NUCL-EU 2020 in a nutshell
NUCL-EU 2020 is a 48 month Coordination and Support Action having the specific objectives
for ensuring high quality Euratom National Contact Point (NCP) services on Nuclear and
Radiation Protection in Horizon 2020 programme to applicants; lowering entry barriers
for EURATOM NCPs approaching EU Framework Programme for R&I for the first time;
consolidating the network of EURATOM NCPs. NUCL-EU 2020 will take into consideration
the significant changes that Horizon 2020 has brought about the EURATOM NCP mandate.
With its brand new approach to R&I Horizon 2020 demands EURATOM NCPs to address their
services to a wider target and have specific multidisciplinary competences.
NUCL-EU 2020, whose consortium is composed by experienced and less experienced
EURATOM NCPs from 7 countries, will tackle these challenges building up the NCP capacity
by organising benchmarking activities to indentifying and sharing good practices, at least 4
interactive and virtual training sessions and 6 twinning schemes (supporting at least 16 NCPs).
The dialogue with participants will benefit of at least 2 enhanced cross/border brokerage
events and 8 training sessions for stakeholders (2 per year). The project will also take special
care of outreaching activities by extending the collaboration with other NCP thematic
networks, working on partner search and cooperating on international relevant activities.
Finally, communication within and outside the network and the dissemination of results will
be ensured through the website, the development of promotion/information materials, the
participation at major events and PR activities and e/mail alert service/newsletter. Throughout
the project special attention will be paid to the diversity of stakeholders in the Nuclear Fission
and Radiation Protection sectors, the gender dimension, as well as to establishing links with
other EU relevant initiatives, programmes and policies.

Horizon 2020 training in Zagreb
Since 5th Framework Programme (1998-2002) the initiative of the European Commission
helped setting up thematic consultants system or so called the National Contact Points (NCP)
system in all countries participating in the Framework Programme – either Member States or
associated countries. By now, this initiative has expanded to include also the countries outside
of the European Union.
There are thematic networks of NCPs, which activities are founded through the European
Commission-projects. Such networks bring together all topic related consultants (NCP)
in different countries. Networks are particularly aimed at sharing information between
the consultants and also to help development of training and counselling capabilities of
consultants. In addition to information related to Horizon 2020, the network also distributes
information about partners search, overview of the possibilities etc.
Trainings for the possible stakeholders about participation in Horizon 2020 are also organized.
Often these stakeholder trainings are organized in co-operation of two or more different NCP
networks. One such event was two-day training about proposal preparation for scientists
and entrepreneurs, which was held in Zagreb (Croatia) on 26th and 27th January. The training
was performed in co-operation with Energy NCP project C-Energy 2020 and EURATOM
NCP project Nucl-EU 2020. In both projects Estonian Research Council is responsible
for organizing these kinds of stakeholder trainings, so Maria Habicht and Merle Lust put
together the training and were responsible for executing it. Joing efforts of two networks was
really useful, as energy and radiation/nuclear safety issues tend to have similar audiences.
One of the reasons why training was held in Croatia was the need to pay more attention to
newer Member States of European Union, which are usually less successful in the framework
programme calls. Local partner – the Agency for Mobility and EU Programmes – which was
responsible for the local data distribution, logistics and catering, was doing a very good job in
organizing.

Through the above collaborations we expect to identify synergies, adding value to our services
and optimising the NCPs support provided to the H2020 applicants.

Collaborative platforms
In line with the strategy to establish a true European Research Area in nuclear science and
technology and with the support of the European Commission via the Euratom Framework
Programme, some forums have recently been established bringing together leaders from
industry, academia and national research and safety organisations to plan and carry out
research more strategically. Two of these forums are technology platforms involving industrial
players and end users of the technology as well as publicly-funded research organisations and
institutes – SNEPT and IGDTP.
SNETP – Sustainable Nuclear Energy Technology Platform
The Sustainable Nuclear Energy Technology Platform brings together more than 100 members
from 21 European countries, including all the major nuclear industrial and research players
(including industry – both utilities and vendors – research organisations, technical safety
organisations, academia, civil society organisations, NGOs). Formally launched in September
2007, SNE-TP represents a major effort to better coordinate research activities in the area
of nuclear fission safety and systems and to collaborate more effectively in implementing
research of strategic importance for Europe.

