Bennett, 79, passed away peacefully at
her Lockhart home with her loving
family at her side.
Mrs. Bennett was born August 16,
1934 to Ms. Grace E. Sluder in Johnson
City, TN.
She worked as an IT Technician in the
industrial electronic service industry.
Mrs. Bennett was married to Burnett
K. Bennett on September 19, 1950,
whom preceded her in death.
She is survived by her daughters:
Brenda S. Bennett & friend Tina Davis,
Penny L. Solomon and husband Bennett
L., all of Johnson City, TN, Linda J.
Bennett Hinkle, Lockhart, TX, Deborah
A. Hicks and husband Jay, Unicoi, TN,

■ Nancy Hall Duty
Nancy Hall Duty, 74, Gray, died peacefully Sunday, May 11, 2014, at Duke
University Hospital following a lengthy
illness.
She was a native of Dante, Virginia
and a daughter of the late Orbia and
Loy Hillman Hall.
Nancy was a 1958 graduate of
Castlewood High School. She worked in
the Navy Department for 15 years
before becoming a fulltime homemaker.
Nancy was a loving wife, mother, grandmother and sister.
Survivors include her husband of 52
years, Ivan M. Duty, Gray; one daughter,
Kim Barnes and husband Mike, Gray;
one son John Duty, Kingsport; two sisters, Peggy Hall Rasnake and Elouise
Porter, both of Kingsport; five grandchildren, Megan Hicks, Hunter Duty,
Morgan Duty, Tripp Barnes and Cade
Barnes; several nieces and nephews.
The graveside funeral service will be
conducted Friday, May, 16, 2014, at
1PM in the Washington County Memory

■ Luther A. Franklin
Luther A. Franklin, 74, Jonesborough,
went to be with the Lord and was
reunited with his granddaughter, Emily
Beth, Sunday, May 11, 2014 at the
Johnson City Medical Center.
Mr. Franklin
was a native
and lifelong resident
of
Washington
County and a
son of the late
Milton Andrew
and
Elsie
B a w g u s
Franklin.
He
retired
Luther A. Franklin
from Eastman
Chemical Company, where he worked
as a maintenance mechanic.
Mr. Franklin was a former elder,
deacon and youth director of Harrison
Christian Church and current member
of Central Community Christian Church.
He served as a Bible Bowl sponsor at
both churches.
For over thirty years, Mr. Franklin
served as a volunteer and scoutmaster
in the Boy Scouts of America, where he
completed Wood Badge, the most
advanced training in the Boy Scouts,
and received the Silver Beaver Award,
the council-level distinguished service
award. He also served on district committees, organized district events
(Camporees, Camporas, Klondike
Derbies, and Scout Shows) and led
many Eagle Board of Reviews. He
enjoyed many years of hiking, camping,
and canoeing while in the scouts and
as long as his health allowed it. Through
his enthusiasm for these activities, he
passed on his love of the outdoors to
his children and grandchildren.
In recent years, he enjoyed his retirement by working at Walmart assembling bicycles and organized volunteer
litter clean-up events for several years
through Walmart. He enjoyed
researching his family genealogy —
tracing his heritage back to Benjamin
Franklin.
In addition to his parents, he was
preceded in death by his sister Virginia
“Ginny” Depew and granddaughter
Emily Whitson.
Survivors include: his wife, Lorraine
M. Franklin, of the home; two sons,
Andy Franklin, Jonesborough, and Todd
Franklin, and his wife Patsy,
Jonesborough; three daughters, Kim
Whiston, Jonesborough, Cherie F. Jones,
Johnson City, and Lori Whitson, and her
husband Jeff, Gray; nine grandchildren,
Aaron Whiston, Blountville, Autumn
Lewis, Gray; Mark Jones, Piney Flats,
Tyler, Adam, Daniel, and Laura Beth
Franklin, Jonesborough, and Ashley and
Taylor Whitson, Gray; four great-grandchildren, Jordan Lewis, Gray, and Rowan
Mills, Dairbhre Jones, and Lucy Jones,
all of Piney Flats; brother, Steve Franklin,
and his wife Lisa, Johnson City; brotherin-law, Ray Depew, Michigan; and several nieces, nephews, and cousins.

