Iacona medals at Stifter named to Academic
DC and Glencoe All-District 6 team at NDSU

It’s was a rough couple of competitions for the Panther boys’ golf
team, but one highlight as of late has
been the play of captain Lou Iacona.
At Monday’s home meet, Iacona
medaled and took third with his
score of 80 as Glencoe-Silver Lake
finished last with 377 strokes.
Iacona shot a 77 and tied for third
with Dassel-Cokato’s John Ylitalo at
the New London-Spicer invitational
Friday, while his team tied for eighth
with Watertown-Mayer at 367.
DC took first at Glencoe with 333,
while Litchfield shot 342. NLS finished with 353, and Annandale 354.
Iacona’s play didn’t rub off on his
teammates Monday, as the next best
score for GSL was Tate Lilienthal’s
92 while golfing No. 4.
The rest of the pack eclipsed the
100 mark, with Trevor Posusta hitting that score.
Dylan Schuth was five strokes
back at 105, and Eric Steffel three
back from him at 108.
Patrick Fehrenbach finished the
course with 110 strokes as the team’s
No. 2.
Friday’s scores looked a little better, as Schuth shot a 93, and Fehrenbach a 97.
Lilienthal hit 100, with Eric Steffel
five strokes back at 105.
Trevor Posusta had just a few extra
hacks on the day, turning in a 140.
The boys have a conference meet
at Annandale on Thursday, with an
invitational at Oakdale Golf Club
Monday. The last regular season
competition is scheduled for
Wednesday, May 21, at DC.

North Dakota State designated
player Jackie Stifter has been selected to the Capital One Academic All-District 6 Softball first-team
that was announced May 1.
The all-district teams are voted
on by members of the College
Sports Information Directors of
America (CoSIDA). Stifter advances to the Capital One Academic All-America® team ballot.
To be nominated, student-athletes must have at least a 3.30 cumulative grade-point average,
have sophomore athletic and academic standing, have completed
one academic year at their institution, and be a starter or key reserve for their team.
Stifter, daughter of Keith and
Nina Stifter of Winsted and a
graduate of Glencoe-Silver Lake
High School, maintains a 3.86
grade-point average, and is majoring in social science education and
public history.
She was a 2013 National Fastpitch Coaches Association
(NFCA) All-America Scholar Athlete, recognized as a Summit
League Distinguished Scholar and
on the Summit League WinterSpring Honor Roll.
Stifter is currently hitting .370
with eight doubles, one home run
and 18 RBI. Ten of Stifter’s 30 career hits have been for extra bases
(nine doubles, one home run).

Brewers take out Mayer 4-0 for third straight victory

With a 4-0 victory over the Mayer
Blazers on Sunday, the Glencoe Brewers
improved to 3-0 overall, and 1-0 in the
Crow River Valley League’s North Division.
Last season, the Brewers never put together a three-game win streak until late
June, when Glencoe won four straight
over New Germany, Mayer, St. Boni
and Winsted.
Sunday’s game was the first contest to
go a full nine innings for Glencoe, as the
other two finished early from rain or
Brewer runs.
“More often than not you’re not going
to blow teams out,” Co-manager
Stephen Wiblemo said. “We’ve got to
show that we can also protect leads, and
we did that.”
Brody Bratsch started for Glencoe
and cruised through six innings of scoreless baseball, despite struggling with his
control at times. He beaned one batter,
walked five of the 24 he faced, and
struck out seven while only giving up
two hits to earn his second win of the
season.
Ethan Maass took over in the seventh
and fanned six, while only walking three
to earn himself the save.
Glencoe got on the board in the third
after Tony Paggen was caught stealing
and Brandon Ebert singled to replace
him.
Teddy Petersen reached on a fielder’s
choice in the next at-bat, but Ebert’s
slide into second broke up the opportunity for a double play.
With two outs and a man on, Petersen
stole second before Brody Bratsch laced

