What are Regional Nature Parks
in France ?
In France, Regional Nature Parks, created by decree in 1967, are aimed at
protecting the natural and cultural heritage of high-quality but fragile
rural areas. Their purpose is to contribute, in conjunction with the local
communities, towards responsible environmental development from an
economic and social viewpoint.
The result of local wishes, the Parks
bring together villages and small towns that undertake to apply the Park
Charter for 12 years. Regional Nature Parks are created following successful
proposals made by the Regional Council. The status of “Regional Nature
Park” is granted by the State through a decree issued by the Prime Minister.

Key figures:
The Park Charter is an agreement
between villages, small towns, inter-municipality groups, the State, the
Region, the Department, and socio-professional partners which gives body
to the protection and sustainable development project prepared for the
area. It takes the form of a reference document specifying the orientations,
measures and undertakings decided upon by the parties signing it.
The “Syndicat mixte du Parc” is a public
organisation comprised of elected representatives from local authorities
and this organisation is tasked with coordinating the application of the Park
Charter.
The budgets of the three Regional
Nature Parks come from contributions made by villages, small towns and
inter-municipality organisations, funding from the State, the Region and
Departments, and European funds concerning calls for projects.

The Regional Nature Parks
in Nord-Pas de Calais
The three Regional Nature Parks in Nord-Pas de Calais represent:
• 350 villages and small towns • 550,000 inhabitants (one inhabitant out of every seven lives in a Regional Nature Park) • 25% of Nord-Pas de Calais
An organisation specific to the Nord-Pas de Calais Region.
“Espaces naturels régionaux” (ENRx), the only organisation of its kind in France, is the Syndicat mixte (Public organisation made up of Nord-Pas de Calais Regional Council
and three Regional Nature Parks) in charge of the Regional Nature Parks in the Nord-Pas de Calais Region. It assigns, on a permanent basis, technical engineering personnel to each Park in order to ensure the
application of a number of charters (biodiversity, sustainable agriculture, town planning in the rural environment, water, landscapes, environmental education…).
ENRx pools skills and services, coordinates inter-park programmes and transfers experiences and know-how to regional level. ENRx is funded by the Nord-Pas de Calais
Region to implement actions specified in an agreement of multi-annual objectives.

a source of economic and ecological
development.
The Les Caps et Marais d’Opale Regional
nature park stretches from the “Grand site national des caps Gris-Nez et Blanc-Nez”
(Channel and North Sea side) to the “Marais de St. Omer” (marshland) listed as a
Biosphere Reserve by Unesco. Further inland, forest blend seamlessly with undulating
bocage forming a splendid sea of rural greenery. The Artois Hills, an important farming
area, gradually decrease in height finishing with gentle slopes leading to the wetlands
of the “marais audomarois”, the only marshes in France with market gardens.

Situated between Lille and Valenciennes,
Scarpe-Escaut Regional Nature Park, first RNP created in France in 1968, is characterised by a rich natural heritage (four national forests, wetlands…). A periurban area, it
features the remnants of the erstwhile mining industry (slagheaps, man-made lakes,
headframes) included on the UNESCO World Heritage List. The activity of the ancient abbeys including the one in St-Amand les Eaux shaped the surrounding rural
landscapes. This Park, together with the neighbouring Plaines de l’Escaut Nature Park
(Belgian side), forms Le Hainaut Cross-Border Nature Park.

Between the sea and marshland
The Avesnois Regional Nature Park, in the
south of the Department of Nord is marked by agriculture. In the heart of the “bocage” (farmland criss-crossed by hedges and trees), fields and meadows are divided
into squares by hedgerows of trees and shrubs. Landscapes featuring forests, rivers
and streams stand out thanks to their significant biological wealth. Bluestone buildings, orchards, and village bandstands all add to the appeal of this area. This rural
area is ideal for breeding and making dairy products such as “Maroilles”, the only
“appellation d’origine protégée” (AOP) cheese in the Nord-Pas de Calais region.
