Message from the CDD
Supervisor, Frank Nocco
Quality of Life. We all hear this phrase used often. It is used
to describe the conditions that a people, community or even a
nation exist. Let’s look at our own community, Rivercrest.
Rivercrest has numerous amenities for which our residents
are invited to enjoy. Our pool, children’s water feature and play
areas are among the areas finest. When completed the secondary pool will raise this standard even higher as we will get to
enjoy hot tubs, fire pits for conversation and other features provided by this new addition.
Most neighborhood areas have mini parks for our youngsters to enjoy and for the fitness minded our fitness trail around the large lake is there to use.
In addition to these fixed assets, events are held throughout the year to appeal to the broad range of our residents. Holiday
events, pool parties, outdoor movies and our spectacular Easter Egg Hunt and Boo Bash are awesome events. These activities just
don’t happen. Your CDD plans and makes them happen. Your CDD’s mission to improve the district and as we improve the district
the Quality of Life increases. Your CDD board members are all residents of Rivercrest who carefully plan for the future and execute
those plans when practical. We think everyone will be blown away by our new pool and cabana but we won’t be stopping there. A
dog park and multi-purpose field are just around the corner. Rivercrest has partnered with Protential Sports who provide outstanding services for young people. We envision the pool/cabana and sports field as not just useable amenities for the community but also
income generators.
Further in the future we plan to build a workout gym and a new clubhouse/community center.
We will also be looking to allow non-motorized boats such as canoes or kayaks on the big lake in the future if we are assured
that it will be done safely and without risk to the community or its residents.
Quality of Life, your CDD Board is always looking for ways to raise it.

Community Center Update:
The pool heaters will be turned on March 1st, warming the pool water temperature back to normal. So when you are thinking about all those relatives or friends living up north in the cold cloudy month of March you will be able to enjoy the pleasures

I enjoy riding the roller coasters at Busch Gardens. To me sometimes our Home
Owners Association (HOA) is like a roller coaster. We have recently had different ideas
presented to us about the structure of our HOA. The most recent idea is the senatorial
structure. This is the uphill climb for a new adventure in bringing our community into a new era.
We have been looking at the original documents and covenants with our attorney. Our builder provided us with these documents
and covenants upon their exit at the completion of building our homes in Rivercrest. Our attorney/ interpreter indicates that the original
intent of our HOA covenants outlined a senatorial structure for operating our HOA board and neighborhoods. This outline was never
completed.
We have 16 neighborhoods, each having an entrance off our 3 main streets. Also each entrance has large pylons indicating the neighborhood name, such as Villa Isles, Hibiscus Island, Bay Point to name a few.
A senatorial structure designates each neighborhood as their own entity whereby they can to look at their own set of rules within
limitations established in the master HOA structure. Also the Neighborhood rules can be tailored for each neighborhood as defined in
the master HOA Declarations (Decs) and Covenants.
At this point, each neighborhood group can vote on their specific issues. The neighborhood rep can then take that vote representing
a voting block to the master HOA. This allows changes to be voted on without a full community 60% membership vote which has been
nearly impossible to accomplish in the 10+ years of our existence. I have experienced knocking on doors in at least two neighborhoods
to get very important changes to happen). Believe me when I say -this new structure is a system that more easily allows good changes to
be made without an act of congress.
Another advantage of this structure is the better control of leased properties by the master HOA board. Allow me to explain:
All owners want renters to abide by the same rules as they are required to abide by. Renters should abide by the community rules
just like owners are required to. The new structure will give your HOA the right to approve leases, issue violations to renters but currently
our HOA must deal with leases going through an owner/ investment company in places like California, Canada or UK and the owner and
the renters are able to legally turn their back to our rules without any real consequences.
These changes must have your support. You have the right to expect all owners and renters in your neighborhood to abide by the
same uniform rules.
Any change the HOA to thoroughly study the effects of those changes for residents. Before enacting any change, we need to understand as much as possible about the end result. To that end- so far I have contacted 8 communities that operate their homeowners
association in Florida in accordance with the Florida statutes and Florida Sunshine laws. This is the same for all HOA’s. The communities