Middle of the pack for Panthers at true team

At the true team track and field event in
Litchfield on May 6, the Panther track and field
teams found themselves toward the middle of
the pack.
The boys turned in a fifth-place performance, scoring 374.5 team points, while the girls
were two spots back in seventh with 329.5.
Both featured 10 teams, with nine residing in
the Wright County Conference. Willmar was
the only outlier, and it took first in both divisions as its boys scored 526 points, while its
girls finished with 561.
“It was kind of a preview of what the final
conference meet is going to look like,” boys’
Head Coach Josh Metcalf said. “It was a good
chance to see a lot of the teams in the conference, and I thought we competed very well.”
The best finish of the day for the boys was in
the 4x100-meter relay, which Glencoe-Silver
Lake took first with a time of 45.54. The group
made up of Keenan Mehlos, Gus Mendoza,
Kyle Beck and Jake Stuedemann ran their best
performance of the year at Litchfield and
scored 30 points.
“They ran their best time of the season, and
had their best hand offs of the season,” Metcalf
said. “To win a 4x1 against that competition is
a feather in the hat of those four runners.”
Adam Eberhard continued to have success
heaving the shot at Litchfield. Eberhard
launched a toss of 47 feet, 3.25 inches only to
finish second behind Hutchinson’s Sawyer
Witt, who threw 47-7.
Third place finishes for the boys included
Stuedemann in the 100-meter dash, where he
ran an 11.57. He was behind Hutch’s Robbie
Grimsley in second with 11.48, and Willmar’s
Chris Cunningham, who had 11.47.
Also taking third, Jac Chelman made his
presence felt in the 3,200-meter run with his
time of 10:13.82. Holy Family Catholic’s
Danny Mahota took second with 10:13.33,
while Isaiah Barlow of Hutchinson smoked
everybody with a time of 9:50.19.
One surprise was Aaron Giesen’s sixth-place
finish in the 400-meter dash. Giesen had a time
of 55.09 in what Metcalf estimated to be his
third time running the event.
“(Giesen) was a nice surprise. He was sixth
in the 400, and he ran a nice leg in the 4x4,”
Metcalf said. “He’s continued to get better and
better. He’s a very gutty runner.”
Girls
The Panther girls didn’t quite have the same
success at Litchfield, but still turned in solid
performances.
GSL took first in the 4x2 by narrowly skirting Hutchinson with its time of 1:49.5. Hutch
ran a 1:50.14, not quite good enough to defeat
the quartet of Kelly Arnold, Taylor Novak,
Emily Muetzel and Shelby Clouse.
However, Arnold couldn’t quite edge HFC’s
Claire Oberle in the 100-meter dash, taking
second with a time of 13.15. Oberle ran a
12.95, but Arnold still managed to score 19
points for her team. Clouse took fourth in the
event with 13.52, while Arnold also took third
in the 200 with a 27.17.
The next highest finish for the girls came
from Zoe Christensen, whose shot put heave of
33-4.5 took third.
Tori Burr also claimed a third-place finish in
the 1,600-meter run with her time of 5:33.26.
Burr also managed to leg out the 3,200 meter
run later in the event, finishing the race in
11:57.34 for sixth place.
“It was (Burr’s) first time doubling in the
mile and two mile, and it was her first two mile
this year,” Metcalf said. “She was impressive.
She broke 12 minutes in a pretty stacked field.”

The girls’ golf team traveled
to Litchfield on May 6 and came
away still in third place in the
Wright County Conference.
A 206 on the front nine for
Glencoe-Silver Lake meant the
Panthers had to go to work on
the back nine. They did just that,
producing a score of 190 to hold
their position in the WCC.
GSL finished second on the
back behind only Litchfield with
169. Dassel-Cokato followed
with 197 in third. Annandale
turned in a 204 for fourth, while
New London-Spicer took fifth
with 226.
The two best scores of the day
for GSL came on the back nine
as No. 1 and No. 2 golfers Lexi
Kerslake and Ashlyn Ratike
each shot a 44. The two tied for
third.
“It was impressive to have
two scores of 44,” girls’ Head
Coach Scott Eckhoff said.
“(Lexi and Ashlyn) both played
outstanding golf for nine holes.”

In every week of competitive shooting this season, the
Glencoe-Silver Lake trap
team has moved up the rankings in Conference 4.
For week three, the Panthers moved up one spot into
fourth above Anoka with a
team score of 4,532.5.
Austin Bernstein had a phenomal day of shooting last
week, hiting 25 straight, and
finishing with 49 of 50 birds
hit as the team’s top shooter.
Week one, the Panthers
were in sixth place in the eight
team conference with 4,635.5
points. They moved up one
last week with 4,620, before
claiming fourth in week three.
The move into fourth has to
do with steady shooting from
GSL, but also a slip in
Anoka’s scores, as it turned in
3,227 team points in week
three after totaling 5,158.5 the
previous week.
“The top nine places this
week are all between 40-49
out of 50,” Head Coach Doug
Fegley pointed out. “These
kids are doing great this
year!”
After Bernstein’s 49, Jayden Tschimperle’s 46 claimed
second place on the team.
Bernstein’s 23-bird average
has him ranked in the better
half of the top 100 shooters in
the state.
Keith Collins and Derek
Ortloff shot 45 birds to tie for
third, while Alex Ide took fifth
outright with a 43.
Keaton Anderson and
Michael Donnay each shot 42
to tie for sixth, and Jake Mohr
hit 41 for eighth.
Brent Duenow took ninth
with 40, while Scott Landes
shot 39 to round out the top

