthy snacks? Make a list of what you feel your child needs
and what you would like the child care to provide for your child.
Look at the list of needs and wants you created for childcare and make a
list of questions you could ask when researching your childcare options.

To find childcare, try a Google search! Try searching Red Deer Daycares or
Red Deer Dayhomes. You can also look in the phone book or on Kijiji.
Keep in mind they need to be licensed or approved in order for you to
receive subsidy.
You can also contact your local Child and Family Services office for a list
of places (403) 340 – 5400 or go online to http://www.child.alberta.ca/
home/ChildCareLookup.cfm Here you can search for childcare, and view
any incident or inspection reports the daycare/dayhome has had.
Step 3: You probably have a few options now that you are
considering and places to call.
Phone the child care provider and ask your list of questions, the
monthly fees and if they have a spot open. They will want to know the
ages of your children and when you plan on starting care. If they have no
spots open, ask to be put on the waitlist.
It’s a good idea to phone several providers and place your child on
several lists, this will increase your chances of an open spot becoming
available for child care. Make it a habit to phone the providers back
every few weeks to see if a spot has become available.

Once a spot becomes available, ask about the registration process and
fees needed up front to hold your child’s spot. AFTER your child is
registered you can then apply for subsidy. Let the provider know that
you will be applying for daycare subsidy.
Step 4: Apply for subsidy.
Your child needs to be registered in a daycare/dayhome and have a start
date BEFORE applying for subsidy. However you can go online to:

any time.

application: Identification for yourself, your spouse and all children
under the age of 18. Notice of Assessment from last years tax return,

Step 5: Waiting to be approved.
Once you have submitted your application, your application should be
processed in approximately 10 business days. You will receive a letter in
the mail stating whether you’ve been approved or denied, the daycare
subsidy start and end dates and the amount of subsidy you are eligible
for.
If you have been approved to receive subsidy, the subsidy office will
pay the amount you’ve been approved for directly to your childcare
provider.
You will be responsible for paying the remaining costs. For example:
Tammy’s daycare fees for 1 month are $700. She has been approved for
$400 of daycare subsidy. The subsidy office will pay this $400 directly
to the daycare. Tammy is responsible for paying the daycare the
remaining $300.

This program is offered through Family Services of Central Alberta.
Building Incredible Babies is geared towards at-risk pregnant teens and
young adults who are no more than 30 weeks into their pregnancy.
You will receive one-on-one support with an outreach worker, access to
a moms group, pre-and post-natal information on how to take care of
yourself and baby during and after pregnancy.
You will also receive referrals to a nutritionist and have access to a
public health nurse during groups who can answer questions and
weigh and measure baby.
Depending on your eligibility you may also receive food vouchers for
fruits, vegetables, milk and prenatal vitamins.

complete a short screening over the phone to determine eligibility for

miscarriage grief support.