I have contacted range from very large, to medium size and small. Our community can be considered medium with 1382 owners and
includes 2 unique neighborhoods –Villas and Townhomes (lawn maintenance, painting and roofs are owner funded HOA responsibility).
Other HOA’s are gated, gates within gates, incorporate golf courses, restaurants, club houses , swimming pools etc. We are all different,
but not so different that we can’t learn and use ideas that are good and serving those communities well. I have studied the communities
with a senatorial structure and in most cases are larger than our community. They not only have control of the lease/rent situation, but
are able to individualize each neighborhood with some variation in ArchecturalReveiw Committee (ARC) standards as approved by the
master HOA. Their rules also vary but again the Master HOA board retains veto power on some issues for uniformity.
The common thread of renter control through the legal process is apparent in successful HOA’s. The senatorial approach gives us, as
an HOA , these renter and lease control. As with any control, we need to be careful to encourage the landlords who have the same goals
of keeping Rivercrest clean, orderly and our houses well maintained. These are the same goals we as owners adhere to. And by the same
token we need the legal control to issue violations, fines and even evictions when these standards are ignored.
Of the HOA’s I have spoken with, some are more stringent about rules and some less stringent. We are in the middle of that range
and the current HOA board is satisfied with our level of tolerance. It is where we need to be with the exception of renter control, hence
the senatorial system appears to be our best plan.
The downside of the senatorial system appears more in larger communities, where the “umbrella master HOA board” can be less
effective because they allow too much individuality in the neighborhoods. We are more of a medium size community and can be considered more manageable.
Please strongly consider this endeavor. We will need owners from each neighborhood to get involved by representing you and your
neighbors in transitioning this structure to the new senatorial approach for your HOA. This change is planned to take place during 2015.
Your HOA is very serious about adopting this change.
Our next meeting is March 9, 2015 at 6:30. As always you are invited to attend our HOA board meeting and stay up to date with your

Single Family Home Representative, Rivercrest HOA Board Member
Hello single family home owners and neighbors of our 14 neighborhoods. As the Single Family Representative it gives me great
pleasure to remind you to focus your attention to the senatorial article in this newsletter that is very important as we go forward. I have
had the opportunity to read it prior to going to print and it is correct in defining our goals. Having the ability to change our documents
and do great things for the community is exciting and will make Rivercrest a better place to live and enjoy our lives as we wished to do
so when we bought homes here. I will be coming around to all of the neighborhoods to meet and greet and try to get owners to sign up
for your area representative. Time consuming is not an issue, I have been part of the HOA for over 7 years and simply put, 1 hour weekly
and once a month meeting is all its takes. You’re emailed the information, review it, read it and make your decision on what’s right for
our community, or even attend the monthly meeting so we can grow our attendance. I always encourage to anyone that we do not want
to make it a personal goal on anything, we want to communicate very well and manage our community as a quality leader/manager.
Also the rules can be tailored for each neighborhood as defined in the master HOA Declarations and Covenants. What is this about; it’s
easy, what the board can do to make this a quality community without taking things away from kids and families that they have enjoyed
for several years. I encourage more presence in our monthly meetings, and get involved, “The more the better.” While talking to many
homeowners throughout our neighborhood they still feel the boards are geared to what does the board want and or other items that
don’t associate with them. Well, I can tell you, our board cares, we care, come by and see…

After many months of considerations, discussions and deliberation, the project to remove and replace the existing oak trees in the villa neighborhood
contract with will be starting. The contract with
Green Expectations Landscaping has been executed
and the project has been scheduled.
The project is scheduled to begin Monday,
March the 9th and be completed on or before the
first of June. During this time, GXL will be removing the existing oaks, replacing them with the new
trees, as directed, and providing the new trees with
adequate irrigation. Every attempt will be made to
minimize interruption to the villa neighborhood
during this project however we ask residents to be
aware that this is a construction project that will require the use of heavy machinery by GXL staff.