Bruins beat Cokato, lose
to Hutch in exhibition play

The Brownton Bruins split a
pair of exhibition games in recent amateur baseball action,
winning 15-2 over Cokato
Wednesday, May 7, before
dropping their first game of the
season 2-1 to Hutchinson Sunday afternoon.
The Bruins are now 4-1
overall and 2-0 in the Crow
River Valley League (CRVL).
After two scoreless innings
against the Cokato Kings May
7, the Bruins tallied three runs
in the third on a three-run triple
smashed by Taylor Schuette.
The three-bagger scored
Spencer Glaeser and Ryan
Grams, both of whom singled,
and Dylan McCormick, who
walked.
Brownton boosted its lead to
8-0 with five runs in the fourth.
Grams drove in two runs with a
double and Schuette drove in
two with a single. Bryant Nordby drove in one with a base hit.
The Bruins continued its
scoring streak with four runs in
the fifth to give the locals a 120 lead. Glaeser, Grams and
Chad Genz each had RBI-singles, and one run scored when
Nordby drew a bases-loaded
walk.
Two walks and an error allowed the Kings to score two
runs in the sixth on two outs.
The Bruins scored three
more in the bottom of the sixth
as two walks and a hit batter
loaded the bases. Jason Rosenau singled to drive in the first
run, and the other two scored
on bases-loaded walks by Nick
Heller and Nordby.
Brownton relief pitcher Jeff
Wendlandt retired the side in
order on a fly ball out and two
strike-outs in the seventh, ending the game with the 10-run
rule.
The Bruins had 14 hits in the
game, paced by Schuette with
three hits and five RBI. Grams
had three hits and three RBI.

but there’s always another way.
Rarely are males put into a situation that absolutely calls for
self defense in the vicinity of
drinking establishments around
2 a.m.
The problem is that oftentimes people, especially athletes, feel like they’re an exception to the rules, or that the only
negative thing that could come
from it is a tainted ego. Kolstad
and Nelson are a prime example of what you can lose for
what some might consider a
badge of honor.
I spend a lot of time around
kids who will soon be going on
to college and all its experiences.
As high schoolers, I’m quite
sure they’ve been informed and
discussed the dangers of alcohol, while I’m also sure some
have consumed it. Another

It was a week of ups and
downs for the Glencoe-Silver
Lake softball players, who
played six games starting last
Tuesday against New LondonSpicer.
The Panthers downed NLS 65 on May 6, and then went on to
beat up Litchfield in a doubleheader that saw the Panthers win
20-1 and 12-4.
Saturday, Hutchinson hosted
GSL and Dassel-Cokato for a
tournament. The Panthers were
eliminated after first losing to
Hutch 9-0, and then to DC 13-1.
GSL responded with a bunch
of runs at Delano Monday, but
the hosting Tigers matched the
Panther offense and won 15-14
in the bottom of the seventh.
With only one game remaining in the regular season versus
Annandale, a Wright County
Conference divisional opponent,
the Panthers will look to head
into the playoffs after a win
Tuesday.
At 8-5 overall (7-3 in the conference), the Panthers may have
a shot at claiming the West Division title, as DC has four division games against Litchfield
and Annandale remaining. The
Panthers split with DC but swept
Litchfield, and had a chance to

The unfortunate events that
played out in Mankato this
weekend left the lives of two
young men altered forever after
what probably seemed like a
normal occurrence at 2 a.m.: a
drunken fight.
Isaac Kolstad lies in a hospital while his expecting wife and
young child wonder if he’ll ever
come home, and if so, who, or
what, he will be.
Former Gopher quarterback
and Mankato West graduate,
Philip Nelson’s freedom in the
coming years is looking bleak.
Forget about him playing football. If the allegations surrounding his involvement in the altercation are true, Nelson will be
lucky to see the outside of a
prison cell some time in his 40s.
Bar fights and dumb decisions aren’t solely made by athletes or students in college
towns, but more often than not,
altercations involve young
adults in their early-to midtwenties, and even younger.
But what is there to gain
from these situations? Bragging
rights? A sense of machismo?
Try putting that on your resume
or job application.
Typically, there’s no reason
as to why you’re fighting, other
than because you want to.

