Responders
On the evening of September
25, 2010, the Sheerar Museum
of Stillwater History opened the
exhibit “Stillwater’s First
Responders”. The exhibit
displays the history of the
Stillwater Fire Department,
Stillwater Police Department,
Ambulance Service, and Civil
Defense. Approximately 100
people attended the opening
reception.
During the reception several
attendees helped identify two of
the mystery Co-ed Fire Fighters
from publicity photos taken in
1942.
Th e pr evi o usly
unidentified women are Jean
Love Pope and Ruth Ann
Hoke, both members of Pi Beta
Phi.

Another revelation at the
exhibit opening was the origin
of the Speaking Trumpet on
loan from the Fire Department.
Retired Fire Chief, Bill Maddux
(served 1963-1971) revealed
that the speaking trumpet, or
bugle, is a traditional symbol of
leadership in the Fire Service.
In the early days of North
American fire departments,
officers gave orders through a
megaphone-like device commonly called a “bugle” or
“speaking trumpet.”

shape of a bugle became a type
of rank insignia for officers.
The more “bugles on his collar”
the higher the rank of the
officer.

The exhibited speaking trumpet
belonged to Fire Chief J. Ray
Pence. Upon Pence’s death the
speaking trumpet was passed to
his successor Chief Everett
Hudiburg who later gave it to
Chief William Maddux. The
speaking trumpet has been in
the Stillwater Fire Chief’s office
ever since.

The person with the bugle
hanging from his neck or
shoulder was easily identified as
the person in charge. Officers

hope that this exhibit will
continue to serve as a catalyst