Hillsborough County's residential recycling service for electronics is
now available exclusively at the regional Community Collection Centers.
Electronics are no longer being accepted during the County's monthly
Household Hazardous Waste collection events. Residents in unincorporated Hillsborough County will only need a photo ID for a no-cost drop-off
of up to five electronic items a month containing a digital display or circuit board, including televisions, computers, laptops, mobile devices, stereo
equipment, gaming consoles, VCR/DVD players, and printers.
The Community Collections Centers in Lithia, Seffner, Tampa, and Gibsonton already accept household electronics six days a week. The consolidation of electronics collection allows the Solid Waste Management Division
to improve staffing and services at the centers and is expected to reduce
wait times at Household Hazardous Waste collection events.
Not all items that plug in need to be disposed of at a collection center. Small items and appliances such as toasters, crock pots, electric skillets,
blenders, phone and battery chargers, lamps, hair dryers, power tools, and
curling irons may be discarded in regular trash.
The Community Collection Centers are self-unloading facilities open
Monday through Saturday from 7:30 a.m. until 5:30 p.m., with the exception
of holidays (New Year's Day, Memorial Day, Independence Day, Labor Day,
Thanksgiving Day, and Christmas Day) at the following locations:
• Alderman Ford, 9402 State Road 39 in Lithia
• Hillsborough Heights, 6209 County Road 579 in Seffner
• Northwest County, 8001 W. Linebaugh Ave. in Tampa
• South County, 13000 U.S. Highway 41 in Gibsonton Limited quantities of household paint can also be dropped off at the
centers with a photo ID. Disposal of other items accepted at the centers,
such as appliances, furniture, household quantities of construction materials, lead-acid batteries and tires, require a photo ID and a property tax bill
showing the Hillsborough County Solid Waste Disposal Assessment.

Do you like pasta? Who doesn’t? I know one group that absolutely loves it. Those little black bugs that seem to have invaded
every box or package of Barilla, Mueller’s and Ronzoni I own. How do I know this? One day while preparing a dinner of spaghetti and
meatballs I noticed that a previously opened box of spaghetti looked odd. It looked like some pieces of the pasta were missing. Dismissing this as yet another of life’s oddities, that seems to be happening with ever increasing frequency for some reason, I pressed
on with dinner, boiling the water and putting the pasta in it. As soon as the pasta was all submerged an army of dead bugs were
floating on the surface of the water. What the heck was going on here? Now I had a meeting of the minds with myself, what do I do?
Can I salvage this mass murder site into dinner, or pour the evidence down the garbage disposal and hope that the FBI Behavioral
Analysis Unit wouldn’t catch wind of the incident and I would wind up as a “Criminal Minds” episode. Not that I wouldn’t mind being on TV but the outcome is never
good for the murderer on this show

The Florida Department of Health is working with other state and federal officials to monitor individuals who may have been exposed
to measles cases across the state. In the past two weeks, four cases of measles have been identified and reported among travelers with
unknown or no measles vaccinations who visited Florida. Two cases
involved international travelers.
“It’s important all Floridians make sure they have received the
measles vaccination because those who are fully immunized have
very little risk of developing the disease,” said State Surgeon General
and Secretary of Health Dr. John Armstrong. “Out of an abundance
of caution, it is important for those who think they may have been
exposed to measles to contact their health care provider for guidance right away.”

Construction Update:
Construction is well underway as shared in these photos. Expectations
are that grading, storm , sewer and water installations will be nearing
completion on March 12th, 2015 with pool form work and digging taking
place by March 20th, 2015 pending receipt of construction permits.
Please excuse the inconvenience of construction equipment, dust and
related noise to the project. All efforts will be made to control times of
construction to avoid disruption to surrounding neighbors of the Community Center.