After getting worked over
9-0 by the Waconia Wildcats
Friday, the Panther baseball
team responded with a tight
1-0 victory over Litchfield
Monday.
Glencoe-Silver Lake
needed a tennis racket with
Waconia’s Jacob Herd on the
mound. Herd had a perfect
game going through five innings until Cole Petersen
dribbled one by him and
reached on an infield single.
It didn’t matter, as Herd
struck out 10 of 23 batters
faced and only walked one.
GSL paraded three pitchers to Waconia’s one.
Three days later back in
Glencoe, the Panthers responded with a six-inning
performance by Cole Petersen in what was supposed
to be the first game of a doubleheader.
Cole Petersen went toe-totoe with Austin Larson, but
the former struck out 12 and
only allowed one hit, while
the latter only struck out
three, but allowed only one
hit as well.
The narrow victory came
off a first-inning run, which
meant the Panthers had to
play defense the rest of the
game.
“We got an early lead in
that first inning, and we really didn’t change our mentality throughout the game,”
Head Coach Dean Schwirtz
said. “To not get shook, and

Friday afternoon, despite the
sunshine.
The Wildcats took a 1-0
lead after the first, and
mauled the Panthers in the
second as Tom Gove hit a
grand slam off Aaron Boraas
over the wall in left center.
Waconia sent four balls to
the warning track, including
Gove’s grand slam.
Boraas came out during
the third after giving up six
runs, four hits, four walks
and two beaned batters. He
struck out two in his first
start.
Tyler Chap relieved Boraas and gave up five hits,
three runs and one walk in
2.67 innings pitched.
Josh Schmidt earned the
final two outs, striking out
one and giving up a hit as
the Panthers lost 9-0.

The Bruins put the bat on the

in a 2-1 loss to the Hutchinson
Huskies Sunday afternoon.
Hutchinson hurler Connor
Kern threw a complete game,
scattering six hits as he struck
out two and walked three.
Brownton scored its only run
in the first inning. Glaeser
walked, stole second, and
reached third on an error that allowed Grams to reach first base.
Glaeser scored from third as
Grams was thrown out trying to
steal second.
The Bruins held their 1-0 lead
until the top of the seventh,
when Jason Hodson and Justin
Juergensen hit back-to-back singles to get on base. Hodson
scored from third on a sacrifice
fly by designated hitter Mike
Marquardt.
The Huskies scored their goahead run in the eighth. With
two outs, Brian Mueleners was
hit by a pitch and Hodson
walked to set up an RBI single
by Juergensen that gave the
Huskies the winning run.
Brownton’s Brad Daak man-
aged to get to second in the bottom of the eighth on a walk and
a sacrifice bunt by Heller, was
left stranded as the next two batters grounded out.
The Huskies had two runners
stranded in the top of the ninth,
giving the Bruins one last shot
in the bottom of the final inning.
Cody Hallahan singled to get on

things to get out of hand. Next
thing you know, you’re biting
someone’s finger off, or in this
case, allegedly kicking the head
of an unconscious person.
How would you feel if that
was all you were known for?
Your reputation and future
boiled down to a matter of seconds.
Also adding to the controversy of this case is the fact that
Kolstad is believed to have
thrown the first punch, according to Mankato Police Sgt. Jeff
Knutson, who has reviewed
tapes of the incident.
Nobody wins in this fight. It’s
a solid loss all around.
Growing up, my dad told my
brother and I about numerous
fights he had been in.
While it was fun to listen to
the stories, there was one thing I
always noticed. He might have
laughed and joked about some
of the them, but I could always
sense regret in his voice.
When the stories get brought
up today, hardly ever by him, he
usually just sort of nods along as
my brother and I recall some of
them.
The last time I remember discussing such events with my
dad, he told me, “Josh, it’s a lot
of fun reminiscing with you
guys on my past, but there are a
lot of things that I did that I’m
not proud of. So if we could,
let’s leave some parts of my past
as just that, my past.”
How do those bragging rights
sound now?
I’m guessing Kolstad, Nelson
and the third party involved in
the fight would like to take back
their actions, but it’s too late
now. And, unfortunately, this is a
part of their pasts that will never
be forgotten.
So when you’ve had a few
too many, and that guy is staring
at you from across the bar, remember, “violence begets violence.”

way out in front.
Kerslake is currently ranked
eighth in the conference with a
47.6 average. Ratike is three
spots down with 49.8, while Eischens sits at 15 with 51.6.