Three SNETP Pillars: NUGENIA, ESNII, NC2I
NUGENIA – Nuclear Generation II & III Association
NUGENIA is an international non-profit association dedicated to the research
and development of nuclear fission technologies, with a focus on Gen II & III nuclear plants. It
provides scientific and technical basis to the community by initiating and supporting international R&D projects and programmes. More information: http://www.nugenia.org/
ESNII – European Sustainable Nuclear Industrial Initiative addresses the
need for demonstration of Generation IV
Fast Neutron Reactor technologies together with supporting research infrastructures, fuel
facilities and R&D work. The main goal of ESNII is to design, to license, to construct, to
commission and put into operation before 2025 the Sodium Fast Reactor (SFR) Prototype
reactor called ASTRID and the flexible fast spectrum irradiation facility MYRRHA. The ALFRED
demonstrator for Lead-cooled Fast Reactor (LFR), and ALLEGRO for Gas-cooled Fast Reactor

NC2I – Nuclear Cogeneration Industrial Initiative
NC2I aims at demonstrating an innovative and competitive energy solution
for the low-carbon cogeneration of heat and electricity based on nuclear energy. The targeted
outcome is commissioning within 10 years of a nuclear cogeneration prototype to deploy this

Collaborative platforms
Implementing Geological Disposal of Radioactive Waste Technology Platform IGDTP .
The main objectives of the IGD-TP are to initiate and carry out collaborative actions in
Europe to facilitate the stepwise implementation of safe, deep geological disposal of spent fuel, highlevel waste and other long-lived radioactive waste by solving the remaining scientific, technological and
social challenges, and thereby to support waste management programmes in the Member States. The
Platform aims to enhance confidence in solutions identified, to reduce overlapping, to make savings in
the total costs of research and implementation and to make better use of existing competences and
research infrastructures.

Other initiatives
CONCERT – European Joint Programme for the Integration of Radiation Protection
Research.
The CONCERT is operating as an umbrella structure for the research initiatives jointly launched by
the radiation protection research platforms MELODI, ALLIANCE, NERIS and EURADOS. CONCERT
is a co-fund action that aims at attracting and pooling national research efforts with European ones
in order to make better use of public research and development resources and to tackle common
European challenges in radiation protection more effectively by joint research efforts in key areas.
CONCERT will develop research priorities, align them with priorities of participating Member States
and seek further input from society and stakeholders. It will reach out to engage the wider scientific
community in its projects aiming to answer the needs in radiation protection for the public, occupationally
exposed people, patients in medicine and the environment.
Within CONCERT two major open RTD calls of approximately 10 M€ in spring 2016 and 7 M€ in spring
2017, respectively, will be launched. Universities and research institutes from all over Europe have the
opportunity to join research consortia and submit proposals. CONCERT as a co-fund action (70% EC
and 30% national funding) is aiming at integrating national and European research programmes.
CONCERT is open to new national Programme Owners and Programme Managers at any time.

MELODI – Multidisciplinary European Low Dose Initiative.
MELODI is a European Platform dedicated to low dose ionising radiation risk research.
In 2010, MELODI was founded as a registered association with 15 members, in 2015
the association´s membership increased to 43.
The purpose of the MELODI is to integrate national and European activities in the field of low dose
and low dose-rate radiation research, to define priority scientific goals and to implement research.
The Strategic research Agenda of MELODI identifies these priority goals and the specific resources,
infrastructures and training capabilities needed to further develop low dose risk research.
The key priority for radiation protection is to improve health risk estimates for exposures
corresponding to the dose limits for occupational exposures and to reference levels of the population
in emergency situations.