KINGSPORT — Patricia Ann Hensley,
65, of Kingsport, went home to be with
Jesus on Sunday, May 11th, after a long
illness.
She was born April 8, 1949. Patricia
graduated from Sullivan High School in
1967 and worked at Eastman Chemical
Company for 39 years. She was a
member of Sullivan Baptist Church,
where she taught the 3 and 4 year old
Sunday School class.
She was preceded in death by her
parents, William Andrew and Betty
Gene Way, and a nephew, Michael
Anthony Way.
Survivors include her son, Jamie
Hensley; her grandchildren, Michael
and Abby Hensley; two brothers, Terry
Way and wife, Cathy, and Kenny Way
and wife, Doris; two sisters, Melissa
Russell, and Sara Hodges and husband, Roger; nephews, Bryan Way,
Jason Russell and wife, Heather; and
nieces, Erin and Emily Hodges.

Staunton, Va.,
where he was
Farrell Ray Moore
named Athlete
of the Year 1951. Served in the U.S. Air
Force during the Korean War. Graduated
in 1958 from Emory & Henry College,
where he was a member of the baseball team, co-captain of the basketball
team, vice president of the Senior Class
and president of Sigma Iota fraternity.
From 1958 through 1964, he was a
teacher and coached basketball, football and baseball at Rich Valley, Garden
Creek and Gate City high schools in
southwest Va. Before retiring in 1991,
he worked for The Rollins Corporation
for twenty years and was a long-time
member of The President’s Club, recognizing Rollins’ top salesmen in the U.S.
He was also a member of the
Homestead, Fla. Lodge of the
Benevolent and Protective Order of Elks
for over twenty years.
Preceded in death by his father and
mother, Willard and Muriel Moore;
brother, Billy Moore; two sisters, Doris
Sykes and Louise McMeans; two
brothers-in-law, Robert (“Bob”) Sykes
and Brackston Pilkenton; and a nephew,
Neal McMeans.
Survivors include one daughter and
son-in-law, Suzan Moore and Scott
Mullins of Nora, Va.; one sister, Linda
Taylor of Kingsport, Tenn.; and many
nieces and nephews.
The funeral service will be conducted
Friday, May 16, 2014 at 1:00 P.M., in
Akard Funeral Home Chapel with
Chaplain Mary K. Briggs officiating. The

Drivers
beware: Your
air bag may
not deploy

Here’s an unsettling fact about
cars equipped with air bags: They
don’t always deploy when drivers
— or regulators — expect them to.
Thirteen people have died in
crashes involving older GM cars
with defective ignition switches.
In each of those crashes, and in
others in which occupants were
injured, the air bags failed to
deploy even after striking trees,
guard rails or other objects.
Puzzled by these failures, federal safety regulators told
Congress last month they believed
the cars’ air bags should have
worked for up to 60 seconds after
the engine stalled. But GM has
since told The Associated Press
that regulators were mistaken:
The cars only had enough reserve
power to sense a crash and deploy
the air bags for 150 milliseconds
after the switch malfunctioned
and cut off the car’s power.
General Motors is recalling 2.6
million small cars to fix the ignition
switches. The National Highway
Traffic Safety Administration is
now scrambling to find out from
other automakers and air bag suppliers how their air bags would
function in similar situations.
Regulators, lawmakers and
ordinary drivers are learning
what auto engineers already
know: These billowing white bags
are actually very complex. After
a crash, a car’s computer determines, in 15 to 20 milliseconds,
where it was hit, what position
the occupants are in and whether
the 150-mile-per-hour speed of
the air bag would do more harm
than good. Then it deploys — or
doesn’t. Every automaker programs them differently.
“It’s very complicated, the logic
behind it. It makes it very, very
difficult for an automaker or supplier to explain why it did or didn’t
go off in a certain situation,” said
Joe Nolan, senior vice president
for vehicle research at the
Insurance Institute for Highway
Safety, a group funded by the
insurance industry that performs
crash tests and other research.
If an occupant is unbelted or
very small, or the car is traveling
very slowly, the air bag may not
deploy because it could cause
even more severe injuries.
Depending on the angle, the side
air bags may deploy but not the
front ones. If a car is parked and
turned off when it’s hit, the air
bags won’t work.
GM’s switches created an
unusual problem. Because of
insufficient resistance, they
moved from the “run” position
into the “accessory” or “off” position while the car was moving,
possibly due to a bump from the
driver’s knee or the weight of a
key chain. With the switch in that
position, the engine stalled and
the power steering and power
brakes stopped working, making
the car harder to control.
In a 2006 crash in Wisconsin, a
Chevrolet Cobalt traveling at 71
mph suddenly stalled. Two seconds later — outside GM’s 150-millisecond window — it hit a clump
of trees.