Sarah Kivisto got revenge
after the Panthers hit her around
in their first meeting on May 2,

On the flip side, DC had 12

couple weeks ago, on May 3, “Join Hands Day” brought together people of all ages, and from many different organizations (including Thrivent Financial and the Glencoe Rotary) to make dry soup mix. Over 1100
bags were assembled in a little over 2 hours by 95 people, and donated to the McLeod County Food Shelf.
We hope that it is a blessing to those who need a warm, healthy option for meals.
It’s the “many hands” that get the work done. It’s also the “one body, many parts” that compose the true church of
Jesus Christ. The Church is behaving as the Body of Christ when it is doing Christ’s work, and I would love to see
the people of the Church able to join hands for that purpose. When we are united, we are strong…when our unity is
in Christ. When we no longer care to work together, we give up on the Body.
You know, even when you are alone, you can “join hands” as you fold your own…and pray. Pray for your neighbor, that they may be fed, and that you may be used to feed. Pray that your friend may be comforted, and that you
may be the one to bring healing. Pray that your marriage and family will be strong, and that you will be the first one
to seek forgiveness in times of conflict.
Each of us, doing his or her part…as part of a whole. Jesus came to bring us into God’s family. Let’s continue to
join hands…and hearts…and minds in the name of Jesus, and for the sake of the Gospel of Grace.

insurance premiums during the 20122013 school year in order for one
month’s insurance premium to be returned to them via a check payment.
The remainder of the insurance refund check will be kept by the school

14. Twiss/Lindeman to designate
GSL Schools as the local educational
agency, to designate Chris Sonju as
the official Project Administrator,
and to designate GSL Schools as the
fiscal agent for the federal grant
under the Elementary and Secondary
School Counseling Programs, administered by the Office of Elementary
and Secondary Education of the U.S.
Department of Education. This grant
will provide funds to local educational agencies to enable schools to develop or expand counseling programs. GSL will be partnering with
New London/Spicer, Lester Prairie,
Cedar Mountain School Districts,
and PACT for Families, our local
children’s mental health collaborative, to increase the number of school
counselors in the respective elementary buildings (6-0).
15. Re-bids for the Glencoe-Silver
Lake Tennis Courts Improvement
project were received at 2:00 p.m. on
April 10th. Business Manager Sander
provided a summary of the two bids
received. Alsleben/Lindeman to
come back to this item later in the
meeting (6-0).
16. Twiss/Kuester to approve a
new Paraprofessional position in the
Special Education program at Lakeside due to student IEPs (6-0).
17. Superintendent Sonju and

Mayor Wilson called the regular
meeting of the City Council to order
at 7:00 p.m. Members present:

hearing on the Illicit Discharge Ordinance. There were no changes made

of the Illicit Discharge Ordinance

Mayor Wilson opened the public
hearing on the Flood Plain Ordinance. City Administrator Mark Larson reviewed the ordinance and that
it is replacing our existing ordinance.
This ordinance language is required
by the DNR, FEMA and necessary
for the City to be included in the National Flood Insurance Program.
There being no public input,
Councilor Schrupp motioned with
Councilor Dietz seconding to close
the public hearing. All voted in favor.
Councilor Adamietz motioned
with Councilor Ziemer seconding to
approve the second reading of the
Flood Plain Ordinance No. 583. All
voted in favor.
Miller Manufacturing has decided
to add 100,000 sq feet instead of
60,000 sq feet. The original district
took in the footprint of the building
expansion. The new district will include the land for the 100,000 square
feet. Waiver has been received from
the GSL School District for the 30
day notice period. City Administrator
Mark Larson will request the same of
the County.