NERIS – European Platform on preparedness for nuclear and radiological
emergency response and recovery.
NERIS was established in June 2010 to assure the positive momentum in nuclear and radiological
emergency co-operation in Europe and to develop technical and methodological methods at all
operational levels.
The NERIS Platform is a forum for dialogue and methodological development between European,
national, regional and local authorities, technical support organisations, operators, professional
organisations, research institutes, universities, non-governmental organisations, consultants, and
national and local stakeholders and associations taking part in decision making of protective actions
in nuclear and radiological emergencies and recovery in Europe.
The objectives of the Platform are defined as to improve the effectiveness of current European,
national and local approaches for preparedness concerning nuclear or radiological emergency
response and recovery, to promote more coherent approaches in preparedness for nuclear or
radiological emergency response and recovery throughout Europe, to identify gaps and needs for
further developments in preparedness for nuclear or radiological emergency response and recovery,
to address new and emerging challenges in the field of preparedness for nuclear and radiological
emergency response and recovery, to maintain and improve know-how and technical expertise in
preparedness for nuclear or radiological emergency response and recovery among all interested
stakeholders in Europe.

The European Radioecology Alliance was founded in 2009 to coordinate
and promote European research on Radioecology. It acts as a Research
Platform defining priorities and research programmes, and integrating resources. It promotes
communication with stakeholders. The ALLIANCE, together with the EC-STAR Network of
Excellence (2011-2015), has developed a Strategic Research Agenda (SRA), which defines a long
term vision on the needs and implementation of research in Radioecology. Members of the Alliance
bring together parts of their respective research and development programmes into an integrated
programme that maintains and enhances radioecological competences and experimental
infrastructures and addresses scientific and educational challenges in assessing the impact of
radioactive substances on humans and the environment.

EURADOS – The European Radiation Dosimetry Group.
EURADOS is a network of more than 50 European institutions, which includes
experts, reference and research laboratories and dosimetry services. This enables appropriate
specialist groups to be formed in a timely manner to solve problems or promote research identified
within EURADOS or upon request from external bodies. EURADOS activities encompass coordination
of working groups, organization of scientific meetings and training activities, and organization of
intercomparisons and benchmark studies. EURADOS areas of activity are individual monitoring for
external and internal exposure, retrospective dosimetry, environmental radiation monitoring, diagnostic
and interventional radiology, nuclear medicine, radiation therapy and computational dosimetry.

EURATOM 2014-2015 CALLS IN FIGURES
The activities funded by the Work Programme 2014-2015 developed in accordance with the Council
Regulation on the Research and Training Programme of the European Atomic Energy Community (20142018) complementing the Horizon 2020 were organised in 5 main sections:

management of ultimate radioactive waste; Foster Radiation Protection; Cross-cutting aspects for nuclear

EURATOM Regional Brokerage Day
8 April 2016
National Centre for Nuclear Research in partnership with National Contact Point in Poland organises
the EURATOM Regional Brokerage Day, which will take place on 8th April 2016 in Warsaw. The goal
of the meeting is to foster creation of project consortia for topics of EURATOM Work Programme
2016-2017 and to support participation of organizations from Visegrad and Baltic countries.
After presenting different point of views: EC Project Officer (Katerina Ptackova), Member
of EURATOM Program Committee (Grzegorz Wrochna), as well as Project Managers (Aneta
Maszewska and Jacek Gajewski), the RBD meeting will create excellent opportunities to present
your own ideas for new projects (via oral presentations) and seek additional partners, and/or to
present the project potential of your organizations to join forthcoming projects (via posters or
brochures describing potential of your research teams and their areas of interest and ideas). There

International Conference on the Safety of Radioactive Waste
Management

The purpose of the conference is to highlight the importance of an integrated long term approach
towards the management of radioactive waste and spent fuel, to foster information exchange
between Member States and to provide inputs that will promote further harmonization of safety
in the fields of predisposal management and disposal of radioactive waste. The conference will
serve as a forum for discussing past experiences and future challenges. Furthermore, it will seek
to identify Member States’ needs in order to assist them — through specific activities under future
IAEA programmes in this area — to develop and implement safe solutions for the management of
their entire radioactive waste inventory.
The conference will address all aspects of predisposal management and disposal of radioactive
waste and spent fuel, including waste arising from accidental situations. The management of
radioactive waste and residues from mining activities, as well as the control of discharges from
nuclear facilities and activities, are, however, outside of its scope.
