day at Blue-Skies
and meeting with
parents early in the
morning or late in
the afternoon. The
foundation gifts allow BlueSkies to
offer a sliding scale
for this service to
families with financial need.

Celebrating 30 Years
Our 30th Anniversary honored by City Council Member Noel Gallo and

In 2013 the Board re-evaluated the strategic plan for BlueSkies
for Children. It is valuable to periodically reassess who we are,
the focus of our work and the direction of the organization in the
coming years. The Board embarked on developing a Theory of
Change (TOC) as the vehicle for guiding the work of BlueSkies as
it adapts to changing conditions, such as increased discourse regarding quality early childhood education, while remaining true
to our values. The Board recently voted to adopt the TOC.
I am also pleased to report that BlueSkies for Children continued
to distinguish itself as a model childcare center. Both quality and
diversity remain high at the school, which continues to be the
only NAEYC accredited center in Oakland. School enrollment
was at full capacity. Fifty-five percent of children enrolled at
BlueSkies this past year are children of color, and seventy-four
percent of the families at BlueSkies reside in Oakland. Administrative costs remain extremely low at 15% of the total budget.
Parent satisfaction ratings remained very high across all age
groups in the annual survey. Ninety-two percent of parents said
that BlueSkies recognizes and meets their child’s unique, individual needs.
BlueSkies continued to reach out to the larger community by
working with the Oakland Unified School District Transitional
Kindergarten and Preschool teachers, using play in the classroom
to help children develop better self-management and social skills,
essential foundations for academic success. In addition, 46 teachers and college students were trained or engaged in observation
at BlueSkies in 2013.

its work with the
Transitional Kindergarten teachers in the
Oakland Unified
School District.
BlueSkies has taught
social and emotional
foundations through
play for 30 years, and
is very pleased to be
asked to teach credentialed teachers how
children learn
through play. Forty
teachers are participating in the program.