FOR A PUBLIC HEARING BY
THE CITY COUNCIL ON THE
PROPOSED ADOPTION OF A
MODIFICATION TO THE TAX INCREMENT FINANCINGPLAN
FOR TAX INCREMENT FINANCING DISTRICT NO. 17 (MILLERMANUFACTURING PROJECT)
BE IT RESOLVED By the City
Council (the “Council”) of the City of
Glencoe, Minnesota (the “City”) as
follows:
Section 1. Public Hearing. This
Council shall meet on May 5, 2014, at
or after 7:00 p.m., to hold a public
hearings on the proposed adoption of
a Modification to the Tax Increment
Financing Plan (the “TIF Plan”) for
Tax Increment Financing District No.
17 (Miller Manufacturing Project), an
economic development district located
with Municipal Development District
No. 3 (the “TIF District”), all pursuant
to and in accordance with Minnesota
Statutes, Sections 469.174 through
469.1794, as amended (collectively,
the “Act”), in an effort to encourage
the development of certain designated
areas within the City.
Section 2. Filing of Modifications;
Notice of Public Hearing. City staff is
authorized and directed to work with
its legal and financing consultants to
prepare a Modification to the TIF Plan
for the TIF District and to forward
documents when available to the
appropriate taxing jurisdictions,
including McLeod County and
Independent School District No. 2859.
As of the date of this Resolution,
Independent School District No. 2859
has waived its right to make comments
on the TIF Plan, pursuant to Section
469.175, Subdivision 2(a) of the Act,
and the City will seek a waiver from
McLeod County, at the Board of
Commissioners meeting scheduled for
April 22, 2014. Eckberg, Lammers,
Briggs, Wolff & Vierling, P.L.L.P., the
City’s TIF legal counsel, will cause
notice of the hearing, together with an
appropriate map as required by the
Act, to be published at least once in a
newspaper of general circulation in the
City not later than 10 nor more than 30
days prior to May 5, 2014, and to
place a copy of the draft modification
on file in the City Administrator’s
office at City Hall and to make such
copy available for inspection by the
public. The form of the public hearing
notice is attached hereto as Exhibit A.
Councilor Dietz seconded the motion. Upon a roll call vote all members voted in favor. Whereupon said
resolution was adopted and approved.
Matt Rantapaa of Robert W. Baird
& Co. reviewed the sale of the
Liquor Store revenue bonds through
a negotiated sale with Security Bank
and Trust of Glencoe for $517,000
with closing date of May 1, 2014.
Approximate interest rate of 3.8% for
the 15 year bond.
Clarification and discussion of the
proposal led to Councilor Schrupp
introducing the following resolution
and moved for its adoption:

Councilor Ziemer seconded the
motion and upon vote taken all members voted in favor. Whereupon said
resolution was adopted and approved.
The WTP submitted proposals to
increase the water main from the current 3” to 6” main feeding the Oak
Leaf Park area at 5th Street and DeSoto. Machtemes Construction Inc.
was the low bid at $17,070.00. Funding source for the project will be
taken from the cash operating of
Water Department. Installation is to
be completed before the new storm
water swale is installed across the intersection.
Discussion led to Councilor
Adamietz motioned to accept the low
quote from Machtemes Construction
in the amount of $17,070.00 Councilor Perschau seconded the motion.
All members voted in favor.
V. P. Schrupp presented the variance permit request of Mayor Randy
Wilson for property he owns at 924
13th St E. The Planning and Industrial
Commission recommended (voting 3
in favor, 1 member abstaining and 1
member voting no) approval of the
variance for a non-conforming structure in an R-1 zone without a principal structure on the property and the
accessory structure will be over the
1000 sq feet allowed by code. Chairman Klaustermeier voted no as he
felt it is needed to uphold ordinances.
City Administrator Mark Larson stated that that is why the ordinances
allow for variances and special uses
of property.
After clarification and discussion,
Council member Perschau motioned
to approve the recommendation for
the variance permit request for property at 924 13th St E for an accessory
structure over 1000 square feet without a principal structure on the property. Councilor Adamietz seconded
the motion with all members voting
in favor.
City Administrator Mark Larson
reported that two purchase agreements have been executed for the
Creekside subdivision property. One
with Rosemount Land Co, LLC and
the other with the homeowner on
Maple Lane. It was recommended
that the City pursue a zoning change
from residential to commercial/industrial with the Planning and Industrial Commission.
After discussion, Councilor
Schrupp motioned to authorize the
Mayor and City Administrator to prepare a letter to request of the County
to move the containers to the property at the North Complex from the
parking lot on Hennepin and Ives Avenue. Councilor Ziemer seconded the
motion with all members voting in
favor.
Member Perschau motioned approval of payment of the city bills as
presented. Motion seconded by member Adamietz. All voted in favor.
Member Deitz motioned to adjourn the meeting. Member Ziemer
seconded. All voted in favor.

MUNICIPAL CODE REGARDING
ILLICIT DISCHARGE AND
CONNECTION ORDINANCE
The City Council of the City of
Glencoe ordains:
Section 1: Chapter 316.046 of the
Glencoe Municipal Code shall be replaced in its entirety to read as follows:
Section 316.046.01: Purpose and
Intent. The purpose of this ordinance
is to provide for the health, safety,
and general welfare of the citizens of
the City of Glencoe through the regulation of non-storm water discharges
to the storm drainage system to the
maximum extent practicable as required by federal and state law. This
ordinance establishes methods for
controlling the introduction of pollutants into the municipal separate
storm sewer system (MS4) in order
to comply with requirements of the
National Pollutant Discharge Elimination System (NPDES) permit
process. The objectives of this ordinance are:
To regulate the contribution of
pollutants to the MS4 by storm water
discharges by any user.
To prohibit illicit connections and
discharges to the MS4.
To establish legal authority to
carry out all inspection, surveillance,
monitoring, and enforcement procedures necessary to ensure compliance
with this ordinance.
This ordinance shall take effect
and be in force from and after its passage and publication.

SECTION 531 STATUTORY
AUTHORIZATION, FINDINGS OF
FACT AND PURPOSE
531.01 Statutory Authorization:
The legislature of the State of Minnesota has, in Minnesota Statutes
Chapter 103F and Chapter 462 delegated the responsibility to local government units to adopt regulations
designed to minimize flood losses.
Therefore, the City Council of Glencoe, Minnesota, does ordain as follows:
531.02 Purpose:
531.02.1 This ordinance regulates
development in the flood hazard
areas of Glencoe, Minnesota. These
flood hazard areas are subject to periodic inundation, which may result in
loss of life and property, health and
safety hazards, disruption of commerce and governmental services,
extraordinary public expenditures for
flood protection and relief, and impairment of the tax base. It is the purpose of this ordinance to promote the
public health, safety, and general
welfare by minimizing these losses
and disruptions.
531.02.2 National Flood Insurance
Program Compliance. This ordinance
is adopted to comply with the rules
and regulations of the National Flood
Insurance Program codified as 44
Code of Federal Regulations Parts 59
-78, as amended, so as to maintain
the community’s eligibility in the National Flood Insurance Program.
531.02.3 This ordinance is also intended to preserve the natural characteristics and functions of watercourses and floodplains in order to moderate flood and stormwater impacts,
improve water quality, reduce soil
erosion, protect aquatic and riparian
habitat, provide recreational opportunities, provide aesthetic benefits and
enhance community and economic
development.
This ordinance shall take effect
and be in force from and after its passage and publication.

GENERAL NOTICE TO CONTROL OR ERADICATE NOXIOUS WEEDS
BY ORDER OF TOWNSHIP AND MUNICIPAL
WEED INSPECTORS OF McLEOD COUNTY
Notice is hereby given this 1st day of May 2014, pursuant to Minnesota
Statutes, section 18.83, subdivison 1 (2009), that all persons in McLeod County, Minnesota, shall control or eradicate all noxious weeds on land they own,
occupy or are required to maintain. Control or eradication may be accomplished by any lawful method but the method may need to be repeated in order
to prevent the spread of viable noxious weed seeds and other propagating parts
to other lands. Failure to comply with the general notice may mean that an individual notice, Minnesota Statues, Section 18.83, Subdivison 2 (2009), will be
issued. An individual notice may be appealed within two working days of receipt to the appeal committee in the county where the land is located. Failure to
comply with the individual notice will mean that the inspector having jurisdiction may either hire the work done or seek a misdemeanor charge against the
person(s) who failed to comply. If the work is hired done by the inspector, the
cost can be placed as a tax upon the land and collected as other real estate taxes
are collected. You may obtain a list of the plants that are designated noxious
and the members of the appeal committee from your County Agricultural Inspector or County-Designated Employee. You can also obtain this information
from your Local Weed Inspectors. Local Weed Inspectors include the township
supervisors, city mayors or their appointed assistants. More information regarding the MN Noxious Weed Law and a list of County Agricultural Inspectors
and County Designated Employees can be obtained from the Minnesota
